{"id":74859,"date":"2022-02-04T17:34:31","date_gmt":"2022-02-04T17:34:31","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=74859"},"modified":"2022-05-24T08:31:15","modified_gmt":"2022-05-24T08:31:15","slug":"chinas-overseas-coal-pledge-yields-mixed-results-in-serbia-and-bosnia","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/chinas-overseas-coal-pledge-yields-mixed-results-in-serbia-and-bosnia\/","title":{"rendered":"China\u2019s pledge to end overseas coal support yields mixed results in Serbia and Bosnia"},"content":{"rendered":"\n<p>The future of a 700 megawatt (MW) coal-fired power plant in Bosnia and Herzegovina is uncertain after it was unable to secure financing from Chinese banks.<br><br>\u201cThis is the first time the Chinese commitment to exit from overseas coal has been applied retroactively to a project announced before Xi Jinping made his pledge in September 2021. And it opens a realm of possibilities to move away from other coal projects in the Western Balkans,\u201d said Wawa Wang, director of <a href=\"https:\/\/justfinanceinternational.org\/\">Just Finance<\/a>, an NGO advocating for transparency in public financing. \u201cBut Chinese banks\u2019 refusal to provide financing for the Ugljevik III project is not enough.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignright block--did-you-know\"><p class=\"block--did-you-know__title\">China and the EU after the pandemic<\/p><div class=\"block--did-you-know__content\"><p><a href=\"https:\/\/dialogue.earth\/en\/series\/china-and-the-eu-after-the-pandemic\/\">Read more from this series<\/a>, in which we compare the post-Covid policies of China and the European Union, and how their relationship is evolving<\/p><\/div><\/div>\n\n\n\n<p>The expansion of Ugljevik III, which is located in Republika Srpska (one of the two entities of Bosnia and Herzegovina), has been on the cards since 2013, when Russian-owned Comsar Energy was granted the concession for it. In June 2021, the China National Electric Engineering Company (<a href=\"http:\/\/www.cneec.com.cn\/english\/NewsCenter\/CNEECNews\/202107\/t20210705_294933.html\">CNEEC<\/a>) and Sunningwell International Ltd, a company registered in Poland, <a href=\"https:\/\/bankwatch.org\/press_release\/secret-chinese-deal-on-bosnia-herzegovina-coal-plant-must-be-urgently-stopped-say-ngos\">signed a contract<\/a> to construct the plant.<\/p>\n\n\n\n<p>In 2020, Republika Srpska\u2019s commission for concessions had found that Comsar Energy \u201c<a href=\"https:\/\/koncesije-rs.org\/wp-content\/uploads\/2021\/07\/Izvjestaj-2020-sa-prilozima-lat.pdf\">was not fulfilling its obligations<\/a>\u201d, by failing to progress with the project within the agreed time limits. The Center for Environment, an NGO from Republika Srpska, twice challenged the environmental permits for the project. \u201cYet, the government of Republika Srpska extended Comsar Energy\u2019s concession from 30 to 44 years, and even [planned to] increase the capacity of Ugljevik III to 700 MW, contrary to Republika Srpska\u2019s Energy Development Strategy,\u201d says Majda Ibrakovi\u0107 from the Center for Environment. \u201cAnd now, despite the announcement that the financing is not secured&#8230; the permitting process for the plant is still ongoing.\u201d It is unclear where the financing for Ugljevik III might come from. It would not qualify for any export credit support from OECD countries, as late last year the OECD <a href=\"https:\/\/trade.ec.europa.eu\/doclib\/press\/index.cfm?id=2313\">approved a ban on export credits<\/a> to new unabated coal plants.<\/p>\n\n\n\n<p>Since Chinese banks refused financing, Sunningwell has been \u201cexploring other alternative sources\u201d according to an <a href=\"https:\/\/www.business-humanrights.org\/en\/latest-news\/sunningwell-internationals-response\/\">open statement<\/a>. It is not clear yet where this may come from given the <a href=\"https:\/\/dialogue.earth\/en\/climate\/coal-1-5c-and-short-term-actions-china-at-cop26\/\">strong international signals<\/a> of an end to coal finance coming from last year\u2019s COP26 climate summit in Glasgow.