{"id":60109038,"date":"2025-11-13T15:21:13","date_gmt":"2025-11-13T15:21:13","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60109038"},"modified":"2026-03-03T05:33:39","modified_gmt":"2026-03-03T05:33:39","slug":"chile-looks-to-charge-ahead-in-the-switch-to-evs","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/chile-looks-to-charge-ahead-in-the-switch-to-evs\/","title":{"rendered":"Chile looks to charge ahead in the switch to EVs"},"content":{"rendered":"\n<p>Chile is at the vanguard of an electric vehicle revolution in Latin America.<\/p>\n\n\n\n<p>Today, a significant proportion of the population in the capital, Santiago, commutes using electric-powered public transport, thanks largely to a state-led drive towards decarbonisation, aided by private technology and capital that is often sourced from abroad.<\/p>\n\n\n\n<p>\u201cChile is an electromobility leader in Latin America, and growth has accelerated in the sector,\u201d says Mar\u00eda Isabel Gonz\u00e1lez, the general manager of Energ\u00e9tica, a Chilean energy consultancy. She tells Dialogue Earth that in 2024 the electric vehicle sector grew 183% on the previous year, while in the first quarter of 2025, there was a further 126% growth compared to the same period last year.<\/p>\n\n\n\n<p>Chile is aiming to electrify its public transport network and make it emissions-free <a href=\"https:\/\/cambioclimatico.mma.gob.cl\/estrategia-climatica-de-largo-plazo-2050\/descripcion-del-instrumento\/\">by 2040<\/a>. More broadly, the country is committed to being carbon neutral by 2050 at the latest.<\/p>\n\n\n\n<p>\u201cChile has made a serious commitment to environmental sustainability, which, among other actions, is realised through the development of public policies that promote both energy sustainability and electromobility,\u201d says Jorge Daza, the undersecretary of the country\u2019s transport ministry.<\/p>\n\n\n\n<p>As part of Chile\u2019s efforts to hit these ambitious targets, it launched its national electromobility <a href=\"https:\/\/energia.gob.cl\/sites\/default\/files\/estrategia-nacional-electromovilidad_ministerio-de-energia.pdf\">strategy<\/a> in 2021. By 2035, it aims for all light and medium-sized vehicle sales to be zero-emissions models, as well as 100% of all new urban public transport additions, including taxis.<\/p>\n\n\n\n<p>The strategy also targets industry, aiming for all sales of mining, forestry, construction and agricultural machinery to be zero-emissions models by 2040; the goal for large-scale freight vehicles and intercity buses is 2045.<\/p>\n\n\n\n<p>The government is pushing ahead with tax incentives and zero-emission zones as part of a policy portfolio. Electric vehicles are already exempt from Chile\u2019s \u201c<a href=\"https:\/\/www.chileatiende.gob.cl\/fichas\/39080-impuesto-verde-por-la-compra-de-vehiculos-nuevos\">green tax<\/a>\u201d, which penalises emissions. Drivers of electric or hybrid vehicles, or any vehicle deemed \u201czero-emissions\u201d by the government,\u00a0currently enjoy <a href=\"https:\/\/mobilityportal.lat\/circulacion-descuento-vehiculos-electricos\/\">heavily discounted<\/a> vehicle registration fees; the discount will gradually decrease as the 2020s progress. And Chile\u2019s senate recently <a href=\"https:\/\/www.senado.cl\/comunicaciones\/noticias\/transformacion-de-sistemas-de-propulsion-de-combustion-interna-electricos\">approved<\/a> a bill that will enable the conversion of internal combustion engines to electric, including vehicle certification and garage licensing provisions.<\/p>\n\n\n\n<p>Daza is optimistic that Chile will hit its targets. \u201cTo achieve these goals, it is essential to continue pursuing public policies that promote sustainable mobility in Chile,\u201d he adds. \u201cElectromobility presents us with an opportunity to advance the development of more efficient, safe and sustainable transportation systems, generating wellbeing for people and development for their communities.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-chinese-makers-drive-electric-shift\">Chinese makers drive electric shift<\/h2>\n\n\n\n<p>With 10 years to go to hit its public transport and light-to-medium private vehicle goals, Chile is making progress. And Chinese carmakers are right at the heart of this ambitious transition.<\/p>\n\n\n\n<p>The fleet in Santiago, where about <a href=\"https:\/\/www.subdere.gov.cl\/divisi%C3%B3n-administrativa-de-chile\/gobierno-regional-metropolitano-de-santiago\">40%<\/a> of Chile\u2019s population is concentrated, is the largest electric bus fleet in any city outside of China. Over 3,000 of those in circulation are supplied by the Chinese manufacturers BYD, Foton, Zhongtong and Yutong, according to transport ministry figures.