{"id":75255,"date":"2022-03-08T15:14:19","date_gmt":"2022-03-08T15:14:19","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=75255"},"modified":"2022-03-22T09:21:08","modified_gmt":"2022-03-22T09:21:08","slug":"can-the-g7s-b3w-infrastructure-initiative-work-in-latin-america","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/business\/can-the-g7s-b3w-infrastructure-initiative-work-in-latin-america\/","title":{"rendered":"Can the G7\u2019s B3W infrastructure initiative work in Latin America?"},"content":{"rendered":"\n<p>In September 2021, a US diplomatic delegation headed by Deputy National Security Advisor Daleep Singh visited Colombia, Panama and Ecuador as part of a \u201cglobal listening tour\u201d aimed at gaining a better understanding of how the Build Back Better World (B3W) initiative can support local infrastructure needs.<\/p>\n\n\n\n<p>Launched last year at the UK-hosted G7 summit in June, the B3W&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/12\/fact-sheet-president-biden-and-g7-leaders-launch-build-back-better-world-b3w-partnership\/\">declares<\/a>&nbsp;itself to be \u201ca values-driven, high-standard, and transparent infrastructure partnership\u201d, with focus on investments in renewable energy, digital technology, healthcare and female-led business.<\/p>\n\n\n\n<p>In Latin America \u2013 one of the regions&nbsp;<a href=\"https:\/\/www.statista.com\/topics\/6120\/coronavirus-covid-19-in-latin-america\/\">worst affected<\/a>&nbsp;by the Covid-19 pandemic, both in health and economic terms \u2013 the initiative could provide a welcome boost. But with firmer financial details on the programme yet to emerge, and a likelihood of stricter conditions on its loans and investment, it is as yet difficult to see how B3W can provide its desired \u201cstrategic competition with China\u201d.<\/p>\n\n\n\n<p>Chinese sovereign loans to Latin America and the Caribbean have totalled US$137 billion since 2005, according to The Dialogue and Boston University\u2019s&nbsp;<a href=\"https:\/\/www.thedialogue.org\/map_list\/\">China-Latin America Finance Database<\/a>, and Chinese banks have backed scores of infrastructure projects in the region through commercial loans and joint funds.<\/p>\n\n\n\n<p>\u201cIt\u2019s evident that B3W is an initiative to counter the influence China has built as a result of the Belt and Road Initiative [BRI],\u201d says Katherin Galindo Ortiz, an analyst at Colombia Risk Analysis, a Bogot\u00e1-based consultancy. \u201cBut B3W remains in debate, we don\u2019t know if and when it will become a reality.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-old-wine-new-bottle\">Old wine, new bottle?<\/h2>\n\n\n\n<p>No funding has yet been announced for B3W, but the intention is to use the US\u2019s Development Finance Corporation (DFC), USAID and EXIM Bank to spur much wider private investment from G7 countries. In that respect, it bears a strong similarity to the&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/infrastructure\/37481-what-is-america-crece-the-us-response-to-the-belt-and-road-in-latin-america\/\">Am\u00e9rica Crece initiative launched in December 2019<\/a>&nbsp;\u2013 and now presumably defunct \u2013 albeit with a greater focus on sustainability and social equity issues.<\/p>\n\n\n\n<p>\u201cAm\u00e9rica Crece is not a thing anymore,\u201d says Eric Farnsworth, vice-president of the Council of the Americas, a US-based business association. \u201cThere was no time for it to be implemented, and the Biden administration was never going to take on anything developed under the Trump government. But the B3W tries to use the same tools, such as the DFC, to mobilise further private investment.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"73439\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The September diplomatic visits did yield some modest agreements. In Colombia, the DFC announced a&nbsp;<a href=\"https:\/\/co.usembassy.gov\/u-s-delegation-travels-to-colombia-for-build-back-better-world-b3w-listening-tour\/\">US$26 million assistance package<\/a>&nbsp;aimed at agricultural workers and Venezuelan migrants, and discussed enhancing local vaccine capacity. In December, Canada\u2019s Providence Therapeutics&nbsp;<a href=\"https:\/\/www.biospace.com\/article\/releases\/providence-therapeutics-holdings-inc-vaxthera-s-a-s-and-the-ministry-of-health-and-social-protection-of-the-republic-of-colombia\/\">signed a memorandum of understanding<\/a> with Colombian firm VaxThera to develop vaccine production facilities in Medell\u00edn, with the first doses forecast for June 2022. In Ecuador, the DFC agreed a&nbsp;<a href=\"https:\/\/www.dfc.gov\/media\/press-releases\/dfc-loan-produbanco-drive-inclusive-development-ecuador\">US$150 million loan<\/a>&nbsp;to small businesses affected by the Covid-19 pandemic.<\/p>\n\n\n\n<p>However, the B3W does not yet appear to propose solutions to at least two long-standing problems: the unwillingness of some Latin American governments to accept loan and investment conditions and the inability of private capital to compete on price with state-backed Chinese firms. For risk-averse investors from the US and other G7 nations, then, \u201cthe question is what changes B3W can bring to improve the cost-benefit analysis,\u201d says Galindo Ortiz.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-transparency-in-focus\">Transparency in focus<\/h2>\n\n\n\n<p>The B3W places an emphasis on transparent, sustainable and accountable infrastructure development based on the&nbsp;<a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/a-hidden-key-to-the-g7s-infrastructure-ambitions-blue-dot-network\/\">Blue Dot Network<\/a>&nbsp;certification programme, launched by the US, Japan and Australia and supported by the Organisation of Economic Cooperation and Development (OECD) in November 2019. As such, the B3W appears to be inherently restricted in terms of the countries it can operate in, given that some governments such as those of Venezuela and Nicaragua \u2013 both signatories to the BRI \u2013 are unlikely to accept such terms.