The neat, suburban streets in the valley below are much like any other Argentine city. But up in the plateau, there is immediate evidence of the country\u2019s industrialisation. Power lines criss-cross a sea of empty housing plots awaiting new residents in one of the <a href=\"https:\/\/www.copade.gob.ar\/la-poblacion-de-la-provincia-del-neuquen-roza-los-800-mil-habitantes\/\">fastest-growing regions<\/a> in the country.<\/p>\n\n\n\n<p>Driving these changes is Vaca Muerta, one of the world\u2019s <a href=\"https:\/\/www.offshore-technology.com\/projects\/vaca-muerta-shale-oil-and-gas-field\/\">largest<\/a> shale oil and gas deposits and a formation hailed across Argentina\u2019s political spectrum as the country\u2019s economic salvation.<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/x.com\/EnergiaNqn\/status\/2057468894776811842\">data<\/a> from the Neuqu\u00e9n Ministry of Energy, more than 97% of the province\u2019s oil and over 90% of its gas are extracted through fracking \u2013 a technique that involves injecting water, sand and chemicals at high pressure to fracture the rock and release hydrocarbons. In late-2025, Argentina\u2019s all-time daily oil production record was <a href=\"https:\/\/econojournal.com.ar\/2025\/11\/luego-de-27-anos-nuevo-record-historico-de-produccion-de-petroleo-con-859-500-barriles-diarios\/\">broken<\/a>, boosted by production increases in Vaca Muerta.<\/p>\n\n\n\n<p>Fracking is a controversial technique that has been <a href=\"https:\/\/dialogue.earth\/en\/energy\/fracking-earthquakes-and-impunity-the-recipe-for-a-sacrifice-zone-in-argentina\/\">linked to increased earthquakes<\/a>. But residents point to another hidden side of the boom: waste. But mountains of waste serve as evidence to the contrary.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-life-under-the-waste-mountains\">Life under the waste mountains<\/h2>\n\n\n\n<p>Quality of life in Neuqu\u00e9n depends on the direction of the wind.<\/p>\n\n\n\n<p>\u201cWhen it blows this way, the smell gets really strong. It stings your eyes and makes you sneeze constantly,\u201d says Julio Polo. He is a security guard at an urban development surrounding the Neuqu\u00e9n West Industrial Park (PINO), where some companies have treated and stored fracking waste.<\/p>\n\n\n\n<p>The smell is like sulphur, although there are many more chemicals in the air and soil.<br><br>Fracking generates two types of waste. Contaminated water returns to the surface after fracturing, along with naturally occurring brine, and is injected into underground disposal wells. This practice has been <a href=\"https:\/\/www.usgs.gov\/faqs\/does-fracking-cause-earthquakes\">linked<\/a> to induced seismicity as the pressure can reactivate dormant faults. Over several years in Vaca Muerta, subcontractors have piled up this sludge to form visible mountains, some very close to residential areas.<\/p>\n\n\n\n<p>Provincial <a href=\"https:\/\/infoleg.neuquen.gov.ar\/Decretos\/2015\/d_2263_2015.pdf\">regulations<\/a> require this sludge to be processed in approved ways, including via high-temperature furnaces that burn off toxic components, reducing it to ash. But in practice, treatment capacity has consistently fallen short of the volumes being produced. Waste is piling up. In 2023, volumes <a href=\"https:\/\/chequeado.com\/investigaciones\/vaca-muerta-de-la-mano-del-boom-petrolero-crecen-los-residuos-de-la-industria-y-las-plantas-de-tratamiento-estan-al-limite\/\">increased<\/a> by more than a third compared to the previous year, according to data accessed by journalism NGO Chequeado.