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50052771\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>BYD has also <a href=\"https:\/\/www.bydchile.com\/info-noticias.php?not=340\">supplied<\/a> electric double-decker buses \u2013 the continent\u2019s first \u2013 that are equipped with wifi, USB charging ports and air conditioning.<\/p>\n\n\n\n<p>By the time the current government leaves office in March 2026, Daza says there will be 4,400 electric buses on Santiago\u2019s roads \u2013 equating to 68% of the fleet.<\/p>\n\n\n\n<p>But there is room for improvement, too.<\/p>\n\n\n\n<p>\u201cIt is essential to advance the electrification of mining, too, which accounts for a large part of national energy consumption,\u201d says Javier Pereda, an associate professor in the electrical engineering department at Santiago\u2019s Pontifical Catholic University of Chile (PUCC).<\/p>\n\n\n\n<p>\u201cIn open-pit mining, nearly 50% of the energy [supply] comes from the diesel used by CAEX [Cargo Expreso, a haulage firm] trucks, while in underground mining, high consumption is associated with the ventilation systems required to mitigate pollution from diesel equipment,\u201d adds Pereda. \u201cThese sectors represent a significant opportunity to expand industrial electromobility.\u201d Since 2023, the mining company SQM has had a <a href=\"https:\/\/www.enel.cl\/es\/conoce-enel\/prensa\/press-enel-x\/d202304-enel-x-y-sqm-presentan-en-enade-etruck.html\">fully electric truck<\/a> running loads from its lithium plant in Antofagasta, northern Chile, to the port of Tocopilla. The company hopes to add more EVs to its operational fleet in future.<\/p>\n\n\n\n<p>Chile\u2019s electromobility progress is closely tied to Chinese involvement in the sector. Zhongtong, for example, recently won a public tender to provide <a href=\"https:\/\/m.chinabuses.org\/news\/13711.html\">895<\/a> zero-emissions buses \u2013 Chile\u2019s largest order yet.<\/p>\n\n\n\n<p>In addition, several of Santiago\u2019s metro lines are also electrified. But beyond the capital, progress is slower. Several electrified <a href=\"https:\/\/www.meganoticias.cl\/nacional\/499065-nuevos-trenes-electricos-efe-valparaiso-chile-dcv-15-09-2025.html\">intercity train routes<\/a> have been launched, one of which covers the 85 kilometres between Santiago and the city of Rancagua to its south. As for electric buses, the northern border city of Arica, and the cities of Concepci\u00f3n, Temuco and Puerto Montt in the south, have 216 between them, according to transport ministry figures.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/Santiago-train_Alamy_2DY9KBH.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/Santiago-train_Alamy_2DY9KBH-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/Santiago-train_Alamy_2DY9KBH-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/Santiago-train_Alamy_2DY9KBH.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"red and grey train \"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Several of Santiago\u2019s metro lines are electrified, and some electrified intercity train routes have been launched in recent years (Image: Cristian Villalobos \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2025\/11\/Santiago-train_Alamy_2DY9KBH.jpg\"\/><meta itemprop=\"contentSize\" content=\"5 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>That total will reach 360 before the end of the year, with electric buses hitting the streets in Ovalle, Villarrica, Lota and Osorno, according to Daza. He says the cost of electric buses has decreased 40% in the past five years.<\/p>\n\n\n\n<p>In October, the northern city of Copiap\u00f3 became the first in South America to operate a <a href=\"https:\/\/cooperativa.cl\/noticias\/corporativo\/efecto-china\/efecto-china-noticias\/buses-chinos-impulsan-la-primera-flota-100-electrica-de-transporte\/2025-10-17\/100901.html\">fully electric<\/a> public transport system following the addition of 121 Chinese-manufactured electric buses.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-replicating-progress-in-personal-evs\">Replicating progress in personal EVs<\/h2>\n\n\n\n<p>Alongside this push to electrify public transit, the adoption of private electric vehicles (EVs) has been steadily moving towards the country\u2019s ambitious uptake targets.<\/p>\n\n\n\n<p>According to Chile\u2019s national automotive association (ANAC), <a href=\"https:\/\/www.anac.cl\/wp-content\/uploads\/2025\/10\/09-ANAC-Informe-Cero-y-Bajas-Emisiones-Septiembre-2025-final.pdf\">in September 2025<\/a>, zero- or low-emission models accounted for 10.5% of new light- and medium-sized private vehicles sales in the country.<\/p>\n\n\n\n<p>\u201cI foresee it is possible for Chile to reach its [EV] targets, given that consumers are already considering the environmental and economic benefits of electric vehicles,\u201d says Gonz\u00e1lez. ANAC disagrees: in its September report, the association argues that Chile\u2019s EV adoption targets will not be achievable unless it further develops electrical infrastructure and reviews related tax policies.