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-shifts-amid-growing-cooperation\">Shifts amid growing cooperation<\/h2>\n\n\n\n<p>In the last decade, China\u2019s footprint in the Western Balkans\u2019 energy sector has grown. Research, published in December 2021 by the Balkan Investigative Reporting Network (BIRN), identified <a href=\"https:\/\/china.balkaninsight.com\/\">136 Chinese-linked projects<\/a> in the Balkans worth more than 32 billion euros (US$36 billion). Most of these projects are in Serbia (61 in total) and Bosnia and Herzegovina (29), in the field of infrastructure and energy.<\/p>\n\n\n\n<p>Over the years, various environmental NGOs <a href=\"https:\/\/spcommreports.ohchr.org\/TMResultsBase\/DownLoadPublicCommunicationFile?gId=26016\">have expressed concern<\/a> about the hefty environmental cost of the 11 coal-related projects in the region, <a href=\"https:\/\/bankwatch.org\/press_release\/eu-china-leaders-meeting-eu-must-do-more-to-tackle-legal-breaches-by-chinese-companies-in-europe-say-civil-society-organisations\">stating<\/a> that most of them breach environmental, procurement and state-aid law, at both national and EU levels.<\/p>\n\n\n\n<p>In Serbia, the China Exim Bank signed off a loan for a third unit at the Kostolac B3 lignite power plant in 2014, even though it had an <a href=\"https:\/\/bankwatch.org\/project\/kostolac-lignite-power-plant-serbia\">incomplete<\/a> environmental impact assessment. The 2017 installation of a desulphurisation system on the existing two units, supposed to reduce pollution levels, is still <a href=\"https:\/\/dialogue.earth\/en\/climate\/serbia-forges-ahead-with-china-backed-coal-power-plant\/\">not operational<\/a>. Meanwhile in Bosnia, the Tuzla 7 coal power plant and coal mine project received a loan from China Exim Bank in 2017, despite <a href=\"https:\/\/unece.org\/DAM\/env\/pp\/compliance\/C2020-177_Bosnia_and_Herzegovina\/Communication_from_Communicant\/frAarhus_Center_BiH_BosniaHerz_26.01.2020_Redacted.pdf\">irregularities<\/a> related to the <a href=\"https:\/\/unece.org\/DAM\/env\/pp\/compliance\/C2020-177_Bosnia_and_Herzegovina\/Communication_from_Communicant\/frAarhus_Center_BiH_BosniaHerz_26.01.2020_Redacted.pdf\">environment<\/a>.<\/p>\n\n\n\n<p>In both Serbia and Bosnia, despite environmental and transparency controversies, the coal-related projects were able to move forward because they brought the promise of quick investment, new jobs and infrastructure, without wider conditions. The 450 MW plant has been criticised by the Energy Community, an organisation aiming to create a pan-European energy market integrating the EU and its neighbours. In December 2021, its Secretariat <a href=\"https:\/\/www.energy-community.org\/news\/Energy-Community-News\/2021\/12\/1.html\">ruled<\/a> that the Bosnian state guarantee for a Chinese loan for Tuzla 7 constitutes state aid and violates Energy Community rules. In an email to China Dialogue, a representative explained: \u201cThis means concretely that the State aid authority has to review its decision (&#8230;) Should the incompliance not be remedied by next summer, the Secretariat can ask [its] Ministerial Council to find that Bosnia and Herzegovina commits a serious and persistent breach of Energy Community law.\u201d<\/p>\n\n\n\n<p id=\"h-then-in-summer-2021-the-contracted-equipment-supplier-the-us-conglomerate-general-electric-decided-to-pull-out-from-the-project-after-announcing-in-2020-that-it-would-stop-building-coal-fired-power-plants-so-far-the-project-s-leading-contractor-the-chinese-firm-gezhouba-hasn-t-managed-to-secure-a-replacement-supplier-despite-the-setbacks-amir-andelija-general-manager-of-the-public-electric-utility-of-bosnia-and-herzegovina-epbih-the-state-owned-company-that-generates-and-distributes-electricity-said-in-october-2021-that-there-was-no-alternative-but-to-continue-building-tuzla-7\">Then, in summer 2021, the contracted equipment supplier, US conglomerate General Electric, decided to <a href=\"https:\/\/www.euronews.com\/green\/2021\/07\/15\/bosnia-s-billion-euro-deal-for-china-backed-coal-plant-under-threat\">pull out from the project<\/a>, after announcing in 2020 that it would stop building coal-fired power plants. So far, the project\u2019s leading contractor, Chinese firm Gezhouba, hasn\u2019t managed to secure a replacement supplier. Despite the setbacks, Amir Andelija, general manager of the Public Electric Utility of Bosnia and Herzegovina (EPBiH), the state-owned company that generates and distributes electricity, <a href=\"https:\/\/raport.ba\/admir-andelija-o-izgradnji-bloka-7-necemo-odustati-ovaj-projekat-nema-alternativu\/\">said<\/a> in October 2021 that there was \u201cno alternative\u201d but to continue building Tuzla 7.