It is a conference that the United Nations has <a href=\"https:\/\/unfccc.int\/news\/shaping-the-next-five-years-of-global-climate-action\">described<\/a> as a decisive milestone for nations to update their climate action plans, and to advance the implementation of measures against global warming.<\/p>\n\n\n\n<p>As the host country, Brazil intends to make this a summit defined by delivery. \u201cNow is the time to act,\u201d <a href=\"https:\/\/cop30.br\/pt-br\/noticias-da-cop30\/america-latina-pode-liderar-justica-do-clima-no-mundo-defende-andre-correa-do-lago\">said<\/a> the conference\u2019s president, Andr\u00e9 Corr\u00eaa do Lago, at a preparatory event in August. \u201cCOP30 will be the moment to adjust the instruments and accelerate implementation.\u201d<\/p>\n\n\n\n<p>But expectations for COP30 are as great as the challenges that surround it. The conference coincides with the tenth anniversary of the Paris Agreement, a global milestone in tackling the climate crisis. The landmark treaty drove an <a href=\"https:\/\/ddpinitiative.org\/ddp-report-2025\/\">expansion<\/a> of national policies aimed at creating low-carbon economies, but progress towards its goals is still insufficient: in 2024, the average temperature of the planet <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jan\/10\/world-temperature-in-2024-exceeded-15c-for-first-time\">exceeded<\/a> for the first time the agreed target of 1.5C above pre-industrial levels, a threshold defined by scientists as the maximum to avoid the worst impacts of increasingly severe climate events.<\/p>\n\n\n\n<p>Earlier this year, experts <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/13\/coral-reefs-ice-sheets-amazon-rainforest-tipping-point-global-heating-scientists-report\">warned<\/a> that the planet had reached its first \u201ctipping point\u201d, with coral reefs in more than 80 countries suffering widespread death due to ocean warming. The scientists and conservationists behind the analysis also highlighted the risk of collapse of the Amazon rainforest, a biome essential for the world\u2019s climate balance \u2013 and precisely where the COP30 summit will be held.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-paris-agreement-put-to-the-test\">Paris Agreement put to the test<\/h2>\n\n\n\n<p>With the climate crisis worsening, COP30 will test countries\u2019 willingness to keep the Paris Agreement at the heart of global governance. COP28, held in Dubai in 2023, <a href=\"https:\/\/dialogue.earth\/en\/climate\/big-wins-overshadowed-by-controversy-discord-at-cop28\/\">marked the first global stocktake<\/a>, and the first-ever mention in a COP final text of the transition from fossil fuels. Last year\u2019s COP29 in Azerbaijan, meanwhile, <a href=\"https:\/\/dialogue.earth\/en\/climate\/cop29-hostile-climate-talks-end-with-a-new-finance-target-and-fury\/\">set a new climate finance target<\/a>. In Bel\u00e9m, the focus will be on reviewing and implementing national emission reduction targets \u2013 the nationally determined contributions (NDCs), which are updated every five years.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/cop30-presidency-climate-high-level-champions-and-unfccc-release-synthesis-report-for-new-action-agenda\">synthesis report<\/a> will bring together proposals to guide climate action until 2030 and assess countries\u2019 compliance under the NDCs. So far, however, <a href=\"https:\/\/www.climatewatchdata.org\/ndc-tracker\">around 70<\/a> of the more than 190 signatories to the Paris Agreement have updated their targets. Together, the nations that have already submitted plans account for more than a third of global emissions.<\/p>\n\n\n\n<p>\u201cThe plans submitted do not put us anywhere near the path needed for a secure future,\u201d said Miriam Garcia, climate policy manager at World Resources Institute Brazil, an organisation dedicated to researching climate solutions.<\/p>\n\n\n\n<p>She pointed out that, according to <a href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/nations-must-close-huge-emissions-gap-new-climate-pledges-and\">recent estimates<\/a>, the world would need to reduce greenhouse gas emissions by about 31 gigatonnes by 2030 to keep global warming within the 1.5C limit. However, even considering the updated NDCs and other commitments already announced, the projected cut <a href=\"https:\/\/www.wri.org\/news\/statement-countries-announce-new-climate-pledges-un-summit-far-more-action-needed\">is no more than 2 gigatonnes<\/a>.