He is busy inspecting a vulnerable glacial lake at 4,500 metres above sea level in Bhutan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe environment is changing so fast,\u201d Toeb tells Dialogue Earth over the crackling connection. \u201cI feel quite sad\u2026 I also feel quite angry because with these kinds of changes, there are a lot of impacts downstream, including risks and hazards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe [Bhutan] are not contributing anything to the impact of climate change, but still we have to face this burden.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toeb is at the Thorthormi glacial lake in Lunana, a settlement in north-west Bhutan that\u2019s among the country\u2019s <a href=\"https:\/\/journals.plos.org\/climate\/article?id=10.1371\/journal.pclm.0000079\">most remote<\/a>. For his 32nd visit to the lake since 1997, Toeb is leading a team of experts testing technology that determines if the lake can be drained to reduce the risk of a glacial lake outburst flood (GLOF).<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is a glacial lake outburst flood (GLOF)?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p class=\"wp-block-paragraph\">A sudden release of water from a lake formed by meltwater from a mountain glacier, which is held back by ice or a moraine (rocks and sediment carried along by the glacier). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u26a0\ufe0f These floods can be prompted by an earthquake, avalanche or the accumulation of too much meltwater. GLOFs are often extremely destructive, and are a growing threat in the Himalayan watershed.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">A GLOF from the lake complex, which includes Thorthormi and Raphstreng lake right below it, could threaten two major hydropower projects. Punatsangchhu-II is a 1-gigawatt (GW) project that began operating in December 2024, while the 1.2 GW Punatsangchhu-I is still under construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, Bhutan has been working on ways to protect its population and key hydropower projects from potential GLOFs in Lunana. Apart from <a href=\"https:\/\/wwf.panda.org\/wwf_news\/?181961\/Dangerous-Bhutan-lake-underlines-costs-and-risks-of-climate-change\">attempts<\/a> to drain glacial lakes, Bhutan has also been upgrading its early-warning system, moving from flood detection towards forecasting that could offer more time to respond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its efforts are facing renewed urgency and public attention in the wake of the devastating <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/9\/19\/the-nepal-floods-question-when-the-himalayas-collapse-who-gets-warned\">floods<\/a> in neighbouring Nepal and China on 26 August. The disaster has left a trail of destruction: alongside a death toll reaching <a href=\"https:\/\/kathmandupost.com\/visual-stories\/2026\/09\/26\/a-month-on-nepal-flood-victims-remain-missing-as-hope-and-posters-fade\">nearly 1,500<\/a>, at least <a href=\"https:\/\/time.com\/article\/2026\/09\/01\/flood-deaths-trishuli-tibet-himalayas-china-nepal\/\">15 hydropower plants<\/a> and transmission infrastructure were damaged, <a href=\"https:\/\/dialogue.earth\/en\/energy\/bangladesh-wants-nepals-power-but-india-holds-the-key\/\">disrupting<\/a> generation and exports, and prompting Nepal to seek additional electricity from India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A potential GLOF at Thorthormi could impact Bhutan similarly, leaving Lunana residents \u2013 and the government \u2013 worried.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hydropower <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099121925115517387\/pdf\/P501271-2d013cfc-ff3b-45e8-905f-923e6ebcabf2.pdf\">contributes<\/a> a substantial 12-15% to Bhutan\u2019s GDP, with electricity revenues accounting for about 40% of export and 36% of government revenues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The energy source has also been important for diplomatic ties between India and Bhutan. India is currently the sole importer of Bhutanese hydropower. The two countries have spent decades building dams, transmission links and financial arrangements around the trade. Most of Bhutan\u2019s hydropower-related debt has also been historically linked to projects <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099102324111518795\/pdf\/BOSIB-6503606a-b429-4069-a6cf-945357bff585.pdf\">financed<\/a> by the Indian government. Both Punatsangchhu projects have been partly funded by India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025, electricity exports to India <a href=\"https:\/\/indembthimphu.gov.in\/pages\/Mzgz\">reached<\/a> BTN 24.3 billion (USD 285 million) after Punatsangchhu-II began operating, helping Bhutan\u2019s economy grow <a href=\"https:\/\/mof.gov.bt\/resilient-growth-amid-global-pressures-bhutans-economic-outlook\/\">nearly 9%<\/a>.