{"id":66608,"date":"2020-08-11T16:38:58","date_gmt":"2020-08-11T16:38:58","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=66608"},"modified":"2021-02-15T10:12:50","modified_gmt":"2021-02-15T10:12:50","slug":"chinas-economy-is-recovering-quickly-as-are-its-carbon-emissions","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/chinas-economy-is-recovering-quickly-as-are-its-carbon-emissions\/","title":{"rendered":"China\u2019s economy is recovering quickly, as are its carbon emissions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Macroeconomic <a href=\"http:\/\/www.gov.cn\/xinwen\/2020-07\/16\/content_5527279.htm\">data<\/a> for the first half of 2020, published on 16 July by China\u2019s National Bureau of Statistics, revealed a striking recovery. Second quarter GDP growth turned positive, with figures for industry, investment and consumption all looking strong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But China\u2019s carbon emissions have grown in step with its economic recovery. Emissions in May were <a href=\"https:\/\/www.carbonbrief.org\/analysis-chinas-co2-emissions-surged-past-pre-coronavirus-levels-in-may?utm_campaign=RevueCBWeeklyBriefing&amp;utm_medium=email&amp;utm_source=Revue%20newsletter\">higher<\/a> than the same month last year, and growth continued in June. Since the outbreak of the pandemic the government has issued 4.75 trillion yuan (US$683 billion) in local and national debt with a focus on encouraging infrastructure projects. Energy-intensive, high-carbon sectors are driving both the recovery and the emissions. Will China\u2019s economic stimulus lead to record high carbon emissions this year?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-an-infrastructure-led-recovery\">An infrastructure-led recovery<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s recovery occurred mainly in the second quarter, after the Covid-19 pandemic had been brought under control. GDP <a href=\"http:\/\/www.stats.gov.cn\/tjsj\/zxfb\/202007\/t20200717_1776516.html\">growth returned<\/a>, with an increase of 3.2% year-on-year, with improvements in both industry and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/finance.sina.com.cn\/stock\/stockzmt\/2020-06-20\/doc-iircuyvi9570280.shtml\">Monthly investment figures<\/a> show that rebound was mostly driven by industrial output and traditional infrastructure. Investment in fixed assets and infrastructure saw strong growth in both April and May, giving a clear V-shaped recovery. Infrastructure investment was up 8.3% year-on-year in May, to the highest level of the past 12 months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In comparison, and despite notable growth in the second quarter, the retail sector was still growing more slowly in June than in the same month last year. Meanwhile, services grew much more slowly than manufacturing or construction.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/3439788\/embed\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">Post-pandemic <a href=\"https:\/\/dialogue.earth\/zh\/1\/61650\/\">economic measures<\/a> have included 3.75 trillion yuan (US$540 billion) in local government special bonds and 1 trillion in national special bonds to leverage private capital and stabilise investment \u2013 and traditional infrastructure investments in transportation and civic infrastructure have been key to this.<\/p>\n\n\n\n<div class=\"wp-block-cd-pullout-stat alignleft undefined block--pullout-stat\"><p class=\"block--pullout-stat__title\">63%<\/p><div class=\"block--pullout-stat__content\"><p>of funds from local government special bonds in January to June have gone to infrastructure investments<\/p><\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">As of the end of June, 63% of funds from local government special bonds had gone to infrastructure investments, primarily in transportation, civic infrastructure and industrial parks, according to figures from GF Securities. <a href=\"https:\/\/www.yicai.com\/news\/100674849.html\">Media<\/a> reported the Ministry of Finance saying that 700 billion of the 1 trillion yuan in national special bonds can be used as capital for infrastructure construction (the remainder is to be used for general pandemic-related spending). The ministry\u2019s list of 12 sectors in which that money can be spent includes non-traditional infrastructure projects in public health, pandemic response measures, emergency stockpiles, food security and environmental protection. But it also includes sectors that may cause high carbon emissions: remodelling and rebuilding old residential communities, transportation infrastructure, civic infrastructure and infrastructures for major regional planning.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/3440035\/embed\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-carbon-concerns-and-the-recovery\">Carbon concerns and the recovery<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">After a brief drop, China\u2019s carbon emissions have rebounded strongly, in line with the economy and mainly due to the recovery in energy-hungry and carbon-intensive industries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February, during the worst of the pandemic, work and travel restrictions caused a <a href=\"https:\/\/www.carbonbrief.org\/analysis-coronavirus-has-temporarily-reduced-chinas-co2-emissions-by-a-quarter\">brief emissions drop<\/a>. But once work resumed and economic stimulus measures took effect, there was a <a href=\"https:\/\/carbonmonitor.org\/\">quick reversal<\/a>. Carbon Monitor <a href=\"https:\/\/carbonmonitor.org\/\">data<\/a> shows that by April daily emissions had returned to 2019 levels. According to <a href=\"https:\/\/www.carbonbrief.org\/analysis-chinas-co2-emissions-surged-past-pre-coronavirus-levels-in-may?utm_campaign=RevueCBWeeklyBriefing&amp;utm_medium=email&amp;utm_source=Revue%20newsletter\">calculations<\/a> from the Centre for Research on Energy and Clean Air, in May China\u2019s fossil carbon emissions were up 4-5% year-on-year, partially cancelling out the earlier drop in overall emissions.