{"id":60069826,"date":"2025-02-07T17:57:56","date_gmt":"2025-02-07T17:57:56","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60069826"},"modified":"2025-03-05T12:25:39","modified_gmt":"2025-03-05T12:25:39","slug":"argentinas-provinces-deepen-relations-with-china","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/argentinas-provinces-deepen-relations-with-china\/","title":{"rendered":"Argentina\u2019s provinces deepen relations with China"},"content":{"rendered":"\n<p>While diplomatic relations between Argentina\u2019s national government and China remain ambiguous, provincial leaders have been bypassing Buenos Aires to bolster links with Beijing. These subnational efforts are mobilising investment opportunities in natural resources, energy, infrastructure and trade expansion.<\/p>\n\n\n\n<p>They have been yielding varying degrees of success as the provinces navigate several challenges, including a lack of China knowledge among provincial leaders, as well as preparation on the part of trade missions headed to China. Economic constraints at the national level also continue to cast a shadow.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-an-ambiguous-relationship\">An ambiguous relationship<\/h2>\n\n\n\n<p>During his 2022-2023 election campaign, Argentina\u2019s president Javier Milei said he would not maintain diplomatic ties with China, dismissing it as \u201c<a href=\"https:\/\/dai.ly\/x96ia8u\">business with communists<\/a>\u201d. Upon assuming the presidency in December 2023, Milei <a href=\"https:\/\/cnnespanol.cnn.com\/2023\/12\/29\/argentin-renuncio-brics-carta-javier-milei-orix-arg\/\">cancelled<\/a> Argentina\u2019s entry into the Brics bloc (made up of 10 countries including Brazil, Russia, India, China and South Africa) at the eleventh hour. As Milei\u2019s term has progressed, however, <a href=\"https:\/\/dialogue.earth\/en\/business\/390353-where-next-for-argentina-china-relations\/\">pragmatism has recomposed the China-Argentina relationship<\/a>.<\/p>\n\n\n\n<p>During his first year in office, Milei benefitted from several of China\u2019s actions<em>. <\/em>For example, following initial hesitancy over the new government\u2019s stance, in June 2024 China <a href=\"https:\/\/www.infobae.com\/economia\/2024\/06\/12\/el-banco-central-anuncio-la-refinanciacion-del-swap-con-china-por-usd-5000-millones-hasta-2026\/\">accepted<\/a> the renewal of its multi-billion-dollar currency swap line, which had been negotiated with Argentina\u2019s previous administration. This allowed Argentina to delay the repayment of USD 5 billion in dues. Milei later <a href=\"https:\/\/dai.ly\/x96iaiy\">declared<\/a> China \u201ca very interesting trading partner, because they don\u2019t demand anything\u201d. And during Brazil\u2019s G20 summit in November, Milei met China\u2019s president Xi Jinping for the <a href=\"https:\/\/www.reuters.com\/world\/chinas-xi-meets-argentinas-milei-sidelines-g20-summit-2024-11-19\/\">first time<\/a>, bolstering their relations.<\/p>\n\n\n\n<p>However, the <a href=\"https:\/\/cnnespanol.cnn.com\/2024\/11\/14\/milei-se-reune-con-trump-orix\">close ties<\/a> between Milei and US president Donald Trump cast doubt upon the extent of Argentina\u2019s near-term relations with China. For example, the new <a href=\"https:\/\/agendarweb.com.ar\/2022\/04\/29\/estados-unidos-advierte-a-argentina-sobre-la-seguridad-de-atucha-iii-que-construira-china\/\">Atucha III<\/a> nuclear power plant uses Chinese technology, and so may be seen to conflict with US interests. An existing Chinese <a href=\"https:\/\/www.infobae.com\/america\/america-latina\/2023\/10\/16\/el-comando-sur-de-estados-unidos-volvio-a-advertir-sobre-la-base-espacial-que-el-regimen-chino-controla-en-la-argentina\/\">aerospace base<\/a> in the western province of Neuqu\u00e9n, and the suggestion that <a href=\"https:\/\/buenosairesherald.com\/business\/tech\/5g-bid-three-companies-awarded-licenses-for-us875-million\">Huawei<\/a> could work on Argentina\u2019s 5G network, have thrown up similar tensions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-provincial-pragmatism\">Provincial pragmatism<\/h2>\n\n\n\n<p>Dialogue Earth spoke to Stella Maris Juste, an international relations expert and researcher at Argentina\u2019s National Scientific and Technical Research Council (Conicet). She says that the relationship between the provinces and China \u201chas managed to weather the shifts in national politics and even in the provinces themselves, not only during the presidency of Milei, but also previously under [former president] Macri\u201d.