{"id":60145868,"date":"2026-08-13T18:38:08","date_gmt":"2026-08-13T17:38:08","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60145868"},"modified":"2026-08-13T19:00:31","modified_gmt":"2026-08-13T18:00:31","slug":"indigenous-policy-is-making-progress-in-brazil-but-critical-problems-persist","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/indigenous-policy-is-making-progress-in-brazil-but-critical-problems-persist\/","title":{"rendered":"Indigenous policy is making progress in Brazil, but critical problems persist"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When Sonia Guajajara was appointed leader of Brazil\u2019s first Ministry of Indigenous Peoples in 2023, it was supposed to bring the Indigenous agenda to the centre of power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with Dialogue Earth, she described it as an \u201chistoric act of redress\u201d and a demonstration of the role of Indigenous peoples in strengthening Brazil\u2019s democracy.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">Editor\u2019s note:<\/p><div class=\"block--did-you-know__content\"><p>This article is the third of a three-part series examining Brazil\u2019s climate leadership through Indigenous stewardship: from <a href=\"https:\/\/dialogue.earth\/en\/climate\/cop30-is-not-over-indigenous-peoples-press-for-hard-power\/\">grassroots influence<\/a>, to <a href=\"https:\/\/dialogue.earth\/en\/climate\/brazils-indigenous-mps-build-bridges-on-climate-action\/\">representation in congress<\/a>, and the outcomes of the country\u2019s first Ministry of Indigenous Peoples.<\/p><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The creation of the Indigenous ministry was part of a broader <a href=\"https:\/\/agenciagov.ebc.com.br\/noticias\/202512\/retomada-de-politicas-ambientais-reposiciona-brasil-no-centro-das-discussoes-globais\">strategy<\/a> by the government of Luiz In\u00e1cio Lula da Silva to reposition Brazil as a global climate leader, following the socioenvironmental <a href=\"https:\/\/www.oc.eco.br\/wp-content\/uploads\/2023\/03\/AF_reduzido_20220323_individuais_nunca-mais-outra-vez-1.pdf\">setbacks<\/a> of the previous administration. Last year, more than 5,000 Indigenous representatives took part in the UN climate change summit, COP30, held in Brazil\u2019s Amazonian city of Bel\u00e9m, Par\u00e1 state. <a href=\"https:\/\/cop30.br\/pt-br\/noticias-da-cop30\/cop-com-maior-participacao-indigena-da-historia-viabiliza-protecao-de-territorios-e-mecanismos-de-fortalecimento-da-pauta\">Progress<\/a> was made on key proposals, such as the demarcation of Indigenous lands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite significant strides in protecting Indigenous lands and the environment, however, challenges remain. She told Dialogue Earth her greatest challenge was rebuilding the Indigenous policy framework dismantled by former president Jair Bolsonaro (Image: Edgar Kanayk\u00f5 Xakriab\u00e1 \/ Dialogue Earth)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260409_Sonia-Guajajara_ATL_Brasilia_Brazil_Edgar-Kanayko-Xakriaba_Dialogue-Earth.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1703\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">In this Brazilian election year, Dialogue Earth analyses whether the ministry\u2019s creation has led to concrete results \u2013 and how this impacts Brazil\u2019s ambitions to be a global climate leader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our analysis found:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Lula government demarcated 41 Indigenous territories, a significant increase from the previous, Bolsonaro government, but lower than during Lula\u2019s first two terms.<\/li>\n\n\n\n<li>Deforestation in Indigenous territories reached 483 km2 in the year to July 2025, close to the record set in 2019.<\/li>\n\n\n\n<li>Approximately one fifth of civil servants at the Ministry of Indigenous Peoples come from Indigenous backgrounds, something which activists say has led to more Indigenous inclusion in policymaking.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Andreia Fanzeres, director of the Indigenous rights programme at Opan, an organisation that has worked on Indigenous issues for more than five decades, stated that these efforts had enabled Indigenous demands to reach more public and decision-making forums: \u201cThe voices of Indigenous peoples have reached unprecedented levels in terms of advocacy and being heard, and are now treated with greater respect than in the past.