The sun is setting, and Sarawut\u2019s eyes are fixed on a billowing smokestack rising above a factory a few hundred metres away. \u201cWe are lucky they\u2019re not using the big smokestack this evening. But it will still go on the whole night. We can\u2019t even sleep with the windows open. The smell is that unpleasant.\u201d<\/p>\n\n\n\n<p>Sarawut\u2019s village and the nearby factory are situated in Khao Hin Sorn subdistrict, southeast Thailand. In March, the government issued the Thai\u2013Chinese business CT Steel with a permit to recycle electronic waste here. But villagers say the polluting factory has been operational since 2018, shortly after China <a href=\"https:\/\/dialogue.earth\/en\/cities\/11801-asian-countries-spurn-and-burn-waste-imports\/\" target=\"_blank\" rel=\"noreferrer noopener\">banned foreign imports of most recyclable waste<\/a>. <\/p>\n\n\n\n<p>CT Steel is one of dozens of businesses and individuals in the Phanom Sarakham district of Chachoengsao province with over 60 permits for landfill, waste sorting and recycling operations. Since then, farmland has increasingly given way to industrial facilities, and communities have been battling the environmental impacts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-recycled-problems\">Recycled problems<\/h2>\n\n\n\n<p>In May 2014, the current prime minister, General Prayuth Chan-ocha, declared a <a href=\"https:\/\/www.bbc.com\/news\/world-asia-27517591\" target=\"_blank\" rel=\"noreferrer noopener\">coup<\/a> in Thailand. The following year, Prayuth gave the military administration \u2013 known as the National Council for Peace and Order (NCPO) \u2013 absolute power through an <a href=\"https:\/\/ilaw.or.th\/node\/3938\" target=\"_blank\" rel=\"noreferrer noopener\">interim constitution<\/a>.<br><br>The NCPO proceeded to <a href=\"https:\/\/www.bangkokpost.com\/opinion\/opinion\/852600\/environment-under-section-44-attack\" target=\"_blank\" rel=\"noreferrer noopener\">waive<\/a> enforcement of city and town planning laws and regulations in <a href=\"https:\/\/www.nesdc.go.th\/ewt_dl_link.php?nid=5195\" target=\"_blank\" rel=\"noreferrer noopener\">areas<\/a> slated to become Special Economic Zones (SEZs). It also waived regulations for certain industries, including waste-to-energy plants, incinerators, landfills and recycling businesses.<\/p>\n\n\n\n<p>\u201cAfter the junta passed the orders, we saw an influx of Chinese facilities, especially in the waste business in the three provinces, even before China\u2019s import ban. (Image: <a href=\"https:\/\/www.lukeduggleby.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Luke Duggleby<\/a> \/ China Dialogue)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Bo_Thong_Jan24-520_2560px.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>At the CT Steel factory, there are piles of black ash and metal components behind a three-metre fence. &nbsp;<\/p>\n\n\n\n<p>The Chinese factory owner, wishing to be identified as \u201cKi\u201d, says the factory has been underutilised since the pandemic struck.&nbsp;\u201cWe haven\u2019t done much at all since Covid-19. We haven\u2019t burned anything. We actually are struggling because there are barely any jobs\u2026 You need to understand that our business is struggling too.\u201d<\/p>\n\n\n\n<p>When China Dialogue visited the factory in the first week of February smoke was billowing from its smokestack, and smelted and burned electronic components were visible. Local government agencies <a href=\"https:\/\/www.facebook.com\/626954404052074\/posts\/3543907849023367\/?d=n\" target=\"_blank\" rel=\"noreferrer noopener\">conducted inspections<\/a> of the factory last October. The site remains operational.<\/p>\n\n\n\n<p>In the last five years, the problems caused by recycling businesses have increased alarmingly, according to Aweera Pakkamart, director of the Regional Environment Office for the provinces of Chonburi, Rayong, Chanthaburi, Trad, Chachoengsao and Samut Prakarn. <\/p>\n\n\n\n<p>\u201cFrom mid-December 2020 to January 2021, we inspected around 95 plastic and recycling facilities in our areas. More than 60 to 70% are Chinese companies. (Image: <a href=\"https:\/\/www.lukeduggleby.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Luke Duggleby<\/a> \/ China Dialogue)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/NongPawa_Jan26-617_2560px.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-eec-and-the-belt-and-road\">The EEC and the Belt and Road<\/h2>\n\n\n\n<p>The EEC forms a part of the <a href=\"https:\/\/thaiembdc.org\/thailand-4-0-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Thailand 4.0 plan<\/a> to improve the economic situation of Rayong, Chonburi and Chachoengsao provinces by developing a broad range of industries.