{"id":60144992,"date":"2026-08-04T14:45:23","date_gmt":"2026-08-04T13:45:23","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60144992"},"modified":"2026-08-04T15:06:48","modified_gmt":"2026-08-04T14:06:48","slug":"has-the-iran-war-been-a-setback-for-greener-steelmaking","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/has-the-iran-war-been-a-setback-for-greener-steelmaking\/","title":{"rendered":"Has the Iran war been a setback for greener steelmaking?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Five months since the start of the Iran war, countries around the Persian Gulf are still coping with the direct effects of an ongoing conflict, as are economies around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Global trade, particularly in oil and gas, has been disrupted by repeated closures of the strait of Hormuz, and the steel sector is among those to have felt the impacts, most directly in Iran and the Gulf itself. Beyond the region, the war has interrupted steel flows, raised the costs of insurance and key inputs, and stirred overall uncertainty. Projections for global steel demand growth are <a href=\"https:\/\/www.reuters.com\/world\/china\/industry-group-cuts-global-steel-demand-forecast-2026-due-iran-war-2026-04-14\/\">almost flat<\/a> as a result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iran war has also come just as the steel industry\u2019s critical progress towards decarbonisation was seen to be <a href=\"https:\/\/www.industrytransition.org\/analysis\/slowing-momentum-and-persistent-barriers-set-up-a-critical-year-for-green-steel-in-2026\/\">slowing<\/a>. In recent years, as early decarbonisation leaders in Europe revised and delayed transition plans, the Gulf region had emerged as a <a href=\"https:\/\/www.carboun.com\/leveraging-green-trade\">prospective hub<\/a> for lower-carbon iron and steel. This attracted international investments and large-scale projects, several of which are already under construction, or awaiting final investment decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dialogue Earth spoke with analysts to examine the effects the Iran war has already had and what impact the conflict might bring to global momentum towards greener steelmaking.<\/p>\n\n\n\n<h2 id=\"h-war-impacting-gulf-industry\" class=\"wp-block-heading\">War impacting Gulf industry<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Iran war has turned geopolitics from a background risk into a core bankability variable for green iron and steel projects\u201d in and around the Persian Gulf, said Fatin Durukan, a research fellow at the Carboun Institute, a climate change think-tank focused on the Middle East and North Africa. \u201cInvestors are asking not only whether the region can produce low-carbon iron cheaply, but whether it can do so through secure, insured and certifiable corridors,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Gulf region is a key hub for direct reduced iron (DRI) production, an alternative to coal-based iron production in blast furnaces. This process usually uses gas but <a href=\"https:\/\/dialogue.earth\/en\/energy\/what-is-green-hydrogen-could-it-transform-energy-in-south-asia\/\">can also be fed by green hydrogen<\/a>, widely seen as a promising path towards low-carbon steel production. Prior to the war, Iran, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates and Oman had nearly 73 million tonnes per year in operating DRI capacity between them, equivalent to more than 43% of global capacity, according to March 2026 data from Global Energy Monitor\u2019s <a href=\"https:\/\/globalenergymonitor.org\/projects\/global-iron-steel-tracker\">Global Iron and Steel Tracker<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Production in the Gulf has typically used fossil fuels, but the region has strong renewable energy potential, with cheap gas available while green hydrogen production ramps up. It also has experience with DRI technology, existing iron supply chains, port-based industrial clusters and a strategic location for exports. These advantages have helped attract at least USD 10 billion in investment across <a href=\"https:\/\/www.industrytransition.org\/trackers\/green-steel-tracker\/\">half a dozen<\/a> \u201cgreen iron\u201d projects in Oman, the United Arab Emirates and Saudi Arabia. These projects use renewable energy to produce DRI that can be fed directly into steel furnaces, or transported in a form known as hot briquetted iron (HBI).