\u201d<\/p>\n\n\n\n<h2 id=\"h-a-ministry-is-born\" class=\"wp-block-heading\">A ministry is born<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new Indigenous ministry has been guided by a <a href=\"https:\/\/www.gov.br\/povosindigenas\/pt-br\/acesso-a-informacao\/estrategia-e-governanca\/plano-estrategico-institucional-2024-2026\/plano-estrategico-institucional-mpi\/@@display-file\/file\">strategic plan<\/a>, setting out priorities such as the recognition and protection of Indigenous territories and the inclusion of more Indigenous people in positions of power. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some success has been made but there is still work to be done, according to Dinamam Tux\u00e1, executive coordinator of the APIB, Brazil\u2019s largest Indigenous organisation: \u201cWe want specific and strengthened health and education services, more young people in universities, public policies implemented in our territories and, above all, for our lands to be demarcated.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260410_Dinamam-Tuxa_ATL_Brasilia_Brazil_Edgar-Kanayko-Xakriaba_Dialogue-Earth.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260410_Dinamam-Tuxa_ATL_Brasilia_Brazil_Edgar-Kanayko-Xakriaba_Dialogue-Earth-768x511.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260410_Dinamam-Tuxa_ATL_Brasilia_Brazil_Edgar-Kanayko-Xakriaba_Dialogue-Earth-1024x681.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260410_Dinamam-Tuxa_ATL_Brasilia_Brazil_Edgar-Kanayko-Xakriaba_Dialogue-Earth.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"closeup of indigenous man \"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Dinamam Tux\u00e1, executive coordinator of Brazil\u2019s largest Indigenous organisation, the APIB, participating in discussions at this year\u2019s Acampamento Terra Livre in Bras\u00edlia. Much of the legislature she worked with <a href=\"https:\/\/dialogue.earth\/en\/climate\/brazils-indigenous-mps-build-bridges-on-climate-action\/\">remained largely hostile<\/a> to socioenvironmental issues. Even so, she stated, it had been possible to resume land demarcations, combat illegal mining and secure Indigenous representation in senior government posts.<\/p>\n\n\n\n<h2 id=\"h-recognition-of-territories\" class=\"wp-block-heading\">Recognition of territories<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Manoki Indigenous people have <a href=\"https:\/\/infoamazonia.org\/2026\/04\/09\/demarcacoes-de-terras-indigenas-avancam-no-governo-lula-mas-a-maioria-dos-processos-esta-parada-no-ministerio-da-justica\/\">fought<\/a> through legal disputes and state evictions for more than 50 years to protect their territory. They finally found success at COP30 in November, when their land in Mato Grosso state was <a href=\"https:\/\/apiboficial.org\/en\/2025\/11\/27\/avaliacao-da-articulacao-dos-povos-indigenas-do-brasil-apib-sobre-a-cop30\/\">approved<\/a> for demarcation. They have been found to reduce deforestation and empower communities to protect their environment. In her ministerial role, Guajajara had been <a href=\"https:\/\/news.un.org\/pt\/story\/2024\/04\/1830516\">advocating<\/a> for the recognition of Indigenous lands as part of the solution to the climate crisis, at multiple international events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indigenous lands, such as the Manoki territory, protect at least <a href=\"https:\/\/esajournals.onlinelibrary.wiley.com\/doi\/10.1002\/fee.2148\">36%<\/a> of the world\u2019s intact forests, whilst deforestation and degradation account for <a href=\"https:\/\/journals.plos.org\/plosbiology\/article?id=10.1371\/journal.pbio.1000331\">15%<\/a> of global greenhouse gas emissions. In the Brazilian Amazon, of the 63,000 km2 deforested between 2012 and 2024, only 3% was on Indigenous lands, <a href=\"https:\/\/imazon.org.br\/imprensa\/atl-2025-terras-indigenas-registram-apenas-3-do-desmatamento-nos-ultimos-13-anos?locale=pt_BR\">according to<\/a> the organisation Imazon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During Lula\u2019s term, 41 territories have been <a href=\"https:\/\/www.gov.br\/funai\/pt-br\/atuacao\/terras-indigenas\/geoprocessamento-e-mapas\">formally<\/a> recognised (20 ratified with full protection; 21 \u201cdeclared\u201d, an earlier stage) covering 4.8 million hectares. Further demarcations are still expected this year, according to Guajajara.