{"id":60144540,"date":"2026-07-31T17:56:46","date_gmt":"2026-07-31T16:56:46","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60144540"},"modified":"2026-07-31T18:10:22","modified_gmt":"2026-07-31T17:10:22","slug":"can-chinas-zero-carbon-industrial-parks-go-global","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/can-chinas-zero-carbon-industrial-parks-go-global\/","title":{"rendered":"Can China\u2019s zero-carbon industrial parks go global?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In March 2026, China\u2019s <a href=\"https:\/\/www.ndrc.gov.cn\/fggz\/fzzlgh\/gjfzgh\/202603\/U020260317369114704096.pdf\">15th Five Year Plan<\/a> set a target to build \u201caround 100 national level zero-carbon industrial parks\u201d \u2013 zones for industrial production <a href=\"https:\/\/dialogue.earth\/en\/energy\/behind-chinas-boom-in-zero-carbon-industrial-parks\/\" target=\"_blank\" rel=\"noreferrer noopener\">with net-zero<\/a> or close to zero carbon emissions. It marked an upgrade to what had previously been a series of pilot projects around the country and catapulted such zones to a national priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In China, a highly industrialised country, industrial parks have been estimated to account for <a href=\"https:\/\/rmi.org\/app\/uploads\/dlm_uploads\/2026\/01\/rmi-january-2026-accelerating-chinas-green-transition-through-zero-carbon-industrial-parks.pdf\">nearly a third<\/a> of the country\u2019s emissions, according to the energy non-profit RMI. This means the zero-carbon target could be an important step in accelerating and deepening China\u2019s decarbonisation, particularly in hard-to-abate sectors such as steel, cement and chemicals, which often cluster in industrial parks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With China\u2019s industrial ecosystem increasingly linked to global industrial supply chains, some analysts are asking whether China\u2019s push for zero-carbon industrial parks at home could also spread overseas. According to the <a href=\"https:\/\/files.wri.org\/d8\/s3fs-public\/2025-06\/technical-potential-assessment-of-renewable-energy-projects-developed-in-china-s-overseas-industrial-parks.pdf?VersionId=US_yCpIAI2uhkPRmH6iNrmHx2kdHkMZv\">World Resources Institute<\/a> (WRI), as of 2022, there were 159 Chinese overseas industrial parks around the world. The number continues to grow, with new parks being developed in <a href=\"https:\/\/www.focac.org.cn\/eng\/zfgx_4\/jmhz\/202502\/t20250226_11562663.htm\">Zimbabwe<\/a>, <a href=\"https:\/\/www.kenyatribune.com\/chinese-pledge-sh20-billion-for-muranga-industrial-park\/\">Kenya<\/a> and <a href=\"https:\/\/english.news.cn\/20260722\/ee186257d99444008e8a754f035e5dc1\/c.html\">Indonesia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What lessons might the world learn from China\u2019s zero carbon industrial parks? And is there potential for Chinese companies to help propel the model to other countries, at a time when so many Belt and Road partner countries are actively pursuing industrialisation?<\/p>\n\n\n\n<h2 id=\"h-china-s-net-zero-industrial-parks\" class=\"wp-block-heading\">China\u2019s net-zero industrial parks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The history of low- and zero-carbon industrial parks in China stretches back to at least the 11th Five Year Plan (2006-2010) when China began building so-called \u201cpilot ecological industrial parks\u201d. <a href=\"https:\/\/discovery.ucl.ac.uk\/id\/eprint\/10058097\/1\/Bleischwitz%20RCR-EIP%20indicator%20analysis-accept%20version.pdf\">Some researchers<\/a> trace the history even further back to 2001, when the first \u201ceco-industrial park\u201d \u2013 a sugar processing complex with circular economy features \u2013 was established in south-west China\u2019s Guangxi province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the 14th Five Year Plan (2021-25), China released its \u201c<a href=\"https:\/\/www.e3g.org\/news\/1-n-china-upcoming-climate-plans-1n-xie-beijing-han\/\">1+N<\/a>\u201d climate policy framework, which explicitly promoted the development of \u201cgreen and low-carbon industrial parks&#8221; and &#8220;near-zero carbon emission demonstration projects\u201d. This marked the \u201csystematisation and scaling up\u201d of emission reductions, <a href=\"https:\/\/www.igdp.cn\/wp-content\/uploads\/2026\/01\/2025-12-iGDP-Policy-Brief-CN-ES-Developing-Zero-Carbon-Parks.pdf\">notes<\/a> a paper by Liu Jingning and Yang Li, researchers from Beijing-based environmental think-tank iGDP. By 2024, the term \u201czero-carbon parks\u201d appeared in central government documents, and by March 2026 it had made its way into the 15th Five Year Plan. In