{"id":71881,"date":"2021-06-01T10:54:28","date_gmt":"2021-06-01T10:54:28","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=71881"},"modified":"2026-03-27T11:54:48","modified_gmt":"2026-03-27T11:54:48","slug":"coal-powered-developments-threaten-botum-sakor-national-park","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/forests\/coal-powered-developments-threaten-botum-sakor-national-park\/","title":{"rendered":"Coal-powered developments threaten Cambodia\u2019s largest national park"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Cambodia\u2019s government has granted permission for a new special economic zone (SEZ) and coal-fired power plant within the lush Botum Sakor National Park in coastal Koh Kong province. The SEZ would create another loosely regulated industrial area within a biodiverse primary forest.<\/p>\n\n\n\n<p>Late last year, Koh Kong <a href=\"https:\/\/www.phnompenhpost.com\/business\/royal-group-planning-100sq-km-sez-botum-sakor-national-park\">officials announced a pending deal<\/a> for the SEZ of over 100 square kilometres with one of Cambodia\u2019s biggest conglomerates, Royal Group.<\/p>\n\n\n\n<p>The group had earlier <a href=\"https:\/\/www.khmertimeskh.com\/50689210\/royal-group-to-invest-1-5-billion-in-700-mws-coal-fired-power-plant\">announced<\/a> its plans for the <a href=\"https:\/\/dialogue.earth\/en\/energy\/cambodia-chooses-coal-in-rush-for-power\/\">700 MW coal power plant<\/a> in the national park, in collaboration with Sinosteel, promising to sell 80% of its energy to the state electricity utility. According to the provincial government, the group was considering land within Botum Sakor district\u2019s southern communes, Ta Nuon and Thma Sar.<\/p>\n\n\n\n<p>The Botum Sakor Special Economic Zone was registered as a company in September, though Kheik Sie, one of the two registered directors, claimed he was not part of Royal Group nor partnering with the conglomerate.<\/p>\n\n\n\n<p>Kheik Sie told China Dialogue it was too soon to say what kind of companies would operate in the zone, as they were still discussing what area his SEZ company would occupy: \u201cIf the people [nearby] know we\u2019re looking at the land, we cannot buy.\u201d&nbsp;<\/p>\n\n\n\n<p>Royal Group have not responded to requests for comment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-special-status\">Special status<\/h2>\n\n\n\n<p>Firms that wish to develop an SEZ in Cambodia must have a minimum US$500,000 in fixed assets and be willing to invest in infrastructure in their land grant. Companies described this as a challenge. In return, the Cambodian government will supply a \u201cone-stop service office\u201d, or an official placed locally at an SEZ for instant customs approval and other bureaucratic matters, at the company\u2019s expense.<\/p>\n\n\n\n<p>The Botum Sakor Special Economic Zone would not be the first of its kind within the national park. Back in 2017, Thitidej Tongpatana, the zone\u2019s vice president, told the <a href=\"https:\/\/www.bangkokpost.com\/business\/1222256\/koh-kong-sez-supports-vehicle-giants-in-thailand\">Khmer Times<\/a> there were seven factories there, mostly making parts for Hyundai, Mitsubishi and Toyota \u2013 all of which have bigger vehicle plants across the border in Thailand.<\/p>\n\n\n\n<p>The owner Yong Phat, known as the \u201cKing of Koh Kong\u201d, also has sugar plantations on land next to the SEZ, which have become <a href=\"https:\/\/www.politico.eu\/article\/europe-blood-sugar-cambodia-human-rights-trade\/\">infamous for violent evictions of locals<\/a> and hard labour conditions. However, when rumours circulated in 2019 that Yong Phat was interested in developing the lush Koh Kong Island across from the SEZ, Mother Nature launched a <a href=\"https:\/\/www.licadho-cambodia.org\/flashnews.php?perm=278\">campaign<\/a> for the island\u2019s protection before some of the group\u2019s most visible members were <a href=\"https:\/\/vodenglish.news\/mother-nature-activists-stand-firm-against-judges-questioning-in-trials-close\/\">arrested<\/a> and jailed last year.