Citing figures on the shortage of dollar reserves and fuel, Spinetto also described the country\u2019s future in three words: \u201c<a href=\"https:\/\/www.bloomberglinea.com\/opinion\/la-tragedia-de-bolivia-acabara-en-devaluacion-impago-y-caos\/\">devaluation, default and chaos<\/a>\u201d.<\/p>\n\n\n\n<p>Spinetto\u2019s opinion piece caused a stir in the Bolivian media but, in the five months since, his predictions have largely been realised. Although there has been no official devaluation of its currency, due to the fixed exchange rate of USD 1 to 6.96 bolivianos (BOB), banks have imposed steep commission fees, and exchange rates on Bolivia\u2019s authorised cryptocurrency market have hit BOB 12 per dollar.<\/p>\n\n\n\n<p>The origin of the crisis lies in the \u201cdecline of the natural gas sector\u201d, economist Gonzalo Ch\u00e1vez <a href=\"https:\/\/www.infobae.com\/america\/america-latina\/2024\/09\/15\/las-claves-para-entender-como-bolivia-dejo-de-ser-un-milagro-economico-y-se-encamino-a-la-crisis\/\">told<\/a> Infobae in September last year. Until 2014, the state received <a href=\"https:\/\/www.noticiasfides.com\/economia\/recaudacion-por-renta-petrolera-proyecta-una-caida-de-50-en-2016-respecto-a-la-gestion-2014-371868\">USD 5.5 billion<\/a> a year from the export of the hydrocarbon. Since then, production has fallen, with revenue down to <a href=\"https:\/\/www.la-razon.com\/economia\/2025\/02\/25\/en-2024-bolivia-logro-us-1-635-millones-por-renta-petrolera-us-349-millones-menos-que-en-2023\/\">USD 1.6 billion<\/a> in 2024. This is due to various factors, most notably lower demand from the main markets, <a href=\"https:\/\/www.lostiempos.com\/actualidad\/economia\/20200616\/petrobras-reduce-compra-gas-bolivia-solo-le-queda-negociar\">Brazil<\/a> and <a href=\"https:\/\/www.la-razon.com\/economia\/2024\/09\/25\/despues-de-19-anos-argentina-deja-de-importar-gas-desde-bolivia\/#:~:text=10:22%2520AM-,Despu%25C3%25A9s%2520de%252019%2520a%25C3%25B1os%252C%2520Argentina%2520deja%2520de%2520importar%2520gas%2520desde,con%2520base%2520en%2520datos%2520oficiales.&amp;text=Casi%2520medio%2520mes%2520antes%2520de,ya%2520se%2520cerraron%2520los%2520despachos%25E2%2580%259D.\">Argentina<\/a>, as well as a <a href=\"https:\/\/dialogue.earth\/es\/energia\/53587-con-su-gas-agotado-bolivia-se-enfrenta-a-una-transicion-energetica-involuntaria\/\">decline<\/a> in reserves.<\/p>\n\n\n\n<p>Other contributing factors to the economic crisis include the decision to maintain the fixed exchange <a href=\"https:\/\/eldeber.com.bo\/economia\/dolar-en-bolivia-como-se-fijo-el-tipo-de-cambio-desde-2011-y-que-otros-paises-lo-hacen_387683\/\">rate<\/a> and the significant increase in <a href=\"https:\/\/eldeber.com.bo\/economia\/la-deuda-publica-del-pais-representa-el-866-del-pib-segun-informe-del-fmi_502498\/\">public debt<\/a> due to <a href=\"https:\/\/www.swissinfo.ch\/spa\/el-gobierno-de-bolivia-dice-que-cumple-el-pago-de-su-deuda-externa-pese-a-dificultades\/88827065\">subsidies<\/a> for both fuel and food.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50053588\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In Bolivia, diesel and gasoline are bought at international prices (approximately <a href=\"https:\/\/www.anh.gob.bo\/w2019\/contenido.php?s=13\">USD 1.2 per litre<\/a>) and sold domestically at BOB 3.74 and 3.72 (USD 0.54) per litre, respectively. This has been the case since 2004, with the government absorbing the rise in oil costs ever since.<\/p>\n\n\n\n<p>As a result of all this, since 2023 the country has been experiencing a shortage of dollars that has deepened to the point that it is no longer able to supply <a href=\"https:\/\/www.la-razon.com\/economia\/2025\/03\/10\/ypfb-se-reconoce-incapaz-de-abastecer-de-combustibles-al-sector-productivo\/\">fuel<\/a> because it cannot pay the companies selling it.<\/p>\n\n\n\n<p>President Luis Arce\u2019s response during his four years in office has been to invest in the <a href=\"https:\/\/dialogue.earth\/es\/negocios\/362547-biodiesel-en-bolivia-bueno-para-la-economia-u-otra-amenaza-a-la-amazonia\/\">construction of biodiesel production plants<\/a> in an effort to reduce the need for fuel subsidies.<\/p>\n\n\n\n<p>Arce has also relaunched the country\u2019s attempts to <a href=\"https:\/\/dialogue.earth\/en\/business\/57525-understanding-bolivias-long-struggle-to-exploit-its-lithium-reserves\/\">exploit its vast lithium reserves<\/a>, to take advantage of the boom in demand for the metal for the global energy transition. He has also announced the exploration of new oil wells, including in <a href=\"https:\/\/es.mongabay.com\/2022\/04\/bolivia-21-areas-protegidas-amazonicas-se-superponen-con-lotes-petroleros\/#:~:text=\">national parks<\/a>, to reverse the decline in Bolivian production.