Having learned the trade while working at a drilling equipment factory, he took out a loan and founded <a href=\"https:\/\/rockdrillgroup.com\/\"><\/a>Rock Drill. His company now provides drilling services to some of the country\u2019s largest mining companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since he embarked on this venture, Peru has transitioned from authoritarianism to a <a href=\"https:\/\/www.cfr.org\/articles\/peru-is-about-to-elect-its-ninth-president-in-a-decade-what-happened-to-the-other-eight?\"><\/a>democracy marked by instability: nine presidents in the past decade, the temporary dissolution of congress, a failed coup, protests leaving dozens dead, former presidents investigated for corruption, and near-constant confrontation between congress and the executive branch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In late July, Keiko Fujimori, the daughter of ex-president Alberto Fujimori (1990-2000), was sworn in as president. GDP has maintained uninterrupted growth (<a href=\"https:\/\/www.gob.pe\/institucion\/mef\/noticias\/1353763-en-linea-con-las-estimaciones-del-mef-el-peru-crecio-3-4-en-2025\">3.4%<\/a> in 2025) while the sol consolidated its position as one of the region\u2019s most stable currencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vilcapoma now chairs <a href=\"https:\/\/www.linkedin.com\/company\/vilbragroup\/?originalSubdomain=pe\"><\/a><a href=\"https:\/\/www.linkedin.com\/company\/vilbragroup\/?originalSubdomain=pe\">VILBRA Group<\/a>, a conglomerate of <a href=\"https:\/\/rockdrillgroup.com\/\">Rock Drill<\/a> and three other mining companies. He tells Dialogue Earth that Peruvian entrepreneurs \u201ccontinue to bet on the country because of the favourable economic conditions\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With so much political turbulence, how has the Peruvian economy managed to survive?<\/p>\n\n\n\n<h2 id=\"h-macroeconomic-discipline\" class=\"wp-block-heading\">Macroeconomic discipline<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the main factors behind this resilience has been economic discipline, underpinned by inflation control and the stability of the sol. The <a href=\"https:\/\/www.bcrp.gob.pe\/sobre-el-bcrp\/preguntas-frecuentes.html#1\"><\/a>central reserve bank of Peru (BCRP) is responsible for this task. Peru\u2019s constitution of 1993 guarantees the bank autonomy to conduct monetary policy independently of the government, although the BCRP\u2019s board members are appointed by the senate and the executive. Since 2007 it has targeted inflation of <a href=\"https:\/\/www.bcrp.gob.pe\/docs\/Publicaciones\/Memoria\/2007\/Reporte-Economico\/Reporte-BCRP-2007-6.pdf\">1-3%<\/a>, in a region where bouts of three-digit inflation rates are not uncommon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThanks to the BCRP\u2019s autonomy, Peru has recorded one of the lowest inflation rates in Latin America, and even in the world, over the past two decades,\u201d Peru\u2019s former economics minister Waldo Mendoza tells Dialogue Earth. In 2025, Peru recorded annual inflation of <a href=\"https:\/\/www.gob.pe\/institucion\/mef\/noticias\/1338148-la-estabilidad-de-precios-se-consolido-como-una-de-las-principales-fortalezas-del-peru-frente-a-sus-pares-de-la-region-en-2025\"><\/a><a href=\"https:\/\/www.gob.pe\/institucion\/mef\/noticias\/1338148-la-estabilidad-de-precios-se-consolido-como-una-de-las-principales-fortalezas-del-peru-frente-a-sus-pares-de-la-region-en-2025\">1.51%<\/a>, while the region\u2019s major economies \u2013 Brazil, Mexico, Chile and Uruguay \u2013 all hit 3.5% or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the presidency has chopped and changed, BCRP leadership has remained stable, headed by Julio Velarde since 2006. Fujimori has chosen to <a