{"id":60149153,"date":"2026-08-31T08:00:08","date_gmt":"2026-08-31T07:00:08","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60149153"},"modified":"2026-08-31T08:02:46","modified_gmt":"2026-08-31T07:02:46","slug":"bangladesh-wants-nepals-power-but-india-holds-the-key","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/bangladesh-wants-nepals-power-but-india-holds-the-key\/","title":{"rendered":"Bangladesh wants Nepal\u2019s power, but India holds the key"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Every monsoon, swollen rivers give Nepal a surge of hydropower, creating a surplus. Some of that could supplement downstream neighbour Bangladesh\u2019s fossil-fuel-dependent electricity supply. But as the two countries do not share a border, electricity trade between them must pass through India\u2019s transmission network, which comes with some conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2024, Nepal has been exporting <a href=\"https:\/\/bd.nepalembassy.gov.np\/pages\/energy-cooperation-24\/\">40 megawatts (MW)<\/a> of electricity to Bangladesh through India\u2019s transmission network every June to November. It wants to export 20 MW more. But this June, the Indian power trading company which manages cross-border grid operations with Bangladesh declined the request, Nepali government officials <a href=\"https:\/\/kathmandupost.com\/national\/2026\/06\/14\/additional-20-mw-electricity-export-to-bangladesh-blocked-as-india-withholds-approval\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> the Kathmandu Post. The company, NTPC Vidyut Vyapar Nigam Limited, reportedly cited capacity constraints on the India-Bangladesh transmission line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, India held <a href=\"https:\/\/www.aninews.in\/news\/world\/asia\/india-nepal-joint-steering-committee-reviews-hydropower-power-trade-and-transmission-projects20260716012907\/\" target=\"_blank\" rel=\"noreferrer noopener\">energy cooperation talks<\/a> with Nepal. While there was development on bilateral energy coordination, there was no resolution on the 20 MW issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That amount is minuscule compared to the size of the three countries\u2019 electricity grids, which have a combined total installed capacity of around 586 GW. But energy experts, officials and power-sector analysts in those countries told Dialogue Earth the 20 MW impasse is more nuanced than it appears. There are technical, procedural and political factors at play, they note.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Bangladeshi and Nepali experts point to unused capacity on the India-Bangladesh transmission link, Indian experts say there could be a genuine capacity limitation on the line. In the absence of a regional body and trade mechanism dedicated to energy, procedural lapses and politics also have major roles to play, they note. Strained India-Bangladesh relations since Bangladesh\u2019s 2024 change of government may also be involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nepal\u2019s growing role as a hydropower exporter must also be viewed together with its vulnerabilities. On 26 August, a flash flood swept through the Bhotekoshi and Trishuli river systems, killing at least <a href=\"https:\/\/www.bbc.com\/news\/live\/cwrk34rzx3z2t\">900<\/a> people. The flood also damaged <a href=\"https:\/\/www.indiatoday.in\/world\/story\/nepal-floods-damage-12-hydropower-projects-solar-power-banks-sent-to-affected-districts-ptag-2981016-2026-08-27\" target=\"_blank\" rel=\"noreferrer noopener\">12 hydropower plants<\/a> and critical transmission infrastructure, according to India Today. A Nepal energy ministry official told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-08-27\/nepal-may-turn-to-india-for-power-after-floods-hit-hydro-output\" target=\"_blank\" rel=\"noreferrer noopener\">Bloomberg<\/a> nearly 360 MW of hydropower capacity has been damaged, and that the country may seek electricity from India to bridge shortages. It is too early to know how the catastrophe will affect Nepal\u2019s energy exports.<\/p>\n\n\n\n<h2 id=\"h-why-bangladesh-wants-nepal-s-hydropower\" class=\"wp-block-heading\"><strong>Why Bangladesh wants Nepal\u2019s hydropower<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Nepal and Bangladesh have complementary electricity needs. The summer monsoon gives Nepal surplus hydropower, which Bangladesh can use to diversify its energy sources. In the dry winter, these roles reverse somewhat \u2013 Nepal faces shortages while Bangladesh\u2019s demand dips \u2013 making cross-border trade beneficial in both directions over the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025-2026, Nepal\u2019s total installed capacity reached 4.1 GW, but monthly peak domestic demand stood at only around <a href=\"https:\/\/nea.org.np\/uploads\/shares\/td_tender\/A%20Year%20In%20Review%20Annual%20Report%202025_2026_compressed.pdf\">2.5 GW<\/a>, according to the Nepal Energy Authority. Electricity exports bring total demand up to about 3.2 GW.