{"id":60131531,"date":"2026-05-07T18:14:50","date_gmt":"2026-05-07T17:14:50","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60131531"},"modified":"2026-05-29T12:48:13","modified_gmt":"2026-05-29T11:48:13","slug":"global-green-shipping-deal-still-on-course-say-advocates","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/ocean\/global-green-shipping-deal-still-on-course-say-advocates\/","title":{"rendered":"Global green shipping deal still on course, say advocates"},"content":{"rendered":"\n<p>An ambitious plan to curb the shipping sector\u2019s emissions survived renewed attempts to wreck it during meetings at the UN\u2019s maritime agency last week, with its backers leaving at least partially buoyant.<\/p>\n\n\n\n<p>Observers told Dialogue Earth that slightly more than half the voting countries want the plan, known as the Net-Zero Framework, to be the basis for future talks under the UN\u2019s International Maritime Organization (IMO).<\/p>\n\n\n\n<p>The US and Saudi Arabia <a href=\"https:\/\/dialogue.earth\/en\/ocean\/how-countries-failed-to-steer-shipping-to-net-zero-and-where-they-go-next\/\">tried to permanently sink the plan last year<\/a>, and are still pushing for that outcome. At the London headquarters of the IMO last week, however, members decided not to rule anything out before the next meeting on the subject in late November.<\/p>\n\n\n\n<p>If a vote to adopt the plan does take place, it will require a two-third majority to succeed.\u00a0<\/p>\n\n\n\n<p>\u201cThere is less pressure from the US and Saudi Arabia [at this meeting] \u2026 and the fact that the Net-Zero Framework is still on the table increases the chance of adoption,\u201d said Benoit Bardouille, the Commonwealth of Dominica\u2019s delegate to the IMO.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ambulances-on-standby\">Ambulances on standby<\/h2>\n\n\n\n<p>Approximately 3% of global anthropogenic greenhouse gas emissions come from shipping. Countries have committed to achieving net-zero emissions from the shipping industry \u201cby or around\u201d 2050.<\/p>\n\n\n\n<p>The IMO\u2019s framework is intended as a step towards this. It proposes standards to limit vessels\u2019 fuel emissions and requirements for shipowners to pay for emissions that exceed certain limits. The money would fund work to mitigate the impacts of climate change for developing states, and an aim of the framework is to somehow reward low-emission ships.<\/p>\n\n\n\n<p>That 2050 target was agreed upon in July 2023, while the Net-Zero Framework was <a href=\"https:\/\/dialogue.earth\/en\/digest\/ships-to-start-paying-for-carbon-emissions-under-global-deal\/\">approved one year ago<\/a> with a view to formal adoption at the next IMO meeting, in October 2025. But when October arrived, a majority of IMO states voted to delay further discussions for yet another year.<\/p>\n\n\n\n<p>Some commentators said the plans were effectively dead in the water. Many <a href=\"https:\/\/www.reuters.com\/legal\/litigation\/us-tells-countries-reject-un-ship-fuel-emissions-deal-or-face-tariffs-sources-2025-09-03\/\">attributed this<\/a> apparent U-turn to the US government, which threatened proponents with economic punishments, and even intimidated delegates. Concerns that the plan would spike shipping costs and impact developing states were also cited as reasons to delay.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is the IMO Net-Zero Framework?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>The IMO Net-Zero Framework requires ships to gradually reduce the amount of greenhouse gasses they emit for each unit of energy they use. This is known as a vessel\u2019s \u201cgreenhouse gas fuel intensity\u201d.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.imo.org\/en\/mediacentre\/hottopics\/pages\/faqs-the-imo-net-zero-framework.aspx\">framework<\/a> includes a penalty-and-reward mechanism to help the industry meet this standard. Ships can comply with the limits on greenhouse gas fuel intensity by, for example, using low-carbon fuel.