end-2025, China\u2019s National Development and Reform Commission (NDRC) published a list of <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202512\/P020251226365885650791.pdf\">52<\/a> national-level zero-carbon industrial parks to be built before 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, while the basic principle of a \u201czero-carbon industrial park\u201d is clear \u2013 that it should have net zero or close to zero carbon emissions from its operations \u2013 Chinese policymakers have provided no singular definition, including in the latest five-year plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practice, as the iGDP paper notes, China\u2019s zero-carbon industrial zones have developed in very different directions across the country, according to provinces\u2019 economic strengths and policy priorities. One of the main challenges now is to unify standards and carbon accounting and certification systems. &nbsp;<\/p>\n\n\n\n<h2 id=\"h-china-s-overseas-industrial-parks\" class=\"wp-block-heading\">China\u2019s overseas industrial parks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Industrial parks are <a href=\"https:\/\/www.unido.org\/news\/industrial-parks-and-economic-zones-key-promoting-inclusive-and-sustainable-development-says-unido-director-general\">considered<\/a> by economists and policymakers to be a central tool in economic development across much of the world. Along with their cousin, special economic zones (SEZs), they <a href=\"https:\/\/www.iied.org\/sites\/default\/files\/pdfs\/migrate\/17481IIED.pdf\">help<\/a> to attract foreign investment, incentivise and de-risk the growth of industry and business, and strengthen local value chains. They have been central to China\u2019s transformational economic growth by allowing for <a href=\"https:\/\/www.worldbank.org\/content\/dam\/Worldbank\/Event\/Africa\/Investing%20in%20Africa%20Forum\/2015\/investing-in-africa-forum-chinas-special-economic-zone.pdf\">experimentation<\/a> with market reforms in places such as Shenzhen since as early as the 1980s, when reform and opening up began. Industrial parks and SEZs have also been <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/586f9727e5274a130700012d\/PEDL_Synthesis_Paper_Piece_No_1.pdf\">important features<\/a> of the economic policies of many developing countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China is by far the largest location for the world\u2019s industrial parks and SEZs. According to <a href=\"https:\/\/rmi.org\/app\/uploads\/dlm_uploads\/2026\/01\/rmi-january-2026-accelerating-chinas-green-transition-through-zero-carbon-industrial-parks.pdf\">data<\/a> from the RMI, nearly half of the world\u2019s 5,383 industrial parks and SEZs are in the country. Increasingly, Chinese companies are also investing in industrial parks overseas, with nearly half of these based in Southeast Asia (45%), and the rest mostly in Africa (28%) or Europe (25%), according to a WRI <a href=\"https:\/\/files.wri.org\/d8\/s3fs-public\/2025-06\/technical-potential-assessment-of-renewable-energy-projects-developed-in-china-s-overseas-industrial-parks.pdf?VersionId=US_yCpIAI2uhkPRmH6iNrmHx2kdHkMZv\">report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of these parks are particularly carbon intensive. For example, nickel smelting parks such as Indonesia Morowali Industrial Park (IMIP) and Indonesia Weda Bay Industrial Park (IWIP) \u2013 both of which China\u2019s Tsingshan has significant <a href=\"https:\/\/energytracker.asia\/tsingshan-industrial-park-in-indonesia-case-study\/\">investment<\/a> in \u2013 rely heavily on coal power for their energy intensive industrial processes. IWIP alone contains <a href=\"https:\/\/energyandcleanair.org\/wp\/wp-content\/uploads\/2026\/02\/EN-CREA_GEM_Indonesia-captive-coal-in-2025_REV.pdf\">4.5GW<\/a> of coal power capacity, the majority of which is invested in and operated by Chinese companies, according to a report by the Centre for Research on Energy and Clean Air and Global Energy Monitor.<\/p>\n\n\n\n<h2 id=\"h-going-green\" class=\"wp-block-heading\">Going green<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.wri.org\/insights\/chinas-overseas-industrial-parks-decarbonization\">mapping<\/a> of existing overseas industrial parks by the WRI shows that the majority are located in areas with rich solar resources. Its research claims there is potential for nearly 420GW of solar PV capacity at these parks, as well as over 116GW of wind power capacity.