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bangladesh has <a href=\"https:\/\/bpdb.gov.bd\/pages\/static-pages\/6922db6e933eb65569e0a1bc\">32 GW<\/a> of installed power generation capacity, 98% of which is <a href=\"https:\/\/ember-energy.org\/data\/electricity-data-explorer\/?multi=true&amp;metric=pct_share&amp;fuel=fossil&amp;mode=combined&amp;entity=Bangladesh\">dependent<\/a> on fossil fuels, according to energy think-tank Ember. The country wants to diversify sources to meet its current demand. Bangladesh also aims to cover <a href=\"https:\/\/objectstorage.ap-dcc-gazipur-1.oraclecloud15.com\/n\/axvjbnqprylg\/b\/V2Ministry\/o\/office-powercell\/2024\/12\/e090083ecd2142208d945bcb086334e0.pdf\">20%<\/a> of its electricity needs from non-imported renewables by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy trade between Nepal and Bangladesh therefore makes \u201ceconomic sense\u201d, says Shahriar Ahmed Chowdhury, director of the Centre for Energy Research at United International University in Dhaka.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHydropower from Nepal and Bhutan could provide Bangladesh with a cheaper source of electricity than many of the country\u2019s existing generation sources,\u201d says Shafiqul Alam, lead analyst for Bangladesh energy at the Institute for Energy Economics and Financial Analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIdeally, electricity trade should work both ways,\u201d Chowdhury says. But expanding such trade is \u201ca political decision\u201d, he notes. \u201cThe volume is small, but it is important because it marks the beginning of cross-border electricity cooperation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cross-border electricity trade helps Bangladesh primarily by shielding it from geopolitical disruptions to energy supplies, volatility in international fuel prices and diversification, experts say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After all, the additional 20 MW will not help Bangladesh meet its 20% renewables target. There is no plan to include imports within what is a domestic generation target, says Aninda Islam Amit, Bangladesh\u2019s state minister for power, energy and mineral resources. He expects the country\u2019s private sector to \u201ctake the lead\u201d on renewables as there are \u201cincentives for private entrepreneurs\u201d, he tells Dialogue Earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Nepal, the energy trade is part of a much larger ambition. During the July energy talks, it agreed to <a href=\"https:\/\/ekantipur.com\/business\/2026\/07\/15\/en\/nepal-india-agree-to-increase-import-and-export-capacity-to-1530-mw-and-1850-mw-respectively-05-30.html\">increase<\/a> its export capacity as India ups its import capacity. Nepali energy minister Birajbhakta Shrestha tells Dialogue Earth that the deal is another step towards fulfilling the country\u2019s agreement to export 10 GW of electricity to India, signed in 2024. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Nepali energy ministry official, requesting anonymity, says the immediate 20-MW issue could be resolved through trilateral discussions between Nepal, India and Bangladesh.<\/p>\n\n\n\n<h2 id=\"h-india-holds-the-missing-link\" class=\"wp-block-heading\"><strong>India holds the missing link<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 40 MW Nepal currently exports to Bangladesh is transported by the Baharampur-Bheramara high-voltage DC interconnection from east India, where it arrives on a transmission line from southern Nepal.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260827_Nepal_India_Bangladesh_transmission-lines_map_EN.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260827_Nepal_India_Bangladesh_transmission-lines_map_EN-768x619.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260827_Nepal_India_Bangladesh_transmission-lines_map_EN-1024x826.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260827_Nepal_India_Bangladesh_transmission-lines_map_EN.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Map shows grid transmission line between Nepal, India and Bangladesh\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\"> (Map: Dialogue Earth)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/20260827_Nepal_India_Bangladesh_transmission-lines_map_EN.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"2064\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The Baharampur-Bheramara link between India and Bangladesh has a transfer capacity of <a href=\"https:\/\/www.powermin.gov.in\/offerings\/schemes-and-services\/details\/transmission-cDMyMTMtQWa#:~:text=A%20high%20capacity%20interconnection%20between%20India%20and%20Bangladesh%20exists%20through%20Baharampur%20(India)%20%E2%80%93%20Bheramara%20(Bangladesh)%20400kV%20D\/C%20lines%20along%20with%202%C3%97500%20MW%20HVDC%20back%2Dto%2Dback%20terminal%20at%20Bheramara.