This is our family. This is our world. And this is our time to make that defining difference.\u201d These are the words of Mia Mottley, the Prime Minister of Barbados, as she <a href=\"https:\/\/pmo.gov.bb\/2022\/09\/22\/unga77-september-22\/\">presented<\/a> the Bridgetown Initiative to the world at the UN General Assembly in 2022.<\/p>\n\n\n\n<p>The initiative, named after the Caribbean nation\u2019s capital city, proposes reforms to global finance. They were designed to make the system fairer, more inclusive, and more responsive to the climate crisis and the needs of developing countries. This idea has been led by Mottley, who took office in 2018. It emerged as she began <a href=\"https:\/\/www.imf.org\/-\/media\/Files\/Publications\/WP\/2020\/English\/wpiea2020034-print-pdf.ashx\">restructuring<\/a> the terms of her country\u2019s debt to incorporate climate risks.<\/p>\n\n\n\n<p>Since then, the Bridgetown Initiative has been <a href=\"https:\/\/dialogue.earth\/en\/climate\/367248-barbados-prime-minister-leads-push-to-transform-global-finance\/\">endorsed by global leaders<\/a> such as France\u2019s president, Emmanuel Macron, and international organisations including the <a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2023\/01\/13\/tr011223-transcript-of-imf-md-kristalina-georgieva-media-roundtable\">International Monetary Fund<\/a> (IMF). It has also been a prominent topic in discussions at global conferences such as the UN\u2019s COP climate change summits.<\/p>\n\n\n\n<p>The Bridgetown Initiative has so far pushed for concrete reforms, in line with similar initiatives <a href=\"https:\/\/dialogue.earth\/en\/climate\/372645-paris-climate-finance-summit-lifelines-for-latin-america\/\">by the French government<\/a>, as well as nations of both the <a href=\"https:\/\/www.v-20.org\/v20-finance-ministers-call-for-concessional-capital-and-debt-solutions-to-achieve-development-and-climate-goals\">Vulnerable Twenty<\/a> and the G20, among others. However, experts consulted by Dialogue Earth are in agreement that contemporary geopolitics presents major challenges.<\/p>\n\n\n\n<p>\u201cBridgetown is an effort to reimagine international financial institutions as policy-making bodies to strengthen economic resilience,\u201d says Noah Zucker, a professor and researcher of the political economy of climate change at the London School of Economics. \u201cIt arises from the explosive level of debt in emerging and low-income economies.\u201d<\/p>\n\n\n\n<p>The initiative is nearing its third anniversary at a time of continuing debt stress for developing nations. As of 2024, <a href=\"https:\/\/www.bu.edu\/gdp\/2024\/02\/02\/now-or-never-mobilizing-capital-for-climate-and-conservation-in-a-debt-constrained-world\/\">62 countries<\/a> were classified as being either at high risk of debt distress (unable to repay debts on a sustainable basis) or already experiencing it. Most countries in Africa and Oceania are on the list, but every region of the world is represented.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-bridgetown-s-first-steps\">Bridgetown\u2019s first steps<\/h2>\n\n\n\n<p>Mottley devised the Bridgetown Initiative alongside the World Bank economist and former head of the Barbados Financial Services Commission, <a href=\"https:\/\/dialogue.earth\/en\/climate\/385820-avinash-persaud-at-some-point-china-should-contribute-to-climate-finance\/\">Avinash Persaud<\/a>. In July 2022, they <a href=\"https:\/\/www.bridgetown-initiative.org\/history\/\">convened<\/a> a meeting with academics and representatives of international organisations to discuss ideas on debt and climate finance issues in developing countries.<\/p>\n\n\n\n<p>The meeting resulted in a <a href=\"https:\/\/www.bridgetown-initiative.org\/wp-content\/uploads\/2024\/05\/The-2022-Bridgetown-Initiative.pdf\">proposal<\/a> of three central ideas to confront a debt crisis exacerbated by conflicts, the Covid-19 pandemic and climate-related disasters.