<\/p>\n\n\n\n<p>International investors have a significant stake in the boom driving this waste. Chinese companies have invested <a href=\"https:\/\/www.batimes.com.ar\/news\/economy\/chinese-investment-in-argentina-tops-us23-billion-defying-mileis-alignment-with-trump.phtml\">roughly USD 6 billion<\/a> into Argentina\u2019s fossil fuel sector, including Vaca Muerta, according to analysis by news outlet Perfil. This represents around a quarter of all Chinese investments in the country. <\/p>\n\n\n\n<p>Pan American Energy, the fourth-largest oil producer in Vaca Muerta, is one such investment, <a href=\"https:\/\/oilprice.com\/Energy\/Crude-Oil\/Argentinas-Vaca-Muerta-Fuels-Oil-Production-Surge.html\">jointly owned<\/a> by Bridas Corporation and BP. According to a <a href=\"https:\/\/mx.boell.org\/sites\/default\/files\/2019-11\/Fracking_libro_2019.pdf\">2019 study<\/a> by the Concerned Health Professionals of New York initiative, more than 200 pollutants were documented in the air near fracking operations in the US, and more than 1,000 chemicals were found in fracking fluids. The study also describes radioactivity in residual water. <\/p>\n\n\n\n<p>In Neuqu\u00e9n province, there are five secure landfill sites and five treatment plants currently in operation, according to Leticia Esteves, Neuqu\u00e9n\u2019s minister for tourism, environment and natural resources. Its furnaces were dismantled, and the company was ordered to transport the waste to a designated site around 115 kilometres away, in an area removed from urban environments, Esteves and the prosecution said. Rafael Colombo, a lawyer who is part of the case against Comarsa, alleges that the accumulation of waste has caused soil and air pollution, including elements which can be harmful to human health like benzene, lead and arsenic.<br><br>In the most recent court hearing in March, lawyers representing Comarsa sought to downplay the environmental damage, according to records accessed by Dialogue Earth. They said the company was already removing the waste from the site in Neuqu\u00e9n and that this would be completed soon. They also said the soil surrounding the plant wasn\u2019t contaminated.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The people living in these informal settlements are young families. The vulnerable group [suffering from the pollution\u2019s effects] is mainly kids<\/blockquote><cite class=\"block--pull-quote__cite\">Daniel, a teacher in Neuqu\u00e9n<\/cite><\/div><\/div>\n\n\n\n<p>The original furnaces, which have now been closed, have taken their toll on the area\u2019s residents. Several who spoke to Dialogue Earth describe similar experiences: strong odours causing irritation to the mouth, nose, and eyes, difficulty breathing, and headaches. They all attribute this to the Comarsa plant. Several of the plant\u2019s neighbours claim these symptoms return in hot weather or after rain.<\/p>\n\n\n\n<p>Carlos, who preferred not to reveal his surname, has lived there all his life and recalls that when the furnaces were in operation, the symptoms were much more severe. \u201cThe furnaces burned inefficiently. They emitted black smoke. At night, the smoke is less visible, which is why they often burned more at night,\u201d he claimed, echoing the views of four other residents.<\/p>\n\n\n\n<p>Daniel, a teacher who protested the plant in 2016 who also declined to provide his surname, said that the smoke provoked health issues. \u201cThat was when babies and children began to suffer the effects of the pollution,\u201d he claimed. \u201cJust imagine, the people living in these informal settlements are young families. The vulnerable group is mainly kids.\u201d<\/p>\n\n\n\n<p>Comarsa\u2019s legal team did not respond to Dialogue Earth\u2019s request for comment. The case is <a href=\"https:\/\/opsur.org.ar\/2026\/04\/24\/comarsa-revocan-la-probation-y-la-causa-vuelve-a-encaminarse-hacia-el-juicio\/\">awaiting trial<\/a>.<\/p>\n\n\n\n<p>At this year\u2019s legislative opening, an annual address in which political leaders outline their achievements and priorities, Governor Rolando Figueroa announced that 139,000 tonnes of waste had already been removed from Comarsa\u2019s plant in Neuqu\u00e9n.