{"id":60135654,"date":"2026-06-02T15:33:25","date_gmt":"2026-06-02T14:33:25","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60135654"},"modified":"2026-06-04T13:44:43","modified_gmt":"2026-06-04T12:44:43","slug":"green-steel-is-still-an-opportunity-for-brazil-but-not-an-easy-one","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/green-steel-is-still-an-opportunity-for-brazil-but-not-an-easy-one\/","title":{"rendered":"Green steel is still an opportunity for Brazil, but not an easy one"},"content":{"rendered":"\n<p>In February, Brazil\u2019s largest power company, Axia Energia, <a href=\"https:\/\/eixos.com.br\/hidrogenio\/axia-e-giz-fecham-parceria-para-produzir-aco-de-baixo-carbono-com-hidrogenio-verde\/\">announced<\/a> an agreement with German partners to develop the country\u2019s first green hydrogen plant dedicated to low-carbon steelmaking. A month later, CSN, one of the country\u2019s largest steel producers, <a href=\"https:\/\/eurometal.net\/csn-to-start-green-hydrogen-production-in-h2\/\">launched<\/a> a green hydrogen project at a facility in the state of Paran\u00e1.<\/p>\n\n\n\n<p>Though only small pilots, the two projects signal new ambition within Brazilian industry: to prove both the commercial viability of this emerging steelmaking pathway and Brazil\u2019s potential advantages as a producer of sustainable steel. This, in a sector where coal-based blast furnaces still make up <a href=\"https:\/\/www.ie.ufrj.br\/images\/IE\/grupos\/GIC\/publica%C3%A7%C3%B5es\/2025\/DIP\/DIP-BR_WP-6_Cadeia%20Produtiva%20do%20A%C3%A7o_vfinal.pdf\">nearly 75%<\/a> of steel production.<\/p>\n\n\n\n<p>The use of green hydrogen produced using renewable energy is widely seen as <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-new-hydrogen-push-could-be-a-step-towards-cleaner-steel\/\">a promising path<\/a> to reducing carbon emissions from steelmaking. But so far, globally, few hydrogen-based steel facilities operate at a commercial scale, amid high costs and investment requirements, and slow demand signals.<\/p>\n\n\n\n<p>These new projects in Brazil have arrived amid a challenging time for Latin America\u2019s largest steel producer, with industry attention dominated in recent years by external pressures from the global steel market.<\/p>\n\n\n\n<p>\u201cThe main concern of the Brazilian steel industry has been the influx of Chinese steel, which has led to a substantial drop in profitability,\u201d Germano Mendes de Paula, an economics professor at the Federal University of Uberl\u00e2ndia, told Dialogue Earth. Between January and September 2025, imports of Chinese steel <a href=\"https:\/\/valorinternational.globo.com\/business\/news\/2025\/11\/12\/latin-american-steelmakers-rethink-plans-amid-surge-of-chinese-imports.ghtml\">increased<\/a> by 25.9% year on year, according to the Instituto A\u00e7o Brasil, the main steel industry association.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60104000\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>This surge has been <a href=\"https:\/\/www.abnamro.com\/research\/en\/our-research\/esg-economist-global-overcapacity-slows-down-the-sustainable-steel\">recorded<\/a> in countries across the world, as producers in China, the world\u2019s largest steelmaking nation, have found markets for a surplus of supply. Consequently, there has been pushback from the Brazilian industry, which has struggled to compete on price, <a href=\"https:\/\/www.fastmarkets.com\/insights\/brazilian-steel-association-discloses-strengthened-trade-tariffs-for-2026\/\">decrying<\/a> what it sees as \u201cunfair\u201d subsidies and support from the Chinese government for its steelmakers. Anti-dumping measures were eventually <a href=\"https:\/\/gmk.center\/en\/news\/brazil-imposes-anti-dumping-duties-on-chinese-steel-products\/\">imposed<\/a> on some Chinese steel products in early 2026.<\/p>\n\n\n\n<p>The impact on Brazilian steelmakers has forced some to <a href=\"https:\/\/gmk.center\/en\/news\/gerdau-has-suspended-planned-investments-in-brazil-worth-400-million\/\">limit their investments<\/a>, and could restrict their capacity to pursue cleaner production. \u201cThe context is not exactly favourable for Brazilian steel companies to engage in an accelerated decarbonisation process, especially since the necessary investments are very high,\u201d said Mendes de Paula.