{"id":60117576,"date":"2026-01-23T19:09:42","date_gmt":"2026-01-23T19:09:42","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60117576"},"modified":"2026-01-29T16:16:12","modified_gmt":"2026-01-29T16:16:12","slug":"declared-a-terrorist-for-bringing-renewable-power-to-philippine-communities","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/justice\/declared-a-terrorist-for-bringing-renewable-power-to-philippine-communities\/","title":{"rendered":"Declared a terrorist for bringing renewable power to Philippine communities"},"content":{"rendered":"\n<p>The government is betting on private investments to help <a href=\"https:\/\/www.dof.gov.ph\/president-duterte-approves-phl-commitment-of-75-percent-emissions-reduction-target-by-2030\/\">curb<\/a> the Philippines\u2019 greenhouse gas emissions. To help, it has <a href=\"https:\/\/investmentpolicy.unctad.org\/investment-policy-monitor\/measures\/4130\/philippines-allows-100-foreign-ownership-in-the-renewable-energy-sector\">removed<\/a> caps on how much foreigners can own of solar, wind and ocean projects.<\/p>\n\n\n\n<p>But while the government rolls out the red carpet for businesses in the energy sector, its treatment of environmental defenders contrast starkly. Government task forces have accused individuals and groups involved in community projects, such as disaster relief and delivering solar-powered water pumps, of having links with communism or terrorism. The practice is known as \u201cred-tagging\u201d.<\/p>\n\n\n\n<p>In the Philippines, some of the accused activists have subsequently been charged, their organisational and personal bank accounts frozen. Some have even been abducted. The Philippine Supreme Court described the practice in a <a href=\"https:\/\/sc.judiciary.gov.ph\/sc-red-tagging-threatens-right-to-life-liberty-and-security\/\">July 2023 decision<\/a> as threatening to its victims\u2019 \u201cright to life, liberty or security\u201d.<\/p>\n\n\n\n<p>Red-tagging occurred intensively under the administration of Rodrigo Duterte (2016-2022) and has continued under current president Ferdinand Marcos Jr.<\/p>\n\n\n\n<p>The practice impacts not just climate activists and their civil society organisations, but the communities they serve, experts say.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-from-disaster-response-heroine-to-terrorist\">From disaster response heroine to \u2018terrorist\u2019<\/h2>\n\n\n\n<p>Jazmin \u201cMinet\u201d Aguisanda-Jerusalem is executive director of the Leyte Center for Development (LCDe), a disaster preparedness and mitigation NGO. The organisation is based in Tacloban city, Eastern Visayas \u2013 a region that often bears the brunt of the Philippines\u2019 typhoons.<\/p>\n\n\n\n<p>One of these was the devastating Typhoon Haiyan, which destroyed Aguisanda-Jerusalem\u2019s hometown in November 2013, <a href=\"https:\/\/www.britannica.com\/science\/10-Deadliest-Typhoons-in-History\">killing<\/a> at least 6,300 people. LCDe reportedly assisted <a href=\"https:\/\/www.rappler.com\/philippines\/visayas\/government-slaps-terrorist-designation-freezes-funds-development-ngo-officers-leyte\/\">23,000<\/a> families who were struggling without government-led disaster relief.<\/p>\n\n\n\n<p>In 2018, Aguisanda-Jerusalem was <a href=\"https:\/\/careclimatechange.org\/climate-heroines\/\">named<\/a> an International Climate Heroine by Germany\u2019s CARE Climate Justice Centre for her role in improving disaster-preparedness.<\/p>\n\n\n\n<p>In July 2025, she pleaded not guilty to three counts of <a href=\"https:\/\/www.rappler.com\/philippines\/visayas\/aid-group-leader-jasmin-jerusalem-not-guilty-plea-terror-financing\/\">terrorism financing<\/a>, specifically of using her organisation to raise, collect and provide funds for the New People\u2019s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP).<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60047891\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Aguisanda-Jerusalem had previously faced accusations of violating the Terrorism Financing Prevention and Suppression <a href=\"http:\/\/www.amlc.gov.ph\/laws\/terrorism-financing\/2015-10-16-02-51-58\">Act<\/a>. In April 2024, LCDe had its bank accounts, which included donations from foreign donors, <a href=\"https:\/\/newsinfo.inquirer.net\/1942097\/red-tagged-ngo-cries-foul-after-bank-accounts-frozen\">frozen<\/a> under government orders. She was <a href=\"https:\/\/www.bulatlat.com\/2025\/01\/29\/no-evidence-prosecutor-junks-financing-terrorism-charges-vs-tacloban-ngo\/\">accused<\/a> of terrorism financing based on testimonies from four alleged former rebels. They claimed she had diverted the NGO\u2019s funds to the CPP and NPA and instructed them to doctor documents to hide proof. Aguisanda-Jerusalem <a href=\"https:\/\/www.leytesamardailynews.com\/known-humanitarian-worker-denies-terrorism-financing-charges-appeals-for-end-to-persecution-of-ngos\/\">denies<\/a> having met these individuals.