Palco de <a href=\"http:\/\/brasil.elpais.com\/brasil\/2015\/09\/29\/internacional\/1443490267_288762.html\">conflito<\/a> entre a popula\u00e7\u00e3o local e a pol\u00edcia, que resultou em quatro mortos e dezenas de feridos, em setembro passado, <a href=\"http:\/\/stage.dialogochino.net\/china-e-america-latina-como-seguir-adiante\/?lang=pt-pt\">Las Bambas<\/a> \u00e9 considerado um dos maiores projetos de minera\u00e7\u00e3o de cobre do mundo. Ap\u00f3s cinco modifica\u00e7\u00f5es, o estudo de impacto ambiental j\u00e1 n\u00e3o representa a realidade do que acontece hoje na regi\u00e3o. A ONG recomenda ainda maior participa\u00e7\u00e3o das comunidades locais nas decis\u00f5es tomadas pelos investidores chineses e pelo governo. \u201c\u00c9 a melhor forma de evitar confrontos no futuro\u201d, diz a economista Julia Cuadros, uma das fundadoras de CooperAcci\u00f3n que, desde 1977, monitora o impacto da ind\u00fastria mineira peruana sobre o meio ambiente e as comunidades locais. A mesma recomenda\u00e7\u00e3o foi feita por Edwin Lee,&nbsp;da empresa de advocacia <a href=\"http:\/\/www.dachengnet.com\/en\/about\">Dacheng<\/a>, especializada em investimentos da China no exterior. Segundo o advogado, a empresa chinesa <a href=\"http:\/\/www.mmg.com\/en\/Our-Operations\/Development-projects\/Las-Bambas.aspx\">MMG<\/a> n\u00e3o \u00e9 respons\u00e1vel pelos problemas em <a href=\"http:\/\/stage.dialogochino.net\/poluicao-no-chile-cresce-vertiginosamente-para-atender-a-demanda-da-china-por-cobre\/?lang=pt-pt\">Las Bambas<\/a>, que herdou dos antigos donos. Mas falhou ao n\u00e3o investigar a fundo a complexa situa\u00e7\u00e3o no Peru antes de adquirir as minas. Segundo Cuadros, no projeto original, o cobre extra\u00eddo de Las Bambas seria levado por um mineroduto at\u00e9 a mina desativada de Tintaya, onde seria processado para ser embarcado no porto de Arequipa. Quando o empreendimento foi vendido, Tintaya ficou fora do neg\u00f3cio e o cobre passou a ser processado no local. Ao eliminar o mineroduto, a MMG chinesa teve que aumentar o n\u00famero de caminh\u00f5es que transportam o min\u00e9rio processado de Las Bambas at\u00e9 o porto de embarque. \u201cS\u00e3o 225 caminh\u00f5es indo cheios e voltando vazios todos os dias\u201d, disse Cuadros. \u201cAo mesmo tempo, o dep\u00f3sito em Las Bambas ser\u00e1 ampliado, o que significa um maior volume de lixo no local. Ningu\u00e9m ainda fez uma avalia\u00e7\u00e3o s\u00e9ria sobre as consequ\u00eancias dessas modifica\u00e7\u00f5es e que impacto ter\u00e3o sobre o meio ambiente e a popula\u00e7\u00e3o local\u201d, afirmou. \u201cA popula\u00e7\u00e3o local ficou indignada porque soube das decis\u00f5es depois que elas foram tomadas e considera que <a href=\"http:\/\/stage.dialogochino.net\/a-china-na-america-latina-em-busca-de-um-caminho-para-o-desenvolvimento-sustentavel\/?lang=pt-pt\">o impacto social e ambiental dessa nova realidade ser\u00e1 maior do que o que foi previsto<\/a>\u201d, comentou. A minera\u00e7\u00e3o foi respons\u00e1vel por <a href=\"http:\/\/www.ey.com\/Publication\/vwLUAssets\/EY-Peru-mining-metals-investment-guide-14-15\/$FILE\/EY-Peru-mining-and-metals-investment-guide-2014-2015.pdf\">5% do Produto Interno Bruto<\/a> (PIB) do Peru e por mais da metade de suas exporta\u00e7\u00f5es, em 2013. Com cerca de 200 minas em funcionamento, o pa\u00eds est\u00e1 entre os primeiros no ranking internacional de produtores de prata, ouro, chumbo, zinco e cobre. Dos 25 importantes investimentos existentes, pelo menos 15 foram questionados pela popula\u00e7\u00e3o local e, segundo as estat\u00edsticas do governo peruano, <a href=\"http:\/\/www.economistinsights.com\/sustainability-resources\/opinion\/social-conflict-perus-mining-sector\">os conflitos sociais triplicaram desde 2008.