<\/p>\n\n\n\n<p>It has also become an important part of China\u2019s Belt and Road Initiative (BRI). In 2019, the Thai government <a href=\"https:\/\/thailand.prd.go.th\/mobile_detail.php?cid=4&amp;nid=7974\" target=\"_blank\" rel=\"noreferrer noopener\">signed a memorandum of understanding<\/a> with China on investing in EEC projects. Thai economist Somkid Jatusripitak, who oversaw the NCPO\u2019s economic policies at the time, was the architect of the EEC and a proponent of China\u2019s involvement.<\/p>\n\n\n\n<p>Somkid praised the BRI in a 2018 <a href=\"https:\/\/youtu.be\/dm_6l2XzBCo\" target=\"_blank\" rel=\"noreferrer noopener\">seminar<\/a>, calling it a \u201cgreat and farsighted initiative that aims to benefit the public as it aims to connect humankind from every corner of the world. Therefore Thailand, and especially the government, gives full support to the BRI.\u201d<\/p>\n\n\n\n<p>That same year the EEC Committee <a href=\"https:\/\/www.eeco.or.th\/en\/filedownload\/1148\/file_English%20version\" target=\"_blank\" rel=\"noreferrer noopener\">issued new guidelines<\/a> that replaced all existing town planning guidelines in the EEC area and pushed for the conversion of agricultural land to industry, including hazardous-waste-disposal plants and power plants.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-regulatory-challenges\">Regulatory challenges<\/h2>\n\n\n\n<p>On 25 January this year, more than 30 Thai government officials gathered to inspect a Chinese\u2013Israeli molybdenum factory situated less than 10 kilometres from the CT Steel factory.<\/p>\n\n\n\n<p>The group were following up on villagers\u2019 complaints about wastewater and air pollution, but officers from Chachoengsao Industrial Works, who were directly responsible for the factory inspection, did not show up.<\/p>\n\n\n\n<div class=\"wp-block-cd-story-image aligncenter block--story-image block--story-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--story-image__column\"><div class=\"block--story-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px-1400x934.jpg 1400w, https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px-1800x1200.jpg 2000w, https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px.jpg\" data-sizes=\"(max-width: 600px) 768px, (max-width: 999px) 1024px, (max-width: 1400px) 1400px, (max-width: 2000px) 2000px, 2560px\" alt=\"Police from the National Environment Division and members of the Environmental Pollution Agency,\"\/><\/div><div class=\"block--story-image__content\"><div itemprop=\"caption\" class=\"block--story-image__caption\">Officials inspect the Chinese\u2013Israeli-owned THH Molyprocessing factory in Chachoengsao province following complaints from nearby residents about wastewater pollution (Image: <a href=\"https:\/\/www.lukeduggleby.com\/\">Luke Duggleby<\/a> \/ China Dialogue)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2021\/04\/Phanom_Sarakham_Jan25-120_2560px.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Officials from the Department of Pollution Control collected samples of amber-coloured soil from ditches and a pond outside the factory. The department\u2019s results are pending, but there was a strong smell of acid present, which was replaced by sulphur when the wind changed.<br><br>The factory is run by THH Molyprocessing Co Ltd and has been operating for over 14 years. It has allegedly been leaking improperly treated wastewater into the nearby public reservoir. Some of the officers who attended the inspections and requested anonymity expressed frustration with the lack of cooperation from the Department of Industrial Works; action from the regulatory authorities can take years.<\/p>\n\n\n\n<p>South of Chachoengsao, in Rayong, Sanit Maneesri stands beneath the shadow of a dying rubber tree in his friend\u2019s orchard. He inspects more amber-coloured soil, which smells of ammonia. \u201cIsn\u2019t the golden soil pretty? This place could become a new tourist attraction!\u201d Sanit jokes.<\/p>\n\n\n\n<p>He has watched the environment in Nongpawa village go from bad to worse. Every time they\u2019ve come, nothing has really happened. We are so discouraged,\u201d Sanit says. In a meeting with the villagers, Win Process questioned their choice of fertilisers and pesticides, suggesting this may have caused the death of their crops.