{"id":60101270,"date":"2025-09-26T15:37:42","date_gmt":"2025-09-26T14:37:42","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60101270"},"modified":"2025-11-06T11:47:15","modified_gmt":"2025-11-06T11:47:15","slug":"can-china-share-its-green-expertise-with-the-global-south","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/can-china-share-its-green-expertise-with-the-global-south\/","title":{"rendered":"Can China share its green expertise with the Global South?"},"content":{"rendered":"\n<p>In the past decade, China has regularly shattered clean technology records at home. Simultaneously, it has emerged as a major partner for countries of the Global South seeking to boost renewable energy capacity and pursue low-carbon development.<\/p>\n\n\n\n<p>Domestic clean-tech manufacturers have underpinned China\u2019s vast expansions of solar and wind power, battery capacity and electric vehicles (EVs), and they are now increasingly seeking, and <a href=\"https:\/\/dialogue.earth\/en\/energy\/what-chinas-green-overcapacity-could-mean-for-the-global-south\/\">finding<\/a>, new markets overseas. In 2024, exports of these four technologies from China to the regions of the Global South totalled <a href=\"https:\/\/dialogue.earth\/en\/energy\/why-chinas-clean-energy-need-not-fear-us-tariffs\/\">over USD 72 billion<\/a>, accounting for almost half of all wind, solar and EV exports.<\/p>\n\n\n\n<p>For many countries, these imports have brought a much-needed boost to sustainability efforts, expanding access to electricity and driving <a href=\"https:\/\/dialogue.earth\/en\/energy\/solar-power-is-booming-in-brazil-can-it-be-a-boom-for-all\/\">booms in renewable capacity<\/a>. But ambitions among Global South nations to move beyond a trade-only relationship in these goods are being regularly voiced, including in <a href=\"https:\/\/en.people.cn\/n3\/2025\/0512\/c98649-20313687.html\">bilateral meetings<\/a> with Chinese counterparts and in <a href=\"https:\/\/dialogue.earth\/en\/energy\/roundtable-what-the-china-africa-forum-means-for-clean-energy-in-africa\/\">international summits<\/a>.<\/p>\n\n\n\n<p>The hope is that China can be not just a source of imports for green tech, infrastructure and services, but also a provider of the technology and knowledge that can enable increased manufacturing and innovation within countries\u2019 own borders.<\/p>\n\n\n\n<p>At a diplomatic level, China has long been sensitive to such requests, promoting scholarships to study in China, technical cooperation platforms and \u201c<a href=\"https:\/\/www.scmp.com\/economy\/global-economy\/article\/3324058\/chinas-xi-jinping-wants-more-luban-workshops-worldwide-what-are-they\">Luban Workshops<\/a>\u201d for vocational training in partner countries. Expansions of all such initiatives were <a href=\"https:\/\/www.scochina2025.org.cn\/en\/n3\/2025\/0901\/c518818-20360666.html\">pledged<\/a> to nations as China hosted the recent Shanghai Cooperation Organization Plus meeting in Tianjin, for example. But they may not be enough, and such transfer of technology and knowledge is a complex, and often contentious, topic.<\/p>\n\n\n\n<p>During China\u2019s own rapid industrialisation since Reform and Opening Up began in 1978, Chinese companies themselves <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0022199624000667\">benefited<\/a> from exchanges with European and American partners, as well as in the more recent <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301421517307450\">development<\/a> of its world-leading solar, wind and EV sectors. But analysts have told Dialogue Earth of doubts around the incentives and capacity for China\u2019s green tech giants to share their expertise in the clean energy space. Concerning the Global South, meanwhile, they have highlighted relevant initiatives demonstrating the potential of such transfers, but also raised questions about countries\u2019 capacity and leverage to scale up this engagement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-defining-tech-transfer\">Defining tech transfer<\/h2>\n\n\n\n<p>Technology and knowledge transfer have long been sought by countries of the Global South, but have gained renewed attention as global efforts to build up clean energy capacity have surged. These desires are coalescing with calls from developing countries for Global North, as well as Chinese, partners and investors \u2013 often their raw material buyers \u2013 <a href=\"https:\/\/dialogue.earth\/en\/business\/can-chinas-clean-energy-push-help-brazil-reindustrialise\/\">to support their industrialisation<\/a> and moves up value chains.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60093262\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Issues around these transfers from China have been a key point of discussion at recent meetings co-organised by Dialogue Earth. These include a <a href=\"https:\/\/www.youtube.com\/watch?v=vRpA7TLiWLY\">panel event<\/a> held in Berlin, Germany, alongside the Heinrich B\u00f6ll Foundation, and an <a href=\"https:\/\/sgain.org\/bath-conference-on-china-and-global-sustainability-transition\">international conference<\/a> of China researchers, analysts and civil society figures, hosted by the <a href=\"https:\/\/sgain.org\/\">SGAIN<\/a> project at the University of Bath in England.