A partir da\u00ed, a redu\u00e7\u00e3o deve ser progressiva at\u00e9 se atingir o \u201czero l\u00edquido\u201d em 2050. Esta d\u00e9cada, portanto, determinar\u00e1 se o aquecimento pode ser limitado a 1,5 \u00b0C, 2 \u00b0C ou al\u00e9m.<\/p>\n<p>\u201cAs escolhas e a\u00e7\u00f5es implementadas nesta d\u00e9cada ter\u00e3o impactos agora e por milhares de anos\u201d, diz o resumo do relat\u00f3rio.<\/p>\n<p>At\u00e9 agora, a atividade humana tem levado ao aquecimento global de 1,1 \u00b0C acima dos n\u00edveis pr\u00e9-industriais, e as emiss\u00f5es de gases de efeito estufa que impulsionam essa situa\u00e7\u00e3o seguem aumentando. As emiss\u00f5es de combust\u00edveis f\u00f3sseis projetadas j\u00e1 excedem o chamado \u201cor\u00e7amento de carbono\u201d. Isso \u201crequer pol\u00edticas que promovam a diversifica\u00e7\u00e3o econ\u00f4mica e energ\u00e9tica, al\u00e9m de avalia\u00e7\u00f5es sobre princ\u00edpios, processos e pr\u00e1ticas para as transi\u00e7\u00f5es justas\u201d, acrescenta o relat\u00f3rio.<\/p>\n<p>De acordo com Mar\u00eda In\u00e9s Rivadeneira, diretora pol\u00edtica da WWF na Am\u00e9rica Latina e no Caribe, a regi\u00e3o tamb\u00e9m deve pensar na transi\u00e7\u00e3o de seu modelo de desenvolvimento.<\/p>\n<p>\u201cN\u00e3o se trata apenas do modelo energ\u00e9tico, porque dependemos muito das pessoas que trabalham direta ou indiretamente nestes setores\u201d, diz Rivadeneira ao <i>Di\u00e1logo Chino<\/i>. \u201cPortanto, n\u00e3o \u00e9 uma quest\u00e3o apenas de apagar as luzes de casa e mudar as pr\u00e1ticas corporativas. Temos que diversificar empregos, transformar a infraestrutura\u201d.<\/p>\n<p>A regi\u00e3o, at\u00e9 o momento, n\u00e3o cumpriu os apelos do relat\u00f3rio do IPCC para eliminar gradualmente os combust\u00edveis f\u00f3sseis. De acordo com o <a href=\"https:\/\/dialogue.earth\/pt-br\/mudanca-climatica-e-energia-pt-br\/os-combustiveis-fosseis-da-america-latina-podem-se-tornar-ativos-irrecuperaveis\/\">Banco Interamericano de Desenvolvimento<\/a> (BID), os atuais planos de expans\u00e3o da infraestrutura dos combust\u00edveis f\u00f3sseis na Am\u00e9rica Latina n\u00e3o s\u00e3o compat\u00edveis com os objetivos do Acordo de Paris.<\/p>\n<p>O g\u00e1s natural \u00e9 considerado por muitos governos da regi\u00e3o como <a href=\"https:\/\/dialogue.earth\/pt-br\/mudanca-climatica-e-energia-pt-br\/50409-natural-gas-latin-america-energy-transition\/\">um \u201ccombust\u00edvel de transi\u00e7\u00e3o<\/a>\u201d em rela\u00e7\u00e3o ao carv\u00e3o e o petr\u00f3leo, com um <a href=\"https:\/\/dialogue.earth\/pt-br\/mudanca-climatica-e-energia-pt-br\/61054-vaca-muerta-argentina-divisas-empregos-justica-climatica\/\">gasoduto<\/a> em andamento na Argentina e planos de expans\u00e3o <a href=\"https:\/\/www.eleconomista.com.mx\/empresas\/AMLO-planea-centro-de-exportacion-de-gas-natural-licuado-20220928-0006.html\">no M\u00e9xico<\/a>, por exemplo. Entretanto, um <a href=\"https:\/\/www.unep.org\/es\/resources\/informe\/informe-de-la-onu-es-el-gas-natural-una-buena-inversion-para-alc\">relat\u00f3rio da ONU<\/a> constatou que a energia renov\u00e1vel poderia trazer mais benef\u00edcios econ\u00f4micos, ambientais e de empregos para a Am\u00e9rica Latina do que as apostas no g\u00e1s natural.<\/p>\n<p>Ambientalistas lan\u00e7am d\u00favidas sobre as ambi\u00e7\u00f5es do setor de g\u00e1s na regi\u00e3o e o que elas significam para a a\u00e7\u00e3o clim\u00e1tica. \u201cEnquanto o relat\u00f3rio do IPCC descreve o que a humanidade deve fazer para resolver a crise clim\u00e1tica, governos, empresas e bancos envolvidos em projetos <a href=\"https:\/\/dialogue.earth\/pt-br\/industrias-extrativistas-pt-br\/argentina-aposta-em-gas-natural-em-vaca-muerta-apesar-de-compromissos-climaticos\/\">como Vaca Muerta<\/a> [um campo de petr\u00f3leo e g\u00e1s na Argentina] demonstram a gan\u00e2ncia sem limites que nos trouxe a este estado de emerg\u00eancia\u201d, diz Ilan Zugman, diretor regional da organiza\u00e7\u00e3o 350.org para a Am\u00e9rica Latina.<\/p>\n<p>\u201cN\u00e3o podemos pressionar os pa\u00edses em desenvolvimento a fazer o trabalho sujo que os pa\u00edses ricos n\u00e3o querem mais \u2014 a transi\u00e7\u00e3o energ\u00e9tica tem que ser global\u201d, acrescenta Zugman.