<\/p>\n\n\n\n<h2 id=\"h-mostly-mountains\" class=\"wp-block-heading\">Mostly mountains<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The recent floods in Nepal highlight the need \u201cto consider a broader range of cascading and compound hazards [in the Himalayan mountains]\u201d rather than conventional rainfall and flooding risks alone, says Michael Williamson, chief of the Sustainable Energy Development and Utilization Section at the UN Economic and Social Commission for Asia and the Pacific. This includes ice and rock avalanches, landslides and GLOFs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For new hydropower projects, \u201cmore systematic screening for cascading and compound hazards\u201d could be conducted before major investments are committed, he notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.grida.no\/resources\/5032\">Almost 99%<\/a> of Bhutan\u2019s territory is mountainous, and its glaciers are becoming increasingly unstable as temperatures rise.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/10\/20260929_Bhutan_glaciers-lakes_satellite-image_EN.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/10\/20260929_Bhutan_glaciers-lakes_satellite-image_EN-768x560.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/10\/20260929_Bhutan_glaciers-lakes_satellite-image_EN-1024x747.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/10\/20260929_Bhutan_glaciers-lakes_satellite-image_EN.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">High-altitude headwaters of Bhutan\u2019s Pho Chhu sub-basin include Thorthormi, Raphstreng and Luggye glacial lakes (Map: Dialogue Earth)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/10\/20260929_Bhutan_glaciers-lakes_satellite-image_EN.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1867\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Its 2026 glacial lake <a href=\"https:\/\/www.nchm.gov.bt\/attachment\/ckfinder\/userfiles\/files\/Bhutan%20Glacial%20Lake%20Inventory%202026_final.pdf\">inventory<\/a> recorded an increase from 567 to 620 lakes over the last five years. The Pho Chhu sub-basin, which covers part of Bhutan\u2019s north-west and is home to Thorthormi and Raphstreng, saw the largest increase, from 157 to 187.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/nhess.copernicus.org\/articles\/24\/2523\/2024\/\">2024 study<\/a> of the basin estimated that a GLOF from Thorthormi and Raphstreng lake could produce a peak discharge of nearly 16,400 cubic meters of water per second within four hours. This would inundate up to 245 hectares of agricultural land and nearly 1,300 buildings, and put both Punatsangchhu-I and II at serious risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raphstreng\u2019s moraine dam has stabilised, but Thorthormi\u2019s hasn\u2019t, says Trashi Namgyal, chief of the Hydrology and Water Resources Division at Bhutan\u2019s National Center for Hydrology and Meteorology (NCHM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Official assessments have also documented flooding, riverbank erosion and landslide risks around other hydropower projects elsewhere in Bhutan, such as the 336-megawatt (MW) <a href=\"https:\/\/www.nchm.gov.bt\/attachment\/ckfinder\/userfiles\/files\/Final%20NCHM%20Annual%20Report%202024_9August%202024%20website.pdf\">Chhukha<\/a> and 60-MW <a href=\"https:\/\/www.moit.gov.bt\/wp-content\/uploads\/2019\/02\/Chukha_Dzongkhag.pdf\">Kurichhu<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dasho Chewang Rinzin is managing director of Druk Green Power Corporation, a state-owned electricity utility and Bhutan\u2019s main hydropower developer and operator. He says a GLOF should not affect Bhutan-India energy cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDuring an actual event, generation may need to be backed down temporarily in affected areas [to reduce risk to power infrastructure], but otherwise, the electricity grid is very strongly connected,\u201d he says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the risk is not limited to floodwater. A former official at state-owned utility Bhutan Power Corporation, requesting anonymity, says that it is not enough for the dams to have enough spillway capacity. They may still face serious problems if a flood carries heavy debris, sediment, boulders and trees, as these can choke tunnels, gates and intakes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent regional floods illustrate the risk. The Rasuwagadhi hydropower project in Nepal was completely <a href=\"https:\/\/kathmandupost.com\/national\/2026\/08\/30\/flood-damage-to-nepal-s-hydropower-sector-could-run-into-billions\">washed away<\/a> in the August floods. Last year, a GLOF in the same region <a href=\"https:\/\/kathmandupost.com\/national\/2025\/12\/07\/flood-damaged-rasuwagadhi-hydropower-plant-resumes-partial-operations?