With Brazil set to host COP30 in the Amazonian city of Bel\u00e9m in 2025, Lula was one of only four given the privilege to speak at the summit\u2019s opening, and used his <a href=\"https:\/\/agenciabrasil.ebc.com.br\/en\/internacional\/noticia\/2023-12\/lula-planet-fed-unfulfilled-climate-deals\">address<\/a> to tell delegates that \u201cthe planet is fed up with unfulfilled climate agreements\u201d. It is time, he said, to \u201cwork towards an economy less dependent on fossil fuels\u201d.<\/p>\n\n<p>That same day, Brazil also took over the temporary presidency of the G20, the forum of the world\u2019s largest economies. Lula has <a href=\"https:\/\/www.g20.org\/pt-br\/noticias\/comissao-nacional-do-g20-e-instalada-pelo-presidente-lula\">said<\/a> that the country\u2019s one-year mandate will serve to motivate its members to commit to a just energy transition.<\/p>\n\n<p>However, the day also saw the Brazilian government confirm that it will join OPEC+, a coalition of oil producing nations allied with the Organisation of Petroleum Exporting Countries. Rounding off an eventful 24 hours, the president of the country\u2019s state oil firm Petrobras <a href=\"https:\/\/oglobo.globo.com\/economia\/noticia\/2023\/12\/01\/petrobras-arabia-presidente-da-estatal-afirma-que-pode-abrir-unidade-no-golfo-persico.ghtml\">announced<\/a> that it hopes to open a subsidiary in Saudi Arabia, after having also announced its <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/384534-petrobras-looks-to-china-for-green-partners-and-more-oil\/\">intention to open a venture in China<\/a>, the biggest consumer of Brazilian oil.<\/p>\n\n<p>The contradictory events of the day were far from isolated incidents in the first year of Lula\u2019s government. Although the climate agenda has gained new impetus after the destructive, denialist administration of Jair Bolsonaro (2019\u20132022), Lula\u2019s discourse on fighting global warming has often been at odds with his government\u2019s actions. Analysts have also described some of its announced policies as vague or insufficient to tackle climate change and the country\u2019s socio-environmental challenges.<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50376660\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>\u201cBrazil is really going to have to make up its mind,\u201d M\u00e1rcio Astrini, executive director of the Climate Observatory, a Brazilian climate science network, told Di\u00e1logo Chino. \u201cYou can\u2019t lead a climate agenda that needs to attack fossil fuels and, at the same time, join the oil club. You can\u2019t have both at the same time.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\">Deforestation in the Amazon<\/h2>\n\n<p>Astrini said that although oil is a priority issue, especially for a country hosting a COP, it is a relatively new one on the Brazilian environmental agenda, which has historically been focused on protecting forests. In 2023, it was no different: as early as 1 January, the newly inaugurated President Lula <a href=\"https:\/\/www.camara.leg.br\/noticias\/932441-lula-promete-adotar-politica-de-desmatamento-zero-acompanhe\/\">promised<\/a> to bring deforestation in the Brazilian Amazon to zero, with the region <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/54345-brazilian-elections-amazon-could-determine-the-future\/\">suffering from galloping rates<\/a> of forest loss.  During Bolsonaro\u2019s term in office, there was a 60% increase in deforestation in the biome compared to the previous period, from 2014 to 2018, shared between presidents Dilma Rousseff and Michel Temer, according to analysis by the <a href=\"https:\/\/seeg.eco.br\/wp-content\/uploads\/2023\/11\/SEEG_gases_estufa_2023_v2-1.pdf\">System for Estimating Greenhouse Gas Emissions<\/a> (SEEG) platform. This was the biggest increase in a single presidential term since measurements began in 1988.<\/p>\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/16189685\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:400px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n<p>Deforestation in the region has not only caused controversy for Brazil on the international stage, it also has impacts on local populations, biodiversity and the climate. According to <a href=\"https:\/\/seeg.eco.br\/wp-content\/uploads\/2023\/11\/SEEG_gases_estufa_2023_v2-1.pdf\">SEEG data<\/a>, changes in land use accounted for 48% of Brazil\u2019s total emissions in 2022, with 36% coming from the loss of Amazon rainforest alone.