\u00a0<a href=\"https:\/\/www.wri.org\/insights\/chinas-overseas-industrial-parks-decarbonization\">Analysis<\/a> by Jing Song, a research associate with WRI China\u2019s Sustainable Transition Center Energy Program, notes this could avoid 340 million metric tons of carbon dioxide emissions per year, equivalent to more than the UK\u2019s <a href=\"https:\/\/ourworldindata.org\/grapher\/annual-co2-emissions-per-country?tab=table#sources-and-processing\">annual emissions<\/a> as of 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond technical feasibility, shifts in global trade and development policies are adding new incentives to green industrial parks.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/07\/Jiangsu-solar-industrial-park-_Alamy_2XAPTGX.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/07\/Jiangsu-solar-industrial-park-_Alamy_2XAPTGX-768x386.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/07\/Jiangsu-solar-industrial-park-_Alamy_2XAPTGX-1024x514.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/07\/Jiangsu-solar-industrial-park-_Alamy_2XAPTGX.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Large field of ground mounted solar panels\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Most of China\u2019s overseas industrial parks are in areas with rich solar resources, with potential for hundreds of gigawatts of photovoltaic capacity to be installed, potentially avoiding the equivalent of more than the UK\u2019s 2024 annual emissions (Image: Xinhua \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/07\/Jiangsu-solar-industrial-park-_Alamy_2XAPTGX.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1285\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne thing that is clear is that many developing countries want to leverage their comparative advantages to support industrial upgrading. They want to move into the higher value adding sectors like battery making, EV assembly and so on,\u201d says Yang Muyi, senior energy analyst at the think-tank Ember.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut it would be very risky for Chinese investors to invest in high value sectors if [they] are still reliant on a fossil foundation, which is the case in many overseas industrial parks,\u201d he adds. \u201cSo I think, if they want to move their supply chain overseas, they would like to attach that to a cleaner foundation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sam Kimmins, director of energy for the Climate Group, echoes this point. \u201cThe ability to credibly demonstrate net-zero claims and the use of renewable electricity is an increasingly important factor for companies,\u201d he tells Dialogue Earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Being able to do so can be essential to accessing markets and future-proofing their operations. He points to Europe\u2019s carbon border adjustment mechanism (CBAM) as one example of how new trade rules are changing incentives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kimmins notes that regulations like the CBAM require companies to declare their carbon emissions. For an export-oriented company, \u201cif you can locate in a [industrial] development zone that allows you to meet those demands simply by where [your operations are] located, that is a huge competitive advantage\u201d, he told Dialogue Earth at a media briefing in Singapore in May. Those benefits accrue not only for companies, he adds, but also for the development zone and the country hosting it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jing Song of the WRI also points to China\u2019s commitment to stop building coal power plants overseas, and the <a href=\"https:\/\/dialogue.earth\/en\/business\/what-chinas-new-guidelines-on-green-development-mean-for-the-belt-and-road\/\">Guidelines<\/a> for Green Development of Outbound Investment and International Cooperation released by the Ministry of Commerce and Ministry of Ecology and Environment in 2021, as added incentives for overseas industrial parks to reduce their carbon emissions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, at the provincial level, some policies exist for evaluation of overseas industrial parks. For example, Shandong, Guangdong, Hubei and Zhejiang all integrate low-carbon performance into annual assessments of overseas industrial parks which companies from their provinces invest in, Jing Song tells Dialogue Earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The type of industrial park also matters. Not all are as carbon intensive as Indonesia\u2019s nickel smelting zones or Zimbabwe\u2019s steel industrial zone currently under development. Industrial parks that focus on light manufacturing and assembly, for example, are much easier to electrify \u2013 provided sources of electricity are clean, she says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom a decarbonisation perspective, electricity represents the most accessible and scalable \u2018low-hanging fruit\u2019 across China\u2019s overseas industrial parks,\u201d says Jing Song. Switching electricity generation to renewable and low-carbon sources \u201ccan deliver substantial and immediate emissions reductions\u201d.