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">It is a pattern that repeats itself and we Indigenous peoples pay the high cost: the loss of our territories and our livelihoods<\/blockquote><cite class=\"block--pull-quote__cite\">Ruth Al\u00edpaz, Indigenous leader from an Uchupiamona community<\/cite><\/div><\/div>\n\n\n\n<p>So far, the results have not been as expected, with the country\u2019s only biodiesel plant <a href=\"https:\/\/www.urgente.bo\/noticia\/la-producci%25C3%25B3n-de-biodi%25C3%25A9sel-estar%25C3%25A1-lejos-de-la-meta-de-sustituci%25C3%25B3n-de-importaciones\">far<\/a> from being able to replace fuel imports. The lithium project has also failed to get off the ground, due to <a href=\"https:\/\/www.infobae.com\/america\/america-latina\/2025\/02\/11\/litio-boliviano-ong-muestran-preocupacion-por-la-rentabilidad-de-los-contratos-con-empresas-de-rusia-y-china\/\">concerns<\/a> about profitability and <a href=\"https:\/\/dialogue.earth\/en\/business\/382327-latin-america-eyes-the-lithium-boom-but-opposition-endures\/\">environmental impacts<\/a>, while oil exploration has encountered resistance due to the vulnerability of surrounding ecosystems.<\/p>\n\n\n\n<p>The Bolivian government maintains that these projects will help <a href=\"https:\/\/www.radarenergetico.com\/el-gobierno-apunta-al-litio-al-zinc-y-al-biodiesel-para-mejorar-los-ingresos\/\">improve<\/a> its revenues \u2013 but the country\u2019s Indigenous peoples say it is they who always end up paying the price.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-natural-resources-in-the-spotlight\">Natural resources in the spotlight<\/h2>\n\n\n\n<p>For Ruth Al\u00edpaz, an Indigenous woman from the Uchupiamona people of the Bolivian Amazon, President Arce\u2019s response has been the one that governments always choose when faced with crises such as this.<\/p>\n\n\n\n<p>\u201cThey turn to natural resource extraction,\u201d she tells Dialogue Earth. Al\u00edpaz, a community leader, is well <a href=\"https:\/\/dialogue.earth\/en\/forests\/362887-two-women-bolivia-against-deforestation\/\">known for defending her territory<\/a>, against illegal gold mining, mercury contamination of rivers, and the construction of hydroelectric dams that threaten to flood areas. However, the royalties paid to the Bolivian state \u2013 3% of total sales <a href=\"https:\/\/mineria.gob.bo\/juridica\/20140528-13-6-11.pdf\">according to the country\u2019s mining law<\/a> \u2013 are not reflected in the economy. One reason is that much of the mineral production \u2013 <a href=\"https:\/\/mineria.gob.bo\/revista\/pdf\/20220928-15-32-13.pdf\">55%<\/a> \u2013 is in the hands of mining associations known as cooperatives. None of them pay royalties because they are considered \u201c<a href=\"https:\/\/siip.produccion.gob.bo\/noticias\/files\/BI_130520162ddab_Coop_Mineras.pdf\">autonomous non-profit entities<\/a>\u201d and are thus not required to pay taxes on profits.<\/p>\n\n\n\n<p>\u201cWhat it does leave behind is environmental damage, contamination, deforestation and infringement of rights,\u201d claims Alfredo Zaconeta, a researcher on the subject at the Center for the Study of Labor and Agrarian Development (Cedla).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-economic-wealth-versus-natural-wealth\">Economic wealth versus natural wealth<\/h2>\n\n\n\n<p>In his analysis, Zaconeta warns that mining \u201cis not something we can do without\u201d. But, he adds, it is an activity that requires discussions that involve not only the mining sector, which he says is currently the case, but also academia, civil society \u201cand those affected in areas where mining is more harmful than beneficial\u201d.<\/p>\n\n\n\n<p>Extractive projects have long <a href=\"https:\/\/www.lostiempos.com\/actualidad\/economia\/20250212\/potosi-exige-mas-regalias-del-litio-transparencia-contratos\">attracted criticisms<\/a> from civil society and Indigenous groups over a lack of genuine participation in projects, a lack of access to information or only to biased information. This has generated a sense of mistrust and rejection among Indigenous and peasant communities, inside and outside mineral-rich areas, such as the salt flats of Uyuni and Pastos Grandes in Potos\u00ed, and Coipasa in Oruro.