href=\"https:\/\/comunicaciones.congreso.gob.pe\/noticias\/pleno-del-senado-aprueba-informe-que-ratifica-a-julio-velarde-como-presidente-del-bcrp\/\">retain<\/a> him at the helm for her five-year term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Economics and Finance Ministry (MEF) has also sought to keep public spending and debt under control. In June the fiscal deficit fell to <a href=\"https:\/\/www.gob.pe\/institucion\/mef\/noticias\/1420046-mef-deficit-fiscal-se-redujo-a-1-3-del-pbi-en-junio-y-fortalece-la-capacidad-de-respuesta-del-estado-ante-eventos-como-el-fen\"><\/a><a href=\"https:\/\/www.gob.pe\/institucion\/mef\/noticias\/1420046-mef-deficit-fiscal-se-redujo-a-1-3-del-pbi-en-junio-y-fortalece-la-capacidad-de-respuesta-del-estado-ante-eventos-como-el-fen\">1.3%<\/a> of GDP, below the 1.8% target set for 2026. Public debt remains at around <a href=\"https:\/\/elperuano.pe\/noticia\/301133-fitch-ratings-se-espera-que-peru-sea-una-de-las-economias-de-mas-rapida-expansion#google_vignette\"><\/a><a href=\"https:\/\/elperuano.pe\/noticia\/301133-fitch-ratings-se-espera-que-peru-sea-una-de-las-economias-de-mas-rapida-expansion#google_vignette\">29%<\/a> of GDP, one of the lowest levels in the region.<\/p>\n\n\n\n<h2 id=\"h-an-export-boom-intertwined-with-china\" class=\"wp-block-heading\">An export boom intertwined with China<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In 2000, Peru\u2019s exports were at approximately <a href=\"https:\/\/wits.worldbank.org\/CountryProfile\/es\/Country\/PER\/Year\/2000\/Summarytext\"><\/a><a href=\"https:\/\/wits.worldbank.org\/CountryProfile\/es\/Country\/PER\/Year\/2000\/Summarytext\">USD 6.3 billion<\/a>. This year, that figure could exceed <a href=\"https:\/\/andina.pe\/agencia\/noticia-bcr-estima-record-exportaciones-para-2026-proyeccion-118000-millones-1080845.aspx\"><\/a><a href=\"https:\/\/andina.pe\/agencia\/noticia-bcr-estima-record-exportaciones-para-2026-proyeccion-118000-millones-1080845.aspx\">USD 118 billion<\/a>. That growth has been driven by more than 20 free trade agreements, which now connect Peruvian companies with some of the world\u2019s largest markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe went from having a market of 34 million people to billions,\u201d Julio P\u00e9rez, former president of the Peruvian Association of Exporters (ADEX), tells Dialogue Earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Hugo Perea, chief economist for Peru at the banking think-tank BBVA Research, the inflow of foreign currency has boosted international reserves, helped stabilise the exchange rate and reduced the economy\u2019s vulnerability to periods of turbulence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mining has been the main driver of this inflow. Copper and gold, along with zinc, silver and other minerals, account for around <a href=\"https:\/\/www.gob.pe\/institucion\/minem\/noticias\/1387237-minem-peru-alcanza-un-alto-nivel-historico-en-exportaciones-mineras-con-us-7-277-millones-en-enero-de-2026\"><\/a><a href=\"https:\/\/www.gob.pe\/institucion\/minem\/noticias\/1387237-minem-peru-alcanza-un-alto-nivel-historico-en-exportaciones-mineras-con-us-7-277-millones-en-enero-de-2026\">70%<\/a> of all Peruvian exports. According to US Geological Survey data, only Chile and the Democratic Republic of Congo produce more copper than Peru \u2013 a trend set to <a href=\"https:\/\/www.iea.org\/reports\/copper-2\">continue<\/a>. Copper demand is being supercharged by its critical role in the global energy transition as a building block in many renewable energy technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent years, the boom in metal prices has strengthened Peru\u2019s mining momentum and consolidated its position as the country\u2019s main source of foreign currency, explains V\u00edctor Gobitz, CEO of the Lima-based copper miner <a href=\"https:\/\/quillaresources.com\/\"><\/a><a href=\"https:\/\/quillaresources.com\/\">Quilla Resources<\/a>. \u201cIt is estimated that for every formal job, the mining industry generates eight indirect jobs,\u201d he adds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This has been supplemented by the rapid expansion of agricultural exports which, for 2026, were approaching <a href=\"https:\/\/www.gob.pe\/institucion\/midagri\/noticias\/1445165-midagri-agroexportaciones-mantienen-crecimiento-y-alcanzan-casi-us-7000-millones-en-primeros-siete-meses-del-ano\">USD 7 billion<\/a> by the middle of September.