<\/p>\n\n\n\n<p>Despite this, Brazil has continued to receive attention from analysts and investors for <a href=\"https:\/\/globalenergymonitor.org\/research\/forging-sustainable-future-brazils-opportunity-lead-steel-decarbonization\">the advantages<\/a> at its disposal. It is well established among the world\u2019s leading producers and exporters of high-grade iron ore, a key input for steelmaking; it is home to one of the world\u2019s cleanest electricity grids; and it has seen rapid recent growth and further potential for <a href=\"https:\/\/dialogue.earth\/en\/energy\/solar-power-is-booming-in-brazil-can-it-be-a-boom-for-all\/\">renewable energy sources such as solar<\/a> and wind. This has seen it attract a pipeline of <a href=\"https:\/\/www.bnamericas.com\/en\/features\/green-hydrogen-projects-in-brazil-total-over-us18bn-in-investments\">over USD 18 billion<\/a> in investments in green hydrogen projects.<\/p>\n\n\n\n<p>\u201cThere are environmental and climate imperatives, but beyond that we see the green steel agenda as a strategic one to strengthen Brazilian industry,\u201d Julia Cruz, secretary for green economy, decarbonisation and bioindustry for Brazil\u2019s industry ministry, told Dialogue Earth.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Hydrogen-technology-centre_Tania-Rego_Agencia-Brasil-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Hydrogen-technology-centre_Tania-Rego_Agencia-Brasil-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Hydrogen-technology-centre_Tania-Rego_Agencia-Brasil-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Hydrogen-technology-centre_Tania-Rego_Agencia-Brasil-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"row of yellow hydrogen storage tanks\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Brazil has seen rapid growth in renewable energy sources such as solar and wind, which have helped to attract over USD 18 billion in investments in green hydrogen projects (Image: T\u00e2nia R\u00eago \/ Ag\u00eancia Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Hydrogen-technology-centre_Tania-Rego_Agencia-Brasil-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"335 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-green-gains-and-limits\">Green gains and limits<\/h2>\n\n\n\n<p>Like most steelmakers, Brazil remains largely dependent on blast furnaces for its production, which drives the sector\u2019s contribution of <a href=\"https:\/\/www.ie.ufrj.br\/images\/IE\/grupos\/GIC\/publica%C3%A7%C3%B5es\/2025\/DIP\/DIP-BR_WP-6_Cadeia%20Produtiva%20do%20A%C3%A7o_vfinal.pdf\">around 4%<\/a> of the country\u2019s total greenhouse gas emissions. Figures in the sector, and some analyses, have nonetheless pointed to a cleaner edge to Brazilian steel. \u201cOur steel is undoubtedly one of the greenest in the world. But there is still room to make further progress,\u201d said Cruz.<\/p>\n\n\n\n<p>Some estimates put Brazilian steel\u2019s carbon intensity at between <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Decarbonizing_Brazil%E2%80%99s_Steel_Aluminium_and_Aviation_Sectors_2024.pdf\">1.3 and 1.7 tonnes<\/a> of CO2 equivalent per tonne of crude steel produced \u2013 below the average of 2.0 tonnes CO2e among other major steelmaking nations, including China and India. But other assessments contest this, putting Brazilian steel\u2019s CO2 intensity closer to the <a href=\"https:\/\/www.globalefficiencyintel.com\/steel-climate-impact-2025-an-international-benchmarking-of-energy-and-ghg-intensities\">2.0 tonne<\/a> mark.<\/p>\n\n\n\n<p>Thus far, gains in emissions reduction have relied on \u201cincremental measures in the near term, in as bankable and economically viable ways as possible\u201d, according to Marc Farre Moutinho, Brazil country lead for the Industrial Transition Accelerator, which supports cross-sector collaboration on decarbonisation. For Brazil\u2019s relatively young blast furnace fleet, he explained, the focus has been on modernisation and efficiency upgrades.