{"id":66447,"date":"2020-08-27T13:43:00","date_gmt":"2020-08-27T13:43:00","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=66447"},"modified":"2021-02-15T10:11:23","modified_gmt":"2021-02-15T10:11:23","slug":"bangladesh-may-ditch-planned-coal-power","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/bangladesh-may-ditch-planned-coal-power\/","title":{"rendered":"Bangladesh may ditch 90% of its planned coal power"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Bangladesh\u2019s minister of power, energy and mineral resources, Nasrul Hamid, surprised energy watchers recently when he said the country is planning to \u201creview\u201d all but three of 29 planned coal plants.<\/p>\n\n\n\n<p>\u201cWe are keeping the three coal-fired power plants that are under construction. At present, we are aiming for [40 to 41GW of total generation capacity], where only 5GW is coal based,\u201d said Minister Hamid during a webinar run by the Centre for Policy Dialogue. \u201cWe are reviewing how we can move from coal-based power plants.\u201d<\/p>\n\n\n\n<p>Confirming the minister\u2019s comments, Mohammad Hossain, director general of the ministry\u2019s research body, Power Cell, later told China Dialogue that \u201cBangladesh could be set for a paradigm shift away from coal\u201d toward the \u201ctrue alternative\u201d of imported liquified natural gas (LNG).<\/p>\n\n\n\n<p>Bangladesh has one of the largest coal power pipelines in the world, a total of 29 power plants amounting to 33.2GW of capacity, according to a <a href=\"https:\/\/www.marketforces.org.au\/wp-content\/uploads\/2019\/11\/Choked-by-Coal_The-Carbon-Catastrophe-in-Bangladesh-FULL.pdf\">2019 study<\/a> by an Australian organisation that tracks fossil fuel investment. Hossain confirmed that 26 power plants accounting for 28GW of capacity \u201care now going through [sic] reviewing process\u201d to find less expensive alternatives. That\u2019s 90% of the coal pipeline.<\/p>\n\n\n\n<p>\u201cIt would dramatically swing the nation\u2019s power development away from coal,\u201d said Simon Nicholas, energy finance analyst with the Institute for Energy Economics and Financial Analysis (IEEFA).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mounting-costs-of-coal\">Mounting costs of coal<\/h2>\n\n\n\n<p>In earlier comments at the webinar, Hossain said that: \u201cCoal power is no more a cheap option and it\u2019s becoming more expensive for imported coal. Hence, the government is reconsidering its earlier plan on coal-power generation in its energy mix\u201d.<\/p>\n\n\n\n<p>The costs of renewables have been undercutting coal for years and recent price crashes in oil and gas mean that these two fossil fuels are now also price competitive with coal. Bangladesh\u2019s coal power dream would also be highly dependent on imports of both equipment and coal, an expense and a liability in the age of Covid-19-induced lockdowns and supply chain disruptions.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"36988\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In addition, Bangladesh\u2019s Power Development Board must also pay costly subsidies to operators of underutilised power plants in the form of \u201ccapacity payments\u201d. With a coal power utilisation rate of just 43%, from 2018-19 the government reportedly&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/energy\/11988-shelving-of-huge-bri-coal-plant-highlights-overcapacity-risk-in-pakistan-and-bangladesh\/\">burned US$1.1 billion<\/a> in payments to power plant operators. One third of the energy ministry\u2019s budget has been <a href=\"https:\/\/www.newagebd.net\/article\/108222\/a-third-to-go-for-idle-power-plants\">allocated to capacity payments<\/a> for idle power plants in the 2020-2021 financial year.<\/p>\n\n\n\n<p>With the IMF <a href=\"https:\/\/www.dhakatribune.com\/business\/2020\/04\/15\/imf-bangladesh-gdp-growth-to-crash-to-2-in-fy20\">predicting<\/a> that GDP growth in Bangladesh could slip to just 2% this year, compared to a pre-Covid forecast of 7.4%, power demand is expected to be lower, meaning capacity payments will continue to rise unless steps are taken to revise plans for new capacity. Power Cell\u2019s Hossain also acknowledged in the webinar that the government will need to review the country\u2019s power system masterplan considering the radically changed outlook for the economy and power demand.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-chinese-involvement\">Chinese involvement<\/h2>\n\n\n\n<p>The 29 coal power plants currently in Bangladesh\u2019s pipeline are at varying stages of development. The three that Minister Hamid suggested will continue as planned \u2013 Rampal, Matarbari and Payra \u2013 have entered construction and are nearing completion. Their financiers include Chinese, Japanese and Indian export credit and international cooperation agencies. Other projects have signed engineering, procurement and construction (EPC) deals, equity investment deals or are only at the stage of memoranda of understanding.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Engineering, procurement and construction (EPC) deals<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\"><p>EPC deals are a common form of contract for infrastructure projects. The EPC contractor takes charge of multiple aspects of the project\u2019s design and engineering, procurement of raw materials and construction equipment, and building work itself. The contract does not include ownership and typically an EPC contractor\u2019s involvement in the project ends when construction is completed.