<\/p>\n\n\n\n<p>Gonzalez-Davidson noted there were a number of other concessions in Botum Sakor National Park and Koh Kong coastal islands, but he called these \u201cdormant or ghostlike.\u201d There had been little activity since lucrative logging between 2009 and 2012, he added.<\/p>\n\n\n\n<p>Royal Group\u2019s new SEZ is slated for the same district as the <a href=\"https:\/\/dialogue.earth\/en\/business\/11735-cambodians-struggle-to-be-compensated-for-dara-sakor-megaproject-2\/\">US$3.8 billion Dara Sakor megaproject<\/a>, which includes a casino, golf course and hotel. How does a huge coal power plant fit with this image?\u201d he asked.<\/p>\n\n\n\n<p>As a comparison, Gonzalez-Davidson cited <a href=\"https:\/\/dialogue.earth\/en\/energy\/11474-coal-plant-deemed-too-polluting-for-china-heads-to-cambodia-2\/\">the harm that had been done to communities<\/a> by a coal-fired power station and coal-ash processing plant in neighbouring Preah Sihanouk province.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-protected-area\">Protected area<\/h2>\n\n\n\n<p>Though impacted by half a dozen land concessions, Botum Sakor National Park still teems with wildlife. More than <a href=\"http:\/\/www.earthtimes.org\/conservation\/botum-sakor-national-park-a-threatened-haven-biodiversity\/1268\/\">44<\/a> mammal species have been identified there, including 10% of the world\u2019s pileated gibbons, as well as many migratory birds. The area is roughly 200 or 300 square kilometres but he did not know how much of it the elephants actually roamed.<\/p>\n\n\n\n<p>Since he last worked in the area about three to four years ago the elephants \u201cessentially appeared to [have] become isolated\u201d. Gray said he did not know what caused them to change their migratory behaviour.<\/p>\n\n\n\n<p>In 2018, Botum Sakor became one of three protected areas melded into the <a href=\"https:\/\/www.everlandmarketing.com\/wp-content\/uploads\/2019\/12\/Cardamom-Project-Description.pdf\">Southern Cardamom REDD+ project<\/a>. Satellite imagery indicates more recent small clearings leading deeper into Tatai Wildlife Sanctuary in the north. That protected area still holds dense forest, but the GFW data indicates that during the last two years a road is being cut from Botum Sakor up into Tatai, which could offer an opportunity for land speculation and sales.<\/p>\n\n\n\n<p>Wildlife Alliance also has financial stakes in the area, receiving $4.4 million in its first carbon credit sales in 2019, according to <a href=\"https:\/\/pdf.guidestar.org\/PDF_Images\/2019\/521\/934\/2019-521934148-202002969349300215-9.pdf?_gl=1*17ul2aq*_ga*MTI0MjU2OTY2Mi4xNjE5NjkzMjg2*_ga_0H865XH5JK*MTYxOTY5MzI5My4xLjEuMTYxOTY5MzYwMy4w*_ga_5W8PXYYGBX*MTYxOTY5MzI5My4xLjEuMTYxOTY5MzYwMy4w&amp;_ga=2.136104498.240428717.1619693286-1242569662.1619693286\">US non-profit tax disclosures<\/a>, as well as partnering with an <a href=\"https:\/\/cardamomtentedcamp.com\/about-us\/our-story\/\">ecotourism company<\/a> in the national park.<\/p>\n\n\n\n<p>A 2009 <a href=\"http:\/\/www.ivm.vu.nl\/en\/Images\/R09-11_tcm234-95743.pdf\">preliminary REDD+ report<\/a> conducted for Wildlife Alliance had warned of the risks to the forest\u2019s integrity posed by overlapping concessions in Botum Sakor National Park, as well as by speculative land value increases due to Yong Phat\u2019s Koh Kong SEZ, which had just been approved at the time. Without knowing where the Botum Sakor SEZ would be located, he couldn\u2019t comment on its potential impacts, but he believed these would be limited to outside Wildlife Alliance\u2019s concession and the larger REDD+ project.<\/p>\n\n\n\n<p>Gonzalez-Davidson, the environmental activist, said the area has \u201ctremendous potential, not just in sustainable fishing but real ecotourism\u201d led by the people in the community.