<\/p>\n\n\n\n<p>The lower carbon intensity of some Brazilian steel has also relied on its unique use of plant-based charcoal, or \u201cbiochar\u201d, a lower-carbon alternative to coal in blast furnaces that accounts for roughly 10% of national steel output. Companies such as A\u00e7o Verde do Brasil use this route for their entire production, claiming to result in <a href=\"https:\/\/avb.com.br\/en\/brazils-avb-receives-carbon-neutral-steel-certificate\/\">carbon-neutral steel<\/a>. But charcoal\u2019s overall emissions impact is often <a href=\"https:\/\/globalenergymonitor.org\/research\/forging-sustainable-future-brazils-opportunity-lead-steel-decarbonization#:~:text=Assessments%20of%20biochar%E2%80%99s,the%20steelmaking%20process.\">contested<\/a>.<\/p>\n\n\n\n<p>Other companies, such as Gerdau, the country\u2019s largest steelmaker, have achieved emissions reductions by <a href=\"https:\/\/www2.gerdau.com.br\/en\/noticias\/gerdau-ends-1q25-with-an-adjusted-ebitda-of-r2-4-billion\/\">increasing the share<\/a> of recycled scrap steel in their production. This can be fed instead into electric arc furnaces (EAFs), whose processes are cleaner thanks to Brazil\u2019s grid, with <a href=\"https:\/\/www.irena.org\/Publications\/2025\/Nov\/The-energy-transition-in-Brazil\">89%<\/a> of electricity generation now met with renewables.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60131120\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>However, Brazilian steelmakers face a challenge shared around the world should they seek further emissions reductions through the use of scrap: <a href=\"https:\/\/dialogue.earth\/en\/business\/india-needs-more-scrap-to-boost-green-steelmaking-can-it-find-it\/\">finding the stuff<\/a>. There are constraints on domestic supply and recovery, while <a href=\"https:\/\/gmk.center\/en\/infographic\/48-countries-have-already-restricted-scrap-exports\/\">nearly 50 countries<\/a> have restricted scrap steel exports as this becomes a strategic decarbonisation resource.<\/p>\n\n\n\n<p>Stefania Relva, director of industrial transformation at E+, a Brazilian think-tank, told Dialogue Earth these dynamics \u201creinforce injustice\u201d: \u201cWe see a lot of companies from the Global North importing scrap from the Global South and benefitting from decarbonisation. It is making developing countries\u2019 task of decarbonising our industry even more difficult.\u201d<\/p>\n\n\n\n<p>It is in this context that project developers are exploring hydrogen-based steelmaking in Brazil, specifically for the direct reduction of iron (DRI) process. No DRI facilities currently exist in Brazil, and globally the process is almost entirely fed by natural gas.<\/p>\n\n\n\n<p>Relva described this switch as not merely a \u201ctransition\u201d but a total \u201ctransformation\u201d, expressing doubt over the current appetite for this challenge: \u201cThe industry would need to take the risk on a new technology, as they do not have the supply chain. And also a new type of energy. It\u2019s two big risks.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-policy-targets-industrial-opportunity\"><strong>Policy targets industrial opportunity<\/strong><\/h2>\n\n\n\n<p>Despite these concerns, policymakers have increasingly looked to create the conditions for Brazil to pursue its clean industrial opportunities. Since 2023, the Lula da Silva government has taken a proactive approach to both industrial and climate policy, which was practically <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2214790X25001121?__cf_chl_tk=ys_SB0qzx.jStvOqjvrvRQ8S09jJyvw2hu2kwU1SB1w-1779812199-1.0.1.1-iIq14OS1SMYgl.fznvZGl0DLfGZO0nY_hFF.WouD29M\">absent<\/a> under his predecessor Jair Bolsonaro.<\/p>\n\n\n\n<p>Relevant programmes that have been launched by the Lula administration include: the overarching <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/noticias\/governo-do-brasil-lanca-plano-clima-principal-instrumento-para-planejar-enfrentamento-a-crise-climatica-no-pais-ate-2035\">climate plan<\/a> for emissions reduction to 2035; the <a href=\"https:\/\/www.gov.br\/fazenda\/pt-br\/acesso-a-informacao\/acoes-e-programas\/transformacao-ecologica\/novo-brasil-ecological-transformation-plan\/featured-programs\/new-industry-brazil-and-the-ecological-transformation-plan\">New Industry Brazil<\/a> policy targeting greener industrialisation; and a forthcoming <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/brazils-vice-president-underscored-the-importance-of-decarbonization-in-fostering-a-more-innovative-sustainable-and-competitive-industry\">National Industrial Decarbonisation Strategy<\/a> (ENDI), being led by Cruz and her ministry.