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60104075\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The conference will also focus on adaptation to climate extremes, a just energy transition, and the delivery of <a href=\"https:\/\/climainfo.org.br\/2025\/10\/06\/governo-preve-negociacoes-desafiadoras-e-tensao-entre-paises-na-cop30\/\">the Baku-Bel\u00e9m Roadmap<\/a>, a document that outlines the path to achieving USD 1.3 trillion in annual climate finance by 2035 \u2013 a goal agreed at COP29 in Baku, the capital of Azerbaijan.<\/p>\n\n\n\n<p>In parallel with the official negotiations, the Brazilian government is committed to a broad \u201c<a href=\"https:\/\/cop30.br\/en\/action-agenda\">Action Agenda<\/a>\u201d, with more than 350 events involving local governments, companies, researchers and representatives of civil society.<\/p>\n\n\n\n<p>But the focus of this agenda has sparked differing opinions, said Karla Maass, advocacy advisor for Climate Action Network Latin America (CAN-LA), a regional division of the global CAN coalition, which brings together more than 1,900 environmental organisations. \u201cSome believe that it is the arena where real politics and real economics take place, but others consider it a smokescreen to divert attention from the official negotiations,\u201d she told Dialogue Earth.<\/p>\n\n\n\n<p>For Maass, formal and parallel negotiation processes \u201ccan be complementary, but the Action Agenda cannot steal the show\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/COP30-press-briefing_Fabio-Rodrigues-Pozzebom_Agencia-Brasil-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/COP30-press-briefing_Fabio-Rodrigues-Pozzebom_Agencia-Brasil-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/COP30-press-briefing_Fabio-Rodrigues-Pozzebom_Agencia-Brasil-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/COP30-press-briefing_Fabio-Rodrigues-Pozzebom_Agencia-Brasil-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Brazil\u2019s environment minister Marina Silva, COP30 president Andr\u00e9 Corr\u00eaa do Lago, and COP30 CEO Ana Toni seated on panel\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Brazil\u2019s environment minister Marina Silva, COP30 president Andr\u00e9 Corr\u00eaa do Lago, and COP30 CEO Ana Toni speak to the press a few days before the climate summit in Bel\u00e9m (Image: Fabio Rodrigues-Pozzebom \/ Ag\u00eancia Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/COP30-press-briefing_Fabio-Rodrigues-Pozzebom_Agencia-Brasil-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"404 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-strengthening-multilateralism\">Strengthening multilateralism<\/h2>\n\n\n\n<p>In addition to technical impasses, COP30 is taking place in a \u201cvery delicate\u201d geopolitical context, according to WRI Brazil\u2019s Garcia. She said that the growing lack of trust between countries \u2013 already <a href=\"https:\/\/www.reuters.com\/world\/leaders-climate-change-meetings-new-york-warn-growing-mistrust-between-nations-2024-09-22\/\">identified<\/a> by global leaders as one of the main obstacles to climate negotiations \u2013 has weakened alliances and reduced the willingness to cooperate. The return to the US presidency of Donald Trump, who has already driven the <a href=\"https:\/\/www.eenews.net\/articles\/usaid-slashes-over-5500-contracts-including-scores-of-climate-projects\/\">slashing<\/a> of the country\u2019s international climate and aid programmes, coupled with the redirection of government resources <a href=\"https:\/\/ceobs.org\/how-increasing-global-military-expenditure-threatens-sdg-13-on-climate-action\/\">towards military and security issues<\/a>, amid wars such as those in Ukraine and Gaza, has exacerbated the global decline in climate financing.