<\/p>\n\n\n\n<p>Juste chalks this down to complementary interests: \u201cThe provinces need to attract investment, create jobs and improve infrastructure, while China seeks to improve access to key natural resources, such as lithium and other minerals, and also greater penetration of renewable energy and ports industries.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">In the provinces, China has found reliable interlocutors to sustain the relationship in these turbulent times<\/blockquote><cite class=\"block--pull-quote__cite\">Diego Cagliolo of the sustainable development NGO Argentina Global<\/cite><\/div><\/div>\n\n\n\n<p>In 2024, provinces\u2019 finances became more strained as the state\u2019s defunding measures grew. Total transfers to provincial and municipal governments fell by <a href=\"https:\/\/opc.gob.ar\/provincias\/informe-trimestral-de-transferencias-a-provincias-datos-a-septiembre-de-2024\/\">19%<\/a> year on year, according to the congressional budget office.<\/p>\n\n\n\n<p>\u201cIn the provinces, China has found reliable interlocutors to sustain the relationship in these turbulent times,\u201d explains Diego Cagliolo, who manages Asia relations at Argentina Global, a sustainable development NGO. \u201cThat is why Wang Wei \u2013 the Chinese ambassador \u2013 visits the provinces, and the governors in turn visit the [Chinese] embassy.\u201d<\/p>\n\n\n\n<p>Indeed, throughout 2024, there were numerous overtures from provincial leadership to China, usually via Argentina\u2019s Chinese embassy.<\/p>\n\n\n\n<p>For example, in August, the vice-governor of Catamarca province toured Zijin Mining\u2019s copper facilities, including its clean energy and battery research centre.<\/p>\n\n\n\n<p>In September, C\u00f3rdoba\u2019s governor <a href=\"https:\/\/www.valorlocal.com.ar\/27\/09\/2024\/encuentro-de-vinculacion-institucional-y-comercial-entre-cordoba-y-china\/\">led<\/a> the Institutional and Commercial Linkage Meeting between his province and Chinese businesses, where Ambassador Wang <a href=\"https:\/\/www.lanacion.com.ar\/autos\/el-embajador-de-china-afirmo-que-podria-radicarse-una-automotriz-en-cordoba-nid30092024\/\">announced<\/a> a Chinese car company\u2019s interest in establishing a factory in C\u00f3rdoba. Representatives of the Industrial and Commercial Bank of China (ICBC) and China Energy International Group attended.<\/p>\n\n\n\n<p>In October, the governor of Santa Cruz visited China, <a href=\"https:\/\/winfo.ar\/politica\/2024\/10\/vidal-firmo-un-acuerdo-con-la-pesquera-china-hong-dong-para-la-instalacion-de-una-planta-en-la-provincia\">signing<\/a> an agreement with fishing company Hong Dong to develop fisheries in his province. Subsequently, a delegation from the Fujian Chamber of Commerce visited Santa Cruz to <a href=\"https:\/\/noticias.santacruz.gob.ar\/gestion\/gobierno\/item\/32050-gordillo-arriagada-destaco-que-la-visita-de-china-coal-a-santa-cruz-es-parte-del-compromiso-asumido-por-el-gobernador\">discuss<\/a> a coal export agreement with Argentine state-owned coal mining firm YCRT.<\/p>\n\n\n\n<p>Wang also visited La Pampa province to meet its governor at the end of May, accompanied by representatives of companies including Shanghai Electric Power, wind turbine manufacturer Goldwind, and ICBC.<\/p>\n\n\n\n<p>The governor of Buenos Aires province <a href=\"https:\/\/www.gba.gob.ar\/rrii\/noticias\/kicillof_recibi%C3%B3_al_embajador_de_la_rep%C3%BAblica_popular_china\">met<\/a> with Wang in February after agreeing in November 2023 to a <a href=\"https:\/\/www.gba.gob.ar\/comunicacion_publica\/gacetillas\/kicillof_anunci%C3%B3_inversiones_de_una_empresa_china_por_us1250\">USD 1.25 billion<\/a> investment by China Potassium Chemical Group. The company is set to construct two fertiliser plants in the port city of Bah\u00eda Blanca. In addition, investments in Buenos Aires\u2019 renewable energy, agricultural development and ports have been <a href=\"https:\/\/newsargenchina.ar\/contenido\/5992\/provincia-de-buenos-aires-y-sichuan-exploran-nuevas-oportunidades-de-cooperacion\">discussed<\/a> with officials from Sichuan province, and the Chinese agricultural machinery firm Ruiyuan Holdings is <a href=\"https:\/\/infocielo.com\/politica-y-economia\/una-mega-empresa-china-analiza-invertir-la-provincia-n789647\">considering<\/a> an investment. In November, Wang was in Neuqu\u00e9n province to <a href=\"https:\/\/www.neuqueninforma.gob.ar\/noticias\/2024\/11\/07\/246801-estrechan-lazos-de-cooperacion-con-china\">meet<\/a> its governor. Also in attendance were representatives from large Chinese companies covering construction, railways and roads, engineering and equipment manufacture, oil and gas, and telecommunications.