The Panama Canal, which cuts through the narrow Central American isthmus, was a solution to that problem.<\/p>\n\n\n\n<p>However, as the canal has become more congested and <a href=\"https:\/\/www.intellinews.com\/panama-canal-auction-prices-quadruple-as-hormuz-closure-reshapes-global-energy-flows-438478\/\">costly<\/a>, a situation only due to worsen because of <a href=\"https:\/\/dialogue.earth\/en\/business\/climate-change-is-spurring-trumps-desire-for-the-panama-canal\/\">climate change<\/a>, the hunt for other trade routes linking the west of the Americas with the east has intensified. <\/p>\n\n\n\n<p>After more than a decade of false starts, the idea of a \u201cbioceanic\u201d railway connecting Peru&#8217;s Pacific coast to Brazil&#8217;s Atlantic may finally be gaining traction. The <a href=\"https:\/\/ports.coscoshipping.com\/en\/Media\/PressReleases\/content.php?id=20241115\">inauguration<\/a> of the Port of Chancay in late 2024 has injected new momentum into plans for a rail link stretching more than 4,000 km as the crow flies to Ilh\u00e9us in Bahia.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60121085\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The port was <a href=\"https:\/\/www.aiddata.org\/blog\/chancay-port-opens-as-chinas-gateway-to-south-america\">developed<\/a> by Cosco Shipping Ports Chancay Peru, a joint venture between Chinese giant Cosco Shipping Ports and the Peruvian mining company Volcan. It has been <a href=\"https:\/\/ports.coscoshipping.com\/en\/Media\/PressReleases\/content.php?id=20241115\">presented<\/a> as a sign of the burgeoning trade relationship between China and Latin America, and has heightened the importance of a reliable trade route.<\/p>\n\n\n\n<p>In February, the Brazilian government <a href=\"https:\/\/www.gov.br\/planejamento\/pt-br\/assuntos\/noticias\/2026\/fevereiro\/as-rotas-de-integracao-sul-americana-sao-agora-um-programa-formal-do-mpo\">cemented<\/a> the South American Integration Routes project, a network of five transport corridors designed to boost trade with Asia and neighbouring countries. The <a href=\"https:\/\/www.gov.br\/planejamento\/pt-br\/assuntos\/articulacao-institucional\/publicacoes\/relatorio-2025-rotas-de-integracao-sul-americana\/\">plan<\/a> includes multiple route options, including a railway which would link up with the proposed bioceanic train.<\/p>\n\n\n\n<p>Brazil and China had previously <a href=\"https:\/\/www.gov.br\/planejamento\/pt-br\/assuntos\/noticias\/2025\/julho\/brasil-e-china-assinam-memorando-para-producao-de-estudos-sobre-sistema-de-transporte-integrado-no-pais\">signed an agreement<\/a> through their state-owned infrastructure companies to study the feasibility of the bioceanic railway, which Brazilian officials <a href=\"https:\/\/www.gov.br\/transportes\/pt-br\/assuntos\/noticias\/2025\/04\/ministerio-dos-transportes-casa-civil-e-delegacao-chinesa-discutem-implantacao-do-corredor-bioceanico-brasil-peru\">say<\/a> could cut shipping times from the country\u2019s coast to Asia by up to 10 days.<\/p>\n\n\n\n<p>The memorandum\u2019s exclusion of Peru, vital to the completion of the project, has raised questions. Responding to concerns, Peruvian Foreign Minister Elmer Schialer <a href=\"https:\/\/www.gob.pe\/institucion\/rree\/noticias\/1207874-canciller-schialer-no-se-puede-acceder-al-pacifico-sin-la-participacion-del-peru\">stressed<\/a> that the agreement covered only Brazilian territory and that \u201caccess to the Pacific is impossible without Peru\u2019s participation\u201d.<\/p>\n\n\n\n<p>Environmental experts warn the bioceanic corridor would cut through sensitive areas including the Amazon and the Andes. A <a href=\"https:\/\/grain.org\/en\/article\/7350-the-port-of-chancay-a-dramatic-boost-for-extractivism-in-south-america\">study<\/a> by GRAIN, CooperAcci\u00f3n and the Federal Institute of Bahia suggested that dozens of protected areas and Indigenous communities within 40 km of the projected route would be impacted in Peru, alongside more than 100 conservation areas and Indigenous territories in Brazil. From there, it would push west through Rond\u00f4nia and Acre to the Peruvian border, and on to Chancay, 70 km north of the capital Lima.<\/p>\n\n\n\n<p>Brazil sees the bioceanic corridor as a \u201c<a href=\"https:\/\/www.gov.br\/transportes\/pt-br\/assuntos\/noticias\/2025\/04\/ministerio-dos-transportes-casa-civil-e-delegacao-chinesa-discutem-implantacao-do-corredor-bioceanico-brasil-peru\">strategic route<\/a>\u201d for transporting agricultural and mining goods from its heartlands to the Pacific, giving direct access to Asian markets.<\/p>\n\n\n\n<p><a><\/a>The five Brazilian states along the proposed route \u2013 Mato Grosso, Goi\u00e1s, Bahia, Rond\u00f4nia and Acre \u2013 exported a combined USD 22.4 billion worth of goods to China in 2025, equivalent to 22% of Brazil\u2019s total exports to the country, according to a Dialogue Earth analysis of official trade data.