<\/p><\/div><\/div><\/div>\n\n\n\n<p>Chinese companies dominate both the EPC and equity investment market in Bangladesh. According to information on EPC contracts gathered by Market Forces, Chinese construction companies are involved in up to 16.5GW worth of EPC contracts. Japanese companies, the second largest EPC contractors in Bangladesh, are involved in just 2.4GW of coal power capacity. According to <a href=\"https:\/\/dialogue.earth\/en\/energy\/11512-bangladesh-may-suspend-new-power-plant-approvals\/\">Greenpeace figures<\/a>, up to 98% of proposed Bangladeshi coal power plants with Chinese involvement also include equity investment.<\/p>\n\n\n\n<p>Coal power was seen as a solid investment that could deliver stable returns from operating plants. But the governments&#8217; review will be of concern to investors and contractors. EPC companies could lose out on a lot of business in one of their most promising markets, although they may be eligible for partial compensation under <em>force majeure<\/em> and other insurance clauses. Equity investments in coal plants that do not reach the commissioning stage will also suffer losses.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/3327817\/embed\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\"><\/iframe><div style=\"width:100%!;margin-top:4px!important;text-align:right!important;\"><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/3327817\/?utm_source=embed&amp;utm_campaign=visualisation\/3327817\" target=\"_top\" style=\"text-decoration:none!important\" rel=\"noopener noreferrer\"><\/a><\/div><div itemprop=\"caption\" class=\"block--article-image__caption\">Source: <a href=\"https:\/\/www.marketforces.org.au\/wp-content\/uploads\/2019\/11\/Choked-by-Coal_The-Carbon-Catastrophe-in-Bangladesh-FULL.pdf\">Market Forces report<\/a><\/div>\n\n\n\n<p>Insurers will also feel the ripple effects, according to Wang Yan, an independent researcher in environmental, social and governance performance of companies. The minister\u2019s comments \u201care like a red light\u201d to these companies, warning them that \u201ccoal power plants are not a comfortable and profitable deal anymore\u201d, she said.<\/p>\n\n\n\n<p>The companies who have signed the most EPC deals for coal power plants in Bangladesh include Power China, China Energy Engineering Corporation, and First Northeast Electric Power.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-asia-s-coal-power-house-of-cards\">Asia\u2019s coal power house of cards<\/h2>\n\n\n\n<p>Though of a much larger scale than elsewhere, Bangladesh\u2019s potential pivot from coal is not an isolated incident this year. In June, the 700MW Qasim coal power project in Pakistan was <a href=\"https:\/\/tribune.com.pk\/story\/2249796\/2-pti-govt-abandons-k-electrics-coal-project\">cancelled<\/a>, in large part due to lack of demand. A number of Vietnam\u2019s coal power projects, long plagued with financing and construction start problems, are also looking <a href=\"https:\/\/dialogue.earth\/en\/energy\/will-vietnams-new-energy-policy-mark-a-turning-point-for-coal\/\">increasingly unfeasible<\/a> in the post-Covid world. In a consultation session held earlier this month, Vietnam\u2019s Energy Institute <a href=\"https:\/\/vietnamnet.vn\/vn\/kinh-doanh\/dau-tu\/quy-hoach-dien-viii-nhiet-dien-than-that-the-uu-tien-cac-nguon-dien-gia-cao-656118.html\">suggested<\/a> that the country\u2019s next decade-long power plan due to come into force next year could see up to 9.5GW of planned coal capacity cancelled and 7.5GW postponed until at least 2030, about half of the country\u2019s total planned coal power.<\/p>\n\n\n\n<p>IEEFA\u2019s Simon Nicholas notes that these shifts on the demand side also raise huge uncertainties for the region\u2019s number one coal exporter, Indonesia, which has been banking on growth markets in Bangladesh, Vietnam and Pakistan as the Chinese and Indian markets shrink.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-not-all-sunshine\">Not all sunshine<\/h2>\n\n\n\n<p>The review of coal power review may not be all good news for the climate though.<\/p>\n\n\n\n<p>Firstly, three large coal power plants, amounting to 5GW of capacity, will still be connected to the grid, increasing Bangladesh\u2019s carbon emissions and requiring costly capacity payments.<\/p>\n\n\n\n<p>Secondly, the government is likely to pivot from coal to imported liquified natural gas (LNG), according to Hossain because the \u201cdomestic gas reserve is depleting rapidly\u201d. He added: \u201cLNG will be the true alternative to domestic natural gas in Bangladesh.\u201d<\/p>\n\n\n\n<p>Natural gas, a fossil fuel, is more or less equal to coal in terms of greenhouse gas emissions when accounted for on a whole-lifecycle basis. Given current overcapacity in the power sector, LNG plants would also likely lie idle and be a drain on the ministry\u2019s budget.<\/p>\n\n\n\n<p>Some Bangladeshi researchers and advocacy groups, such as <a href=\"https:\/\/www.ti-bangladesh.org\/beta3\/index.php\/en\/activities\/5940-choked-by-coal-the-carbon-catastrophe-in-bangladesh\">Transparency International Bangladesh<\/a> and <a href=\"http:\/\/waterkeepersbangladesh.org\/waterkeepers-bangladesh-organized-a-discussion-meeting-on-renewal-energy-prospect-in-bangladesh\/\">Waterkeepers Bangladesh<\/a>, are pushing for an alternative power sector development path that would radically expand renewables.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"61816\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>There is some interest in developing renewables in the country and from foreign investors. Last month, Power China signed an EPC contract to <a href=\"https:\/\/www.pv-magazine.com\/2020\/06\/09\/bangladesh-looks-to-beijing-to-speed-its-solar-ambition\/\">develop 500MW of solar and wind energy<\/a> in Bangladesh, the largest ever addition of renewable capacity in the country.