<\/p>\n\n\n\n<p>Faced with geopolitical tensions that could divert attention from the debates, COP30 leaders in Brazil, such as the summit\u2019s executive director Ana Toni, have sought to <a href=\"https:\/\/dialogue.earth\/en\/climate\/cop30-ceo-we-need-a-better-strategy-to-transition-away-from-fossil-fuels\/\">reaffirm their commitment to multilateralism<\/a>. This is also a view shared by Garcia, who described it as the only possible way to address the climate crisis. \u201cThere is no other space where the most vulnerable countries can express their demands,\u201d she added.<\/p>\n\n\n\n<p>After three editions of the summit hosted by countries whose regimes are widely seen as authoritarian, there have been high expectations that COP30 can mark <a href=\"https:\/\/dialogue.earth\/en\/climate\/brazils-civil-society-pledges-tested-as-cop30-climate-summit-approaches\/\">a return to strong civil society participation<\/a>, as well as the foregrounding of the Global South\u2019s demands and ambitions.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60006267\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>However, this hope has been overshadowed by exorbitant accommodation prices in host city Bel\u00e9m, which <a href=\"https:\/\/www.infomoney.com.br\/brasil\/paises-reavaliam-planos-para-a-cop30-no-brasil-diante-da-disparada-dos-custos\/\">have limited<\/a> the presence of representatives from social movements and poorer countries. Even with <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/un-boosts-financial-support-poorer-countries-attending-cop30-amid-hotel-crisis-2025-09-17\/\">increased<\/a> financial support from the UN, the problem persists: by late October, 49 delegations reportedly still <a href=\"https:\/\/g1.globo.com\/pa\/para\/noticia\/2025\/10\/27\/cop-30-em-belem-paises-com-hospedagens-confimadas.ghtml\">did not know<\/a> where they would be staying during the conference, while more than 130 had already guaranteed their accommodation.<\/p>\n\n\n\n<p>Given this scenario, the Climate Observatory, one of the Brazilian organisations that has most closely followed UN climate conferences, <a href=\"https:\/\/www.oc.eco.br\/en\/government-negligence-threatens-to-make-cop30-the-least-inclusive-in-history\/\">has warned<\/a> that this could become the \u201cleast inclusive COP in history\u201d.<\/p>\n\n\n\n<p>\u201cWithout delegations from developing countries, the legitimacy of decisions will be called into question,\u201d said Stela Herschmann, a climate policy expert at the Climate Observatory.<\/p>\n\n\n\n<p>Even among the delegations that have managed to confirm their attendance, the tendency has been to reduce team sizes \u2013 including in the case of the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/16\/un-tries-to-limit-staff-going-to-cop30-in-brazil-due-to-high-price-of-hotels\">UN<\/a> and <a href=\"https:\/\/climainfo.org.br\/2025\/09\/16\/governo-orienta-reduzir-delegacao-brasileira-que-participara-da-cop30\/\">Brazil<\/a> themselves. This limitation, according to Herschmann, may affect the pace and quality of negotiations.<\/p>\n\n\n\n<p>\u201cSmall teams have to split up into different rooms, which overloads the negotiators. She pointed out, however, that the country has never fully met its financial commitments, adding that the country\u2019s state and municipal governments may try <a href=\"https:\/\/www.newsweek.com\/climate-week-nyc-powers-despite-unfriendly-political-headwinds-us-2132513\">to fill the void<\/a> left by the federal administration.<\/p>\n\n\n\n<p>With the withdrawal, the US NDC submitted in 2024 is now no longer valid. As for the other key players in the climate arena, the European Union <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/11\/05\/paris-agreement-the-eu-submits-its-updated-ndc-with-an-indicative-target-for-2035-to-the-un-ahead-of-cop30\">has just presented<\/a> its plans, and China has announced targets that have been widely considered to be <a href=\"https:\/\/dialogue.earth\/en\/digest\/china-sets-conservative-new-climate-targets\/\">below expectations<\/a>.<\/p>\n\n\n\n<p>In a speech at the UN General Assembly in September, Chinese leader Xi Jinping <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/chinas-new-climate-target-falls-well-short-eu-says-2025-09-25\">announced<\/a> that the country intends to reduce its greenhouse gas emissions by between 7% and 10% by 2035, taking as a reference the peak recorded in recent years.