<\/p>\n\n<p>To tackle the problem, Lula has <a href=\"https:\/\/www.gov.br\/mma\/pt-br\/assuntos\/prevencao-e-controle-do-desmatamento\/amazonia-ppcdam-1\">relaunched<\/a> the PPCDAm, an action plan to counter deforestation, which helped to bring about an 83% drop in deforestation between 2004 and 2012. The government has resumed and expanded policies from that period, including firm enforcement actions, which had been <a href=\"https:\/\/www1.folha.uol.com.br\/ambiente\/2019\/08\/decisoes-da-gestao-bolsonaro-fragilizam-controle-ambiental.shtml\">weakened<\/a> by the Bolsonaro administration.<\/p>\n\n<p>So far, it has worked, with the drop in deforestation in the Brazilian Amazon the main achievement that the country had to show at COP28. From January to November 2023, deforestation alerts in the Amazon <a href=\"http:\/\/terrabrasilis.dpi.inpe.br\/app\/dashboard\/alerts\/legal\/amazon\/aggregated\/\">fell by half<\/a> compared to the previous year, helping the country avoid an <a href=\"https:\/\/www.poder360.com.br\/meio-ambiente\/brasil-evitou-emissao-de-200-mi-toneladas-de-co2-em-2023-diz-marina\/\">estimated<\/a> 200 million tonnes of CO2 equivalent emissions \u2013 more than Peru <a href=\"https:\/\/www.climatewatchdata.org\/data-explorer\/historical-emissions?historical-emissions-data-sources=cait&amp;historical-emissions-end_year=2020&amp;historical-emissions-gases=all-ghg&amp;historical-emissions-regions=All%20Selected&amp;historical-emissions-sectors=total-including-lucf&amp;page=1&amp;sort_col=2020&amp;sort_dir=DESC\">emitted<\/a> in one year. The government also <a href=\"https:\/\/oeco.org.br\/noticias\/brasil-corrige-pedalada-climatica-de-salles\/\">revised<\/a> upwards its national emission reduction targets, the so-called nationally determined contributions (NDCs) to the Paris agreement, which had been reduced by the previous administration.<\/p>\n\n<h2 class=\"wp-block-heading\">Agribusiness and emissions <\/h2>\n\n<p>Brazil is the world\u2019s sixth most polluting country, according to data from the <a href=\"https:\/\/www.climatewatchdata.org\/data-explorer\/historical-emissions?historical-emissions-data-sources=cait&amp;historical-emissions-end_year=2020&amp;historical-emissions-gases=all-ghg&amp;historical-emissions-regions=All%20Selected&amp;historical-emissions-sectors=total-including-lucf&amp;page=1&amp;sort_col=2020&amp;sort_dir=DESC\">Climate Watch<\/a> platform, with around 1.5 billion net tonnes of CO2 discharged into the atmosphere per year. Behind changes in land use, the second largest source of emissions is agriculture, with 27% of the total, according to SEEG. With this sector accounting for <a href=\"https:\/\/brasil.mapbiomas.org\/2023\/06\/12\/desmatamento-nos-biomas-do-brasil-cresceu-223-em-2022\/\">almost all<\/a> of the deforestation caused in Brazil, this means that as much as 75% of Brazilian emissions could be linked to its activities, mainly from livestock.<\/p>\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/16187602\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n<p>At the same time, however, agribusiness accounts for almost a <a href=\"https:\/\/www.cepea.esalq.usp.br\/br\/pib-do-agronegocio-brasileiro.aspx#:~:text=Pesquisadores%20do%20Cepea%2FCNA%20indicam,PIB%20do%20Pa%C3%ADs%20em%202023.\">quarter<\/a> of Brazil\u2019s GDP and has <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/58909-amazon-brazil-battle-over-future-brasilia-capital\/\">strong bases<\/a> in the country\u2019s congress in Brasilia, represented by powerful rural benches that are mostly aligned with Bolsonaro.<\/p>\n\n<p>So far, Lula\u2019s government has often found its hands tied when trying to advance environmentally progressive policies. The <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/375291-indigenous-groups-in-brazil-fight-for-their-lands-as-legal-change-looms\/\">most notable dispute has been over the so-called <\/a><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/375291-indigenous-groups-in-brazil-fight-for-their-lands-as-legal-change-looms\/\"><em>marco temporal<\/em><\/a> or \u201ctime limit\u201d \u2013 a proposal that would only recognise Indigenous communities\u2019 claims to territories if they were occupying the lands in 1988, the year of Brazil\u2019s current constitution. Agribusiness and rural benches of the congress have strongly backed the bill on the grounds of increasing legal certainty for land ownership. In October, Lula had used a presidential veto to <a href=\"https:\/\/www.reuters.com\/world\/americas\/brazils-lula-vetoes-bill-restricting-indigenous-land-claims-2023-10-20\/\">block<\/a> parts of the bill that would have set these limits, but this was <a href=\"https:\/\/www.reuters.com\/world\/americas\/brazil-congress-overturns-lula-veto-limit-indigenous-land-claims-2023-12-14\/\">overturned<\/a> by a vote in congress last week.