According to the 2019 agricultural census, nearly <a href=\"https:\/\/instad.bj\/statistiques\/statistiques-agricoles\">80%<\/a> of farmers produce corn. In areas such as Ou\u00e9m\u00e9 and Plateau, it is akin to family heritage, with cultivation going back generations.<\/p>\n\n\n\n<p>But for several years now, Benin\u2019s maize farmers have been suffering from the adverse effects of extreme weather exacerbated by climate change.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The situation has caused significant shortfalls for farmers, many of whom have unpaid debts to microfinance institutions.<\/p>\n\n\n\n<p>Nicaise Ganhounouto, a loan officer and head of Alid\u00e9, a microfinance agency in Bohicon, said: \u201cTo date, no insurance and microfinance structure in Benin covers the climate risks associated with financing the agricultural sector.\u201d<\/p>\n\n\n\n<p>As climate change makes extreme weather <a href=\"https:\/\/link.springer.com\/epdf\/10.1007\/s10584-020-02881-5\">more common<\/a> across West Africa, <a href=\"https:\/\/www.fao.org\/3\/i5188e\/I5188E.pdf\">farmers need to adapt<\/a> in order to protect both their livelihoods and wider food security.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is climate adaptation?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>It means changing economic and social practices to better suit existing and future climate realities.<\/p>\n\n\n\n<p>The goal is to \u201cfuture proof\u201d the economy and society, reduce risks related to climate change, and grasp opportunities for positive change that may be involved in the process.<\/p>\n\n\n\n<p>Adaptation is required in all sectors, from agriculture and energy generation, to housing and transportation infrastructure. <\/p>\n\n\n\n<p>It is expected to be a major talking point at this year\u2019s COP27 climate talks, to be held in Egypt from 6\u201318 November, along with the question of the money to finance it.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>Gildas Djohy, researcher in agroclimatology at Benin\u2019s University of Parakou, suggests that corn farmers in Benin can vary sowing dates according to the rains, which now commonly arrive late. They should continue to adopt maize varieties selectively bred to have a shorter harvesting cycle, he adds. Developing wet lowlands for corn cultivation, and co-cropping with soybeans or groundnuts, would make it possible to maximise space, increase income and make the most of the rainy season.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-s-corn-growing-proposal\">China\u2019s corn-growing proposal&nbsp;&nbsp;&nbsp;&nbsp;<\/h2>\n\n\n\n<p>Benin\u2019s international development partners have a major role to play in increasing productivity. Since the 1970s, China has intensified its aid for agricultural development in Benin, through training in cultivation techniques, mechanisation and processing, particularly of maize.<\/p>\n\n\n\n<p>There are a number of China\u2013Benin centres in the country, focussed on areas such as <a href=\"http:\/\/french.china.org.cn\/foreign\/txt\/2017-08\/03\/content_41337279.htm\">agriculture<\/a>, <a href=\"https:\/\/lanation.bj\/cooperation-sino-beninoise-un-centre-de-telemedecine-mis-en-service-a-lokossa\/\">health<\/a> and <a href=\"https:\/\/www.mfa.gov.cn\/ce\/cebenin\/fra\/zbgx\/t217656.htm\">economic and commercial development<\/a>. They provide services both for Chinese businesses in the Benin market and Benin companies interested in the Chinese market, and they run trainings for local communities.<\/p>\n\n\n\n<p>In January 2010, one such centre opened in the S\u00e8m\u00e8-Kpodji municipality of Ou\u00e9m\u00e9. The China\u2013Benin Agricultural Demonstration Centre was built as part of an <a href=\"https:\/\/www.mfa.gov.cn\/ce\/cebenin\/chn\/zxxx\/t652262.htm\">agreement<\/a>, made in 2006 at the 3rd Forum on Africa\u2013China Relations, to establish 14 agricultural demonstration centres across Africa. To build the facility, China\u2019s Ministry of Commerce <a href=\"https:\/\/china.aiddata.org\/projects\/31728\/\">granted<\/a> the Benin government CFA Franc 3 billion (about US$6.5 milion at the time). It has since carried out research and training in new cultivation techniques.