<\/a> O projeto de minera\u00e7\u00e3o de cobre Las Bambas, estimado em US$ 7.4&nbsp; bilh\u00f5es, era uma exce\u00e7\u00e3o. At\u00e9 agora. \u201c\u00c9 uma situa\u00e7\u00e3o complexa porque, em uma d\u00e9cada, o projeto passou por v\u00e1rios donos, at\u00e9 ser adquirido pelos chineses\u201d, disse o economista Manuel Glave, do centro de investiga\u00e7\u00e3o Grupo para An\u00e1lise e Desenvolvimento (GRADE). \u201cO problema est\u00e1 nas modifica\u00e7\u00f5es feitas ao projeto original e na falta de comunica\u00e7\u00e3o entre as partes. As comunidades locais sempre foram favor\u00e1veis \u00e0 explora\u00e7\u00e3o das minas. Havia um acerto com as empresas para compensar os moradores da regi\u00e3o economicamente e com projetos sociais\u201d. \u201cOs problemas n\u00e3o surgiram porque a China assumiu o projeto ou porque realizou investimentos\u201d, disse Edwin Lee. Na opini\u00e3o do advogado, as empresas chinesas agora enfrentam um \u201cgrande desafio\u201d no Peru e na Am\u00e9rica Latina, em geral. Acostumadas a negociar com governos, muitos deles autorit\u00e1rios, elas ter\u00e3o que se adaptar a uma realidade de pa\u00edses democr\u00e1ticos, onde a opini\u00e3o p\u00fablica tem peso e pode influir no resultado de um empreendimento. \u201cAs empresas chinesas est\u00e3o muito envolvidas com governos. Na \u00c1frica, que carece de regimes democr\u00e1ticos e legisla\u00e7\u00e3o, elas encontraram menos resist\u00eancia por parte da popula\u00e7\u00e3o\u201d, disse Lee. \u201cMas, na \u00c1merica Latina democr\u00e1tica, a China enfrenta um grande desafio. Nesse caso, o respeito a lei \u00e9 muito importante\u201d. Edwin Lee ainda recomenda: se quiserem ampliar sua presen\u00e7a no mundo, preservando sua imagem e seus investimentos,&nbsp;<a href=\"http:\/\/stage.dialogochino.net\/por-que-a-china-deve-adotar-padroes-ambientais-mais-rigidos-nos-investimentos-estrangeiros\/?lang=pt-pt\">precisam estudar as regras de cada mercado e se adaptar a elas.<\/a> \u201cIntegrar autocracia e democracia \u00e9 dif\u00edcil, mas uma das formas de resolver isso \u00e9 estudar cada situa\u00e7\u00e3o e pedir a ajuda de intermedi\u00e1rios para resolver os problemas, se for necess\u00e1rio\u201d. CooperAcci\u00f3n ainda faz uma grave den\u00fancia no rel\u00e1rio encaminhado ao governo do Peru: a de <a href=\"http:\/\/www.conflictosmineros.net\/noticias\/19-peru\/18219-comunicado-de-rema-en-solidaridad-y-apoyo-a-la-resistencia-contra-el-proyecto-las-bambas\">mal trato dos manifestantes<\/a>, por parte das autoridades, que teriam utilizado as instala\u00e7\u00f5es da empresa para interrogar os detidos. \u201c\u00c9 uma pr\u00e1tica dos tempos da ditadura, que s\u00f3 contribui para aumentar a desconfian\u00e7a da popula\u00e7\u00e3o em rela\u00e7\u00e3o as corpora\u00e7\u00f5es\u201d, disse Julia Cuadros. No relat\u00f3rio, a ONG diz que o estado tem a obriga\u00e7\u00e3o de evitar futuros conflitos e que a \u00fanica forma vai ser estabelecer mecanismos democr\u00e1ticos que permitam uma maior