<\/p>\n\n<p>Commenting on the imminent defeat of the bill ahead of the vote, while still at COP28, the president <a href=\"https:\/\/oglobo.globo.com\/politica\/noticia\/2023\/12\/05\/critica-ao-congresso-reabre-embate-entre-lula-e-ruralistas-em-semana-de-possivel-derrota-do-governo-no-marco-temporal.ghtml\">compared<\/a> pro-agribusiness representatives in congress as \u201cfoxes guarding our hen house\u201d.<\/p>\n\n<p>Almost simultaneously, the Brazilian senate <a href=\"https:\/\/noticias.uol.com.br\/politica\/ultimas-noticias\/2023\/11\/28\/senado-aprova-projeto-que-acelera-registro-de-agrotoxicos.htm\">approved<\/a> a proposal dubbed by critics as the \u201cPoison Bill,\u201d which speeds up the registration of pesticides in the country. The text had to be <a href=\"https:\/\/noticias.uol.com.br\/ultimas-noticias\/reporter-brasil\/2023\/12\/05\/como-pl-do-veneno-foi-negociado-entre-governo-e-oposicao-no-senado.htm\">negotiated<\/a> by Lula\u2019s government with the opposition as a bargaining chip for the approval of its economic measures. Meanwhile, the pace of new pesticide registrations under the current administration is reportedly already on a par with that of the Bolsonaro government and exceeds that of any previous mandate of Lula\u2019s Workers\u2019 Party, according to the <a href=\"https:\/\/www1.folha.uol.com.br\/mercado\/2023\/08\/liberacao-de-agrotoxico-no-governo-lula-segue-ritmo-da-gestao-bolsonaro.shtml#:~:text=O%20Mapa%20(Minist%C3%A9rio%20da%20Agricultura,anual%20de%20qualquer%20mandato%20petista.\">Folha de S\u00e3o Paulo<\/a> newspaper.<\/p>\n\n<p>Despite recent reductions in the Amazon, deforestation rates remain high in the Cerrado. Between August 2022 and July 2023, the loss of <a href=\"https:\/\/exame.com\/brasil\/taxa-de-desmatamento-no-cerrado-segue-estavel-mas-area-perdida-e-superior-a-da-amazonia\/\">11,000 km2<\/a> of forest in this biome, where the country\u2019s agricultural frontier is advancing, led to the emission of 159 million tonnes of CO2 equivalent. Next year, the government is <a href=\"https:\/\/www.youtube.com\/watch?v=XII03pKC-FQ\">planning<\/a> to launch a strategy similar to the one implemented in the Amazon. Even so, there is still a lack of more concrete proposals to significantly change the trajectory of agricultural emissions, according to a <a href=\"https:\/\/nossadescarbonizacao.org\/politica-climatica-por-inteiro-2023\/\">report<\/a> by the Talanoa Institute, a Brazilian environmental policy organisation, which took stock of the country\u2019s progress on climate in 2023.<\/p>\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/16191339\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n<p>The paper mentions the announcement of the 2023\/24 <a href=\"https:\/\/agenciabrasil.ebc.com.br\/en\/politica\/noticia\/2023-06\/funds-brazils-2023-24-agricultural-plan-reach-brl-364-bi\">Safra Plan<\/a>, a government programme offering a record 435 billion reais (US$88 billion) in funding support for agribusiness and family farmers, though only 0.5% of this budget has reportedly been reserved for low-carbon agriculture. The report also points to slowness around a low-carbon fertiliser policy that remains under discussion, as well as a need to boost commitments to cut methane emissions, which still lacks a concrete plan. Talanoa highlights that livestock continues to be the main source of emissions from Brazilian agriculture, with cattle digestion releasing <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/56490-can-south-america-reduce-livestock-methane-emissions\/\">methane<\/a>, a gas that can be more than 80 times more potent than CO2 in its warming effect.