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">What worries us is that the water will be affected and that we will be left with a plant that will require chemical products<\/blockquote><cite class=\"block--pull-quote__cite\">Leonel Ramos, resident of the Mallku Villamar community<\/cite><\/div><\/div>\n\n\n\n<p>These vast areas of salt flats <a href=\"https:\/\/spanish.xinhuanet.com\/20230312\/1740a989d05446b19f81a88db24b1628\/c.html\">have been targeted <\/a>by the Bolivian government for industrial plants using <a href=\"https:\/\/dialogue.earth\/en\/nature\/58865-can-lithium-be-produced-with-lower-environmental-impact-latin-america\/\">direct lithium extraction methods<\/a>. Lithium is a key component in batteries for electric vehicles and electronic devices, and together these salt flats host one of the largest lithium reserves in the world, an estimated 23 million <a href=\"https:\/\/www.rumbominero.com\/bolivia\/bolivia-mayor-reservorio-de-litio-con-23-millones-de-toneladas\/\">tonnes<\/a>.<\/p>\n\n\n\n<p>\u201cWhat worries us is that the water will be affected and that we will be left with a plant that will require chemical products,\u201d says Leonel Ramos, a native of Mallku Villamar, a Quechua community in the southwest of Potos\u00ed, in southern Bolivia. This site is the entrance to the Salar de Pastos Grandes, which in turn is part of the <a href=\"https:\/\/rsis.ramsar.org\/RISapp\/files\/3225211\/pictures\/BO489map.pdf\">Los L\u00edpez Ramsar site<\/a>, a wetland of international importance. Exploration and studies on water resources to assess potential impacts have already been carried out at the site, \u201cbut so far we haven\u2019t received the results,\u201d laments Ramos.<\/p>\n\n\n\n<p>Several important legal frameworks for the protection of the environment, Indigenous peoples and their right to information and consultation have been established in Bolivia. Among them are the <a href=\"https:\/\/observatoriop10.cepal.org\/es\/instrumento\/ley-medio-ambiente-ley-1333\">Environmental Law<\/a> and the <a href=\"https:\/\/www.lexivox.org\/norms\/BO-L-N450.html\">Law for the Protection of Indigenous Nations and Peoples in Situations of High Vulnerability<\/a>. The first establishes environmental rights and the participation of traditional communities in matters of development and natural resource usage in their lands; meanwhile the latter focuses on the protections and safeguards for groups exposed to threats to their territory and way of life, including similarly for resource use. Bolivia has also ratified the <a href=\"https:\/\/dialogue.earth\/en\/justice\/escazu-at-3-latin-americas-first-environmental-treaty-is-a-work-in-progress\/\">Escaz\u00fa Agreement<\/a>, the Latin American treaty on access to information, public participation and access to justice in environmental matters.<\/p>\n\n\n\n<p>In November, the Russian company <a href=\"https:\/\/uranium1group.com\/\">Uranium One Group<\/a> signed a contract to build a USD 970 million industrial lithium carbonate plant in Pastos Grandes. Another deal was signed with Hong Kong CBC \u2013 a Chinese consortium made up of battery giant CATL and its subsidiary Brunp, plus mining firm CMOC \u2013 which is to build two other plants in the <a href=\"https:\/\/abi.bo\/index.php\/economia2\/60507-china-cbc-debera-dejar-bolivia-si-planta-que-construya-no-produce-carbonato-de-litio-al-99-5-de-pureza-estado-no-le-pagara-ni-un-boliviano\">Salar de Uyuni<\/a>. The mineral is a key component in electric batteries, and these Bolivian salt flats host one of the largest lithium reserves in the world (Image: <a href=\"https:\/\/flic.kr\/p\/2qjFML5\">Secretar\u00eda General Iberoamericana<\/a>, <a href=\"https:\/\/creativecommons.org\/licenses\/by-nc\/2.0\/\">CC BY NC<\/a>)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/03\/Extracting-lithium-carbonate-in-the-Uyuni-salt-flat-in-Bolivia_Secretaria-General-Iberoamericana_2ff1e07a83.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1440\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-they-divide-us\">\u2018They divide us\u2019<\/h2>\n\n\n\n<p>Both Indigenous leaders and researchers with whom Dialogue Earth spoke agree that the current economic crisis in Bolivia is generating division, and even violence, among the inhabitants of the Indigenous and peasant communities themselves.<\/p>\n\n\n\n<p>\u201cThe issue has made the pressure on the territories more aggressive in terms of mining, hydrocarbons and the advance of the agricultural and livestock frontier,\u201d says Crespo.