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-landfills-of-anelo\">The landfills of A\u00f1elo<\/h2>\n\n\n\n<p>Neuqu\u00e9n is not the only town transformed by fracking. A\u00f1elo lies just over 100 kilometres away, beside a road that offers direct access to the Vaca Muerta gas field. It started as a post office that later became a village of livestock farmers, mainly goat farmers. That changed just over 15 years ago,\u201d says Cecilia Romero, a teacher and resident. \u201cFrom goat barbecues and traditional rural festivals where everyone wore espadrilles, berets, and rode horses, we\u2019ve gone to a line of lorries all day long.\u201d She estimates that around 50,000 people now pass through A\u00f1elo every day.<br><br>As in the regional capital, A\u00f1elo has a plateau where the population arriving to work in the industry settles. Despite lying beside one of the world\u2019s largest gas fields, these neighbourhoods only had gas installed a few months ago, some residents told Dialogue Earth. And they are less than two kilometres from one of the landfills where solid waste from fracking in Vaca Muerta are processed.<\/p>\n\n\n\n<p>In this facility is a plant operated by Indarsa, a company controlled by the <a href=\"https:\/\/www.perfil.com\/noticias\/protagonistas\/quien-es-quien-en-la-familia-urcera-la-dinastia-de-rio-negro-que-adoptara-a-nicole-neumann.phtml\">Urcera Group<\/a>, one of the province\u2019s most important business groups. It controls two of the five landfills in the area, according to records from the NGO Center for Research and Prevention of Economic Crime (CIPCE), accessed by Dialogue Earth.<\/p>\n\n\n\n<p>When Dialogue Earth visited the area, mountains of sludge as tall as a five-storey building were seen at the largest of these sites. The sludge is processed into ash, which is then deposited there. Water was seen being sprayed on the mounds to prevent the strong Patagonian winds from blowing dust across the local neighbourhoods, but this is not always successful. <\/p>\n\n\n\n<p>Sludge transported from Comarsa\u2019s facility in Neuqu\u00e9n also <a href=\"https:\/\/opsur.org.ar\/2025\/07\/07\/acuerdo-entre-comarsa-e-indarsa-el-trasfondo-del-traslado-de-la-basura-petrolera-de-neuquen-a-anelo\/\">ends up<\/a> at this site.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/20260425_water-spraying-sludge_Anelo-Argentina_Matias-Avramow.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/20260425_water-spraying-sludge_Anelo-Argentina_Matias-Avramow-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/20260425_water-spraying-sludge_Anelo-Argentina_Matias-Avramow-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/06\/20260425_water-spraying-sludge_Anelo-Argentina_Matias-Avramow.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Mounds of sludge from fracking seen in the distance in A\u00f1elo. It might be contaminated with oil chemicals,\u201d says one local.<\/p>\n\n\n\n<p>Indarsa has not responded to a request for comment.<\/p>\n\n\n\n<p>However, waste was not the main concern for most A\u00f1elo residents. They do not see Vaca Muerta as bringing development or jobs for them. \u201cWe\u2019re fighting against outsiders, trained for the oil industry. We are people from Neuqu\u00e9n who grew up in the valley with cattle and goats,\u201d reflects one resident. \u201cSo you have to adapt to a situation that has been imposed on you.\u201d&nbsp;<\/p>\n\n\n\n<p>Esteves acknowledges that there is pressure to resolve the problem of solid waste from fracking as soon as possible. Oil companies will soon be required to treat their waste with more modern methods, she said. The intention is for this to be done at the extraction site itself. State oil company YPF is already <a href=\"https:\/\/www.neuqueninforma.gob.ar\/noticias\/2026\/01\/07\/254446-se-realizo-la-primera-audiencia-publica-ambiental-del-ano-en-anelo?utm_source=chatgpt.com\">in the process<\/a> of developing a waste treatment plant 17 kilometres from A\u00f1elo.<\/p>\n\n\n\n<p>For Esteves, the US is an example of the opportunities being missed in Argentina. \u201cOver there, they are discussing using the ash in the construction of roads and motorways,\u201d she said.<\/p>\n\n\n\n<p>Meanwhile, in Argentina, production is growing, and the mountains of waste continue to pile