<\/p>\n\n\n\n<p>Twenty demonstration plots for high-yield maize have been set up by the centre. Farmers are advised to sow seeds individually, in contrast to the traditional Beninese way of three seeds per hole. In 2014, the centre carried out <a href=\"https:\/\/lanouvelletribune.info\/2014\/01\/de-l-espoir-pour-la-competitivite-du-mais-made-in-benin\/\">research<\/a> on the performance of corn seed varieties in Benin. This led to <a href=\"https:\/\/eujournal.org\/index.php\/esj\/article\/view\/6366\">good results<\/a> of three high-yielding Chinese varieties \u2013 Guidan 162, Jinyu No.8 and Xianyu 335 \u2013 all of which are sold to farmers by the centre. The seeds are relatively resistant to drought conditions and are ready for harvest within 80 to 84 days.<\/p>\n\n\n\n<p>G\u00e9rard Agognon, deputy general director of the Sem\u00e8-Kpodji centre, explains that the modern corn production techniques popularised by the centre optimise use of space, make use of local organic fertilisers and require moderate use of chemical fertilisers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Successes and challenges<\/h2>\n\n\n\n<p>In Ou\u00e9m\u00e9 and Plateau, many maize farmers have adopted the techniques taught by the Chinese agricultural centre, and are popularising them beyond the borders of the departments.<\/p>\n\n\n\n<p>According to L\u00e9opold Biaou, head of the operational and entrepreneurial training service at Benin\u2019s agriculture ministry, the techniques have helped to increase national average yields from one to more than five tons per hectare per agricultural season. However, although Agognon describes fertiliser use with the new method as moderate, it is still significant. Access to chemical fertilisers is managed exclusively through the Ministry of Agriculture, Livestock and Fisheries. The cost of fertilisers, already high, has become even more prohibitive since Covid-19 and the Russo\u2013Ukrainian war pushed up prices. According to the African Development Bank, fertiliser prices have <a href=\"https:\/\/www.afdb.org\/en\/news-and-events\/press-releases\/african-development-bank-board-approves-15-billion-facility-avert-food-crisis-51716\">increased<\/a> <a href=\"https:\/\/www.afdb.org\/en\/news-and-events\/press-releases\/african-development-bank-board-approves-15-billion-facility-avert-food-crisis-51716\">300%<\/a> since the war began, and Africa faces a fertiliser shortage of 2 million metric tonnes.<\/p>\n\n\n\n<p>The centre advises moderate use of fertiliser and pesticides, but farmers remain wary of the financial burden. The farmers spoken to did not, however, express any concern about the risks of fertiliser use on soil health and drinking water quality.<\/p>\n\n\n\n<p>A similar problem of accessibility arises with the degree of mechanisation required. The majority of farmers in Benin do not have tractors or seed drills with which to facilitate the application of what they learn during the training. The cost of buying and maintaining machinery, the scarcity of spare parts, and the price of petrol are all major barriers.<\/p>\n\n\n\n<p>Not surprisingly then, according to the 2019 National Agricultural Census, only <a href=\"https:\/\/instad.bj\/statistiques\/statistiques-agricoles\">10%<\/a> of producers in Benin have access to modern maize seed varieties \u2013 such as EVDT STR 97 and DMR, and China\u2019s Guidan 162, Jinyu No.8 and Xianyu 335 \u2013 with presumably even fewer actually cultivating them.<\/p>\n\n\n\n<p><a><\/a>\u201cAfter the training, each farmer is left to their own devices,\u201d says farmer Delphin Adoko.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"82899\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p><a><\/a>The lack of financial support offered to farmers has severely limited the impact of the training programmes and the techniques they promote. In its 2015 <a href=\"https:\/\/www.fao.org\/3\/i5188e\/I5188E.pdf\">report<\/a> on climate change and food security<a href=\"https:\/\/www.fao.org\/3\/i5188e\/I5188E.pdf\">, the <\/a>FAO recommended that the socio-economic needs of communities be taken into account in the implementation of agricultural resilience measures.<\/p>\n\n\n\n<p>\u201cA crucial point to consider in building resilient farm livelihoods is the costs involved in undertaking actions and in particular the implications for financial flows at the household level\u201d the report stated.<\/p>\n\n\n\n<p>From the pandemic to the war in Ukraine, and the intensification of climate change impacts, corn production in Benin is facing many challenges. The method taught at the China\u2013Benin Agricultural Demonstration Centre in S\u00e8m\u00e8-Kpodji present a possible solution, but the overlooking of the hardening financial headwinds for Beninese farmers limits its potential.