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"60104915\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">China has been crucial to these expansions. Since 2014, it has displaced the US as Peru\u2019s main trading partner, driven by its growing need for copper, iron and other minerals. In the first half of 2026, the US accounted for 9.3% of Peruvian exports, China for <a href=\"https:\/\/cien.adexperu.org.pe\/wp-content\/uploads\/2026\/08\/CIEN_REX_Jun_2026_vf.pdf\"><\/a><a href=\"https:\/\/cien.adexperu.org.pe\/wp-content\/uploads\/2026\/08\/CIEN_REX_Jun_2026_vf.pdf\">38.6%<\/a>. Peruvian blueberries, grapes and avocados have also <a href=\"https:\/\/www.gob.pe\/institucion\/midagri\/noticias\/1417940-midagri-agroexportaciones-peruanas-estan-cerca-de-los-us-5-000-millones-a-mayo-de-2026\">gained<\/a> ground, now <a href=\"https:\/\/www.comexperu.org.pe\/articulo\/agroexportaciones-peruanas-hacia-china-resultados-y-oportunidades\"><\/a><a href=\"https:\/\/www.comexperu.org.pe\/articulo\/agroexportaciones-peruanas-hacia-china-resultados-y-oportunidades\">ranking<\/a> among its five leading agricultural exports to China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This relationship extends far beyond trade. According to estimates by the <a href=\"https:\/\/www.linkedin.com\/company\/centro-de-estudios-asiaticos-san-marcos\/?originalSubdomain=pe\"><\/a>San Marcos Centre for Asian Studies (<a href=\"https:\/\/www.instagram.com\/ceas_sanmarcos\/\">CEAS<\/a>) in Lima, China is behind 25% of all foreign investment in Peru \u2013 the largest share. Chinese companies control key assets such as Las Bambas, one of the world\u2019s largest copper mines, as well as electricity distribution networks in Lima, following the acquisition of energy company Enel by the state-owned China Southern Power Grid International.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seventy kilometres north of Lima, the <a href=\"https:\/\/dialogue.earth\/en\/business\/opinion-chancay-port-will-light-the-way-for-perus-economy\/\">Chancay megaport is among the most notable examples<\/a>. It received more than USD 3.5 billion in Chinese investment, one of the <a href=\"https:\/\/dialogue.earth\/en\/business\/382806-perus-megaport-reshapes-pacific-trade-and-the-town-next-door\/\">largest<\/a> investments in Latin America under China\u2019s Belt and Road Initiative.<\/p>\n\n\n\n<h2 id=\"h-persistent-fiscal-gaps\" class=\"wp-block-heading\">Persistent fiscal gaps<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly 25 years after founding Rock Drill, Vilcapoma says his companies employ more than 1,600 people, and a facility is being prepared that will double production capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Peru\u2019s macroeconomic growth has not translated into improved living standards for everyone. Dialogue Earth consulted the economist Jos\u00e9 de Echave, a mining and environmental issues researcher from the Peruvian human rights and environmental justice NGO CooperAcci\u00f3n: \u201cGrowth has not been inclusive, nor has it generated greater wellbeing for the population as a whole.