<\/p>\n\n\n\n<p>The commitment <a href=\"https:\/\/politicaporinteiro.org\/2025\/09\/27\/deu-w-o-na-prova-do-lider\/\">was seen<\/a> by experts as vague and insufficient, especially since China accounts for about <a href=\"https:\/\/edgar.jrc.ec.europa.eu\/report_2025\">a third of global emissions<\/a>. But Beijing has a history of <a href=\"https:\/\/asiapolicy.asiasociety.org\/p\/chinas-new-climate-targets-decoded\">exceeding<\/a> its cautious targets.<\/p>\n\n\n\n<p>In addition, with the withdrawal from climate leadership of the United States and the European Union, pressure is <a href=\"https:\/\/www.carbonbrief.org\/qa-will-china-and-the-brics-fill-the-leadership-gap-on-climate-change\/\">growing<\/a> for China to take the lead on the global climate agenda. Despite its modest targets, the country <a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/un-chief-tells-countries-new-climate-targets-must-go-futher-faster-2025-09-24\">is <\/a><a href=\"https:\/\/www.reuters.com\/sustainability\/cop\/un-chief-tells-countries-new-climate-targets-must-go-futher-faster-2025-09-24\">considered<\/a> the only one with sufficient political weight and technological capacity to fill this role.<\/p>\n\n\n\n<p>Beijing has often <a href=\"https:\/\/ideacarbon.org\/news_free\/63971\/\">rejected<\/a> the idea of explicitly positioning itself as a climate leader. According to Niklas Weins, a professor in the department of international studies at Xi\u2019an Jiaotong-Liverpool University, China does not consider it strategic to take on the role of \u201csole leader\u201d on international issues, including the environment.<\/p>\n\n\n\n<p>\u201cThe United States usually occupies this position, and the Chinese understand the weight associated with this image. According to Garcia, the leadership of middle-income countries such as China, Indonesia, South Africa and Brazil is essential to enable a low-carbon global economy.<\/p>\n\n\n\n<p>\u201cThey produce about half of global emissions, a percentage that is only likely to increase. If they fail to reduce these emissions and adapt to imminent climate impacts, the entire green transition will be at risk,\u201d she said.&nbsp;<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60106543\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>At the same time, the global climate transition is seen by many to be opening up a rare development <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/latin-america-can-lead-on-global-climate-justice-says-andre-correa-do-lago\">opportunity<\/a> for countries in the Global South, especially in Latin America. \u201cThese countries still have a huge opportunity to expand their [energy] markets and give their populations access to energy that already comes from renewable sources,\u201d said Herschmann. \u201cIt is an opportunity to take advantage of this moment of transformation to correct structural inequalities and injustices.\u201d<\/p>\n\n\n\n<p>For Corr\u00eaa do Lago, Latin America has before it the chance to take on unprecedented <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/latin-america-can-lead-on-global-climate-justice-says-andre-correa-do-lago\">leadership<\/a> in the quest for climate justice. Historically marked by <a href=\"https:\/\/www.researchgate.net\/publication\/316997452_A_Fragmented_Continent_Latin_America_and_the_Global_Politics_of_Climate_Change\">fragmented positions<\/a> on the climate agenda, the region <a href=\"https:\/\/climainfo.org.br\/2025\/09\/30\/brasil-articula-frente-latino-americana-de-paises-para-a-cop30\/\">has been seeking<\/a> greater coordination in multilateral forums, with the aim of arriving at COP30 with a more unified and influential agenda.<\/p>\n\n\n\n<p>Both Herschmann and Maass commented that strengthening the Global South\u2019s position in the debate will be essential, but insufficient without the engagement of the major powers. \u201cWe are seeing a strengthening of the Global South, but leaders such as the United States and the European Union need to remain engaged and set strong goals. After all, they are historically responsible for climate change,\u201d said Herschmann.<\/p>\n\n\n\n<p><em>COP30 will be hosted in Bel\u00e9m, Brazil from 10-21 November.