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60085432\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Since the beginning of 2024 up to May 2025, the transport ministry reports that 35% of all new electric and hybrid models it has approved for sale in Chile have been Chinese. BYD dominates the plug-in vehicles market \u2013 ANAC says its Shark GS was Chile\u2019s top selling plug-in hybrid vehicle as of September this year.<\/p>\n\n\n\n<p>Gonz\u00e1lez says higher prices are \u201cundoubtedly\u201d the biggest barrier to adoption, allowing competitively priced Chinese technology to penetrate the market. There are currently 1,749 public charging points in the country, according to the transport ministry, but most of these charging points are concentrated in and around Santiago.<\/p>\n\n\n\n<p>There has been a concerted effort to increase the power available from these chargers \u2013 which has nearly doubled since last year \u2013 to enable faster charging. Meanwhile, the energy ministry has developed an app, EcoCarga, which provides information on the locations and capacities of public charging points.<\/p>\n\n\n\n<p>Chile\u2019s position as a producer and exporter of <a href=\"https:\/\/dialogue.earth\/en\/tag\/lithium\/\">lithium<\/a> \u2013 a vital component in battery technology at the heart of the global electromobility transition \u2013&nbsp;has also sparked discussions about opportunities and challenges in its electrification. In 2021, it was <a href=\"https:\/\/pubs.usgs.gov\/periodicals\/mcs2021\/mcs2021.pdf\">estimated<\/a> that the country sits on approximately 44% of the planet\u2019s known lithium reserves. And new studies <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/chile-has-28-more-lithium-than-previous-estimates-studies-find-2025-04-07\/\">shared<\/a> by the state mining body ENAMI in April suggest Chile possesses substantially more. Yet, even as the International Energy Agency forecasts that global lithium demand could increase by more than <a href=\"https:\/\/www.iea.org\/reports\/the-role-of-critical-minerals-in-clean-energy-transitions\/executive-summary\">fortyfold by 2040<\/a>, Chile is currently able to add very little value to the raw material it exports.<\/p>\n\n\n\n<p>China is Chile\u2019s biggest lithium client \u2013 71% of lithium exports <a href=\"https:\/\/www.subrei.gob.cl\/docs\/default-source\/estudios-y-documentos\/otros-documentos\/informe_litio_2024.pdf?sfvrsn=79364470_2\">went to China<\/a> in 2024 \u2013 and the source of the vast majority of electric vehicles it imports.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60101270\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Gonz\u00e1lez believes it is \u201ctechnically possible\u201d for Chile to manufacture its own electric vehicles, but the size of the domestic market would ultimately make it hard for Chilean-built vehicles to compete. The country has never had a significant auto manufacturing sector, with most vehicles imported from Asia, Europe and the US, and the region\u2019s automaking giants, Brazil and Mexico.<\/p>\n\n\n\n<p>There are signs, however, that domestic manufacturing could have a potentially productive future. A public-private partnership resulted in last year\u2019s launch of a Chilean-made <a href=\"https:\/\/prensa.presidencia.cl\/comunicado.aspx?id=293576\">hydrogen-powered bus<\/a>. Hydrogen does not release greenhouse gas emissions when burned, so these buses could aid Chile\u2019s push to achieve its emissions goals \u2013 even if this domestic industry may not be able to compete with China economically.<\/p>\n\n\n\n<p>\u201cFrom the private sector\u2019s perspective, the challenge is to continue increasing and diversifying the supply of private electric vehicles, along with charging infrastructure,\u201d says Daza.<\/p>\n\n\n\n<p>Pereda believes this is possible: \u201cAlthough it is a complex challenge, adding value locally is feasible, and Chile already has concrete examples.\u201d<\/p>\n\n\n\n<p>He continues: \u201cThe most emblematic case is Reborn Electric Motors, the first electric bus factory in Latin America, with a production capacity of nearly 200 units per year. The company recently signed an agreement with Marcopolo [a large, Brazilian manufacturer of bus and coach bodies], which represents a milestone in the national and regional industry.<\/p>\n\n\n\n<p>\u201cRather than competing in mass manufacturing, the country can position itself as a developer of technological solutions that integrate power electronics, storage, control and intelligent energy management.\u201d<\/p>\n\n\n\n<p>The future appears bright for Chilean electromobility \u2013 and Chinese suppliers are positioned to remain at the epicentre of this nascent