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But iron and steel production has come under <a href=\"https:\/\/newlinesmag.com\/reportage\/how-israeli-airstrikes-targeted-irans-steel-industry\/\">direct attack<\/a> during the war. Strikes on Iranian plants in <a href=\"https:\/\/www.iranintl.com\/fa\/202604026409\">Isfahan<\/a>, <a href=\"https:\/\/x.com\/DropSiteNews\/status\/2039120522634789263\">Sefiddasht<\/a>, and <a href=\"https:\/\/fararu.com\/video\/%D8%A8%D8%AE%D8%B4-%D8%AC%D8%A7%D9%85%D8%B9%D9%87-101\/959989-%D8%A2%D8%AE%D8%B1%DB%8C%D9%86-%D9%88%D8%B6%D8%B9%DB%8C%D8%AA-%D8%AE%D8%B7%D9%88%D8%B7-%D8%AA%D9%88%D9%84%DB%8C%D8%AF-%D9%85%D8%AC%D9%85%D9%88%D8%B9%D9%87-%D9%81%D9%88%D9%84%D8%A7%D8%AF-%D8%AE%D9%88%D8%B2%D8%B3%D8%AA%D8%A7%D9%86-%D8%AF%D8%B1-%D9%BE%DB%8C-%D8%AD%D9%85%D9%84%D8%A7%D8%AA-%D9%87%D9%88%D8%A7%DB%8C%DB%8C-%D8%A7%D8%AE%DB%8C%D8%B1\">Ahvaz<\/a>, as well as a plant in <a href=\"https:\/\/english.almayadeen.net\/news\/politics\/irgc-hidd-strike-targeted-3mln-tons-of-steel-output-in-bahra\">Bahrain<\/a>, have damaged or destroyed more than 10% of global DRI capacity. Among these, he pointed to industry reports that Meranti Green Steel has delayed the final investment decision for its planned 2.5 million tonne per year hydrogen-capable DRI <a href=\"https:\/\/www.gem.wiki\/Meranti_Green_Steel_Duqm_DRI_plant\">plant<\/a> in Duqm, Oman until the third quarter of 2026. This is despite having already <a href=\"https:\/\/www.merantigreensteel.com\/blog\/meranti-green-steel-announces-full-offtake-coverage-for-duqm-green-hbi-plant\">secured<\/a> full offtake coverage for the plant\u2019s output. Meranti did not respond to Dialogue Earth\u2019s request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durukan added: \u201cFor projects still at the feasibility, pre-construction, or memorandum of understanding (MoU) stage, the effect may be stronger.\u201d Such projects could include a 5 million tonne per year DRI <a href=\"https:\/\/www.gem.wiki\/Mitsui-Kobe_Duqm_DRI_plant\">plant<\/a>, also in Duqm, announced by Mitsui and Kobe Steel and originally planned to start production in 2027, and a 5 million tonne per year DRI <a href=\"https:\/\/www.gem.wiki\/Essar_Ras_Al_Khair_steel_plant\">project<\/a> in Ras Al Khair, Saudi Arabia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Optimism in the potential for green iron and steel in the region led to a slew of announcements between 2022 and 2025. \u201cBut the war has changed the standard of credibility,\u201d said Durukan, adding \u201cit is no longer enough to announce a hydrogen-ready facility or sign an MoU.\u201d Now, projects will need \u201cbankable offtake, access to DR-grade iron ore, credible emissions accounting, port and shipping resilience, insurance availability and public sector risk-sharing mechanisms,\u201d to demonstrate they can survive geopolitical stress.<\/p>\n\n\n\n<h2 id=\"h-wider-steel-sector-feels-ripples\" class=\"wp-block-heading\">Wider steel sector feels ripples<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Gulf region\u2019s position as a key supplier of oil and gas left some nations more exposed to the shock of war than others, while knock-on effects on other sectors\u2019 costs and inputs have also hinged on their existing dependencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Countries in South and Southeast Asia have <a href=\"https:\/\/www.weforum.org\/stories\/energy-transition\/asian-energy-crisis-security-hormuz\/\">felt<\/a> some of the most severe energy shocks, given their reliance on imported oil and gas from the Gulf. Steel mills in Southeast Asia have faced energy shortages, with SteelOrbis <a href=\"https:\/\/www.steelorbis.com\/steel-news\/latest-news\/seaisi-energy-shortage-due-to-iran-war-becomes-major-issue-for-se-asian-mills-1454418.htm\">reporting<\/a> in May that the Philippines\u2019 SteelAsia was considering a delay to the expansion of its lower-carbon electric arc furnace business as a result.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60122150\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">India did experience a disruption to gas supplies, but as <a href=\"https:\/\/globalenergymonitor.org\/article\/press-releases\/coal-based-steelmaking-plans-jeopardize-indias-net-zero-target\">over 80%<\/a> of the country\u2019s ironmaking is coal-based, this was only <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/indias-small-steelmakers-face-production-cuts-amid-lng-shortages-due-iran-war-2026-03-10\/\">felt directly<\/a> by its few gas-reliant players. These include smaller producers in regions such as Gujarat and Punjab, as well as by some large players including JSW and AMNS. The overall effects of the war on the sector have been \u201cmainly indirect\u201d, Parth Kumar, industry programme manager at the New Delhi-based Centre for Science and Environment, told Dialogue Earth. He pointed to higher freight and shipping insurance costs, alongside India\u2019s dependence on imports for nearly 90% of its coking coal supply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, meanwhile, experienced <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/iran-conflict-disrupts-chinas-middle-east-steel-exports-2026-03-03\/\">some disruption<\/a> to its steel exports during the early days of the conflict, given that roughly a sixth of its shipments were bound for the Middle East following rapid trade growth in 2025. But China has been widely successful in <a href=\"https:\/\/www.weforum.org\/stories\/energy-transition\/iran-war-china-oil-energy-transition-impacted\/\">weathering<\/a> the conflict\u2019s shocks, benefitting from decades of electrification and energy security planning, including its <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-five-year-plan-for-energy-one-eye-on-security-today-one-on-a-low-carbon-future\/\">five-year plans for energy<\/a>. Its steel industry inputs are also either domestic or arrive largely from Australia and Brazil. As such, recently launched initiatives that could aid steel sector decarbonisation, including <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-new-hydrogen-push-could-be-a-step-towards-cleaner-steel\/\">a green hydrogen pilot programme<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/business\/can-chinas-new-steel-capacity-rules-accelerate-its-green-transition\/\">updates to its capacity replacement policy<\/a>, have been insulated from energy shocks, even if their conception was not driven by war, analysts told Dialogue Earth.