{"id":60115222,"date":"2026-01-05T17:21:27","date_gmt":"2026-01-05T17:21:27","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60115222"},"modified":"2026-01-05T18:22:45","modified_gmt":"2026-01-05T18:22:45","slug":"as-evs-boom-in-brazil-a-battery-recycling-challenge-looms","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/as-evs-boom-in-brazil-a-battery-recycling-challenge-looms\/","title":{"rendered":"As EVs boom in Brazil, a battery recycling challenge looms"},"content":{"rendered":"\n<p>While electric cars are multiplying on Brazilian streets, the fate of their depleted batteries remains uncertain, raising concerns about possible soil and water <a href=\"https:\/\/www.instituteforenergyresearch.org\/renewable\/environmental-impacts-of-lithium-ion-batteries\/\">contamination<\/a> and the risk of accidents, such as fires, in the event of improper disposal.<\/p>\n\n\n\n<p>End-of-life regulations for these batteries are still in their infancy in Brazil, even though the number of electric vehicles on the country\u2019s streets <a href=\"https:\/\/www.neocharge.com.br\/carros-eletricos-brasil\">surged<\/a> past 500,000 (including hybrids) during 2025.<\/p>\n\n\n\n<p>At the same time, Chinese automakers \u2013 <a href=\"https:\/\/dialogue.earth\/en\/business\/384578-brazils-ev-market-shifts-up-a-gear-as-chinese-makers-set-up-shop\/\">the protagonists of this expansion<\/a> \u2013 did not provide detail on their plans for the sector in Brazil to Dialogue Earth. These brands already operate structured recycling processes in China.<\/p>\n\n\n\n<p>Since <a href=\"https:\/\/cset.georgetown.edu\/publication\/national-13th-five-year-plan-for-the-development-of-strategic-emerging-industries\/\">2016<\/a>, China has been consolidating a regulatory framework for the recycling of electric vehicle batteries. Despite <a href=\"https:\/\/dialogue.earth\/en\/pollution\/how-can-china-address-its-ev-battery-recycling-challenge\/\">obstacles in the enforcement of the rules<\/a>, China\u2019s recycling rate for these batteries rose from 25% in 2020 to 40% in 2023, according to its Ministry of Industry and Information Technology (MIIT). A 2024 <a href=\"https:\/\/www.mdpi.com\/2313-4321\/10\/2\/68\">analysis<\/a> attributed the progress to regulations that make automakers responsible for collection and reuse, supported by tax incentives and a digital tracking system.<\/p>\n\n\n\n<p>\u201cThe systematisation of the closed cycle and digital traceability strengthen manufacturers\u2019 responsibility, helping to prevent batteries from becoming environmental liabilities in China,\u201d says Hudson Zanin, a researcher who conducts tests on batteries at the State University of Campinas (Unicamp) in S\u00e3o Paulo.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Risks of improper disposal of lithium batteries<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Lithium batteries used in electric vehicles contain perfluoroalkyl and polyfluoroalkyl substances (PFAS). These chemicals degrade extremely slowly and can accumulate in the environment when disposal or recycling is inadequate.<\/p>\n\n\n\n<p><strong>Environment<\/strong> \u2013 PFAS linked to batteries have been detected in rivers, soils and even drinking water, particularly near factories and landfills, where they can leach into landfill runoff and reach groundwater.<\/p>\n\n\n\n<p><strong>Aquatic life<\/strong> \u2013 Even at very low concentrations, these pollutants can cause neurological and metabolic changes in aquatic organisms, with potential ecosystem-wide effects.<\/p>\n\n\n\n<p><strong>Human health<\/strong> \u2013 Exposure to PFAS has been associated with higher risks of cancer, immune system effects, and hormonal and reproductive disorders.<\/p>\n\n\n\n<p><strong>Fire <\/strong>\u2013 Lithium batteries use flammable organic solvents, increasing the risk of fires, especially when improperly discarded or physically damaged.<\/p>\n\n\n\n<p>Sources: <a href=\"https:\/\/www.nature.com\/articles\/s41467-024-49753-5\">Nature Communications (2024)<\/a>; <a href=\"https:\/\/www.epa.gov\/pfas\/our-current-understanding-human-health-and-environmental-risks-pfas\">US Environmental Protection Agency (EPA)<\/a>.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>In May 2025, more than a decade after the <a href=\"https:\/\/autoesporte.globo.com\/carros\/noticia\/2014\/09\/bmw-i3-desembarca-no-brasil-por-r-225950.ghtml\">arrival<\/a> of the first electric vehicles in Brazil, its senate presented a <a href=\"https:\/\/www25.senado.leg.br\/web\/atividade\/materias\/-\/materia\/168417\">bill<\/a> to create the National Policy on Battery Circularity. The proposal <a href=\"https:\/\/www12.senado.leg.br\/noticias\/materias\/2025\/06\/16\/projeto-institui-politica-para-reciclagem-de-baterias-de-veiculos-eletricos\">establishes<\/a> a \u201cbattery passport\u201d with data on composition, origin and reuse possibilities, in line with the system being <a href=\"https:\/\/www.openbatterypassport.com\/global-battery-passport-regulations\">implemented<\/a> in the European Union.