<\/p>\n\n\n\n<p>The company\u2019s outlook is contested. \u201cI believe that the government is well aware of the fact that the project has no future. It has been delayed for so long; it would make our energy more expensive in the future because of the EU carbon tax&#8230; But it is hard to change the narrative, after supporting the project for the past 15 years,\u201d said Denis \u017di\u0161ko, energy and climate change programme coordinator with the the Center for Ecology and Energy, an NGO based in the city of Tuzla. \u201cThey need to find a way to pull out of the project, without losing the votes of those working in the mining industry in the next election in autumn,\u201d he believes.<\/p>\n\n\n\n<p>\u017di\u0161ko says that people\u2019s attitude towards coal has also changed. \u201cFive or even three years ago, when I was fighting Tuzla 7, people weren\u2019t necessarily against the project. Now, they have grown tired of pollution and failed promises.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-can-china-s-pivot-aid-the-energy-transition\">Can China\u2019s pivot aid the energy transition?<\/h2>\n\n\n\n<p>Serbia and Bosnia remain among the most coal-dependent countries in the world, with Serbia still producing <a href=\"http:\/\/www.eps.rs\/lat\/poslovanje-ugalj\">70%<\/a> of its electricity from coal, and Bosnia\u2019s share hovering at around <a href=\"http:\/\/www.mvteo.gov.ba\/content\/read\/energetika\">65%<\/a>.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/2009306\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>Such a reliance can present challenges. In December, more than 100,000 people went without electricity in Serbia for several days when the Nikola Tesla station went offline. EPS, the state-owned national electricity company, has been importing electricity at a high cost ever since. The country\u2019s president, Aleksandar Vu\u010di\u0107, publicly <a href=\"https:\/\/www.srbijadanas.com\/vesti\/info\/pogresio-sam-sto-ranije-nismo-isli-sa-kolubarom-b-predsednik-vucic-neutesan-jer-je-slusao-ekologe-2021-12-14\">said<\/a> he made \u201cthe mistake\u201d of not moving forward with another stalled coal power project, Kolubara B, having \u201clistened to the ecologists instead.\u201d<\/p>\n\n\n\n<p>The road away from coal to renewables will be long, experts warn.<\/p>\n\n\n\n<p>\u201cDespite the intention to turn to wind and solar, and no new coal-fired power plants announced, it is still unclear how much time this will take,\u201d said Nenad Jovanovi\u0107, an energy consultant based in Belgrade.&nbsp;<\/p>\n\n\n\n<p>He also pointed out that the future of the existing coal mines and other coal projects in the country is unclear. \u201cThere is another ongoing project linked to coal \u2013 construction of the Obrenovac\u2013Novi Beograd district heating pipeline, which should supply Belgrade with heating from the Nikola Tesla coal-fired power station. It seems that the government is moving forward with it,\u201d he said.<\/p>\n\n\n\n<p>Meanwhile in Bosnia, the transition strategy is \u201cmore a list of wishes than an actual working document,\u201d said Damir Miljevi\u0107, an economist and energy transition expert for the Secretariat of the Initiative for Coal Regions in Transition in Western Balkans and Ukraine. \u201cWe are trying to postpone the unavoidable \u2013 the exit from coal \u2013 as much as we can, in lack of a clear strategy\u201d he explained.