&nbsp;<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/29476368\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:85vh;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">Even so, the pace of formal recognitions had been \u201cmodest\u201d, according to the APIB. \u201cHistorically, the demand has been enormous, and no government has managed to meet it,\u201d said Tux\u00e1. \u201cWe know there is a political context, but there are processes that could have moved forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joenia Wapichana, who chaired Funai until March this year (the agency responsible for implementing the policies of the Indigenous ministry), has highlighted her team\u2019s efforts to Dialogue Earth: there are 156 groups actively working on studies to identify and demarcate new territories. But the processes, she said, have become bogged down in other governmental bodies or in the courts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governments of the Brazilian states of <a href=\"https:\/\/noticias.stf.jus.br\/postsnoticias\/stf-suspende-demarcacao-da-terra-indigena-toldo-imbu-em-santa-catarina\/\">Santa Catarina<\/a> and <a href=\"https:\/\/www.youtube.com\/watch?v=g7laA2jpUY8\">Mato Grosso<\/a>, for example, have taken legal action against the formal recognition of five territories. Those include the Manoki people\u2019s. The matter remains unresolved and is now mired in legal uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe state in which we took over Funai \u2013 with no staff, no resources and no infrastructure \u2013 it was disheartening,\u201d Wapichana said. But, she added: \u201cI handed over a stronger Funai. We recognised Indigenous lands. The demarcation processes made progress.\u201d<\/p>\n\n\n\n<h2 id=\"h-defending-territories-against-invasions\" class=\"wp-block-heading\">Defending territories against invasions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">But demarcation alone is not enough. Without a state presence, Indigenous peoples are left to monitor territories that sometimes rival entire countries in size. Illegal activities such as landgrabbing, mining and deforestation can simply persist. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To help address this, the Indigenous ministry says operations have been carried out in 12 territories since 2023, primarily to combat gold mining.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--4-3\"><iframe src=\"https:\/\/dialogueearth.github.io\/Brazil-indigenous-lands\/\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\">The shaded areas of this map indicate demarcated Indigenous Brazilian territories that have been subject to state interventions against illegal occupiers since 2023 (hover to learn more). In that year, Luiz In\u00e1cio Lula da Silva began his third presidential term and commenced a campaign to support Indigenous peoples in driving illicit industries from their lands, such as gold mining, cattle ranching and logging. These operations have been carried out through Brazil\u2019s newly created Ministry of Indigenous Peoples (Data sources: Casa Civil, Secretaria Geral, Ministry of Indigenous Peoples; Map: Dialogue Earth)<\/div><\/div><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">One of the regions subject to these operations is the <a href=\"https:\/\/www.theguardian.com\/global-development\/2021\/may\/17\/yanomami-brazil-violence-land-grabs-hunger-disease\">Yanomami<\/a> territory, an area the size of Portugal straddling Amazonas and Roraima. An estimated 20,000 illegal miners have encroached here. The government claimed to have removed 98% of the intruders but locals say the issue is broader. They say they require protection units and measures to combat malaria, amid a growing public health emergency caused by the invasions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To fund the Yanomami operations the Lula <a href=\"https:\/\/g1.globo.com\/jornal-nacional\/noticia\/2023\/01\/30\/governo-vai-usar-doacoes-da-alemanha-para-o-fundo-amazonia-no-socorro-aos-yanomami.ghtml\">turned<\/a> to the Amazon Fund, which had been paralysed for four years by the Bolsonaro government. The fund once again began attracting foreign donors, such as Norway and Germany, and became one of the main <a href=\"https:\/\/agenciagov.ebc.com.br\/noticias\/202511\/fundo-amazonia-com-retomada-do-compromisso-social-e-ambiental-do-brasil-recursos-voltaram\">symbols<\/a> of the rebuilding of Brazil\u2019s environmental image abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, deforestation on Indigenous