<\/p>\n\n\n\n<p>Farre Moutinho said the Industrial Transition Accelerator has supported these initiatives, and that the focus has been on \u201creframing the conversation\u201d towards green industrial growth: \u201cIt removes the framing of decarbonisation as a burden or obligation, or something that industry needs to do, into something it should want to do.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Companies do not move to decarbonisation because they do not have a strong signal of demand. We have a chicken and egg issue<\/blockquote><cite class=\"block--pull-quote__cite\">Stefania Relva, director of industrial transformation at E+<\/cite><\/div><\/div>\n\n\n\n<p>New Industry Brazil, launched in 2024, will reportedly see 300 billion reais (USD 60 billion) invested in a range of industries by the end of 2026, with the Brazilian development bank, BNDES, playing a prominent role.<\/p>\n\n\n\n<p>Both Cruz and Farre Moutinho identified a need for lower-cost financing to incentivise decarbonisation projects. \u201cI suspect that it will take a couple of compelling case examples of projects getting over the line, actually getting financed, and starting to operate before the incumbent industry starts to move with greater dynamism,\u201d Farre Moutinho said.<\/p>\n\n\n\n<p>But for lower-emissions steel, and the green hydrogen and \u201c<a href=\"https:\/\/steelwatch.org\/steelwatch-explainers\/steelwatch-explainer-why-green-iron-trade-will-catalyse-steel-industry-decarbonisation\/\">green iron<\/a>\u201d vital to making it, Brazilian producers face a question ubiquitous to markets around the world: who\u2019s buying?<\/p>\n\n\n\n<p>\u201cCompanies and suppliers do not move to decarbonisation because they do not have a strong signal of demand. We have a chicken and egg issue,\u201d said Relva.<\/p>\n\n\n\n<p>Globally, concerns around this have <a href=\"https:\/\/www.globalefficiencyintel.com\/green-steel-economics\">centred<\/a> around the so-called \u201cgreen premium\u201d implied by the cost of newer steelmaking methods, and a willingness among buyers to commit to paying this.<\/p>\n\n\n\n<p>The role of public procurement has therefore <a href=\"https:\/\/www.globalefficiencyintel.com\/green-public-procurement-of-steel-in-india-japan-south-korea\">received attention<\/a>, with state construction and infrastructure projects potentially offering guarantees of demand. Cruz told Dialogue Earth that her department is working with other ministries to implement a new strategy for sustainable public procurement, <a href=\"https:\/\/www.gov.br\/gestao\/pt-br\/assuntos\/noticias\/2025\/dezembro\/cada-compra-uma-escolha-conheca-a-estrategia-nacional-de-contratacoes-publicas-para-o-desenvolvimento-sustentavel\">launched<\/a> in late 2025.<\/p>\n\n\n\n<p>Public procurement also featured in the Industrial Transition Accelerator\u2019s consultations with the industry ministry on the upcoming industrial decarbonisation strategy, Farre Moutinho said. \u201cDemand-side measures are ultimately the most important piece to unlock,\u201d he added. \u201cIf you can get that, the technology, research and finance tends to follow.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Geraldo-Alckmin_Paulo-Pinto_Agencia-Brasil-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Geraldo-Alckmin_Paulo-Pinto_Agencia-Brasil-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Geraldo-Alckmin_Paulo-Pinto_Agencia-Brasil-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Geraldo-Alckmin_Paulo-Pinto_Agencia-Brasil-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"man behind lectern on stage\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Geraldo Alckmin, Brazil\u2019s vice-president and minister for development, industry and trade, speaks at the opening of the 2024 Brazil Steel Congress in S\u00e3o Paulo, organised by the Instituto A\u00e7o Brasil (Image: Paulo Pinto \/ Ag\u00eancia Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/Geraldo-Alckmin_Paulo-Pinto_Agencia-Brasil-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"288 KB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-global-cooperation-is-needed\">Global cooperation is needed<\/h2>\n\n\n\n<p>A key hurdle to finding markets for cleaner steel and other green goods is agreed standards among countries.