H\u00e1 um ano, 32 comunidades de munic\u00edpios do estado de Caquet\u00e1, na Col\u00f4mbia, iniciaram um processo de resist\u00eancia<\/a> organizada para fazer frente ao avan\u00e7o das companhias petrol\u00edferas na regi\u00e3o. Atrav\u00e9s das Comiss\u00f5es pela Vida da \u00c1gua e o Conselho Estadual em Defesa da \u00c1gua e do Territ\u00f3rio, a campanha teve impulso depois que o Governo Nacional cedeu o contrato Nogal \u00e0 empresa Emerald Energy PLC, propriedade da estatal chinesa Sinochem<\/a>. Segundo o contrato, a empresa compromete-se a explorar uma \u00e1rea de 239.415 hectares, localizada nos munic\u00edpios de Albania, Bel\u00e9n de los Andaqu\u00edes, Paujil, Florencia, Mil\u00e1n, Monta\u00f1ita, Morelia e Valpara\u00edso, no Estado de Caquet\u00e1, com o objetivo de explorar petr\u00f3leo pelos pr\u00f3ximos 30 anos. A comunidade de Caquet\u00e1 est\u00e1 especialmente preocupada com os danos que esta atividade petroleira poderia causar \u00e0 \u00e1gua na regi\u00e3o, devido \u00e0s experi\u00eancias negativas que tiveram no norte do Estado, em fun\u00e7\u00e3o do processo de produ\u00e7\u00e3o de hidrocarbonetos que a companhia de capital chin\u00eas provocou. Por este motivo, a comunidade do sul do Estado n\u00e3o quer que a referida empresa continue presente em seu territ\u00f3rio. Atualmente, a Emerald Energy tem oito campos petroleiros na Col\u00f4mbia<\/a>, dos quais sete se encontram na regi\u00e3o amaz\u00f4nica, nos estados de Caquet\u00e1 e Putumayo. As opera\u00e7\u00f5es desta empresa provocaram grandes preju\u00edzos sociais e ambientais devido ao descumprimento da legisla\u00e7\u00e3o ambiental e o conflito com as comunidades ind\u00edgenas e camponesas. O caso da Emerald Energy \u00e9 emblem\u00e1tico, dentro dos projetos chineses de energia e infraestrutura na Col\u00f4mbia, que constam do relat\u00f3rio \u201cInvestimentos chineses na Col\u00f4mbia: Como est\u00e3o os projetos com participa\u00e7\u00e3o chinesa no pa\u00eds?<\/a>\u201d, publicado h\u00e1 algumas semanas pela Associa\u00e7\u00e3o Ambiente e Sociedade<\/a>. Apesar da conjuntura do financiamento chin\u00eas na Col\u00f4mbia ser diferente da tend\u00eancia de alta vivida em outros pa\u00edses da Am\u00e9rica Latina, pelo fato de ainda n\u00e3o terem sido concedidos os empr\u00e9stimos diretos por parte de entidades financeiras chinesas, o marco de coopera\u00e7\u00e3o existente entre os dois pa\u00edses mostra o crescente interesse da pot\u00eancia asi\u00e1tica pelo pa\u00eds. Este interesse crescente se reflete na constante participa\u00e7\u00e3o de empresas chinesas nos processos de licita\u00e7\u00e3o p\u00fablica na Col\u00f4mbia, al\u00e9m dos v\u00e1rios projetos energ\u00e9ticos e de infraestrutura que se desenvolveram ou s\u00e3o desenvolvidos atualmente. O objetivo do relat\u00f3rio \u00e9 descrever alguns destes projetos, dando \u00eanfase \u00e0 participa\u00e7\u00e3o chinesa na Col\u00f4mbia e as empresas envolvidas. Deste modo, a popula\u00e7\u00e3o tem a possibilidade de obter a informa\u00e7\u00e3o clara para onde se direcionam os interesses do capital chin\u00eas no pa\u00eds, quais setores privilegiam e quais empresas est\u00e3o participando desses projetos. Al\u00e9m do caso da Emerald Energy e do invent\u00e1rio das empresas chinesas que participam do setor petroleiro na Col\u00f4mbia, o relat\u00f3rio apresenta o caso da Termel\u00e9trica GECELCA 3. O projeto foi desenvolvido pelas empresas China United Engineering Corporation<\/a> e Dongfang Turbine Co<\/a>., com atrasos de mais de dois anos e uma perda patrimonial para a Na\u00e7\u00e3o de aproximadamente US$600 milh\u00f5es. Em termos de infraestrutura, o relat\u00f3rio exp\u00f5e os projetos do Parque Industrial Buenaventura e o Projeto Produtivo Agr\u00edcola e Vi\u00e1rio na regi\u00e3o de Orinoqu\u00eda e Altillanura. Estas obras buscam, no caso de Buenaventura, revitalizar o porto a partir da implementa\u00e7\u00e3o de um modelo integral de desenvolvimento industrial, comercial, log\u00edstico e social, com o objetivo de atrair investimento p\u00fablico ou privado e melhorar a qualidade dos servi\u00e7os de com\u00e9rcio exterior. No caso de Orinoquia, o objetivo \u00e9 construir uma estrada que atravessar\u00e1 a regi\u00e3o para transportar produtos agr\u00edcolas at\u00e9 o porto. Ambos os projetos seriam financiados pelo Banco de Desenvolvimento da China<\/a>, ainda que, at\u00e9 o momento, e de acordo com informa\u00e7\u00e3o fornecida pelo governo colombiano, nenhum desses projetos teve qualquer avan\u00e7o. O \u00faltimo projeto que aparece na publica\u00e7\u00e3o \u00e9 da Autopista de Quarta Gera\u00e7\u00e3o Mar 2, que se constitui na primeira grande obra de infraestrutura concedida a uma empresa chinesa na Col\u00f4mbia, e que estabelece a interven\u00e7\u00e3o em 245 km, ao longo dos quais ser\u00e3o constru\u00eddos 27 t\u00faneis e 22 pontes. O projeto, que seria de responsabilidade da companhia China Harbour Engineering Company Ltda<\/a>, que \u00e9 parte da China Communications Construction Company Limited (CCCC), busca conectar os munic\u00edpios de Ca\u00f1asgordas e Tigre, no estado de Antioquia e abrir uma nova rota para o mar.<\/p>\n","protected":false},"excerpt":{"rendered":"
