{"id":64429,"date":"2020-06-05T11:55:37","date_gmt":"2020-06-05T11:55:37","guid":{"rendered":"http:\/\/chinadialogue.net\/?p=64429"},"modified":"2021-02-15T10:23:46","modified_gmt":"2021-02-15T10:23:46","slug":"can-indonesia-build-a-green-capital-in-a-biodiversity-hotspot","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/can-indonesia-build-a-green-capital-in-a-biodiversity-hotspot\/","title":{"rendered":"Can Indonesia build a \u2018green\u2019 capital in a biodiversity hotspot?"},"content":{"rendered":"\n<p>Last year, President Joko \u201cJokowi\u201d Widodo announced that Indonesia would move its government from Jakarta to a new capital city that will be built in East Kalimantan province, on the island of Borneo, near the geographic centre of the country.<\/p>\n\n\n\n<p>Planning has begun, and pre-construction is due to start later this year, with the first phase of the move scheduled for 2024, although Covid-19 is expected to&nbsp;<a href=\"https:\/\/news.mongabay.com\/2020\/04\/indonesias-new-capital-in-the-bornean-jungle-on-hold-amid-covid-19-crisis\/\">delay<\/a>&nbsp;things.<\/p>\n\n\n\n<p>The government is betting on the private sector, including international investors, to help pay for at least 80% of the project. China is&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/china\/indonesia-capital-01082020185856.html\">reportedly<\/a>&nbsp;interested in designing energy and waste-management infrastructure, and the Beijing-based Asian Infrastructure and Investment Bank has also agreed to get involved.<\/p>\n\n\n\n<div class=\"wp-block-cd-story-image block--story-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--story-image__column\"><div class=\"block--story-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/Indonesia-new-capital-map.png\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/Indonesia-new-capital-map-1024x581.png 1024w, https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/Indonesia-new-capital-map.png 2001w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2001px\"\/><\/div><div class=\"block--story-image__content\"><div itemprop=\"caption\" class=\"block--story-image__caption\"><\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/Indonesia-new-capital-map.png\"\/><meta itemprop=\"contentSize\" content=\"249 KB\"\/><meta itemprop=\"height\" content=\"1136\"\/><meta itemprop=\"width\" content=\"2001\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>But Indonesia&#8217;s proposed new capital has raised concerns from environmentalists. The location is about 50 kilometres inland from the existing port city of Balikpapan, adjacent to two nature reserves and close to the habitat of critically endangered forest-dwelling species including orangutans and proboscis monkeys.<\/p>\n\n\n\n<p>\u201cOur main concern is the new capital will contribute to deforestation,\u201d said Jasmine Puteri, senior forest campaigner with Greenpeace, Indonesia. Deforestation could lead to more&nbsp;<a href=\"https:\/\/www.wri.org\/topic\/indonesia-forest-fires\">forest fires<\/a>, which are already an issue in Borneo.<\/p>\n\n\n\n<p>Another concern is the potential for wetlands loss and degradation of mangrove habitat in Balikpapan Bay.<\/p>\n\n\n\n<p>\u201cThere are a lot of mangroves&#8230; and when you build a city in an&nbsp;area that contains a huge cover of wetlands, it increases the risk of flooding due to watershed instability,\u201d said Zuraidah Said, forest and climate research analyst at the World Resources Institute, Indonesia.<\/p>\n\n\n\n<p>Paving over a large area of forest land could also increase runoff and result in greater flooding in downstream Balikpapan.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/east-kalimantan-deforestation-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/east-kalimantan-deforestation-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/east-kalimantan-deforestation-scaled.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"east kalimantan deforestation\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A deforested area\u00a0cleared to make way for an oil palm plantation in East Kalimantan (Image \u00a9 Oka Budhi\/Greenpeace)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/east-kalimantan-deforestation-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>East Kalimantan is a major coal-producing province that supplies more-populous Java and also exports to China and India. An influx of people could lead to renewed calls to build more coal power generation for the new city.<\/p>\n\n\n\n<p>\u201cEast Kalimantan still has considerable coal reserves,\u201d said Laurens Bakker, assistant professor in the anthropology department at the University of Amsterdam. He is part of a research team focused on the new capital project, alongside colleagues in Indonesia. \u201cHaving more power plants that use coal is not the best way forward.