<\/p>\n\n\n\n<p>\u201cWe still do not have a common understanding on what \u2018green steel\u2019 is,\u201d said Relva. \u201cWe can agree on carbon thresholds, but there are doubts regarding the way we account for these emissions.\u201d<\/p>\n\n\n\n<p>This has gained fresh urgency after the EU\u2019s CBAM <a href=\"https:\/\/taxation-customs.ec.europa.eu\/news\/cbam-successfully-entered-force-1-january-2026-2026-01-14_en\">came into force<\/a> in January. Under CBAM, importers are required to report emissions linked to their purchases, with a penalty if these exceed a defined threshold. Brazil exported a third of its <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2777940-brazil-s-steel-exports-to-europe-double-in-2025\">33 million tonne steel<\/a> production in 2025, with shipments to Europe doubling compared to 2024. <\/p>\n\n\n\n<p>Cruz described CBAM as a concern, and reiterated the Brazilian government\u2019s strong opposition to the mechanism. \u201cJust because something is in the interests of sustainability does not mean it can be imposed unilaterally by anyone,\u201d she said. The government was working on \u201cmechanisms to respond to this reality,\u201d she added.<\/p>\n\n\n\n<p>Among these initiatives is the pending <a href=\"https:\/\/icapcarbonaction.com\/en\/news\/brazil-establishes-interim-carbon-market-secretariat-advance-implementation-national-ets\">launch<\/a> of Brazil\u2019s carbon market, with steel and iron among the industries expected to be covered. CBAM allows for some exemptions if countries\u2019 national carbon markets align with the EU\u2019s own emissions trading scheme. Cruz said Brazil will argue for such exemptions once its market is running, and called for multilateral cooperation on carbon pricing.<\/p>\n\n\n\n<p>Relva spoke of a similar need for dialogue around emerging goods such as green iron, a solid, transportable form of the metal processed using renewables, of which Brazil is seen as a <a href=\"https:\/\/www.agora-industry.org\/news-events\/brazils-green-iron-opportunity-could-drive-jobs-trade-and-global-steel-transformation\">key potential provider<\/a>: \u201cWe have three countries with some of the highest potential to produce green iron: Brazil, Australia and South Africa. And we have three regions that could be the biggest buyers of these products: China, India and Europe. But there\u2019s no forum where these six countries are talking about this.\u201d<\/p>\n\n\n\n<p>She did, however, point to the <a href=\"https:\/\/ifcct.org\/\">Integrated Forum of Climate Change and Trade<\/a>, launched at COP30 in Brazil, as a potential venue. \u201cThe idea is kind of trying to create a WTO but for green goods,\u201d she added.<\/p>\n\n\n\n<p>Mendes de Paula remained cautious about the prospects for greener steel and iron in Brazil: \u201cI am not pessimistic about this possibility, but after following the industry for over 35 years, I have seen that several projects never left the drawing board.\u201d&nbsp;<\/p>\n\n\n\n<p>He similarly called for Brazilian steel\u2019s decarbonisation to be put in global perspective: \u201cHow can a project with much higher operating costs be economically justified when the Chinese steel industry exports massive quantities of high-emission steel, which has substantial subsidies? The discussion about decarbonisation should not be separated from the issue of international trade.\u201d<\/p>\n\n\n\n<p><em>Fl\u00e1via Milhorance also contributed reporting for this article.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Its industry is facing pressure from Chinese imports and exposure to the EU\u2019s looming carbon tax.