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-multi-level-relations\">Multi-level relations<\/h2>\n\n\n\n<p>\u201cChina has a long tradition of establishing multi-level relations with countries, including subnational agreements, but also through links with universities and think-tanks,\u201d explains Oriana Cherini, an international relations researcher at Conicet. \u201cIn this context, China found Argentina\u2019s provinces to be fundamental and stable allies.\u201d<\/p>\n\n\n\n<p>According to 2023 data <a href=\"https:\/\/www.bcr.com.ar\/es\/mercados\/investigacion-y-desarrollo\/informativo-semanal\/noticias-informativo-semanal\/las-38\">compiled<\/a> by Argentina\u2019s Rosario Stock Exchange, China was the primary international trading partner of Jujuy, Chaco, Santiago del Estero, Catamarca, La Pampa and Entre R\u00edos. It was also the second-biggest trading partner of Santa Fe and Buenos Aires provinces.<\/p>\n\n\n\n<iframe src='https:\/\/flo.uri.sh\/visualisation\/21465779\/embed' title='Interactive or visual content' class='flourish-embed-iframe' frameborder='0' scrolling='no' style='width:100%;height:85vh;' sandbox='allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation'><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-case-study-jujuy\">Case study: Jujuy<\/h2>\n\n\n\n<p>The province of Jujuy in the north-west is often cited as a test case for Argentina\u2019s subnational relationship with China. It is home to one of China\u2019s biggest renewable energy projects in Argentina, the 315-megawatt Cauchari solar park. The project was mostly financed by the Export-Import Bank of China, and built by PowerChina, Shanghai Electric Construction and eastern China\u2019s Talesun.<\/p>\n\n\n\n<p>Pablo Palomares, Jujuy\u2019s secretary of international relations, calls Cauchari a substantial step forward for the province in its relationship with China. \u201cJujuy knew how to approach and respond\u2026 in terms of commitment and seriousness,\u201d he says. \u201cA good project was drawn up, which is why it was able to overcome [Argentina\u2019s] macroeconomic crisis.\u201d<\/p>\n\n\n\n<p>This relationship has also been reflected in other types of agreements, such as the Safe and Interconnected Jujuy <a href=\"https:\/\/prensa.jujuy.gob.ar\/bbva-hong-kong\/se-completo-china-el-credito-jujuy-seguro-e-interconectado-n53612\">initiative<\/a>. Signed off in 2019, this programme involves the Chinese telecommunications company ZTE providing Jujuy with security cameras, fibre-optic cables, software and hardware.<\/p>\n\n\n\n<p>In 2020, expert in China-Latin America relations, Margaret Myers, <a href=\"https:\/\/digitalcommons.fiu.edu\/cgi\/viewcontent.cgi?article=1001&amp;context=jgi_research\">noted<\/a>: \u201cChinese officials and other actors made upwards of 13 trips to Jujuy province, and Jujuy and Argentine national government officials made at least 11 visits to China\u201d in the preceding five years.<\/p>\n\n\n\n<p>Key to the relationship between Jujuy and China is lithium. For example, the <a href=\"https:\/\/www.ganfenglithium.com\/new_detail_en\/id\/56.html\">Cauchari-Olaroz<\/a> salt lake lithium project is controlled by Ganfeng Lithium, a company based in east China. The project has a production capacity of 40,000 tonnes of&nbsp;lithium carbonate equivalent per year.<\/p>\n\n\n\n<p>Another project Jujuy embarked upon with China is its solar-powered tourist <a href=\"https:\/\/www.bbc.com\/mundo\/articles\/c13dxp5pl0po\">train<\/a>, which runs through the Quebrada de Humahuaca Valley. And in May 2024, a diplomatic delegation from Jujuy signed an <a href=\"https:\/\/www.pregon.com.ar\/nota\/24229\/2024\/05\/construir%EF%BF%BDn-una-planta-solar-de-200-megavatios-en-finca-el-pongo\">agreement<\/a> with Gotion, headquartered in the eastern Chinese city of Hefei, to build a 200-megawatt solar plant in southern Jujuy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lithium-and-other-minerals\">Lithium and other minerals<\/h2>\n\n\n\n<p>Argentina\u2019s strong federal character extends to the provinces being in control of their own natural resources. This means the strong growth experienced by the lithium sector and the rest of the metalliferous mining industry is having a direct impact on subnational relationships. This contrasts with Chile, for example, where the national government ultimately controls natural resources.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/10\/PowerChina-Argentina.