<\/p>\n\n\n\n<p>She says her organisation is \u201cconstantly\u201d red-tagged by the Armed Forces of the Philippines (AFP). She mentioned \u201cdeath threats through our phones, posters with our faces and names accusing us of being terrorists around the region, and on social media these past 15 years\u201d.<\/p>\n\n\n\n<p>Aguisanda-Jerusalem points out the irony of such harassment, highlighting that various government agencies, including the Department of National Defense (the supervising agency of the AFP), have given <a href=\"https:\/\/www.rappler.com\/philippines\/visayas\/aid-group-leader-jasmin-jerusalem-not-guilty-plea-terror-financing\/\">awards<\/a> to the LCDe for its projects across the Eastern Visayas.<\/p>\n\n\n\n<p>\u201cRed-tagging prevents us from [providing] our many services to our people,\u201d she says. \u201cThe climate crisis is worsening and our people\u2019s poverty exacerbates its effects.\u201d<\/p>\n\n\n\n<p>LCDe\u2019s projects and services are currently suspended because of its inability to receive and dispense funds, preventing the community from receiving crucial emergency relief as the region continues to be <a href=\"https:\/\/newsinfo.inquirer.net\/2133760\/fwd-typhoon-tino-makes-landfall-in-leyte-cebu-early-tuesday-morning\">battered<\/a> by typhoons.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-denying-people-services\">Denying people services<\/h2>\n\n\n\n<p><a href=\"https:\/\/sibat-apptech.org\/about-us\/\">Sibat<\/a>, a non-profit that brings clean tech to communities, has been assisting rural villages with installing agricultural and other tech for over four decades.<\/p>\n\n\n\n<p>In June 2025, the NGO <a href=\"https:\/\/newsinfo.inquirer.net\/2075823\/bohol-village-finally-gets-potable-water\">installed<\/a> a solar-powered water pump system to provide potable water to victims of Typhoon Rai in Ubay, Central Visayas. The typhoon, which <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2225603225000517\">struck<\/a> in late-2021, was the second deadliest natural disaster worldwide that year, and <a href=\"https:\/\/www.unicef.org\/philippines\/stories\/unicef-emergency-response-helps-odette-stricken-village-water-crisis\">destroyed<\/a> traditional water sources on the island province.<\/p>\n\n\n\n<p>Sibat\u2019s executive director Estrella \u201cTata\u201d Catarata says the organisation has been red-tagged. The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which was established in 2018 by the Duterte administration and continues to run under President Marcos, has accused the organisation of being a front of the NPA, Catarata claims. She is a former executive director for the Central Visayas-based NGO Farmers\u2019 Development Center (Fardec), a member organisation of Cernet. Fardec and Cernet have been <a href=\"https:\/\/spcommreports.ohchr.org\/TMResultsBase\/DownLoadPublicCommunicationFile?gId=29296\">accused<\/a> of supporting the communist insurgency.<\/p>\n\n\n\n<p>Multiple reports say that in April 2024, AFP brigadier general Joey Escanillas linked Catarata to the NPA during a press conference, with Catarata <a href=\"https:\/\/www.philstar.com\/the-freeman\/cebu-news\/2025\/04\/27\/2438731\/ngo-head-sues-military-general-defamation\">filing<\/a> a defamation lawsuit against him a year later.<\/p>\n\n\n\n<p>Catarata says that to set up and maintain their projects around the country, Sibat staff often need to painstakingly convince local government officials to let them conduct their activities. They do so by attending government meetings they are summoned to, sometimes inviting EU diplomats to demonstrate their legitimacy to Philippine government officials and communities. A 2025 <a href=\"https:\/\/www.icnl.org\/wp-content\/uploads\/ICNL-Stunting-Growth-Asia-Development-Report_FINAL.pdf\">report<\/a> from the International Center for Not-for-Profit Law noted that continued harassment from NTF-ELCAC led two engineers to resign from Sibat.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-un-experts-decry-red-tagging\">UN experts decry red-tagging<\/h2>\n\n\n\n<p>In 2022, Jesus Crispin Remulla, then secretary of justice, <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/851698\/philippines-accepted-200-recommendations-in-human-rights-review-remulla\/story\/\">told<\/a> the UN Human Rights Council that there was no state policy to attack activists or human rights defenders.