<\/p>\n\n\n\n<p>Yet, in recent years both countries have made important steps towards including more renewables in the energy mix. In November 2020, nations in the region signed the <a href=\"https:\/\/berlinprocess.info\/wp-content\/uploads\/2021\/02\/Leaders-Declaration-on-the-Green-Agenda-for-the-WB.pdf\">Sofia Declaration on the Green Agenda for the Western Balkans<\/a> in which they committed to working towards the 2050 target of a carbon-neutral continent, together with the EU. In April 2021, the Serbian parliament <a href=\"https:\/\/www.mre.gov.rs\/en\/aktuelnosti\/saopstenja\/national-assembly-adopted-four-laws-field-energy-and-mining\">adopted legislation<\/a> that aims for an increase in the share of renewables in the country\u2019s energy production, with a goal of <a href=\"https:\/\/balkangreenenergynews.com\/serbia-to-double-share-of-renewable-energy-reach-40-by-2040-minister\/\">40% renewables by 2040<\/a> previously discussed.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"73227\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>While avenues for coal assistance may be closing, the Western Balkans could yet benefit from the parallel pledge made during President Xi\u2019s September <a href=\"https:\/\/dialogue.earth\/en\/energy\/china-to-stop-building-new-coal-power-projects-overseas\/\">announcement<\/a>, that China \u201cwill step up support for other developing countries in developing green and low-carbon energy\u201d. In <a href=\"https:\/\/balkangreenenergynews.com\/chinas-sinomach-eyes-renewable-energy-projects-in-serbia\/\">a meeting<\/a> with representatives of Chinese construction conglomerate Sinomach in November 2021, Serbia\u2019s minister of mining and energy, Zorana Mihajlovi\u0107 also said that companies working on large infrastructure projects in power generation and renewable energy are \u201cespecially welcomed\u201d in Serbia.<\/p>\n\n\n\n<p>\u201cI would personally welcome Chinese investments in other [non-coal] energy projects,\u201d said Zvezdan Kalmar, coordinator for energy and climate change at the Center for Ecology and Sustainable Development (CEKOR), which has long been opposed to coal projects in the country. \u201cSerbia\u2019s energy market needs wind, solar and pumped-storage hydropower plants, such as \u0110erdap 3 [2,400 MW] and Bistrica [680 MW]. These are <a href=\"https:\/\/balkangreenenergynews.com\/rs\/srbija-najavljuje-izgradnju-dve-velike-hidroelektrane-derdap-3-i-bistrica\/\">big hydro projects<\/a>, and I think there\u2019s potential for Chinese companies to get involved, as Serbia still hasn\u2019t managed to attract investors.\u201d<\/p>\n\n\n\n<p>In Bosnia, various Chinese companies are already present in the hydro and wind sectors. On 17 December, China National Technical Import &amp; Export Corporation and PowerChina Resources <a href=\"https:\/\/sarajevotimes.com\/construction-of-the-ivovik-wind-farm-has-begun\/\">began the construction<\/a> of the 130 million euro (US$148 million) Ivovik wind farm near the town of Tomislavgrad, in western Bosnia and Herzegovina. The 84 MW wind farm is set to become the country\u2019s largest renewable energy project.<\/p>\n\n\n\n<p>Elsewhere, various Chinese companies have entered Bosnia and Herzegovina\u2019s hydro sector, with agreements for three hydropower plants signed. However, these have not come without controversies. The construction of the Ulog hydropower plant, in the country\u2019s southeast, has been challenged by environmentalists, who claim it <a href=\"https:\/\/www.slobodnaevropa.org\/a\/izgradnja-hidroelektrana-u-bih\/30913520.html\">endangers the river ecosystem<\/a>. The construction of the 35 MW plant, which has already been abandoned and revived several times since 2013, has now been paused.<\/p>\n\n\n\n<p>Such controversies and internal conflicts will continue to require careful attention, but as global financing trends shift and the significance of President Xi\u2019s call to support low-carbon development becomes clearer, nations in the Western Balkans will hope to see hastening progress in their delayed energy transitions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Western Balkans nations may see their energy transitions accelerate after