<\/p>\n\n\n\n<p>The text is under review by the Brazilian senate\u2019s environment committee, which is one of the first stages of the process. A date is yet to be set for its entry into force.<\/p>\n\n\n\n<p>Marcelo Cairolli, infrastructure director of the Brazilian Electric Vehicle Association (ABVE), considers the policy \u201ca good initiative to prevent pollution\u201d. But Cairolli notes that the bill still needs adjustments so as not to conflict with rules already applied by environmental agencies to the disposal of hazardous or polluting equipment \u2013 even if they are not specific to batteries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lack-of-transparency\">Lack of transparency<\/h2>\n\n\n\n<p>The embryonic regulation contrasts with the rapid adoption of electric cars in Brazil. Chinese automakers  are rushing to make the country the hub of the sector in Latin America.<\/p>\n\n\n\n<p>In June, the Chinese manufacturer BYD <a href=\"https:\/\/www.byd.com\/en\/news-list\/First-BYD-Electric-Vehicle-Rolls-off-the-Line-in-Brazil\">announced<\/a> production had commenced at its factory in the north-eastern state of Bahia, with an initial annual capacity of 150,000 vehicles. The company leads the domestic market, being behind a third of electric vehicle sales and more than 180,000 units sold since 2022, according to the ABVE.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60085432\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>BYD, which has been selling passenger cars <a href=\"https:\/\/www.linkedin.com\/company\/bydbrasil\/?originalSubdomain=br\">in Brazil<\/a> since 2021, <a href=\"https:\/\/www.byd.com\/br\/perguntas-frequentes\">offers<\/a> an eight-year warranty on its batteries. This means that many of them will begin to reach the end of their useful life in the coming years, increasing the urgency for reuse or recycling solutions.<\/p>\n\n\n\n<p>Dialogue Earth made several attempts to contact BYD to find out what practices it adopts or intends to adopt with end-of-life batteries, but received no response.<\/p>\n\n\n\n<p>BYD\u2019s approach thus far in Brazil differs from its progress in China, where it has been rapidly <a href=\"https:\/\/batrecycling.com\/newsinfo\/991818.html\">expanding<\/a> its presence in battery recycling. In 2024, it created Xixian New District BYD Industrial Co, focused on battery manufacturing and recycling, and established partnerships with companies in the sector. According to China\u2019s MIIT, BYD maintains more than 50 collection and recycling points in the country.<\/p>\n\n\n\n<p>Other Chinese automakers selling in Brazil also have limited available recycling information, or adopt limited practices. Although the Brazilian electric vehicle market has grown fast in recent years, charging infrastructure is still very limited outside major urban areas (Image: Jo\u00e9dson Alves \/ Ag\u00eancia Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/01\/Brasilia-EV-charging_Joedson-Alves_Agencia-Brasil_0d4a8618-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"516 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Volvo Cars, a subsidiary of China\u2019s Geely, said in a statement that it \u201calready collects batteries at the end of their useful life\u201d in Brazil and that, when there is a fault that makes them unusable, \u201cthe approved supplier collects and recycles the part.\u201d According to the company, this process reuses 95% of the material, and the remaining 5% is disposed of in accordance with Brazilian law. Volvo did not provide details on tracking, the volume of recycled batteries, or the legislation that guides the process.<\/p>\n\n\n\n<p>In China, GWM <a href=\"https:\/\/res.gwm.com.cn\/2025\/03\/30\/1847203_131_e101.pdf\">stated<\/a> in its 2024 financial report that it has been expanding battery recovery and installing dismantling workshops. On its website, it <a href=\"https:\/\/www.gwm.com.cn\/electrokinetic.html?\">lists<\/a> more than 600 authorised battery collection points.<\/p>\n\n\n\n<p>According to the Chinese news agency Xinhua, by the end of 2021, 173 companies in the sector had opened more than <a href=\"https:\/\/english.news.cn\/20220121\/5bda964b2f3e4669b558087b927c009b\/c.html\">10,000<\/a> recycling workshops in China between them.<\/p>\n\n\n\n<p>\u201cThe regulatory need in Brazil becomes even more evident when one observes this double standard,\u201d says Zanin. \u201cThe lack of clear regulation and oversight means that circular practices are treated as an optional cost here. This difference in behaviour, although economically rational for the sector in the short term, poses a huge environmental risk for the country in the future.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-data-is-lacking-but-innovation-exists\">Data is lacking, but innovation exists<\/h2>\n\n\n\n<p>In Brazil, there is no available data on how many batteries have reached the end of their useful life. At the request of this report, projections shared by NeoCharge, a S\u00e3o Paulo-based company specialising in charging infrastructure, estimate that between 1,000 and 2,500 batteries from all-electric vehicles in Brazil are expected to reach this stage by 2030. Most of the units that are expected to reach the end of their useful life this decade belong to the first generation of electric vehicles sold in Brazil, such as the <a href=\"https:\/\/www.carrosnaweb.com.br\/noticias.asp?codnoticia=1834\">2014 BMW i3<\/a>.