\">1 GW<\/a>. The country typically receives around 920-930 MW through the link, leaving some unused transfer capacity, said a Bangladesh Power Division official speaking on condition of anonymity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nepal has also been considering alternatives. \u201cIf power cannot be exported via the Baharampur-Bheramara line, there is option for Nepal to export the additional 20 MW through other Indian transmission lines connected to Bangladesh,\u201d says Manoj Silwal, former deputy managing director of the Nepal Electricity Authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apart from the Baharampur-Bheramara link, Bangladesh also <a href=\"https:\/\/businessindia.co\/magazine\/neighbours\/india-bangladesh-ties-thaw-in-the-offing\">imports<\/a> nearly 1.7 GW from India: 160 MW through the <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2248339&amp;reg=48&amp;lang=2\">Surajmaninagar to Comilla<\/a> interconnection, and 1.5 GW from Godda to Rohanpur, the latter operated by <a href=\"https:\/\/www.adani.com\/newsroom\/media-releases\/adani-group-commissions-15-july\">Adani Power<\/a>.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"0\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">However, transporting the 20 MW via existing corridors may not be feasible for a few reasons, says Nikit Abhyankar, an energy efficiency expert at the University of California, Berkeley. It is possible that these corridors are fully utilised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the average amount of electricity a transmission line carries is not necessarily the capacity that is safely available, Abhyankar notes. At times of peak demand, power flows can be much higher, and some capacity must be reserved to manage unexpected failures elsewhere in the system. \u201cI would be very surprised if they are actually going to operate a 1,000 MW line at 1,000 MW capacity,\u201d Abhyankar says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A line may also be unable to deliver its rated amount of electricity due to losses from transfers. In a high-voltage DC connection, such as Baharampur-Bheramara, some electricity is lost when power is converted from AC to DC, as it travels along the transmission line, and when converted back to AC at the receiving end. Abhyankar estimates that roughly 40-50 MW could be lost on a 1-GW line.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60056391\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">The Baharampur-Bheramara corridor is also loaded with India\u2019s own exports to Bangladesh. India\u2019s Central Electricity Authority \u201cdoesn&#8217;t want to run the line close to its thermal limit \u2026 on a line that also carries India\u2019s own bilateral exports\u201d, notes Binit Das, deputy programme manager for renewable energy at the Centre for Science and Environment (CSE).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the India-Bangladesh link, battery storage could potentially help if the line has spare capacity during periods of lower demand, Abhyankar adds. But feasibility depends on how much the power flow on the interconnection varies over the day.<\/p>\n\n\n\n<h2 id=\"h-politics-complicates-power-trade\" class=\"wp-block-heading\"><strong>Politics complicates power trade<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Geography presents India with an unavoidable role in any future Nepal-Bangladesh electricity trade. \u201cThere is no other way that Bangladesh can get power from either Nepal or Bhutan without that being facilitated by India,\u201d says Bipul Chattopadhyay, executive director of the Consumer Unity &amp; Trust Society (CUTS), India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts see this 20 MW episode as a litmus test for how India prioritises capacity across competing uses of a shared asset. During this impasse, India and Nepal separately reached a much bigger capacity decision: to raise Nepal\u2019s export quota from <a href=\"https:\/\/kathmandupost.com\/money\/2026\/07\/15\/nepal-to-export-550mw-more-electricity-to-india-under-new-agreement\">1.1 GW to 1.65 GW<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe asymmetry between how quickly that bilateral decision happened and how long the trilateral 20 MW has languished is itself the clearest evidence of where the region\u2019s integration problem actually sits,\u201d says Das of the CSE.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/Nepal-Electricity-Authority_Alamy_2Y86X8M.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/Nepal-Electricity-Authority_Alamy_2Y86X8M-768x495.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/Nepal-Electricity-Authority_Alamy_2Y86X8M-1024x660.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/Nepal-Electricity-Authority_Alamy_2Y86X8M.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Officials and executives shake hands after signing the trilateral agreement for Nepal to sell 40 MW of electricity to Bangladesh via India\u2019s power grid, in October 2024, at a ceremony in Kathmandu (Image: ZUMA Press \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/08\/Nepal-Electricity-Authority_Alamy_2Y86X8M.