<\/p>\n\n\n\n<p>The first idea was the facilitation of quick and easy access to money, especially in economic emergencies. To this end, the IMF was asked to provide financing without restrictive conditions and create a trust fund to support economic resilience. It was also asked to reallocate USD 100 million in special drawing rights (SDRs), a partly unused reserve asset initially allocated during the Covid-19 pandemic. In addition, G20 governments were called on to arrange the suspension of developing country loan repayments to multilateral development banks (MDBs).<\/p>\n\n\n\n<p>Secondly, the Bridgetown Initiative called for a USD 1 trillion expansion of MDB lending, which was to prioritise the building of resilience to climate change, and the achievement of the Sustainable Development Goals (SDGs).<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What are the Sustainable Development Goals?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>The Sustainable Development Goals are a set of <a href=\"https:\/\/www.undp.org\/sustainable-development-goals\">17 interconnected goals<\/a> established by the UN in 2015, which are supposed to be achieved by 2030. They provide a detailed framework for addressing the world\u2019s most pressing social, economic and environmental challenges.<\/p>\n\n\n\n<p>The Sustainable Development Goals most closely linked to climate change include those on <a href=\"https:\/\/www.undp.org\/sustainable-development-goals\/affordable-and-clean-energy\">\u201caffordable and clean energy\u201d<\/a>, including an increase in the share of renewable energy supply worldwide; taking urgent <a href=\"https:\/\/www.undp.org\/sustainable-development-goals\/climate-action\">\u201cclimate action\u201d<\/a> to limit the extent and impacts of climate change; and goals to protect life on land and in the oceans.<\/p>\n\n\n\n<p><a href=\"https:\/\/dialogue.earth\/en\/climate\/climate-change-glossary\/\"><em>Read our guide to climate change terms<\/em><\/a><em>.<\/em><\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>Finally, it called for the creation of a global mechanism to raise funds for the reconstruction of any country threatened by a climate-related disaster, as well as long-term, low-interest private sector finance for action on climate change.<\/p>\n\n\n\n<p>\u201cMottley connects to the international context and talks about the need to discuss the role of MDBs. They were created in a post-war context with the idea of reconstruction, but that has changed. MDBs no longer respond to the needs of developed and developing countries,\u201d says Sandra Guzman, director of the Climate Finance Group for Latin American and the Caribbean.<\/p>\n\n\n\n<p>Since then, the Bridgetown agenda has had two revisions, in 2023 and 2024. These reflect an evolution of the original initiative, with additional proposals.<\/p>\n\n\n\n<p>In <a href=\"https:\/\/www.bridgetown-initiative.org\/wp-content\/uploads\/2024\/05\/Bridgetown2.0-2pager-2-1.pdf\">version 2.0<\/a>, the private sector is summoned to mobilise USD 1.5 trillion per year for \u201cgreen and just\u201d transformations, to increase official development lending for the SDGs to USD 500 billion per year, and to suspend IMF surcharges for three years, among other targets.<\/p>\n\n\n\n<p>In 2024, <a href=\"https:\/\/www.bridgetown-initiative.org\/wp-content\/uploads\/2024\/09\/SY043_Bridgetown-Initiative-3-0.pdf\">version 3.0<\/a> proposed the creation of new international taxes on wealth, shipping, aviation and fossil fuel companies to feed climate change funds. This indicates that this is a living process, not just a statement trying to influence the agenda.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-achieved-reforms\">Achieved reforms<\/h2>\n\n\n\n<p>In addition to helping to put the climate finance debate on the global agenda, the Bridgetown Initiative has been partly responsible for pushing for concrete reforms in international organisations.<\/p>\n\n\n\n<p>For example, in 2022 the IMF launched the USD 40 billion Resilience and Sustainability Trust Fund (RST), which finances reforms to promote climate resilience in developing countries. <a href=\"https:\/\/www.bu.edu\/gdp\/2024\/07\/17\/making-sense-of-the-imfs-interim-review-of-the-resilience-and-sustainability-trust\/\">By 2024<\/a>, 18 RST programmes worth a total of USD 8.4 billion had been approved. This money was drawn from the reallocation of special drawing rights \u2013 as requested by the Bridgetown Initiative.