&nbsp;<\/p>\n\n\n\n<p>In October 2020, Attapol Charoenchansa, director-general of the Pollution Control Department, inspected the Win Process factory compound. He found the water in the area contaminated with heavy metals and showing high levels of acidity.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">It would be hard enough to deal with one factory\u2019s pollution, but it is very scary when they plan to have 12 here.\u00a0<\/blockquote><cite class=\"block--pull-quote__cite\">Dr Jakkrit Kunthong, Love Klong Mue Sai Stream<\/cite><\/div><\/div>\n\n\n\n<p>&#8220;These massive environmental problems that trouble the villagers have been going on for over 10 years,\u201d Attapol says. \u201cThis is because the factory does not have a good conscience and the responsible government officials do not have the civil servant spirit.&#8221;<\/p>\n\n\n\n<p>When China Dialogue visited the farmland near the factory in late 2020, it was flooded with still, lifeless water. The villagers raised funds to drain the water and minimise the damage. On a return trip, the soil had again turned amber.<\/p>\n\n\n\n<p>Sanit has some hope that he and his fellow villagers will get compensation. After more than a decade, the Pollution Control Department has set up a committee to oversee the issue and plans to file legal claims against the factory.<\/p>\n\n\n\n<p>This is not an isolated case. Between 2017 and 2019, the amount of waste shipped to Thailand jumped by between <a href=\"https:\/\/www.nationthailand.com\/news\/30377919\" target=\"_blank\" rel=\"noreferrer noopener\">2,000 to 7,000%<\/a>, according to watchdog EARTH.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-mega-projects\">Mega projects<\/h2>\n\n\n\n<p>There are mega projects afoot too. In October 2018, the Thai cabinet approved five in the EEC, with an estimated total cost of 650 billion baht (US$21 billion). These include a high-speed rail line, an \u201caviation city\u201d, and two seaports.<\/p>\n\n\n\n<p>Work has already started on both the high-speed line and the Map Ta Phut seaport, with land reclamations and remuneration for villagers. The Office of National Water Resources drafted a <a href=\"https:\/\/www.bangkokpost.com\/business\/1873389\/eec-panel-oks-water-management-strategy\" target=\"_blank\" rel=\"noreferrer noopener\">water management plan<\/a> for coping with increasing demand. But Dr Somnuck Jongmeewasin, research director with EEC Watch, disagrees with that plan.<\/p>\n\n\n\n<p>\u201cNowadays, the areas that the EEC covers need around 2,419 million cubic metres every year for utilities, and that\u2019s barely enough. When the projects grow bigger, where will we find water to use? The government says they will divert water from other sources, but what about people in those areas?\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lack-of-consultation\">Lack of consultation<\/h2>\n\n\n\n<p>On a Sunday morning in Chonburi\u2019s That Thong village, more than 200 villagers of all ages gathered in a camp for youth scouts to discuss their object of protest \u2013 the Ken United Thailand Free Zone Industrial Park.<\/p>\n\n\n\n<p>The 70-acre compound is a Thai\u2013Japanese\u2013Chinese-owned venture into plastic production and recycling. Operations have yet to begin, but villagers are concerned pollution is going to affect their sugarcane and vegetable crops. But meetings about the park were held at short notice, meaning villagers couldn\u2019t attend.<\/p>\n\n\n\n<p>The villagers requested more information on how the company plans to use the land. Company representative Chokchai Suppapat revealed that the park has registered as a Special Economic Zone, and the company plans to invite investors from Japan and China to rent or operate up to 12 factories within the compound.<\/p>\n\n\n\n<p>Dr Jakkrit Kunthong, a member of the local conservation group Love Klong Mue Sai Stream and owner of the scout camp just a few metres away from the compound\u2019s fence, said the plan to invite a dozen facilities has caused great concern among the villagers.<\/p>\n\n\n\n<p>\u201cIt would be hard enough to deal with one factory\u2019s pollution, but it is very scary when they plan to have 12 here. The representative also mentioned Chinese investors. We have done research and heard news about the problems of Chinese recycling factories in Thailand. We don\u2019t want that in our village.\u201d<\/p>\n\n\n\n<p>In the first week of February, the villagers filed a complaint asking the Department of Industrial Works to check the compound\u2019s permits. Dr Jakkrit added that the group is not against the development but that the park should not be located in an agricultural area.