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1649\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">India\u2019s role in Nepal\u2019s hydropower sector also complicates the picture. Several Indian companies are <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2093649&amp;reg=48&amp;lang=2\">developing<\/a> major hydropower projects in Nepal, while India is also Nepal\u2019s principal electricity export market and the transit country for its exports to Bangladesh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India could increasingly draw on Nepal\u2019s hydropower to meet its own rising demand, Chattopadhyay says. The challenge is to develop a framework that works for all the countries involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt should be win-win for all three parties,\u201d he says. \u201cThat model is not difficult to develop, but that is something which is still missing in our current political-economic discourse.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also raises political considerations in the 20-MW denial. Relations between India and Bangladesh have been <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/bangladesh-pm-seeks-conducive-environment-reset-ties-with-india-2026-08-10\/#:~:text=Rahman%27s%20remarks%20underline%20his%20six%2Dmonth%2Dold%20government%27s%20efforts%20to%20stabilise%20relations%20with%20%E2%81%A0its%20largest%20neighbour%20while%20seeking%20progress%20on%20issues%20that%20have%20remained%20major%20irritants%20%E2%80%8Bsince%20Hasina%27s%20ouster%20in%20August%202024.\">strained<\/a> since former prime minister of Bangladesh, Sheikh Hasina, went into exile in India in August 2024, where she remains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter the change in government in Bangladesh, [the] India-Bangladesh relationship is yet to get on the right track \u2026 it\u2019s very frosty,\u201d notes Chattopadhyay.<\/p>\n\n\n\n<h2 id=\"h-a-south-asian-electricity-market\" class=\"wp-block-heading\"><strong>A South Asian electricity market?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The difficulty of moving a mere 20 MW points to bottlenecks in cross-border energy trade in a region with growing energy needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every prior expansion of the transmission corridor, including the original 40 MW, was formalised through a Joint Steering Committee (JSC) decision followed by a tripartite agreement. The 13th Nepal-India JSC meeting was held in July, having last convened in February 2025, but failed to yield success with the 20 MW addition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a broader institutional problem. Cross-border electricity trade between Bangladesh, Bhutan and Nepal, where it goes through India, requires multiple layers of approval. This includes a tripartite power sale agreement, clearance from India\u2019s Central Electricity Authority and a JSC to anchor the decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the last few years, Bangladesh, Bhutan and Nepal have signed bilateral agreements with India to develop electricity trade. As of April, India has <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2248339&amp;lang=1&amp;reg=3\">entered<\/a> into 17 power-sector agreements with neighbouring countries. It is also involved in 13 cross-border power-generation projects and 30 transmission-link projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trilateral and regional transactions carry a layer of political and procedural friction that bilateral ones don\u2019t, Das says. This makes the region\u2019s power systems interconnected yet fragmented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential benefits of deeper integration are significant. Cross-border electricity trade can allow these countries to complement one another\u2019s demands, reducing reliance on fossil fuels while improving energy security and lowering costs, <a href=\"https:\/\/drive.google.com\/file\/d\/1DomPRTCGDfGcwNOjP0qIvF0jP9aQ_h7e\/view?usp=sharing\">joint research<\/a> by CUTS and Chintan Research Foundation found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stakes are also different for countries of different sizes. \u201cFor a large system like India \u2026 small cross-border trade doesn\u2019t really make a huge difference. But for countries like Nepal to sell their hydroelectricity [and] for countries like Bangladesh to meet their electricity demand reliably, cross-border trade becomes important,\u201d says Abhyankar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet there is still no subregional institution focused on coordinating and facilitating cross-border electricity trade. A regional power exchange, an agreed open-access framework, or institutionalised, calendar-bound trilateral bodies could provide a more predictable way of handling third-country transit, says Das.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout such a mechanism, episodes like the 20-MW holdup could continue to recur even as the region\u2019s growing hydropower surplus and complementary electricity demand make the case for trade increasingly obvious,\u201d he says.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Even as the region increasingly depends on