<\/p>\n\n\n\n<p>Among developed countries, much of the focus has been on reforming multilateral development banks. In 2022, shareholders mandated the World Bank\u2019s management to reform the institution\u2019s mission, operations and finances. It was dubbed the <a href=\"https:\/\/timeline.worldbank.org\/content\/dam\/sites\/timeline\/docs\/2024\/08_PresidentMalpassWorldBankEvoluationRoadmap_Announcements_14November2022.pdf\">World Bank Evolution Roadmap<\/a>. In addition, the G20 has established a roadmap to make these banks \u201cbetter, bolder and bigger\u201d, which the banks have endorsed. This roadmap is now <a href=\"https:\/\/www.iadb.org\/es\/noticias\/bancos-multilaterales-de-desarrollo-acogen-hoja-de-ruta-del-g20-para-la-reforma-de-los\">in the process<\/a> of implementation.<\/p>\n\n\n\n<p>Another Bridgetown proposal that has advanced is climate-resilient debt clauses. These contractual provisions allow debt repayment to be suspended when the country in question suffers a shock, such as an extreme weather event. They were first introduced by <a href=\"https:\/\/www.ft.com\/content\/06bdabb2-2abb-45ab-9ee4-94e1c328598f\">Grenada<\/a> and <a href=\"http:\/\/www.worldbank.org\/en\/news\/feature\/2025\/04\/28\/how-the-world-bank-s-crisis-toolkit-is-empowering-caribbean-small-states\">Barbados<\/a>, and several MDBs <a href=\"https:\/\/thedocs.worldbank.org\/en\/doc\/6857abe91ef32973cfab7f689e9f00fe-0340012023\/original\/CRDC-Product-note-EN.pdf\">also introduced them<\/a> in some debt contracts.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Mia-Mottley-addresses-at-the-Cop26-Opening-Ceremony_7547b97343-scaled-1.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Mia-Mottley-addresses-at-the-Cop26-Opening-Ceremony_7547b97343-scaled-1-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Mia-Mottley-addresses-at-the-Cop26-Opening-Ceremony_7547b97343-scaled-1-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/04\/Mia-Mottley-addresses-at-the-Cop26-Opening-Ceremony_7547b97343-scaled-1.jpg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"Mia Mottley cop26\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Prime Minister of Barbados Mia Mottley addresses the COP26 climate change summit in Glasgow, United Kingdom, 2021. He says Bridgetown has entered a policy debate that includes many such proposals, some with longer track records: \u201cThey all share the diagnosis of the financial architecture to drive the transformation of economies towards climate resilience.\u201d<\/p>\n\n\n\n<p>The other initiatives Bhandary refers to include: the Vulnerable Twenty\u2019s 2023 <a href=\"https:\/\/www.v-20.org\/wp-content\/uploads\/2023\/04\/Accra-Marrakech-Agenda_3-April-2023.pdf\">Accra-Marrakech Agenda<\/a>, which proposes transforming the international financial architecture and addressing the debt crisis in relation to the climate; the 2023 <a href=\"https:\/\/www.diplomatie.gouv.fr\/es\/politica-exterior\/cumbres-y-desafios-globales\/pacto-de-paris-por-los-pueblos-y-el-planeta-4p\/\">Paris Pact for People and Planet<\/a> (4P), which proposes a more effective financing policy; and the 2024 <a href=\"https:\/\/www.refworld.org\/es\/leg\/resol\/agonu\/2024\/es\/148336\">Antigua and Barbuda Agenda for Small Island Developing States<\/a>, which pushes for resilient economies and scaling up climate action.<\/p>\n\n\n\n<p>Meanwhile, the UN\u2019s <a href=\"https:\/\/unfccc.int\/loss-and-damage-fund-joint-interim-secretariat\">Loss and Damage Fund<\/a> was approved and launched in 2023. This financial mechanism was conceived to assist countries most vulnerable to the effects of climate change, especially those experiencing losses and damages beyond their adaptive capacities. However, this fund \u2013 <a href=\"https:\/\/www.bridgetown-initiative.org\/wp-content\/uploads\/2024\/09\/SY043_Bridgetown-Initiative-3-0.pdf\">hailed<\/a> as a breakthrough by the Bridgetown Initiative \u2013 has only received USD 495 million in contributions so far.