<\/p>\n\n\n\n<h2 id=\"h-a-coal-gasification-drive-in-india\" class=\"wp-block-heading\">A coal gasification drive in India<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the Indian steel sector, this energy shock has also brought renewed attention to the use of coal gasification. In April, Jindal Steel announced it had <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2810338-india-s-jindal-steel-lifts-syngas-use-on-propane-crunch\">confronted<\/a> fuel shortages by deploying coal syngas in some of its finishing processes. This expands its existing usage beyond DRI, for which it has been deployed&nbsp;at its plant in Angul, Odisha, since 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The processing of coal into synthetic gas has received <a href=\"https:\/\/www.pib.gov.in\/PressReleaseIframePage.aspx?PRID=2037489&amp;reg=3&amp;lang=2\">increasing focus<\/a> from Indian policymakers since 2020. They aim to harness India\u2019s vast coal reserves for a range of industrial uses and lessen import dependence, targeting 100 million tonnes of output by 2030. It has been <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2834627-coal-gasification-push-in-indian-steel-faces-hurdles\">pitched<\/a> by some in the sector as a \u201ctransitional industrial strategy\u201d and \u201cbridge\u201d to lower-carbon technologies in the DRI process. He points to the <a href=\"https:\/\/bowergroupasia.com\/indias-4-billion-coal-gasification-scheme-strengthens-energy-security-amid-middle-east-crisis\/\">USD 3.9 billion<\/a> government support scheme for developing the fuel, announced in May: \u201cThe push has been there, and this was probably seen as an opportune time [to advance this].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the potential impact on Indian steel decarbonisation, Kumar said: \u201cThese policies might make India energy-secure, but they might also push investments from a lot of the other schemes [for steel decarbonisation]. What about green hydrogen then? Double the money has been allocated to coal gasification. What kind of message are we giving to the industry at this point? Probably that it\u2019s okay to do both.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India\u2019s <a href=\"https:\/\/mnre.gov.in\/en\/national-green-hydrogen-mission\/\">Green Hydrogen Mission<\/a>, launched in 2023, laid out USD 2.4 billion in investment to establish 5 million tonnes of annual production capacity by 2030. It is currently <a href=\"https:\/\/www.pv-magazine-india.com\/2026\/07\/22\/indias-2030-target-of-5-mtpa-green-hydrogen-capacity-remains-distant-with-only-10-ktpa-operational-sbicaps\/\">off-target<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, the government has also <a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2783444-india-allocates-2.2bn-to-ccus-for-next-five-years\">announced<\/a> over USD 2 billion in support for carbon capture, utilisation and storage (CCUS). Both <a href=\"https:\/\/www.jindalsteel.in\/press-releases\/jindal-steel-leads-indias-coal-gasification-revolution-for-energy-self-reliance-sustainable-steel\">Jindal Steel<\/a> and the steel ministry\u2019s <a href=\"https:\/\/steel.gov.in\/sites\/default\/files\/2025-03\/GSI%20Report.pdf\">roadmap<\/a> have argued that CCUS would be necessary to mitigate emissions from coal syngas-based DRI.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60131120\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFaced with a need for fast-paced economic development and a major energy security problem which puts that at risk, India is taking an \u2018all of the above\u2019 approach to steel decarbonisation,\u201d said Simon Nicholas, lead analyst for global steel at the Institute for Energy Economics and Financial Analysis. He has, however, previously <a href=\"https:\/\/ieefa.org\/resources\/carbon-capture-risks-leading-indian-steel-down-technological-dead-end\">warned<\/a> of CCUS as a \u201ctechnological dead end\u201d for Indian steel, citing uncompetitive costs, no demonstrated capacity to reduce steelmaking emissions, and a \u201clengthy track record of failure\u201d globally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jindal was approached for interview but the company declined to comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On India\u2019s green hydrogen development, Nicholas highlighted the fuel\u2019s potential role in its energy security efforts, including for the steel sector: \u201cWe\u2019ve already seen a change in tone in China regarding green hydrogen \u2013 from decarbonisation tool to energy security tool. Given the progress India has made in green hydrogen already, it may \u2013 and in my opinion should \u2013 start seeing green hydrogen through that energy security lens.