<\/p>\n\n\n\n<p>\u201cThere is no doubt that the sustainability transition of Global South countries will need support from China in terms of both financing and technology cooperation,\u201d Yixian Sun, the SGAIN project\u2019s principal investigator and the Bath conference\u2019s lead organiser, told Dialogue Earth. \u201cHence, sharing, but more importantly co-developing, knowledge and technologies between China and its southern partners is a necessary step in the global sustainability transition.\u201d<\/p>\n\n\n\n<p>China\u2019s own experience benefitting from such partnerships was highlighted by several attendees at the conference, with <a href=\"https:\/\/omdia.tech.informa.com\/om130096\/bmws-electrification-alliance-with-china-battery-supply-bev-manufacturing-intertwined\">BMW\u2019s cooperation with CATL<\/a> in the early 2010s a prominent example raised by one speaker. The project aims to boost trade across the Pacific, with cargoes such as electric vehicles already arriving into the port from China in 2025 (Image:\u00a0<a href=\"https:\/\/www.flickr.com\/photos\/presidenciaperu\/54139706662\/\" target=\"_blank\" rel=\"noreferrer noopener\">Presidencia Per\u00fa<\/a>,\u00a0<a href=\"https:\/\/creativecommons.org\/licenses\/by-nc-sa\/2.0\/deed.en\" target=\"_blank\" rel=\"noreferrer noopener\">CC BY-NC-SA<\/a>)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/09\/Chancay-Megaport-in-Peru_Presidencia-Peru_69206d4686.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>These exchanges have been a sensitive point in China\u2019s trade relations with the <a href=\"https:\/\/www.uscc.gov\/research\/how-chinese-companies-facilitate-technology-transfer-united-states\">US<\/a> and the <a href=\"https:\/\/www.eeas.europa.eu\/node\/55837_en\">European Union<\/a>, with allegations that \u201cforced technology transfer\u201d has been demanded of foreign investors \u2013 something that China\u2019s <a href=\"https:\/\/en.ndrc.gov.cn\/policies\/202105\/t20210527_1281403.html\">2019 Foreign Investment Law<\/a> sought to explicitly prohibit.<\/p>\n\n\n\n<p>Rather than a simple \u201cone-way\u201d movement, Hove emphasised that these relationships should be seen as \u201cco-evolution\u201d between partners. He raised the example of the development of <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0301421510008013\">China\u2019s solar industry<\/a> through collaboration with western partners, to now account for <a href=\"https:\/\/ember-energy.org\/latest-insights\/china-spare-solar-climate-energy-opportunity\/\">over 80%<\/a> of global manufacturing: \u201c[It] showed how German and American technicians worked with local manufacturers, creating a back-and-forth co-evolution process rather than one-way transfer.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-hopes-and-doubts-in-southeast-asia\">Hopes and doubts in Southeast Asia<\/h2>\n\n\n\n<p>China\u2019s solar industry has emerged at the forefront of its clean-tech manufacturers\u2019 overseas expansion, with <a href=\"https:\/\/ember-energy.org\/data\/chinas-solar-pv-export-explorer\/\">significant growth<\/a> in global exports of panels and other components during the past decade. In recent years, Chinese solar manufacturers have also relocated some of their production, notably to Southeast Asia, helping to <a href=\"https:\/\/www.energyconnects.com\/news\/renewables\/2024\/august\/southeast-asia-solar-boom-at-risk-from-us-china-trade-stress\/\">establish<\/a> Vietnam, Thailand, Malaysia and Indonesia among the top producers and exporters outside China. These relocations have been widely read as a means for manufacturers to evade US tariffs on Chinese-made solar equipment \u2013 a trade that is now <a href=\"https:\/\/dialogue.earth\/en\/energy\/what-next-for-southeast-asias-china-backed-solar-boom\/\">severely threatened by the Trump administration<\/a>.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60078641\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>However, with facilities in Southeast Asia focused largely on final assembly, the extent to which knowledge and technology transfer has taken place in these investments was questioned by experts consulted by Dialogue Earth.<\/p>\n\n\n\n<p>According to Hove, \u201call the know-how remains in China, all parts come from China, and the whole supply chain is still located there. There\u2019s essentially no knowledge diffusion happening, even though there\u2019s solar manufacturing\u201d.<\/p>\n\n\n\n<p>This was echoed by Jessica Liao, an associate professor at North Carolina State University whose research focuses on Chinese foreign policy and Southeast Asia. She described local capacity-building through investments as \u201climited\u201d. But she also said that calls for such support have been a \u201crising priority\u201d among Southeast Asian nations.