\u201d<\/p>\n\n\n\n<p>To address those concerns, Indonesia\u2019s planning agency, and President Jokowi, have stated that the new capital will be \u201c<a href=\"https:\/\/www.thejakartapost.com\/news\/2019\/10\/03\/wanted-designs-for-indonesias-new-smart-green-capital-city.html\">smart, green and clean<\/a>\u201d. They\u2019ve pledged to limit the development site to former oil and timber plantations and other land already in use. Deforestation will be prohibited and green reserves will be maintained around the city as a buffer. The Jakarta-Bandung High Speed Rail project, the Sumsel 1 coal-fired power plant and&nbsp;<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11142-Orangutan-species-at-risk-of-extinction-after-legal-challenge-fails\">Batung Toru hydropower<\/a>&nbsp;plant in Sumatra, are all examples of Chinese financed joint-ventures, and potential models for infrastructure development related to the new capital city.<\/p>\n\n\n\n<p>Few of those projects would fit under a green city model. Since 2005, China has attempted&nbsp;<a href=\"http:\/\/www.forbes.com\/sites\/wadeshepard\/2017\/09\/01\/no-joke-china-is-building-285-eco-cities-heres-why\/\">to shift<\/a>&nbsp;from rapid unplanned urbanisation towards sustainable urban development by developing several eco-cities domestically. However, it\u2019s not always clear what an eco-city is, according to Austin Williams, an assistant professor at Xi\u2019an Jiaotong-Liverpool University, and author of&nbsp;<a href=\"https:\/\/www.bloomsbury.com\/uk\/chinas-urban-revolution-9781350003255\/\">China&#8217;s Urban Revolution: Understanding Chinese Eco-cities<\/a><em>.<\/em><\/p>\n\n\n\n<p>\u201cChina is simply using the fact that there is no definition to define whatever it pleases to be an eco-city,\u201d he said.<\/p>\n\n\n\n<p>Williams says the model is less important than the individual technologies and how they are applied. Several technologies associated with Chinese eco-cities \u2013 mass transit, renewable energy, and efficient water use \u2013 could be utilised in Indonesia. The more important lesson might be that small changes can have big impacts too.<\/p>\n\n\n\n<p>\u201cChina is now realising that you do not have to invest massively in environmental technology,\u201d said Williams. (Image: Reynold Sumayku\/Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/06\/Jakarta-flooding-pedestrian.jpg\"\/><meta itemprop=\"contentSize\" content=\"630 KB\"\/><meta itemprop=\"height\" content=\"1602\"\/><meta itemprop=\"width\" content=\"2400\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Indonesia\u2019s new capital will bring specific challenges due to its tropical forest location, which is unlike any of the eco-cities in China, or green development projects in Europe or the United States.<\/p>\n\n\n\n<p>\u201cThere are&nbsp;so many concepts of \u2018forest city\u2019 available in many countries, but we are trying to conceptualise it into Indonesia\u2019s context,\u201d said Hendricus \u201cAndy\u201d Simarmata, president of the Indonesian Association of Urban and Regional Planners.<\/p>\n\n\n\n<p>Like China and elsewhere, whether the as-yet-unnamed capital city is green will depend on just how \u201cgreen\u201d and \u201cclean\u201d are defined. Indonesia\u2019s history of megaprojects harming landscapes is why many want to see details first before giving the project their blessing.<\/p>\n\n\n\n<p>\u201cThe concept is not really clear yet,\u201d said Jasmine. \u201cIf they are clear and transparent about the strategies and planning, then it is possible to be achieved. But since they are not, that\u2019s an issue.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-to-watch-out-for\">What to watch out for<\/h2>\n\n\n\n<p>Indonesia is making its new capital a global project. The advisory board includes representatives from Japan, the United Arab Emirates and the United Kingdom. US and Japanese companies are playing a key role in the design phase. Many expect that Chinese involvement will grow too. The initial designs and plan are expected later this year.<\/p>\n\n\n\n<p>\u201cThe first thing I and my colleagues will be watching for is the layout for the city&#8230; where it is going to be and how it is going to take into account such elements as drainage, clean air and pollution,\u201d said Bakker. \u201cI am also curious about the extent to which there will be expertise in environmentally neutral building being taken into account from [abroad].\u201d<\/p>\n\n\n\n<p>According to Andy, the government has brought in a diverse range of experts, including himself, to help draw up the plans and define the meaning of \u201csmart, green and clean\u201d. He added that preliminary studies for the strategic environmental and social impact assessment have been completed and more detailed assessment will continue this year.<\/p>\n\n\n\n<p>This will all be integrated into a master plan for the new city, to be released by Indonesia\u2019s planning agency later this year. Andy hopes that by June or July, it will be possible to begin charting a timeline for when the project will break ground.<\/p>\n\n\n\n<p>While Covid-19 has slowed things down, the government\u2019s plans remain ambitious.