<\/p>\n<p>No relat\u00f3rio anterior sobre mitiga\u00e7\u00e3o, publicado em 2022, o IPCC convocou os pa\u00edses da Am\u00e9rica Latina a aproveitar a queda dos pre\u00e7os da energia renov\u00e1vel e \u201cmoldar uma trajet\u00f3ria sustent\u00e1vel que seja mais resiliente e adequada ao futuro\u201d.<\/p>\n<p>A regi\u00e3o tem quase tudo o que precisa para a transi\u00e7\u00e3o rumo \u00e0s energias renov\u00e1veis: de <a href=\"https:\/\/english.elpais.com\/international\/2022-11-30\/latin-america-could-set-a-global-example-for-a-just-energy-transition.html#:~:text=The%20Renewables%20in%20Latin%20America,The%20goal%20is%20attainable.\">metas ambiciosas<\/a> a um enorme potencial solar e e\u00f3lico, al\u00e9m de ind\u00fastrias emergentes que poderiam gerar empregos \u2014 cerca de 15 milh\u00f5es em toda a regi\u00e3o at\u00e9 2030, informa o <a href=\"https:\/\/www.iadb.org\/en\/news\/15-million-new-jobs-2030-transition-net-zero-emission-economy-idb-and-ilo-say\">BID<\/a>. De acordo com um relat\u00f3rio recente, <a href=\"https:\/\/www.latindadd.org\/wp-content\/uploads\/2023\/01\/Crisis-climatica-deuda-y-recuperacion-en-un-contexto-de-crisis-multiple_c.pdf\">81% dos financiamentos<\/a> para o clima na regi\u00e3o chegam via empr\u00e9stimos que servem apenas para aumentar os j\u00e1 problem\u00e1ticos n\u00edveis de endividamento dos pa\u00edses.<\/p>\n<p>Como grande investidor, credor e parceiro comercial da regi\u00e3o, a China est\u00e1 explorando novas formas de contribuir para a a\u00e7\u00e3o clim\u00e1tica na Am\u00e9rica Latina, diz <a href=\"https:\/\/www.iisd.org\/articles\/policy-analysis\/china-climate-action-latin-america\">Sisi Tang<\/a>, especialista em com\u00e9rcio do Instituto Internacional para o Desenvolvimento Sustent\u00e1vel. Para isso, ela sugeriu que a China introduza um novo esquema de financiamento para a energia renov\u00e1vel na regi\u00e3o e desenvolva esquemas de troca de d\u00edvida por natureza (<i>debt-for-nature swaps<\/i>) para incentivar a prote\u00e7\u00e3o e restaura\u00e7\u00e3o do meio ambiente.<\/p>\n<p>De acordo com um relat\u00f3rio recente publicado pelo <a href=\"https:\/\/globalenergymonitor.org\/report\/a-race-to-the-top-latin-america\/\">Global Energy Monitor,<\/a> a Am\u00e9rica Latina tem potencial para aumentar sua capacidade de energia solar e e\u00f3lica em mais de 460% at\u00e9 2030, o que colocaria a regi\u00e3o no caminho certo para cumprir \u2014 e potencialmente exceder \u2014 as metas regionais de energia renov\u00e1vel da Ag\u00eancia Internacional de Energia para 2030.<\/p>\n<blockquote><p>Am\u00e9rica Latina pode se tornar refer\u00eancia mundial para uma transi\u00e7\u00e3o energ\u00e9tica justa se os projetos respeitarem os equil\u00edbrios ecol\u00f3gicos e trouxerem n\u00e3o apenas benef\u00edcios econ\u00f4micos, mas tamb\u00e9m sociais<\/p><\/blockquote>\n<p>O documento aponta Brasil, Chile e Col\u00f4mbia como os pa\u00edses com os principais planos renov\u00e1veis para o futuro. \u201cA Am\u00e9rica Latina pode se tornar refer\u00eancia mundial para uma transi\u00e7\u00e3o energ\u00e9tica justa se os projetos respeitarem os equil\u00edbrios ecol\u00f3gicos e trouxerem n\u00e3o apenas benef\u00edcios econ\u00f4micos, mas tamb\u00e9m sociais\u201d, diz a pesquisadora Sophia Bauer, do Global Energy Monitor.<\/p>\n<p>Ainda h\u00e1 um desafio enorme pela frente. Embora a Am\u00e9rica Latina tenha uma consider\u00e1vel contribui\u00e7\u00e3o nas energias renov\u00e1veis \u2014 <a href=\"https:\/\/www.oecd-ilibrary.org\/docserver\/3d5554fc-en.pdf?expires=1679417262&amp;id=id&amp;accname=guest&amp;checksum=9C8336C87281CE9C9013F124DCD6BC7C\">33%<\/a> da matriz energ\u00e9tica, bem acima da m\u00e9dia globa de 12% \u2014, a regi\u00e3o enfrenta a dif\u00edcil miss\u00e3o de manter esse patamar. A energia hidrel\u00e9trica, <a href=\"https:\/\/dialogue.earth\/pt-br\/article\/56368-o-futuro-das-hidreletricas-frente-a-crise-climatica-na-america-latina\/\">cada vez mais amea\u00e7ada pela crise h\u00eddrica<\/a>, reduz essa depend\u00eancia de combust\u00edveis f\u00f3sseis, que representam os dois ter\u00e7os restantes da matriz energ\u00e9tica regional.<\/p>\n<p>Como disse Guterres no lan\u00e7amento do relat\u00f3rio da ONU, ser\u00e1 preciso \u201cum salto qu\u00e2ntico na a\u00e7\u00e3o clim\u00e1tica\u201d para enfrentar essa situa\u00e7\u00e3o, cumprir as metas do Acordo de