<\/p>\n\n\n\n<p>Liao pointed to Chinese investments in EV <a href=\"https:\/\/www.newsecuritybeat.org\/2025\/01\/charged-up-china-driving-thailands-ev-industry\/\">manufacturing<\/a> in Thailand and <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinese-energy-projects-take-off-in-indonesia-as-western-financing-falters\/\">the nickel industry in Indonesia<\/a> as areas in which Southeast Asian countries are hoping for support to move up value chains. Nickel is a crucial component in EV batteries and Indonesia already accounts for nearly half of its global production, but the country is also hoping to <a href=\"https:\/\/restofworld.org\/2025\/indonesia-ev-nickel-ban-global-investors\/\">establish itself<\/a> among the world\u2019s leading battery producers. CATL recently <a href=\"https:\/\/www.catl.com\/en\/news\/6481.html\">broke ground<\/a> on a USD 6 billion facility in West Java.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60095918\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>However, Liao questioned the potential for transfers to occur in these sectors: \u201cMost of this manufacturing is really not the knowledge- or technology-intensive part of the EV buildup. So, we haven\u2019t seen any clear case where the host countries are benefitting from the more upstream knowledge, the core knowledge of any of those clean-tech industries.\u201d<\/p>\n\n\n\n<p>As the region\u2019s largest market and economy, Indonesia may be better positioned than its Asean neighbours to benefit from these processes, holding, in Liao\u2019s words, \u201cmore bargaining power\u201d. She said that Malaysia may also have some advantages due to its manufacturing capacity, skilled workforce, and large Chinese diaspora populations with a history of doing business with China. But, she added, \u201cmost Asean countries have a modest market size and a lot of regulatory and institutional barriers, so it\u2019s difficult for a Chinese investor to see to what extent there can be knowledge transfer\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lessons-from-brazil\">Lessons from Brazil<\/h2>\n\n\n\n<p>As South America\u2019s leading industrial hub and home to a well-established clean energy market, Brazil has been a top destination for Chinese green-tech manufacturers\u2019 overseas expansion \u2013 and arguably a frontrunner in knowledge and technology transfer partnerships.<\/p>\n\n\n\n<p>Chinese auto giant BYD, the world\u2019s largest EV maker, recently <a href=\"https:\/\/www.byd.com\/en\/news-list\/First-BYD-Electric-Vehicle-Rolls-off-the-Line-in-Brazil\">announced<\/a> that its first Brazil-made vehicles had rolled off its production line in the north-eastern state of Bahia. Fellow manufacturer Great Wall Motors <a href=\"https:\/\/www.gwm-global.com\/news\/3403758.html\">cut the ribbon<\/a> on an EV factory in S\u00e3o Paulo in August. One of China\u2019s largest wind turbine manufacturers, Goldwind, has also <a href=\"https:\/\/www.goldwind.com\/en\/news\/focus-1014195289512395776\/\">launched<\/a> a base in Bahia to assemble in Brazil, which is the world\u2019s fifth largest wind power market.<\/p>\n\n\n\n<p>Jo\u00e3o Cumar\u00fa<strong>, <\/strong>a Brazil-China specialist and international advisor at Consorcio Nordeste, a development body for Brazil\u2019s north-east region, told Dialogue Earth that knowledge and technology transfer have emerged as \u201cone of the central pillars of the bilateral agenda\u201d.<\/p>\n\n\n\n<p>\u201cDuring his last visit to China, President Lula pointed out that investments shouldn\u2019t be only about infrastructure \u2013 they also need to include education, technology and training people, so Brazil can strengthen its own value chains,\u201d Cumar\u00fa added.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Without resources, cooperation risks staying only on paper<\/blockquote><cite class=\"block--pull-quote__cite\">Jo\u00e3o Cumar\u00fa, Brazil-China specialist and international advisor at Brazilian development body, Consorcio Nordeste<\/cite><\/div><\/div>\n\n\n\n<p>In addition to the existing investments in EV and wind turbine manufacturing, Cumar\u00fa said there is \u201ca lot of interest in Chinese expertise with critical minerals, especially in refining and processing\u201d, which could help Brazil take advantage of <a href=\"https:\/\/dialogue.earth\/en\/justice\/lithium-valley-brazils-latest-mining-hotspot-stirs-local-concerns\/\">its own reserves<\/a>.