\u201d<\/p>\n\n\n\n<h2 id=\"h-a-setback-for-greener-iron-and-steel\" class=\"wp-block-heading\">A setback for greener iron and steel?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As uncertainty around the war\u2019s resolution has continued, and with final investment decisions on key iron and steel projects in the Gulf pending, some industry focus has turned to opportunities for other potential producers of \u201cgreen iron\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some <a href=\"https:\/\/ieefa.org\/resources\/could-middle-east-conflict-help-australia-catch-green-iron\">reports<\/a> and commentators in Australia, the world\u2019s largest iron ore producer and exporter, have <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/iran-war-allows-australia-revive-green-iron-ambitions-2026-04-14\/\">described<\/a> the Iran war as a \u201cwindow of opportunity\u201d for its industry. \u201cIt ought to be a wake-up call to Australia to get on with green iron project development,\u201d said Nicholas. \u201cSoutheast Asia is a key region of opportunity for Australia, especially if China moves to accelerate its reduction of reliance on Australian iron ore.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60135654\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, Brazil, the second largest player in global iron ore, has long been looked to for its green ironmaking advantages. The input could create opportunities for sector leaders, such as the mining company Vale, which is itself an investor in a green iron \u201cmegahub\u201d in Oman. Vale declined to comment on the progress of its projects or any impacts linked to the war. But in an interview with the <a href=\"https:\/\/www.ft.com\/content\/62426cb8-e60c-462a-b44a-34688f728ee1?syn-25a6b1a6=1\">Financial Times<\/a>, its CEO Gustavo Pimenta said he believed recent energy shocks \u201ccan accelerate the development of renewables and the greener steel agenda\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ysanne Choksey, the global steel transition lead for the Agora Industry think-tank, has <a href=\"https:\/\/www.agora-industry.org\/publications\/the-role-of-green-iron-trade-in-accelerating-steel-transformation\">researched<\/a> the prospective global green iron trade. She said: \u201cThe geopolitical shock of the war in West Asia will not change the market fundamentals. HBI\u2019s competitiveness is driven by several factors, such as access to high grade iron ore, and low energy and capital costs.\u201d Those fundamentals, she added, may still work in the Gulf region\u2019s favour over Australia\u2019s, given its closer proximity to potential markets and the cheaper cost of fossil-based energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turning to Europe, Choksey said its steel sector has been \u201clargely shielded\u201d from the impacts of the war due to its supply chains outside of the Gulf region, and government support against energy shocks. She said European Union leadership on pricing industrial emissions has led to the first 10 million tonnes of green steelmaking capacity under construction. Next, she said, \u201cto secure their future and unlock the next 15 million tonnes of capacity awaiting final investment decisions, first-movers need policy certainty right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid the uncertainty and disruption caused by the war, and <a href=\"https:\/\/www.forbes.com\/sites\/we-dont-have-time\/2026\/07\/19\/eu-changes-carbon-market-rules-24-billion-tonnes-of-co2-at-stake\/\">divisions<\/a> over steelmakers\u2019 allowances under the European Union emissions trading system (which will keep fossil fuel-derived steel cheaper for longer), Gulf producers may be confronting similar concerns. Emirati green steel leader Emsteel, for instance, has an integrated 3.5 million tonne per year low-carbon steel <a href=\"https:\/\/www.gem.wiki\/Emsteel_Abu_Dhabi_steel_plant\">plant<\/a>, which uses hydrogen-based DRI and carbon capture. The company had been <a href=\"https:\/\/www.emsteel.com\/wp-content\/uploads\/2025\/05\/emsteel-investor-presentation-may-2025.pdf\">counting<\/a> on European Union carbon pricing to boost demand. Recently, it announced it would <a href=\"https:\/\/asharqbusiness.com\/companies\/132617\/%D8%AD%D8%B1%D8%A8-%D8%A5%D9%8A%D8%B1%D8%A7%D9%86-%D8%AA%D8%AF%D9%81%D8%B9-%D8%A5%D9%85%D8%B3%D8%AA%D9%8A%D9%84-%D9%84%D9%84%D8%AA%D8%B1%D9%83%D9%8A%D8%B2-%D8%B9%D9%84%D9%89-%D8%B3%D9%88%D9%82-%D8%A7%D9%84%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA-%D8%A8%D8%AF%D9%84-%D8%A7%D9%84%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1\/\">focus<\/a> on the domestic market, instead of exports to Europe. Emsteel did not respond to requests for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Durukan called the overall outlook for green iron and steel in the Gulf \u201ccautiously positive\u201d.