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wealth remains unevenly distributed. Poverty <a href=\"https:\/\/ipe.org.pe\/evolucion-de-la-pobreza-regional-tablero-interactivo\/\">fell<\/a> from 27.6% to <a href=\"https:\/\/ipe.org.pe\/evolucion-de-la-pobreza-regional-tablero-interactivo\/\"><\/a>25.7% between 2024 and 2025, but remains above pre-2019 levels: as of 2025, there were 2.3 million more Peruvians living in poverty than before the Covid-19 pandemic began in 2020, despite increased private investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.infobae.com\/america\/agencias\/2026\/06\/05\/mas-del-70-de-trabajadores-peruanos-sigue-en-la-informalidad-alerta-asociacion-civil\/\">Seven<\/a> out of 10 Peruvians <a href=\"https:\/\/www.infobae.com\/america\/agencias\/2026\/06\/05\/mas-del-70-de-trabajadores-peruanos-sigue-en-la-informalidad-alerta-asociacion-civil\/\"><\/a>work in the informal economy, which means they lack access to benefits such as health insurance and pension contributions. There are also major gaps in basic services: only <a href=\"https:\/\/www.infobae.com\/peru\/2026\/06\/15\/mas-de-213-millones-de-peruanos-consume-agua-sucia-o-sin-tratar-revela-el-gobierno-de-peru\/\"><\/a><a href=\"https:\/\/cdn.www.gob.pe\/uploads\/document\/file\/9789549\/8002309-consolidado-de-la-pnmaps-al-2050.pdf\">37.5%<\/a> of Peruvians had access to safely managed drinking water services according to a 2024 government report; access to healthcare and education remains marked by deep <a href=\"https:\/\/www.infobae.com\/peru\/2026\/06\/02\/la-onu-advierte-persistencia-de-brechas-en-salud-y-educacion-para-poblaciones-vulnerables-en-peru\/\"><\/a><a href=\"https:\/\/www.infobae.com\/peru\/2026\/06\/02\/la-onu-advierte-persistencia-de-brechas-en-salud-y-educacion-para-poblaciones-vulnerables-en-peru\/\">inequalities<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This social challenge comes as the country\u2019s economic stability faces new risks. While Peru retains fiscal strengths, public finances have deteriorated over the past five years as politicians of all stripes have made spending pledges without clear funding plans.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Growth has not been inclusive, nor has it generated greater wellbeing for the population as a whole<\/blockquote><cite class=\"block--pull-quote__cite\">Jos\u00e9 de Echave, researcher at CooperAcci\u00f3n<\/cite><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Dialogue Earth consulted Carolina Trivelli, a member of the economics and finance ministry\u2019s Fiscal Council. This body is responsible for monitoring the sustainability of public finances in Peru. Trivelli points to several measures approved by congress between 2021 and June 2026: according to data issued by congress and analysed by the Fiscal Council, a total of 258 laws that will increase public spending have been approved. Of these, the 48 passed since September 2025 would generate an estimated permanent annual fiscal cost of <a href=\"https:\/\/cf.gob.pe\/wp-content\/uploads\/2026\/07\/Pronunciamiento-IAPM26-29-v7-2.pdf?utm_source=chatgpt.com\"><\/a><a href=\"https:\/\/cf.gob.pe\/wp-content\/uploads\/2026\/07\/Pronunciamiento-IAPM26-29-v7-2.pdf?utm_source=chatgpt.com\">USD 6.9 billion<\/a> \u2013 1.9% of GDP. Among them is an increase in teachers\u2019 pensions, which would entail annual spending of USD 2.4 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, congress has been approving tax exemptions. Responding to the release of the government\u2019s 2026-2029 macroeconomic <a href=\"https:\/\/cdn.www.gob.pe\/uploads\/document\/file\/8563935\/7091414-marco-macroeconomico-multianual-2026-2029.pdf\">framework<\/a> that underpins the public sector budget, the Fiscal Council criticised these tax cuts. In its <a href=\"https:\/\/cf.gob.pe\/wp-content\/uploads\/2025\/08\/Informe-sobre-MMM-26-29-vf.pdf\">opinion<\/a> of a draft version of the framework, the council underlined the need for \u201cmeasures aimed at increasing permanent tax revenues\u201d and limiting \u201cnew tax benefits that erode the tax base\u201d.