<\/p>\n\n\n\n<h2 id=\"h-challenges-and-learnings\" class=\"wp-block-heading\">Challenges and learnings<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Introducing zero carbon industrial parks to China\u2019s overseas investments is far from simple, however. Many obstacles exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First and foremost is the availability of clean energy, which varies across and within countries, and depends on both natural endowments and infrastructure, such as access to the grid, Ember\u2019s Yang tells Dialogue Earth. Another issue is access to land, particularly if industrial parks need to develop their own sources of renewable energy. Solar power, in particular, requires large areas of land, which can be hard to acquire unless properly facilitated by local governments, Yang notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rooftops can offer significant space for solar panel installation. According to WRI\u2019s research, existing Chinese overseas industrial parks have enough rooftop space to install over <a href=\"https:\/\/files.wri.org\/d8\/s3fs-public\/2025-06\/technical-potential-assessment-of-renewable-energy-projects-developed-in-china-s-overseas-industrial-parks.pdf?VersionId=US_yCpIAI2uhkPRmH6iNrmHx2kdHkMZv\">2.5GW<\/a> worth of solar PV. Indonesia, Cambodia and Vietnam were identified as the top three countries for such solar capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yang also points to the lack of support faced by Chinese companies investing overseas. Domestically, provincial governments, often competing to attract investments, will do everything they can to facilitate investments, including in zero-carbon industrial parks. But this isn\u2019t always the case in other countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen they [Chinese companies] go overseas, they have to do everything themselves. They have to build the industrial park, build a road, build a port and look after the local community,\u201d Yang notes. This makes it difficult for companies to take the initiative to decarbonise their operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What, then, could host country governments do to better facilitate low and zero carbon industrial parks?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One lesson they could learn from China is to think about low and zero carbon industrial zones\u2019 return to the economy, rather than returns on a project-by-project basis, which are often not enough to justify the investment, Yang suggests. But understanding the broader returns in terms of competitiveness and industrial upgrading \u2013 and making it a national priority \u2013 can help align necessary actors such as local governments, banks and companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Kimmins\u2019 view, while China\u2019s approach has been specific to its context, \u201cthe design principles of co-ordination, risk sharing and one-stop permitting can equally be applied in market-led economies\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jing Song cautions that, though there are lessons to learn from China\u2019s decarbonisation of industrial parks, they \u201ccannot be directly replicated\u201d overseas due to the different legal status and governance structures of Chinese industrial parks outside the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, considerable experience from China\u2019s domestic practice can provide valuable reference,\u201d she says. For instance, Shenzhen\u2019s <a href=\"https:\/\/amr.sz.gov.cn\/attachment\/1\/1195\/1195317\/9772235.pdf\">Evaluation Guide for Low Carbon Parks<\/a>, released in 2018, provides higher scores for parks whose renewable energy consumption accounts for more than 15% of total energy consumption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early June, a group of researchers from Indonesian-think tank, the Institute for Essential Services Reform, <a href=\"https:\/\/iesr.or.id\/en\/exploring-opportunities-for-collaboration-and-energy-transition-learning-through-the-indonesia-china-exchange-visit\/\">visited<\/a> Shanghai and Suzhou to learn about how China built its energy transition ecosystem. There, they were told by a solar PV company that the development of zero-carbon industrial parks requires an \u201citerative approach\u201d over a long timeframe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is challenging in any political and economic context.