<\/p>\n\n\n\n<p>Uchupiamona leader Al\u00edpaz says the situation has already been debated by the National Coordinating Body for the Defence of Indigenous Peasant Territories and Protected Areas of Bolivia (<a href=\"https:\/\/www.cedib.org\/wp-content\/uploads\/2023\/09\/DisertacionJorge.pdf\">Contiocap<\/a>).<\/p>\n\n\n\n<p>\u201cNow we are seen as those who want to stop development, and they make us fight, because some say: \u2018let them give it to us\u2019,\u201d says Al\u00edpaz, referring to promises of royalties. \u201cBut in reality they [the government and companies] only light the fuse for something that will never come.\u201d<\/p>\n\n\n\n<p>The other major problem, not only for Indigenous peoples but also peasant communities, is the lack of access to information.<\/p>\n\n\n\n<p>Since the enactment of Bolivia\u2019s new Mining Law (2014), access to data has been restricted. Until 2018, explains Probioma\u2019s Crespo, it was possible to purchase access to complete information on the mining situation in the country, with up-to-date maps. All of this was then interpreted by experts and explained to Indigenous and peasant communities, in non-technical language, so that they could make an informed decision on whether to accept or reject the entry of new mining companies into their territories.<\/p>\n\n\n\n<p>\u201cIn 2023, the <a href=\"https:\/\/www.autoridadminera.gob.bo\">AJAM<\/a> [Mining Administrative Jurisdictional Authority] issued a resolution in which, among other elements, absolutely nothing is handed over,\u201d says Crespo. In an administrative resolution to which Dialogue Earth had access, technical reasons for this are detailed, but the causes are not specified. \u201cThere is no explanation. There are technical-legal reports, but there is no argumentation as to why,\u201d Crespo added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-environmental-defenders-struggles\">Environmental defenders\u2019 struggles<\/h2>\n\n\n\n<p>Added to these challenges in information access, some observers and residents have reported a situation of persecution of Indigenous and peasant leaders.<\/p>\n\n\n\n<p>This is what happened at Tres Mar\u00edas, a peasant community located in the municipality of <a href=\"https:\/\/www.laregion.bo\/mas-de-100-mineras-auriferas-ponen-en-riesgo-al-precolombino-municipio-de-yanacachi-en-la-paz\/\">Yanacachi<\/a> in La Paz, where flower producers have been displaced by miners.<\/p>\n\n\n\n<p>\u201cThey [the miners] built a community within our community in order to have territory to exploit,\u201d denounces Mary Catacora, a local resident.<\/p>\n\n\n\n<p>Since 2021, Indigenous coordinating body Contiocap has registered <a href=\"https:\/\/basedefensoras.cedib.org\">272<\/a> forms of attacks or threats on defenders in Bolivia \u2013 ranging from prosecutions for defamation to intimidation.<\/p>\n\n\n\n<p>Among those on the receiving end of this was Catacora\u2019s father, who led community <a href=\"https:\/\/basedefensoras.cedib.org\/es\/entity\/6g2p1v3mmee?searchTerm=mar%25C3%25ADas\">protests against mining cooperatives<\/a> last November, preventing them from entering mining areas and accessing roads within the territory, said to have been built illegally. He was among several community members reported to have been physically and verbally attacked by miners. This year, local prosecutors issued warrants to apprehend these community members after the mining cooperative pursued legal action against them for their protests \u2013 something Contiocap <a href=\"https:\/\/basedefensoras.cedib.org\/es\/entity\/r3xc37onx7?searchTerm=mar%25C3%25ADas\">describes<\/a> as \u201carbitrary\u201d and \u201cwithout due process\u201d.<\/p>\n\n\n\n<p>Mary, like the other representatives of areas affected by mining, agrees that their struggle will continue, because it is no longer only about land, but also about livelihoods.<\/p>\n\n\n\n<p>As she reflects on this feeling of exploitation, food prices continue to <a href=\"https:\/\/www.lostiempos.com\/actualidad\/pais\/20250314\/suben-precios-alimentos-filas-persisten-suman-reclamos-escasez-combustible\">soar<\/a> across Bolivia, while school <a href=\"https:\/\/unitel.bo\/noticias\/sociedad\/santa-cruz-falta-de-combustible-provoca-ausentismo-en-colegios-y-se-evalua-cambiar-a-clases-virtuales-DD15252472\">absenteeism<\/a> is also on the rise as the <a href=\"https:\/\/elperiodico.com.bo\/vuelven-las-filas-por-gasolina-y-la-provision-de-diesel-no-se-normaliza\/\">fuel shortage persists<\/a>.<\/p>\n\n\n\n<p>\u201cWe are worried about the day to day: what are we going to eat? What are we going to give our children? Where are we going to get water?