<\/p>\n\n<p>During COP28, Brazil launched its eagerly awaited Ecological Transformation Plan, which was also said to lack substance. \u201cI think this is the fourth or fifth time this year that we\u2019ve heard that it has been launched,\u201d said Natalie Unterstell, president of Talanoa, adding that it was once again \u201ca vague announcement\u201d.<\/p>\n\n<p>\u201cWe don\u2019t know what it is, how much it costs, who is going to do it, how, when, for what. So it doesn\u2019t have the necessary elements of a public transformation policy,\u201d Unterstell said.<\/p>\n\n<p>Meanwhile, the beef lobby was in the spotlight at COP28. Ahead of the conference, the <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/nov\/29\/plans-to-present-meat-as-sustainable-nutrition-at-cop28-revealed\">Guardian<\/a> reported that giants in the sector, including Brazil\u2019s JBS, the world\u2019s largest meat company, were reportedly planning a to have a large presence at the conference, aiming to present an image of sustainability.<\/p>\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">There\u2019s no point in agribusiness coming to COP28 and signing a load of paper, when they go back to Brazil and do away with legislation, and support the destruction of the forest<\/blockquote><cite class=\"block--pull-quote__cite\">M\u00e1rcio Astrini, executive director of the Climate Observatory<\/cite><\/div><\/div>\n\n<p>The Guardian noted that at last year\u2019s COP27 summit, JBS gained access to the negotiations because it arrived as part of the Brazilian delegation under Bolsonaro\u2019s government. This year, despite the change of government, the same thing happened: agribusiness lobbyists <a href=\"https:\/\/oeco.org.br\/reportagens\/brasil-e-pais-que-mais-enviou-lobistas-da-industria-da-carne-para-cop-28\/#:~:text=A%20maior%20representa%C3%A7%C3%A3o%20veio%20do,o%20maior%20n%C3%BAmero%3A%20120%20representantes.\">travelled as part of the official delegation<\/a>, including representatives from JBS, who <a href=\"https:\/\/www.gov.br\/agricultura\/pt-br\/assuntos\/noticias\/mapa-encerra-participacao-na-cop-28-com-destaque-ao-programa-de-recuperacao-de-pastagens-degradadas\">took part in the launch<\/a> of a government plan.<\/p>\n\n<p>\u201cI think it&#8217;s great that Brazil is integrating everyone into the delegation,\u201d <a href=\"https:\/\/www.youtube.com\/watch?v=9tVTYgt4QmY\">said<\/a> Andr\u00e9 Corr\u00eaa do Lago, the country\u2019s chief negotiator at COP28, at a press conference a few days before he left for Dubai. \u201cThis has always been extremely useful.\u201d<\/p>\n\n<p>M\u00e1rcio Astrini said that climate discussion should be open to everyone who wants to present solutions \u2013 but that is not what he sees in the actions of Brazilian agribusiness: \u201cThere\u2019s no point in them coming here [to COP28] with 500 people and signing a load of paper, because everyone knows that when they go back to Brazil, their actions in the environmental area are to do away with legislation, to support environmental crime, to support the destruction of the forest. They are a constant torment for the protection of forests in Brazil.\u201d<\/p>\n\n<p>Figures from the fossil industry also arrived at COP28 in droves, with <a href=\"https:\/\/kickbigpollutersout.org\/articles\/release-record-number-fossil-fuel-lobbyists-attend-cop28\">more than 2,400 representatives<\/a>, including <a href=\"https:\/\/kickbigpollutersout.org\/articles\/release-fossil-fuel-lobbyists-attend-un-climate-talks-more-7000-times\">at least 68<\/a> from Petrobras, according to Kick Big Polluters Out, a coalition of more than 450 international organisations. The number is almost than seven times higher than that of those representing Indigenous people, says the coalition, which counted 316 delegates.<\/p>\n\n<p>S\u00f4nia Guajajara, Brazil\u2019s first Minister for Indigenous Peoples, <a href=\"https:\/\/unfccc-events.azureedge.net\/COP28_98124\/agenda\">told<\/a> the conference that this representation was a \u201cstep forward\u201d, pointing out that a third of the Indigenous people present were from Brazil. \u201cOf course, this is still small given the size of the Indigenous population in the world, and the work we do to protect the environment, but we are making progress.\u201d<\/p>\n\n<h2 class=\"wp-block-heading\">A representative government?