<\/p>\n\n\n\n<p>However, just a month earlier, he had <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/847796\/remulla-on-red-tagging-if-you-can-dish-it-out-you-should-be-able-to-take-it\/story\/\">defended<\/a> the practice of red-tagging during a UN human rights committee meeting. Remulla, who is now the nation\u2019s ombudsman, added: \u201cIf you can dish out [criticism], you should be able to take it.\u201d<\/p>\n\n\n\n<p>Ian Fry, then UN special rapporteur on&nbsp;human rights under climate change, visited the Philippines in 2023. He <a href=\"https:\/\/www.ohchr.org\/en\/documents\/country-reports\/ahrc5646add2-visit-philippines-report-special-rapporteur-promotion-and\">stated<\/a> that the government, through the AFP and the NTF-ELCAC, has systematically red-tagged environmental and human rights defenders, Indigenous peoples, members of the clergy and humanitarian workers.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Environmental advocacy is vital because the environment is our protector, not structures<\/blockquote><cite class=\"block--pull-quote__cite\">Jonila Castro, youth activist and community organiser<\/cite><\/div><\/div>\n\n\n\n<p>\u201cIt appears that the NTF-ELCAC is using its powers to protect powerful economic interests in the country,\u201d Fry stated. \u201cThis has nothing to do with anti-terrorism or anti-communism. The gross overreaction to people trying to defend their right to a clean, healthy and sustainable environment is totally unacceptable.\u201d<\/p>\n\n\n\n<p>On a visit to the country in 2024, Irene Khan, UN special rapporteur for freedom of expression and opinion, said red-tagging is a serious threat to civil society. She <a href=\"https:\/\/www.ohchr.org\/en\/documents\/country-reports\/ahrc5950add1-visit-philippines-report-special-rapporteur-promotion-and\">reported<\/a> in June 2025 that the NTF-ELCAC \u201cappears to be a major instigator of the practice\u201d, along with the military, state security officials, senior government officials and some media outlets.<\/p>\n\n\n\n<p>\u201cAs documented in many cases, red-tagging is often followed or accompanied by unlawful surveillance, criminal prosecution, including the filing of trumped-up charges, threats and even killings,\u201d she said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-from-red-tagging-to-state-abduction\">From red-tagging to state abduction<\/h2>\n\n\n\n<p>Jonila Castro is a youth activist and community organiser who has been campaigning against land reclamation in Manila Bay. The activity has already <a href=\"https:\/\/globalwitness.org\/en\/campaigns\/land-and-environmental-defenders\/runaway-risk\/\">displaced<\/a> local communities along the bay\u2019s shoreline and disrupted its complex coastal ecosystem, according to a 2023 report from Global Witness.<\/p>\n\n\n\n<p>Castro told Dialogue Earth she had been red-tagged as a student campaigner in the early 2020s. In September 2023, she and fellow environmental activist Jhed Tamano were <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/13\/disappearances-speak-to-dangers-of-environmental-activism-in-philippines\">abducted<\/a> in Bataan province by the Philippine Army. The government planned to present them as rebel returnees but they abandoned the script, accusing the state of abduction.<\/p>\n\n\n\n<p>The two activists were subsequently freed. Their abductors filed retaliatory charges of defamation against the two, which were <a href=\"https:\/\/www.rappler.com\/philippines\/jonila-castro-jhed-tamano-cleared-defamation\/\">dismissed<\/a> by a Plaridel court in June 2025.<\/p>\n\n\n\n<p>Castro and Tamano have been unable to return to their community-organising activities in Bulacan and Bataan provinces due to security concerns, but continue to campaign against the Manila Bay reclamation projects. Several of the projects have reportedly <a href=\"https:\/\/www.abs-cbn.com\/business\/2024\/2\/28\/2-manila-bay-reclamation-projects-expected-to-resume-soon-2057\">resumed<\/a> after Marcos <a href=\"https:\/\/www.independent.co.uk\/news\/ap-chinese-manila-supreme-court-washington-b2390931.html\">ordered<\/a> their suspension in 2023 to assess legal compliance and environmental impact.<\/p>\n\n\n\n<p>\u201cEnvironmental advocacy is vital because the environment is our protector, not structures. We must protect the environment to protect ourselves,\u201d Castro told Dialogue Earth.