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/10\/PowerChina-Argentina.jpg 1620w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 1620px\" alt=\"PowerChina engineers inspect solar panels at a photovoltaic plant in the town of Cafayate, Salta Province, Argentina\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">PowerChina engineers inspect solar panels at a photovoltaic plant in the town of Cafayate in Salta, north-west Argentina. Apart from solar, the province has seen Chinese investment in industries such as lithium in recent years (Image: Martin Zabala \/ Imago \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/10\/PowerChina-Argentina.jpg\"\/><meta itemprop=\"contentSize\" content=\"195 KB\"\/><meta itemprop=\"height\" content=\"1080\"\/><meta itemprop=\"width\" content=\"1620\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Other mining provinces besides Jujuy are also experiencing more dynamic links with China. In neighbouring Salta, the Mariana lithium-potassium brine project, under construction since 2022, is <a href=\"https:\/\/www.ganfenglithium.com\/aboutz_en\/id\/3.html\">controlled<\/a> by Ganfeng Lithium.<\/p>\n\n\n\n<p>Ganfeng also part-owns the Pozuelos-Pastos Grandes lithium project in Salta, which is in the <a href=\"https:\/\/lithium-argentina.com\/our-projects\/pastos-grandes-basin\/default.aspx\">feasibility<\/a> stage; in September, Ganfeng\u2019s home province, Jiangxi, <a href=\"https:\/\/www.salta.gob.ar\/prensa\/noticias\/se-firmo-una-carta-de-intencion-entre-salta-y-la-provincia-china-de-jiangxi-97873\">signed<\/a> a letter of intent to deepen its cooperation with Salta. In addition, China is participating in lithium extraction at Salta\u2019s Arizaro and Diablillo salt flats <a href=\"https:\/\/cancilleria.gob.ar\/en\/announcements\/news\/visit-china-business-meeting-attract-and-consolidate-trade-and-investments\">through<\/a> Tibet Summit Resources, while Revotech Asia, a Hong Kong-registered company, <a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/portfolio_lithium_2024.pptx.pdf\">owns<\/a> the Sal de los \u00c1ngeles project at Diablillo.<\/p>\n\n\n\n<p>In Catamarca, north-western Argentina, a large lithium project is being developed: Tres Quebradas, <a href=\"https:\/\/www.zijinmining.com\/global\/program-detail-71747.htm\">owned<\/a> by Zijin Mining. Catamarca has also been <a href=\"https:\/\/mineriaydesarrollo.com\/catamarca-quiere-potenciar-el-paso-de-san-francisco-con-inversiones-de-la-minera-china-zijin-mining\/\">discussing<\/a> improvements to the San Francisco Pass with Zijin, which would facilitate lithium exports from Coquimbo port in Chile.<\/p>\n\n\n\n<p>Catamarca Mining and Energy (<a href=\"https:\/\/camyen.catamarca.gob.ar\/energia\/\">Camyen<\/a>), which is owned by the provincial government, announced in 2022 that PowerChina would <a href=\"https:\/\/newsargenchina.ar\/contenido\/3808\/power-china-financia-cuatro-parques-solares-en-catamarca\">finance<\/a> four solar plants in the province. Built by Shanghai Electric Power Construction, they will have a combined capacity of 600 megawatts. In addition, the Chinese company Shandong Gold has a <a href=\"https:\/\/www.barrick.com\/English\/operations\/veladero\/default.aspx\/\">50%<\/a> stake in the province\u2019s Veladero gold and silver mine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-challenges\">The challenges<\/h2>\n\n\n\n<p>Diego Guelar, the Argentine ambassador to China from 2016-2019, believes the provinces have a fundamental role to play in making an investment attractive to China. He says they have the capacity to provide local support and insights, helping to smoothen cooperation. However, he adds that \u201ca large number of trade and business missions from provinces [that go] to China are not properly prepared\u201d.<\/p>\n\n\n\n<p>Guelar says while the provinces have control over their resources and foreign policy, and that China is generally interested in investing and trading with Argentina, getting projects off the ground is complex: \u201cIt requires prior preparation and, in many cases, sovereign guarantees from [Argentina\u2019s national government], which also need to be negotiated. But it also requires knowledge of how the Chinese operate. This expertise is often lacking in the leadership at the national level, let alone in the provinces.\u201d<\/p>\n\n\n\n<p>From a more structural point of view, Stella Maris Juste sees the relational asymmetries deepening between Argentina and China at the subnational level, to China\u2019s advantage: \u201cThe flipside of investments in territorial connectivity, energy production and currency swaps can be seen in trade deficits, extractive agriculture, the difficulty of expanding the basket of exportable value-added products, and financial