\">deposited<\/a> more than two metres of sediment while washing away structures designed to keep out debris. In Bhutan, <a href=\"https:\/\/www.thehindu.com\/news\/international\/seven-killed-in-bhutan-as-floods-wash-away-part-of-hydropower-plant\/article67105972.ece\">flash floods and landslides<\/a> in north-eastern Lhuentse in July 2023 killed at least six people and damaged the 32-MW Yungichhu hydropower project.<\/p>\n\n\n\n<h2 id=\"h-the-new-tech\" class=\"wp-block-heading\">The new tech<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The team is testing <a href=\"https:\/\/www.nchm.gov.bt\/attachment\/ckfinder\/userfiles\/files\/Thorthormi_Siphonreport_2025.pdf\">siphon technology<\/a>, a method of controlled reservoir drainage, to lower Thorthormi\u2019s water level. An attempt last year was unsuccessful, but the team is now testing the technology at a new site near the existing outlet, after adjusting for the topography, site conditions and engineering problems identified during the first attempt, Toeb says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The siphon project is part of wider efforts to reduce GLOF risks alongside use of early-warning systems. Bhutan currently <a href=\"https:\/\/asianews.network\/bhutan-strengthens-hydropower-safety-measures-against-floods-and-glofs\/\">has<\/a> 10 upstream hydro-meteorological and water level monitoring stations, as well as 18 siren stations along the Punatsangchhu basin. Among these are monitoring stations in several glacial lakes in the Lunana region, which lie about 130 kilometres upstream from the Punatsangchhu hydropower projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the current system relies on detecting floods as they develop. The forecast-based system would provide more lead time than the current system, and although Namgyal says it is not yet possible to say how much, \u201cwe will save a lot of lives\u201d with it, he notes.<\/p>\n\n\n\n<h2 id=\"h-not-just-megawatts\" class=\"wp-block-heading\">Not just megawatts<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first phase of India-Bhutan hydropower cooperation centred around the <a href=\"https:\/\/www.ptcindia.com\/trading-with-bhutan\/\">Chhukha, Kurichhu and Tala<\/a> projects, with a combined capacity of 1.4 GW. Since 2019, capacity has been <a href=\"https:\/\/indembthimphu.gov.in\/pages\/Mzgz\">expanded<\/a> by another 2.5 GW with Mangdechhu and Punatsangchhu-II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hydropower has been central to Bhutan\u2019s growth, says Udisha Saklani, a human geography and climate lecturer at King\u2019s College London in the UK who has researched India-Bhutan hydropower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India\u2019s role goes beyond financing and technical expertise. Its geographical proximity provides Bhutan a large market for electricity that cannot be consumed domestically, Saklani notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prolonged disruption to Bhutan\u2019s hydropower would impact its economy by preventing sale of electricity to India, she adds. \u201cThere\u2019s going to be a hydropower debt [for the projects] because a hydropower project is an expensive, long-term undertaking.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India would face less severe impacts. Bhutanese hydropower forms a small share of India\u2019s <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2241822&amp;reg=3&amp;lang=2\">520 GW<\/a> electricity system. Meanwhile, Bhutan exports an estimated 65% of its 2.5 GW hydropower capacity to India, <a href=\"https:\/\/www.crfindia.org\/publications\/opinion-column\/india-bhutan-cooperation-towards-a-new-era-of-clean-energy-and-regional-integration\">according to<\/a> Debajit Palit, head of the Centre for Climate Change and Energy Transition at the non-profit Chintan Research Foundation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But cross-border connections can also serve to build resilience in the region, notes Williamson. After the Nepal floods, \u201cIndia was able to redirect electricity to Nepal through existing interconnectors\u201d, helping manage the immediate supply shortfall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For India, sourcing hydropower from both Bhutan and Nepal provides \u201cgreater diversification of commercial and counterparty risk than of physical climate and geological risk,\u201d Williamson says. It also spreads India\u2019s exposure across different regulatory systems, generation companies, transmission corridors and river basins. This means a disaster affecting one plant or transmission corridor would be less likely to cut off India\u2019s entire imported hydropower supply, he notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Bhutanese hydropower isn\u2019t just about the number of megawatts crossing the border, Saklani notes: \u201cIt also balances the grid which contains large amounts of variable renewable energy\u201d such as solar and wind. Hydropower can complement these by providing electricity when their output fluctuates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resilience of that system depends not only on individual projects, but on how risks are assessed before new infrastructure is built.