<\/p>\n\n\n\n<p>Of the three countries Singh\u2019s delegation visited in September, two \u2013 Colombia and Panama \u2013 could be considered historical US allies, but both have seen major Chinese investments in recent years. In Colombia, Chinese firms have&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/36226-zijin-wants-to-be-the-first-chinese-mining-company-in-colombia\/\">acquired the country\u2019s largest gold mine<\/a>&nbsp;and won tenders for the&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/infrastructure\/31002-chinese-companies-win-bid-to-build-bogota-metro\/\">construction of the Bogot\u00e1 metro system<\/a>.<\/p>\n\n\n\n<p>\u201cAt the moment, Colombia does not need to decide if it is more aligned to the US or China,\u201d says Galindo Ortiz. \u201cThe US will continue to be the most important trading partner, but it\u2019s also evident that Colombia needs to diversify its partners to rebuild the economy, and China provides the capital flows needed to do so.\u201d<\/p>\n\n\n\n<p>Will funding from the DFC really encourage private investors to overcome their misgivings about political risk in the region? The pro-market presidency of Guillermo Lasso in Ecuador makes the country a contender for foreign investment today, but a return to government in future elections of the Alianza PAIS party (now rebranded as MOVER) \u2013 which held power from 2007 to 2021 and welcomed Chinese infrastructure finance \u2013 would likely mean a change in diplomatic strategy. In January, the current frontrunner for the 2022 Brazilian election, Luiz In\u00e1cio Lula de Silva,&nbsp;<a href=\"https:\/\/pt.org.br\/nao-somos-quintal-de-ninguem-diz-lula-afirmando-o-papel-do-brasil\/\">repeated his long-held criticisms<\/a>&nbsp;of US influence in the region, following Biden\u2019s description of Latin America as the US\u2019s \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2022\/01\/19\/remarks-by-president-biden-in-press-conference-6\/\">front yard<\/a>\u201d.<\/p>\n\n\n\n<p>Furthermore, investments in human infrastructure, such as education and the environment, might enhance US soft power but are unlikely to attract private funds to larger projects.<\/p>\n\n\n\n<p>\u201cPrivate sector companies won\u2019t pay over the market price for strategic assets, but China will pay whatever it takes,\u201d says Farnsworth. \u201cThe US can try to compete on values \u2013 transparency, labour rights, the environment \u2013 but it\u2019s not an agenda that\u2019s easy to sell.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-compete-and-complement\">Compete and complement<\/h2>\n\n\n\n<p>Ultimately, for some commentators, issues of strategic competition may be of secondary importance for nations facing genuine, and giant, infrastructure gaps. With an estimated&nbsp;<a href=\"https:\/\/publications.iadb.org\/en\/infrastructure-gap-latin-america-and-caribbean-investment-needed-through-2030-meet-sustainable\">US$2.2 trillion<\/a>&nbsp;in infrastructure spending needed by 2030 for Latin American and Caribbean countries to meet the UN\u2019s Sustainable Development Goals, B3W may provide a much-needed complement to the BRI. \u201cIn order to build back a better world following the Covid-19 pandemic, the B3W and BRI must work together,\u201d US-based academic Keren Zhu&nbsp;<a href=\"https:\/\/thediplomat.com\/2021\/06\/build-back-better-world-and-the-belt-and-road-are-not-necessarily-at-odds\/\">wrote<\/a>&nbsp;in The Diplomat.<\/p>\n\n\n\n<p>Within China, officials appear to have welcomed B3W. \u201cChina believes there is a broad space for cooperation in the field of global infrastructure, rather than various initiatives competing with each other or replacing each other,\u201d&nbsp;<a href=\"http:\/\/www.china-embassy.org\/lcbt\/wjbfyrbt\/202111\/t20211109_10446048.htm\">said<\/a>&nbsp;Wang Wenbin, a spokesperson for China\u2019s Ministry of Foreign Affairs, at a press conference in November. Its vice foreign minister, Le Yucheng, also tentatively&nbsp;<a href=\"https:\/\/www.fmprc.gov.cn\/chn\/pds\/wjb\/zygy\/t1891197.htm\">welcomed<\/a>&nbsp;the B3W\u2019s announcement, saying that the nation \u201cwould not exclude good cooperation plans from other countries\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The US needs to show partnership on key issues in the region and redevelop the trade agenda, otherwise competing with the BRI is fantasy<\/blockquote><cite class=\"block--pull-quote__cite\">Eric Farnsworth, vice-president of the Council of the Americas<\/cite><\/div><\/div>\n\n\n\n<p>Last week, in a video message at an event commemorating the normalising of relations between the US and China, Foreign Minister Wang Yi <a href=\"https:\/\/www.reuters.com\/world\/china\/china-willing-work-with-us-build-back-better-world-initiative-2022-02-28\/\">expressed<\/a> China\u2019s willingness to coordinate with B3W: \u201cChina is open to the United States participating in the Belt and Road Initiative. We are also willing to consider coordinating with the US Build Back Better World initiative to provide the world with more high-quality public goods.\u201d<\/p>\n\n\n\n<p>Such a message suggests that the possibility for cooperation between BRI and B3W initiatives does exist, and a healthy competition with well-managed projects could yet benefit Latin American nations.