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60061408\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Aside from the Loss and Damage Fund, the UN approved a new annual target of USD 300 billion for global climate finance at its 2024 climate change conference, COP29 in Azerbaijan. While this figure falls far short of expectations among developing countries, Guzman is hopeful: \u201cThey asked that the number have quality, as well as quantity, referring to capital and transaction costs and debt. That\u2019s where the Bridgetown narrative played an important role.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-next-challenges\">The next challenges<\/h2>\n\n\n\n<p>Ritu Bharadwaj, director of climate resilience, finance, and loss and damage at the International Institute for Environment and Development, acknowledges that funding for developing countries remains scarce:<\/p>\n\n\n\n<p>\u201cBridgetown has generated global debate and has evolved to include broader parameters. What is still missing, however, is a structured format and a clear [proposal for the] international architecture to translate this momentum into scaled-up and accessible financing for developing countries.\u201d<\/p>\n\n\n\n<p>For Noah Zucker, Bridgetown has forged some positive developments: \u201cIt has been quite successful in changing the terms of the debate and there have been some marginal changes.\u201d He also cautions against expecting major reforms in so few years, because \u201csubstantial changes were sought from how [international finance] had operated in the past.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">A key challenge for Bridgetown is how to respond to and capture the diverse set of needs that developing countries have<\/blockquote><cite class=\"block--pull-quote__cite\">Rishikesh Bhandary, Global Economic Governance Initiative deputy director, Boston University<\/cite><\/div><\/div>\n\n\n\n<p>These experts are in agreement that the next few years will be difficult for the Bridgetown agenda. The United States government is <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/us-seeks-weaken-global-development-finance-efforts-un-document-shows-2025-05-05\/\">opposed<\/a> to reforming the global financial system, according to an internal UN document accessed by Reuters. Furthermore, the country\u2019s treasury secretary, Scott Bessent, has publicly <a href=\"https:\/\/canadacaribbeaninstitute.org\/2025\/04\/25\/us-treasury-secretary-says-the-imf-and-world-bank-must-end-mission-creep-and-return-to-core-mandates\/\">questioned<\/a> MDBs\u2019 work on climate change initiatives.<\/p>\n\n\n\n<p>\u201cA key challenge for Bridgetown is how to keep the focus on ambition and navigate the political uncertainties we are currently experiencing, in a way that responds to and captures the diverse set of needs that developing countries have,\u201d says Bhandary. \u201cThis is difficult to achieve and requires careful balancing.\u201d<\/p>\n\n\n\n<p>Jacobs thinks there are still spaces where the Bridgetown Initiative can exert influence, such as UN climate negotiations. Building on COP29\u2019s USD 300 billion outcome, countries must now develop a <a href=\"https:\/\/unfccc.int\/topics\/climate-finance\/workstreams\/baku-to-belem-roadmap-to-13t\">roadmap<\/a> for expanding this annual funding goal to the number originally called for by developing countries at the summit: USD 1.3 trillion, by 2035.<\/p>\n\n\n\n<p>\u201cDepending on what the roadmap says\u201d, Jacobs adds, \u201cif it has an ambitious agenda for reform of the international architecture, Bridgetown can be said to have succeeded, moving from being a Barbados initiative to a legitimate international initiative.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Bridgetown Initiative has made progress on its goals to transform financing to developing and vulnerable nations, but geopolitical obstacles loom<\/p>\n","protected":false},"author":50000563,"featured_media":60085733,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[761,50039900],"tags":[17827,544,50040720,20000237],"hashtags":[],"country":[50041575],"class_list":["post-60085700","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-climate","category-justice","tag-climate-adaptation","tag-finance","tag-geopolitics","tag-sustainable-development","country-barbados"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Bridgetown at 3: Is the initiative from Barbados reforming finance?