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe planning of hydropower facilities has been evolving from conventional models to consider shifting hydrological conditions and the impacts of climate change,\u201d Williamson says. \u201cThe Nepal disaster demonstrates the need to expand and update current approaches to create increasingly robust planning processes.\u201d<\/p>\n\n\n\n<h2 id=\"h-financial-risks\" class=\"wp-block-heading\">Financial risks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bhutan\u2019s <a href=\"https:\/\/www.moenr.gov.bt\/?p=15033\">2025 National Energy Policy<\/a> sets an ambitious target of 15 GW of hydropower capacity by 2040, up from 3.5 GW that year. The policy also identifies climate impacts and unpredictable hydrological inflows as challenges to energy security, and calls for greater grid flexibility, battery storage and diversification to include other renewable sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Bhutan is already deep in hydropower debt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country\u2019s public debt, which hovers near 100% with nearly 70% tied directly to hydropower loans, presents a unique paradox: an extended disruption in generation would severely strain national liquidity, but pose little risk of an immediate sovereign default, according to a <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099102324111518795\/pdf\/BOSIB-6503606a-b429-4069-a6cf-945357bff585.pdf\">joint World Bank-IMF Debt Sustainability Analysis<\/a>. This is because most of Bhutan\u2019s hydropower-related debt has historically been linked to projects financed by the <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099102324111518795\/pdf\/BOSIB-6503606a-b429-4069-a6cf-945357bff585.pdf\">Indian government<\/a>. Some new projects are being developed through joint ventures with <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2026\/05\/05\/the-royal-government-of-bhutan-and-the-world-bank-sign-financing-agreements-for-the-dorjilung-hydroelectric-power-projec\">Indian companies<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Extended disruption to Bhutan\u2019s hydropower generation could put pressure on public finances and the broader economy, the analysis notes. But the structure of its hydropower debt and its financing and power-purchase arrangements with India mitigate the risk of debt default.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As hydropower expands in Bhutan, the country is incorporating climate risks into planning, including through stronger dam-safety norms and consideration of the risks of building multiple projects along the same river basin, notes Saklani.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But \u201chow much of that policy and guideline is actually going to transfer into practice is a big question\u201d, she says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For people living downstream of Thorthormi and Raphstreng, the threat feels imminent.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lunana resident Gup Kaka, who is in his 50s, remembers running uphill with his family and other villagers when Luggye lake <a href=\"https:\/\/www.researchgate.net\/publication\/284341651_The_1994_Lugge_Tsho_glacial_lake_outburst_flood_Bhutan_Himalaya\">burst its banks<\/a> over three decades ago. \u201cIt was only after Luggye GLOF in 1994 [that] we the people of Lunana started to understand the risks of GLOF, and so did the government,\u201d Kaka says. His home is just a few kilometres from Thorthormi and Raphstreng, and he notes that what happened in Nepal recently has sent shockwaves and heightened fear among the people of Lunana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further downstream, people have been making evacuation plans. In Punakha Dzong, early last month, authorities conducted a GLOF <a href=\"https:\/\/www.moha.gov.bt\/?p=6507\">evacuation drill<\/a>, with activities including strengthening risk awareness, identifying escape routes and establishing and orienting evacuation teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bhutan\u2019s prime minister Tshering Tobgay <a href=\"https:\/\/asianews.network\/ageing-warning-systems-expose-gaps-as-bhutan-prepares-for-bigger-disasters\/?\">reportedly said<\/a> last month that the early warning system provides up to six hours to evacuate the Punakha Dzong area in the event of a GLOF at Thorthormi. In the aftermath of the Nepal floods, this, alongside the drills and increased awareness, \u201chas given us some hope that we could evacuate [in] time\u201d, says one