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/3440075\/embed\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:400px;\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">Data from carbon-intensive sectors offers further confirmation emissions are on the rise. National power generation was up <a href=\"http:\/\/www.stats.gov.cn\/tjsj\/zxfb\/202007\/t20200716_1776199.html\">6.5%<\/a> year-on-year in June, and while wind power is making a greater contribution than before, thermal power, which is China\u2019s main type of power, saw first year-on-year rise in April and was up by 9% and 5.4% year-on-year in May and June. Output of energy-intensive construction materials such as <a href=\"http:\/\/www.stats.gov.cn\/tjsj\/zxfb\/202007\/t20200716_1776195.html\">cement, steel and plate glass<\/a> rebounded in March and April, with cement production hitting annual highs in May and June, and steel output close to doing so.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/3440096\/embed\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-window-for-green-growth-open-through-2021\">Window for green growth open through 2021<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">But economic growth alone is not the government\u2019s main post-pandemic target. The government\u2019s report to the National People\u2019s Congress in May did <a href=\"https:\/\/dialogue.earth\/zh\/1\/61650\/\">not include<\/a> a GDP growth target \u2013 the first time this has been omitted \u2013 and instead stressed employment and poverty-reduction, with the aim of stabilising the foundations of economic growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The signs all show that despite the downward economic pressures, the government still wants a green recovery and transition. In June, the National Development and Reform Commission (NDRC) <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202006\/t20200618_1231503.html\">reaffirmed<\/a> local government targets for reductions in coal power capacity, stressing its determination to see green and low-carbon development. With targets set in the 13<sup>th<\/sup> Five Year Plan (2015-2020) for solar and wind power capacity \u2013&nbsp;<a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/ghwb\/201612\/P020190905497888172833.pdf\">110GW and 210GW<\/a> respectively \u2013 being hit ahead of schedule&nbsp;the NDRC and the National Energy Administration further <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202006\/t20200618_1231501.html\">raised them<\/a> in June, aiming to bring both wind and solar to around 240GW by the end of 2020. Achieving this would mean adding a total of 65GW of wind and solar capacity this year, 24% more than in 2019.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"36939\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s government is looking for new growth points and opportunities for establishing its new competitive advantages. In early March, a <a href=\"http:\/\/www.qstheory.cn\/yaowen\/2020-03\/04\/c_1125663587.htm\">meeting<\/a> of the Standing Committee of the Central Political Bureau called for \u201cfaster construction of neo-infrastructure such as 5G networks and data centres.\u201d This digital \u201cneo-infrastructure\u201d push can be seen as an attempt by the government to move beyond a reliance on traditional industries and infrastructure to boost the economy. Various recently released neo-infrastructure <a href=\"http:\/\/www.bhi.com.cn\/Investment\/ShowDetails.aspx?id=31046784\">investment plans<\/a> show the term has been expanded to cover areas which will aid the energy transition, such as ultra-high voltage power lines and EV charging points. <a href=\"http:\/\/www.cs.com.cn\/gppd\/gsyj\/202005\/t20200518_6057792.html\">According<\/a> to Haitong Securities, 5G investment in 2020 will reach <a href=\"http:\/\/www.cs.com.cn\/gppd\/gsyj\/202005\/t20200518_6057792.html\">180.3 billion yuan<\/a>, while investment in charging points could reach <a href=\"http:\/\/www.cs.com.cn\/gppd\/gsyj\/202005\/t20200518_6057792.html\">10 billion yuan<\/a>. Ultra-high voltage power lines, intended to bring renewable power generation to the grid, is set to receive <a href=\"http:\/\/www.cs.com.cn\/gppd\/gsyj\/202005\/t20200518_6057792.html\">180 billion yuan<\/a> in investment. CCID Consulting, a subsidiary of the Ministry of Industry and Information Technology, <a href=\"https:\/\/m.21jingji.com\/article\/20200315\/herald\/8894f7ccca36bf47a9272864b1e222b9.html\">calculates<\/a> 2020 investment in data centres could reach <a href=\"https:\/\/m.21jingji.com\/article\/20200315\/herald\/8894f7ccca36bf47a9272864b1e222b9.html\">416.68 billion yuan<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This provides some hope for the next stage of China\u2019s low-carbon growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, international bodies such as the <a href=\"https:\/\/www.reuters.com\/article\/us-climate-change\/un-chief-urges-end-to-coal-financing-to-spur-clean-energy-shift-idUSKBN24A1FI\">UN<\/a> and the <a href=\"https:\/\/www.iea.org\/reports\/sustainable-recovery?utm_campaign=IEA%20newsletters&amp;utm_source=SendGrid&amp;utm_medium=Email\">International Energy Agency<\/a> are offering the world a sustainable recovery model: sustainable energy such as wind and solar, energy-saving retrofits of buildings, power grids, low-carbon forms of transport including EVs, light rail and public transport, industrial energy-saving and energy-efficiency measures, and biofuels could all be used to provide a post-pandemic economic stimulus. New investment in these fields would provide economic growth and jobs, while also reducing emissions and pollution. Globally, how to emerge from this crisis with more resilient and sustainable growth will test the wisdom and foresight of our governments. China, having emerged from the pandemic first, should have both the determination and time to unlock the growth potential of sustainability for a more stable
