{"id":73804,"date":"2021-12-01T10:56:00","date_gmt":"2021-12-01T10:56:00","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=73804"},"modified":"2023-03-29T13:55:08","modified_gmt":"2023-03-29T13:55:08","slug":"half-of-global-coal-companies-continue-to-develop-new-assets-2","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/half-of-global-coal-companies-continue-to-develop-new-assets-2\/","title":{"rendered":"Half of global coal companies continue to develop new assets"},"content":{"rendered":"\n<p class=\"has-drop-cap\">A group of 42 NGOs has published revised data providing a detailed \u2013 and damning \u2013 overview of the global coal industry.<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">Editor\u2019s note<\/p><div class=\"block--did-you-know__content\"><p>This is a guest post from <a href=\"https:\/\/urgewald.org\/en\/english\">Urgewald<\/a>, an environmental NGO based in Sassenberg, Germany<\/p><\/div><\/div>\n\n\n\n<p>The 2021 update of the <a href=\"https:\/\/coalexit.org\/\">Global Coal Exit List<\/a> details the activities of the 1,030 biggest companies operating along the thermal coal value chain, revealing that 503 of them, or 49%, plan to develop new assets, including coal power plants, new mines or new coal transport infrastructure.<\/p>\n\n\n\n<p>These developments continue despite the need for <a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/sites\/2\/2019\/06\/SR15_Full_Report_Low_Res.pdf\">78%<\/a> of the world\u2019s coal usage to be phased out by 2030, in order to have a chance of limiting global warming to 1.5C above pre-industrial levels, the high ambition goal set by the Paris Agreement.<\/p>\n\n\n\n<p>\u201cAs long as investors, banks and insurers continue supporting the companies listed on the Global Coal Exit List, it will be impossible to phase out coal in time,\u201d says Heffa Schuecking, director of Urgewald, the German NGO that leads the Coal Exit initiative.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-coal-power-expansion\">Coal power expansion<\/h2>\n\n\n\n<p>Despite the increasing global urgency to phase out coal power, 503 companies on the Global Coal Exit List, which makes about half of the total, still have plans for new assets. Among those companies, 131 are Chinese, 58 are from India, 38 are from Australia and 31 each are from Indonesia and Russia.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"73227\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Only 44 of the 1,030 companies on the list have announced a coal exit date, and only around 30 of them have declared dates that could be considered aligned with the Paris Agreement. Among the 44, there are two from China that have stated they will close all their coal assets by 2040.<\/p>\n\n\n\n<p>The first among them is the Hong Kong-based power plant operator CLP, which announced plans to replace all its units with renewables after President Xi Jinping\u2019s announcement that China will stop building new coal-fired power plant overseas. Although 2040 will be early enough for the company to close its plants in China, this is too late for its operations in Australia \u2013 where CLP owns a coal power plant \u2013 as <a href=\"https:\/\/urgewald.org\/sites\/default\/files\/media-files\/Briefing_HowToExitCoal_ReclaimFinanceUrgewald_October2021-min.pdf\">previous Urgewald analysis<\/a> suggested that OECD countries should phase out 10 years earlier than others in order to align with the Paris Agreement. The other company that will close coal assets by 2040 is HK Electric, which unfortunately plans to replace all its units with gas-fired power plants.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-gas-power-should-not-be-an-option\">Gas power should not be an option<\/h2>\n\n\n\n<p>Replacing one fossil fuel with another is the wrong solution, but one seen in many countries where coal plants are being retired or new coal power projects dropped. About a third of the coal plants \u201cretired\u201d in the US between 2011 and 2019 were actually converted to burn gas. And countries like Bangladesh, which has <a href=\"https:\/\/www.climatechangenews.com\/2021\/02\/25\/bangladesh-scraps-nine-coal-power-plants-overseas-finance-dries\/\">scrapped a third of its planned coal plants<\/a>, or the Philippines, which <a href=\"https:\/\/ieefa.org\/major-philippines-power-generator-announces-end-to-new-coal-projects\/\">dropped over half<\/a> of the new coal plants in its project pipeline, are now headed towards <a href=\"https:\/\/techxplore.com\/news\/2021-10-philippines-torn-lng-renewable-energy.html\">a massive build-out<\/a> of liquefied natural gas (LNG) terminals and gas-fired plants.<\/p>\n\n\n\n<p>This is extremely worrying, as fossil gas is mostly composed of methane, which has 86 times the warming power of CO2 over the first 20 years after it is released. Methane is responsible for <a href=\"https:\/\/www.iea.org\/news\/tackling-methane-emissions-from-fossil-fuel-operations-is-essential-to-combat-near-term-global-warming\">about 30%<\/a> of warming to date and methane leaks go hand-in-hand with the process of extracting, storing and burning gas. This is especially true for LNG facilities.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"73371\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In the meantime, we can observe another even more worrying trend: coal gasification and liquefaction. CIHC Pak Power Company from Pakistan \u2013 which is owned by the China Communication Construction Company and Tianjin Energy \u2013 as well as China National Coal Group (ChinaCoal) are both planning coal gasification projects in Pakistan. Turning coal into another fossil fuel is not a climate friendly alternative. In fact, through the energy-intensive <a href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/liquidcoalnotviable_fs.pdf\">conversion process<\/a>, additional CO2 is released and <a href=\"https:\/\/www.netl.doe.gov\/research\/Coal\/energy-systems\/gasification\/gasifipedia\/ctl-water-use\">huge amounts of water<\/a> are used. Even the world leader in coal liquefaction, South Africa\u2019s Sasol, is growing cold on the process, as Stephen Cornell, the company\u2019s CEO, told <a href=\"https:\/\/www.ft.com\/content\/8c2f17fc-a137-11e7-9e4f-7f5e6a7c98a2\">the Financial Times<\/a> in 2017: \u201cThe carbon footprint is too big, the capital investment is just extremely large, and there are better options for us in terms of return on investment.\u201d Counting on coal conversions is totally off-track from a climate-friendly energy path.<\/p>\n\n\n\n<p>Everyone agrees that President Xi\u2019s announcement to end finance for overseas coal projects is good news. For now, it is not clear how many of the planned new coal mines, such as in Russia and Pakistan, and how much of the proposed 60 GW involving Chinese companies or financing <a href=\"https:\/\/urgewald.org\/sites\/default\/files\/media-files\/Factsheet_GCEL_engl_07102021_CLEAN.pdf\">will be cancelled<\/a>. These plans should by no means be transferred to other fossil fuels \u2013 their construction needs to be stopped and all remaining funds should support the implementation of renewable solutions.<\/p>\n\n\n\n<p>With regards to fossil fuels, the <a href=\"https:\/\/dialogue.earth\/en\/climate\/coal-1-5c-and-short-term-actions-china-at-cop26\/\">Glasgow climate negotiations<\/a> in November made one thing clear: The commitment to phase down unabated coal in the final agreement text, although weaker than the earlier draft text that called for a phase out, represented a historic move. However, instead of making plans for the future, almost all oil and gas producers are continuing business as usual by expanding capacity. An additional 190 billion barrels of oil equivalent will be added to current production in the near future, according to Urgewald\u2019s Global Oil and Gas List.