<\/p>\n\n\n\n<p>According to NeoCharge\u2019s general director, Ayrton Barros, the average eight-year warranty generally offered by automakers \u2013 influenced by legal requirements in China and market competition \u2013 does not reflect actual durability, which usually exceeds 15 years, depending on use. He excludes hybrids and plug-ins from his estimates because, according to the research he consults, drivers tend to rely more on combustion engines in these cases.<\/p>\n\n\n\n<p>A Hong Kong environmental organisation <a href=\"https:\/\/www.foe.org.hk\/en\/news\/Green%20Finance\/earth%20chat\/what%20to%20do%20with%20retired%20ev%20batteries\">projects<\/a> that around 10 million batteries will be depleted globally by 2035.<\/p>\n\n\n\n<p>Barros says the Brazilian recycling chain is still in its infancy because the market is new and demand is low. \u201cThe product is very new, so the processes are not yet established,\u201d says the NeoCharge executive.<\/p>\n\n\n\n<p>More than a cost, battery recycling represents an opportunity. For example, <a href=\"https:\/\/elements.visualcapitalist.com\/visualizing-chinas-battery-recycling-dominance\/\">refining<\/a> \u2013 the stages in which crushed battery material known as \u201cblack mass\u201d is transformed into minerals such as lithium, nickel and cobalt \u2013 is used in the manufacture of new cells. Energy Source, a S\u00e3o Paulo-based start-up, has developed its own technologies for battery recycling and markets mineral by-products obtained in the process \u2013 such as copper \u2013 for use in other sectors, for example as agricultural fertiliser. Only two other battery recyclers, Re-Teck and Lorene, operate in the country.<\/p>\n\n\n\n<p>David Noronha, CEO of Energy Source, believes Brazil is not at environmental risk from battery disposal because solutions for recycling, reuse, repair, refining and traceability have already been developed. \u201cAnd more technologies will continue to emerge as the market grows, stimulating new businesses in the reverse chain,\u201d he adds.<\/p>\n\n\n\n<p>For Zanin, from Unicamp, Brazil has important advantages, such as strategic resources (including lithium, nickel and graphite) and advanced research capacities. He points out, however, that the country lacks solid traceability mechanisms and warns of the risk of irregular workshops for battery collection, as is already the case in China.<\/p>\n\n\n\n<p>In China, a vast <a href=\"https:\/\/thechinaproject.com\/2023\/07\/11\/chinas-official-electric-vehicle-battery-recyclers-fight-wildcat-workshops\">network<\/a> of informal collection and dismantling workshops means that much battery recycling operates outside the regulatory framework. According to MIIT estimates, less than <a href=\"https:\/\/eastasiaforum.org\/2025\/01\/18\/chinas-ev-success-faces-a-battery-recycling-problem\/\">four<\/a> of every 1,000 batteries reach official recyclers.<\/p>\n\n\n\n<p>For this reason, Zanin\u2019s team at the university is developing a platform based on blockchain and artificial intelligence to monitor the chain and prevent irregular practices.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-drivers-unaware-of-battery-cycle\">Drivers unaware of battery cycle<\/h2>\n\n\n\n<p>In Campinas, a city where electric and hybrid cars are <a href=\"https:\/\/g1.globo.com\/sp\/campinas-regiao\/noticia\/2025\/08\/18\/primeira-do-interior-do-brasil-em-vendas-campinas-tem-menos-de-1percent-da-frota-de-eletrificados.ghtml\">becoming<\/a> popular, and home to one of BYD\u2019s Brazilian <a href=\"https:\/\/bydbrasil.com.br\/sobre\/\">factories<\/a>, businessman Leandro Rocini has been swept up in the rise of electromobility. <\/p>\n\n\n\n<p>In 2025, Rocini bought a BYD Dolphin \u2013 currently the best-selling electric car and one of the most affordable in Brazil, according to ABVE. At the dealership, he was told the battery could last about 10 years, but he received no guidance on what to do when it reaches the end of its cycle. \u201cI hear it lasts a long time, but I don\u2019t worry about these things,\u201d he admits with a laugh.<\/p>\n\n\n\n<p>Civil servant Ariadne Bonvino shares an electric GWM Ora 03 with her husband, purchased in 2024 to drive around Bras\u00edlia, where they live. The couple is also thinking about purchasing a hybrid \u2013 they want a combustion backup for trips to the countryside, where there are still few charging stations.<\/p>\n\n\n\n<p>Bonvino also says she is not concerned about the future of the battery, which officially has an average <a href=\"https:\/\/www.gwmmotors.com.br\/pt\/media-center\/news\/2024\/gwm-oferece-5-anos-de-revisoes-gratis-para-linha-ora-03\">five-year<\/a> warranty, according to the manufacturer: \u201cThings are evolving very quickly.