<\/p>\n\n\n\n<p><a><\/a>Soybeans dominated, at USD 15.6 billion, followed by meat at USD 3.7 billion, with wood pulp, cotton and iron ore trailing behind. Mato Grosso alone accounted for USD 12.3 billion \u2013 more than half the total.<\/p>\n\n\n\n<p>Brazilian commodities currently reach Asia via Atlantic ports, with shipping either around the Cape of Good Hope or through the Panama Canal. In the first half of 2025, the cost to transport a metric tonne of soybeans from Brazil to Shanghai ranged from USD 70 to USD 124 per tonne, up to 28% of the final price, according to a <a href=\"https:\/\/www.ams.usda.gov\/sites\/default\/files\/media\/Brazil_Quarter2_2025.pdf\">USDA report<\/a>.<\/p>\n\n\n\n<p><a><\/a>Supporters argue the railway could lower export costs for commodities bound for Asia.<\/p>\n\n\n\n<p><a><\/a>But Edeon Vaz, logistics director at the farmers\u2019 trade association Aprosoja Mato Grosso, told Dialogue Earth that costs would \u201cskyrocket\u201d if goods were transported over land to Chancay. \u201cUnder current conditions, the corridor does not make commodities viable,\u201d he said.<\/p>\n\n\n\n<p><a><\/a>Analysis by Leolino Dourado, a researcher at the University of the Pacific&#8217;s Centre for China and Asia-Pacific Studies, <a href=\"https:\/\/rotabioceanicanews.com.br\/de-chancay-ao-brasil-estudos-questionam-viabilidade-tecnica-e-economica-do-trem-bioceanico\/\">suggests<\/a> that, although the sea route from Chancay to Shanghai is shorter than alternatives, the longer land route could more than double overall transportation costs. \u201cThe increase [in costs] for land transport is much more expensive than maritime transport,\u201d he told Dialogue Earth.<\/p>\n\n\n\n<p><a><\/a>There are environmental concerns, too. A <a href=\"https:\/\/infoamazonia.org\/2025\/04\/17\/ferrovia-de-integracao-centro-oeste-afetara-24-terras-indigenas-em-mato-grosso-e-rondonia\/\">report<\/a> by the investigative outlet InfoAmazonia drawing on the environmental impact study for FICO, the railway already under construction, suggested that project will impact 105 headwaters and tributaries of the Xingu, Tocantins-Araguaia and Tapaj\u00f3s river basins. Alongside Amazonas, these make up the region known by the acronym AMACRO, which is already seen as the rainforest\u2019s latest deforestation hotspot. <\/p>\n\n\n\n<p>Rodrigo B\u00e9llo Carvalho, a researcher at Stanford University, <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s13280-025-02292-9\">argues<\/a> that Amazon megaprojects have historically led to \u201cdeforestation, threats to Indigenous lands, escalating debt and governance challenges\u201d. While the railway is framed as [Global] \u201cSouth-South cooperation,\u201d he warns that without strong safeguards, it risks \u201creinforcing extractive development models\u201d and delivering \u201clasting degradation rather than shared prosperity\u201d.<\/p>\n\n\n\n<p>According to the GRAIN study, the railway\u2019s Amazon section would affect a series of protected areas within a 40 km radius of the projected route. In Brazil, these include the Indigenous lands of the Karipuna, a <a href=\"https:\/\/news.mongabay.com\/short-article\/2025\/08\/invasion-intensifies-on-karipuna-indigenous-land-in-the-brazilian-amazon\/\">threatened<\/a> community of just 63, and the Karitiana, speakers of the <a href=\"https:\/\/pib.socioambiental.org\/en\/Povo:Karitiana\">sole surviving language<\/a> of the Arik\u00e9m linguistic family.<\/p>\n\n\n\n<p>In 2025, Brazil\u2019s planning minister Simone Tebet <a href=\"https:\/\/www.reuters.com\/world\/brazil-china-discuss-railway-peruvian-port-brazil-territory-2025-05-09\/\">said<\/a> a previously proposed route through the Amazon region had been rejected because of concerns over the environment and Indigenous communities.<\/p>\n\n\n\n<p>In the Peruvian Amazon, the proposed route would cut through some of the region\u2019s most significant protected areas, including the Madre de Dios Territorial Reserve, <a href=\"https:\/\/www.survival.es\/noticias\/14308\">home<\/a> to uncontacted Indigenous peoples, and Manu National Park, one of the world\u2019s <a href=\"https:\/\/whc.unesco.org\/en\/list\/402\">most biodiverse<\/a> protected areas.<\/p>\n\n\n\n<p>Dourado said it would be impossible to build such a railway without affecting sensitive areas: \u201cAny route would pass through environmental protection areas.\u201d<\/p>\n\n\n\n<p>Geographer Mauricio Pinz\u00e1s, who was involved in the GRAIN analysis, told Dialogue Earth that the new transport corridor could drive agricultural expansion: \u201cThere could be a surge in deforestation to increase plantations because a transport route would already exist.