<\/p>\n\n\n\n<p>Ships that fail to meet the easiest fuel intensity threshold face charges of USD 380 per tonne of carbon dioxide equivalent emitted; ships that fail to meet the next, more challenging threshold face a lower charge of USD 100 per tonne.<\/p>\n\n\n\n<p>Ships that fail to comply with these thresholds can also buy surplus units from ships that have over-complied.<\/p>\n\n\n\n<p>The framework was <a href=\"https:\/\/dialogue.earth\/en\/digest\/ships-to-start-paying-for-carbon-emissions-under-global-deal\/\">approved in April 2025<\/a> but is yet to be formally adopted.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>In October, countries voted to delay the contentious decision on adoption \u2013 the final step in the process \u2013 for one year. That means it will not be discussed until the next meeting, this November. At last week&#8217;s meeting, multiple delegates told Dialogue Earth that political pressure from the US had eased; the fraught and bitter negotiations of last year were largely avoided.<\/p>\n\n\n\n<p>When tensions did start to build on the final day, the meeting\u2019s chair leaned on a running joke he had started at last year\u2019s hugely heated session, asking: \u201cI am sure you don\u2019t want me to call the ambulance like the last time, right?\u201d<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/www.fmc.gov\/ftdo\/chairman-dibellas-statement-on-imo-consideration-of-alternatives-to-net-zero-framework\/\">statement<\/a> issued after the meeting, the US delegate Laura DiBella wrote the framework would cause \u201cserious economic harm\u201d. A previously silent majority of countries that share this stance had \u201cfinally found its voice\u201d, she added.<\/p>\n\n\n\n<p>Tristan Smith, an energy and transport expert at University College London who attended the meeting, felt there was still \u201ca lot of pressure\u201d from the US and its allies in the room. But he told Dialogue Earth it did not appear as effective in influencing countries this time around: \u201cThat\u2019s either because countries are paying less attention to the US \u2026 or countries are more prepared.\u201d<\/p>\n\n\n\n<p>Leading advocates, including Brazil, Mexico and most of the European Union and the Pacific, want the framework adopted largely as it stands this November. Over 100 country representatives took to the floor during discussions on the framework. Ahead of the meeting, Liberia, Argentina and Panama proposed to work on \u201ca revised and more pragmatic\u201d framework. It would scrap payments into a net-zero fund, and only consider \u201ccommercially viable\u201d and \u201caffordable\u201d fuels for the greenhouse gas intensity targets.<\/p>\n\n\n\n<p>The proposal\u2019s critics warn it would leave the IMO far from fulfilling its decarbonisation commitments. Furthermore, any significant changes require a new draft to be approved; this would restart the discussion clock, meaning another six months before a decision on adoption could take place.<\/p>\n\n\n\n<p>Lloyd Fikiasi, a delegate from Vanuatu, found the US\u2019s complaints over higher shipping costs ironic, given the current fuel and shipping crisis it has triggered since attacking Iran. The UN <a href=\"https:\/\/news.un.org\/en\/story\/2026\/04\/1167303\">reports<\/a> that Vanuatu has been forced to warn of electricity price rises, while the Pacific islands of Palau, Nauru and Kiribati are also \u201cweighing responses\u201d. <\/p>\n\n\n\n<p>\u201cThey caused the war and now we suffer,\u201d Fikiasi said. \u201cWe are paying for it.\u201d<\/p>\n\n\n\n<p>Member states have agreeing to continue discussions in intersessional meetings, which will taking place in September and November, before the plenary in late November to early December that will revisit the decision on adoption. \u201cWe are getting there,\u201d Fikiasi added.<\/p>\n\n\n\n<p>Jesse Fahnestock, the Global Maritime Forum\u2019s decarbonisation director, told Dialogue Earth that his team also thinks the framework now has the backing of a slight majority.<\/p>\n\n\n\n<p>However, while last week\u2019s meeting \u201cmay have undermined some assumptions that the current agreement was dead\u201d,