<\/p>\n\n\n\n<p>Several initiatives to directly foster knowledge and technology transfer in green sectors have already been established between the two countries. Both Cumar\u00fa and Sun highlighted the China-Brazil Center for Climate Change and Innovative Energy Technology (<a href=\"https:\/\/www.centrochinabrasil.coppe.ufrj.br\/index.php\/pt\/\">CCB<\/a>) as one example. Created in 2009 via a partnership between the Federal University of Rio de Janeiro and Tsinghua University in Beijing, the centre promotes academic exchanges and joint development in bioenergy, solar and wind power, and electricity transmission. Cumar\u00fa also spoke of cooperation projects in the agricultural sector and sustainable aviation fuel, as well as CBERS, the <a href=\"https:\/\/dialogue.earth\/en\/forests\/29044-china-and-brazil-satellite-cooperation-helps-fight-amazon-deforestation-20-years-on\/\">decades-old China-Brazil satellite programme<\/a>.<\/p>\n\n\n\n<p>In Cumar\u00fa\u2019s view, effective exchanges in these areas depend on strong government support: \u201cYou need stable policies, clear rules on intellectual property and incentives for joint ventures. Mechanisms like the China-Brazil High-Level Coordination Committee can help to set the agenda and make sure things actually move forward.\u201d Finance, too, \u201cis another piece of the puzzle\u201d, and support for such programmes from federal agencies and institutions, such as Brazil\u2019s development bank BNDES, is necessary. \u201cWithout resources, cooperation risks staying only on paper.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-policy-signals-and-preparedness\">Policy signals and preparedness<\/h2>\n\n\n\n<p>On the prospects for knowledge and technology transfer between China and Global South countries, experts told Dialogue Earth of barriers in host countries, but also the incentives for Chinese companies, and authorities, to engage.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60098410\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Anders Hove spoke of \u201cconcerning signals\u201d in <a href=\"https:\/\/www.caixinglobal.com\/2025-07-16\/china-tightens-export-rules-to-protect-its-lead-in-lithium-battery-tech-102341594.html\">China\u2019s export controls<\/a> that may limit the potential for exchanges around technologies such as batteries, which he said have been designated as \u201csensitive technology\u201d. On balance, he said, \u201cIt\u2019s more than half dependent on Global South countries developing their own absorptive capacity, but China\u2019s government policies on technology export controls are equally crucial.\u201d<\/p>\n\n\n\n<p>Jessica Liao, meanwhile, highlighted Chinese companies\u2019 motivations: \u201cTheir incentive is really not to help the local economy or local industrialists to have the independent capacity to do it \u2026 their primary concern is to help solve their domestic overcapacity problem. Why [would] they have any incentives to reproduce all those as surplus in Southeast Asia again?\u201d<\/p>\n\n\n\n<p>Measures such as export controls signal to clean-tech companies that their core technology should \u201cstay home\u201d, Liao added. These companies \u201cwalk a tightrope\u201d to balance government support while pursuing their overseas expansion, she said, \u201caware that this expansion should really just be at the low end of production\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">You can\u2019t put skills and knowledge in a container\u2026 That wouldn\u2019t solve the fundamental human resource challenge that developing countries face<\/blockquote><cite class=\"block--pull-quote__cite\">Anders Hove, Oxford Institute for Energy Studies<\/cite><\/div><\/div>\n\n\n\n<p>Yixian Sun highlighted a differing perspective: \u201cI don\u2019t think Chinese actors are unwilling to transfer or share their technologies to their Global South partners. In many cases, they haven\u2019t done so because there are no viable mechanisms for this, with transfer not only too costly in today\u2019s market, but also challenging due to cultural differences.\u201d<\/p>\n\n\n\n<p>Sun, like all other fellow interviewees, spoke of capacity constraints and a lack of coherent strategies in partner countries: \u201cThe challenges in many host countries actually lie in the lack of well-designed policies to promote this, as well as the lack of human resources to absorb relevant technological know-how.\u201d<\/p>\n\n\n\n<p>Hove similarly described human resources as an important factor in technology and knowledge transfer: \u201cYou can\u2019t put skills and knowledge in a container. Even if there was some textbook or Wikipedia file that could be transferred, that wouldn\u2019t solve the fundamental human resource challenge that developing countries face.\u201d<\/p>\n\n\n\n<p>The potential of overcoming such constraints and creating the environment for these exchanges may be reflected in the experiences of Brazil \u2013 though both Sun and Cumar\u00fa said tracking concrete initiatives for knowledge and technology transfer is not straightforward, neither is measuring their impact, which tends to occur in the longer term.<\/p>\n\n\n\n<p>Echoing Hove\u2019s \u201cco-evolution\u201d framing, Sun said this \u201cshouldn\u2019t be a one-way process where Chinese companies pass know-how to their Global South partners.