\u201d <\/p>\n\n\n\n<p>However, Marc Dourojeanni, professor at the Universidad Nacional Agraria La Molina, has <a href=\"https:\/\/dialogue.earth\/en\/forests\/54517-opinion-amazon-railways-not-roads-lower-impact-option\/\">argued<\/a> that railways hold environmental advantages over roads in the Amazon, pointing out that they pollute less and limit uncontrolled forest access, as trains may only stop at stations.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50054517\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The exact route through the two countries\u2019 shared Amazonian frontier remains unconfirmed. In August 2025, Tebet <a href=\"https:\/\/noticiasdahora.com.br\/politica\/para-fugir-de-embargos-ambientais-do-lado-brasileiro-e-de-terras-indigenas-no-peru-tebet-confirma-ferrovia-por-assis-brasil-e-descarta-rota-por-cruzeiro.html\">ruled out<\/a> a passage via the Cruzeiro do Sul municipality, which she said would have affected environmental reserves on both sides of the border.<\/p>\n\n\n\n<p>The city of Assis Brasil, already included in Brazil\u2019s official South American Integration Routes, has emerged as the more viable crossing point. It follows an existing highway, avoiding the need to cut through native rainforest.<\/p>\n\n\n\n<p>The Acre regional government has not entirely abandoned the possibility of the railway, however. As the project is currently being propelled by Brazil and China, any route for the Peruvian section is far from certain.<\/p>\n\n\n\n<p>When Epicentro TV, a Peruvian investigative outlet, <a href=\"https:\/\/epicentro.tv\/brasil-aprueba-rutas-del-tren-bioceanico\/\">requested<\/a> details on the railway from the transport, culture, and environment ministries last year all three said they had no knowledge of the matter.<\/p>\n\n\n\n<p>Brazil\u2019s own integration routes <a href=\"https:\/\/www.gov.br\/planejamento\/pt-br\/assuntos\/noticias\/2026\/fevereiro\/as-rotas-de-integracao-sul-americana-sao-agora-um-programa-formal-do-mpo\">suggest<\/a> the railway would enter Peru via I\u00f1apari in Madre de Dios, cut north through the Andes towards Cusco before descending to Chancay.<\/p>\n\n\n\n<p>The route could supplement existing railway work in Peru. In February 2025 a 900 km line linking Chancay to Pucallpa, a city in the Amazon in eastern Peru, was <a href=\"https:\/\/www.infobae.com\/peru\/2025\/02\/19\/anuncian-el-ferrocarril-chancay-pucallpa-y-su-inversion-beneficiara-a-12-millones-de-personas-en-lima-huanuco-pasco-y-ucayali\/\">announced<\/a>.<\/p>\n\n\n\n<p>In March, PowerChina, a Chinese state company, was <a href=\"https:\/\/www.railjournal.com\/regions\/central-south-america\/peru-awards-us-420m-freight-line-construction-contract\/\">awarded<\/a> a USD 420 million contract to build a 120 km railway linking the copper and lithium mining zones of Peru\u2019s central Andes in Jun\u00edn to Chancay.<\/p>\n\n\n\n<p>The Cooperacci\u00f3n and GRAIN study, which models a likely route, claims that the extension of the bioceanic railway could impact Andean protected areas including the Jun\u00edn national reserve \u2013 a wetland at an altitude of 4,000 metres and the only <a href=\"https:\/\/datazone.birdlife.org\/species\/factsheet\/junin-grebe-podiceps-taczanowskii\">habitat of the critically endangered<\/a> Jun\u00edn grebe. It could also impact Machu Picchu, a <a href=\"https:\/\/whc.unesco.org\/en\/list\/274\">UNESCO<\/a> world heritage site in Cusco that draws <a href=\"https:\/\/andina.pe\/ingles\/noticia-peru-over-117-million-tourists-visit-machu-picchu-from-jan-to-sept-2025-1055504.aspx\">more than one million<\/a> visitors a year, the study says.<\/p>\n\n\n\n<p>While the project has not been approved by Peru, Schialer, the foreign minister, has said it would come with \u201cformidable\u201d environmental challenges, while other officials have said it would require thorough evaluation.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50382806\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Chancay itself is already Peru\u2019s main gateway to China, its largest trading partner. In its first year of operation, the port <a href=\"https:\/\/agraria.pe\/noticias\/al-alza-agroexportaciones-peruanas-a-china-crecieron-72-en-2-41629\">handled<\/a> 67.9% of Peru\u2019s agricultural exports to China. If the plans for a railway linking it to the Atlantic come to fruition, the port will become ever more central to this burgeoning trade relationship.<\/p>\n\n\n\n<p>But some activists fear further development could lead to a repetition of the past patterns: infrastructure built, with environmental and community costs left unaddressed.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