lands in the Amazon \u2013 generally <a href=\"https:\/\/www.nature.com\/articles\/s41598-023-32746-7\">caused<\/a> by landgrabs \u2013 reached 483 km2 between August 2024 and July 2025, according to data from the National Institute for Space Research (INPE), which monitors deforestation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The figure is close to the 2019 record of 493.8 km2. It was partly driven by <a href=\"https:\/\/g1.globo.com\/mt\/mato-grosso\/noticia\/2024\/09\/14\/parque-indigena-xingu-que-registrou-paredao-de-fogo-tem-mais-de-34-mil-hectares-queimados-em-mt.ghtml\">arson attacks<\/a> in September 2024, which occurred around the Xingu and Capoto\/Jarina territories in Mato Grosso. She admits the re-invasions have taken place, but insists that the situation \u201cis nothing like it was before\u201d the operations.<\/p>\n\n\n\n<h2 id=\"h-a-village-based-executive\" class=\"wp-block-heading\">A \u2018village-based executive\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before taking up her post as minister, Guajajara <a href=\"https:\/\/revistaforum.com.br\/politica\/exclusivo-sonia-guajajara-fala-a-forum-sobre-ministerio-dos-povos-originarios-e-sua-historia-de-vida-e-luta\/\">argued<\/a> for the urgent need to \u201cbring the villages to the executive\u201d. Today, Indigenous people hold unprecedented positions in public life, an achievement that experts believe is set to endure beyond this administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They account for a fifth of the ministry\u2019s 163 posts, distributed across departments and directorates. Furthermore, the National Council for Indigenous Policy was re-established in 2024 after being abolished by Bolsonaro. It has restored a means through which Indigenous communities may influence public policy. Half of its members are Indigenous people and Indigenous rights activists, the other half civil servants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have had the doors opened to us in all ministries to present the demands of the Indigenous movement,\u201d said Tux\u00e1, from APIB, who serves as vice-chair of the council.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60145359\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">For Adriana Ramos, executive secretary of the Socioenvironmental Institute, greater Indigenous presence in government has led to tangible progress: territorial management policies, a unit for mediating land disputes, and more quotas for Indigenous people in public sector recruitment exams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The council\u2019s discussions also <a href=\"https:\/\/www.gov.br\/povosindigenas\/pt-br\/publicacoes\/planotematico-povos-indigenas.pdf\/@@display-file\/file\">helped<\/a> to ensure their <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/centrais-de-conteudo\/publicacoes\/mudanca-do-clima\/planotematico-povos-indigenas.pdf\">demands<\/a> were included in the <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/centrais-de-conteudo\/publicacoes\/mudanca-do-clima\/planotematico-povos-indigenas.pdf\">Climate Plan<\/a>, the government\u2019s flagship programme to tackle the climate crisis. It called for solutions to chronic <a href=\"https:\/\/news.mongabay.com\/2025\/02\/as-the-rainforest-gets-drier-amazon-indigenous-groups-thirst-for-clean-water\/\">problems<\/a> such as insufficient access to drinking water and basic sanitation, which only makes adapting to climate change more difficult. The government also <a href=\"https:\/\/www.gov.br\/secom\/pt-br\/acompanhe-a-secom\/noticias\/2026\/04\/governo-do-brasil-lanca-programa-nacional-de-saneamento-indigena-com-investimento-de-r-187-milhoes\">doubled<\/a> investment in Indigenous health between 2022 and 2025, and set up a sanitation programme for Brazil\u2019s Indigenous territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout addressing the most basic needs in these territories, there is no miracle plan to tackle extreme weather,\u201d said Opan\u2019s Fanzeres.<\/p>\n\n\n\n<div class=\"block--story-image--wide\"><iframe src=\"https:\/\/flo.uri.sh\/visualisation\/29550421\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:80vh\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">With presidential elections in October, Ramos warns that a future government opposed to Indigenous rights could reverse all this progress. This, she says, would have consequences not only for the territories but also for Brazil\u2019s image abroad.