<\/h2>\n\n<p>Guajajara, who took over the new ministry in January, emphasised that Indigenous people today are now better represented in the country than before, with leaders occupying positions in the legislature, the so-called \u201c<a href=\"https:\/\/amazonwatch.org\/news\/2022\/1006-indigenous-headdress-caucus-headed-to-brazils-congress-in-crucial-and-precarious-election\">headdress caucus<\/a>\u201d, and in the executive branch.<\/p>\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/20231219_Lulas-inauguration-in-January-2023_Tania-Rego_Agencia-Brasil.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/20231219_Lulas-inauguration-in-January-2023_Tania-Rego_Agencia-Brasil-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/20231219_Lulas-inauguration-in-January-2023_Tania-Rego_Agencia-Brasil-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/20231219_Lulas-inauguration-in-January-2023_Tania-Rego_Agencia-Brasil.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Brazil president Lula with a group of people in front of a large crowd\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">During his inauguration in January 2023, President Lula walked up the ramp of Brasilia\u2019s Planalto Palace accompanied by representatives of various ethnic and social groups. (Image: T\u00e2nia Rego \/ Ag\u00eancia Brasil)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/12\/20231219_Lulas-inauguration-in-January-2023_Tania-Rego_Agencia-Brasil.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n<p>But for a president who, at his inauguration, walked up the ramp of the Planalto Palace in Brasilia accompanied by representatives of various social groups, the result of a year in office is, for many observers, frustrating: the proportion of <a href=\"https:\/\/oglobo.globo.com\/politica\/noticia\/2023\/11\/06\/governo-lula-mantem-representacao-feminina-do-mesmo-tamanho-que-a-gestao-bolsonaro-veja-setores-mais-desiguais.ghtml\">women<\/a> and <a href=\"https:\/\/oglobo.globo.com\/politica\/noticia\/2023\/11\/14\/governo-lula-faz-aceno-a-pauta-da-diversidade-mas-pouco-avanca-na-contratacao-de-negros.ghtml?interno_origem=materiasoglobo&amp;interno_midia=recomendacaotema&amp;interno_campanha=Governo%20Lula%20faz%20aceno%20%C3%A0%20pauta%20da%20diversidade%2C%20mas%20pouco%20avan%C3%A7a%20ao%20contratar%20pretos%20em%20compara%C3%A7%C3%A3o%20a%20Bolsonaro%20\">Black<\/a> Brazilians in positions of power in the Lula administration remains the same as during the Bolsonaro administration. No data was found for Indigenous representation.<\/p>\n\n<p>Indigenous leaders who supported Lula\u2019s election are continuing to call for closer attention on their populations. Indigenous leader and activist Beto Marubo says that there are \u201cgood intentions and more dialogue\u201d in the new government, but that there are also \u201cinconsistencies\u201d, such as giving up on environmental agendas and alliances made with controversial politicians, such as Helder Barbalho, governor of the northern state of Par\u00e1, which will host COP30 in 2025, but is also a <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/367951-can-one-of-brazils-deforestation-hotspots-become-a-green-leader\/\">deforestation record holder<\/a>.<\/p>\n\n<p>In January, a government delegation landed in the Javari Valley in the Amazon, Marubo\u2019s homeland and where Indigenous activist Bruno Pereira and British journalist Dom Phillips were murdered in 2022. href=\"https:\/\/g1.globo.com\/economia\/noticia\/2023\/12\/13\/governo-arrecada-r-4217-milhoes-em-leilao-de-petroleo-com-192-areas-arrematadas.ghtml\">auctioned<\/a> off 192 areas for oil and natural gas exploration, including in the Amazon.<\/p>\n\n<p>Such actions saw the Minister for the Environment and Climate Change, Marina Silva \u2013 recently picked as one of the world\u2019s most influential environmental voices by <a href=\"https:\/\/www.nature.com\/articles\/d41586-023-03921-7\">Nature<\/a> and <a href=\"https:\/\/time.com\/collection\/time100-climate\/6334390\/marina-silva\/\">Time<\/a> magazines \u2013 spend much of her time at COP28 repeatedly responding to questions over Brazil\u2019s dilemma on oil and the climate.<\/p>\n\n<p>\u201cBrazil, like all countries that are oil producers, faces this contradiction,\u201d Silva told Globo News TV channel at the beginning of COP28, adding that the country does not want to \u201cpromote the imbalance of the planet, to the point of compromising life, economic processes and this environmental Armageddon that is climate
