{"id":50369550,"date":"2023-06-03T02:21:55","date_gmt":"2023-06-03T01:21:55","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=369550"},"modified":"2023-06-03T02:22:02","modified_gmt":"2023-06-03T01:22:02","slug":"369114-gps-tubaroes-inteligencia-artificial-alto-mar","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/pt-br\/oceanos\/369114-gps-tubaroes-inteligencia-artificial-alto-mar\/","title":{"rendered":"Como GPS em tubar\u00f5es e intelig\u00eancia artificial podem proteger o alto-mar"},"content":{"rendered":"\n<p>Em mar\u00e7o, ap\u00f3s quase duas d\u00e9cadas de discuss\u00f5es, os pa\u00edses-membros da ONU <a href=\"https:\/\/dialogue.earth\/en\/conservation\/countries-secure-legally-binding-deal-to-protect-the-high-seas\/\">aprovaram<\/a> um acordo hist\u00f3rico para proteger a vida marinha em alto-mar.<\/p>\n\n\n\n<p>Embora dois ter\u00e7os do oceano sejam considerados \u00e1guas internacionais \u2014 ou seja, fora da jurisdi\u00e7\u00e3o dos pa\u00edses \u2014 <a href=\"https:\/\/mpatlas.org\/countries\/HS\">apenas 1%<\/a> dessa \u00e1rea \u00e9 protegida atualmente, deixando o restante sem regulamenta\u00e7\u00e3o e vulner\u00e1vel \u00e0 pesca predat\u00f3ria e polui\u00e7\u00e3o.<\/p>\n\n\n\n<p>O novo tratado da ONU amplia a conserva\u00e7\u00e3o e o uso sustent\u00e1vel da biodiversidade marinha \u2014 at\u00e9 mesmo com a cria\u00e7\u00e3o de \u00e1reas protegidas.<\/p>\n\n\n\n<p>\u201cO tratado n\u00e3o \u00e9 uma solu\u00e7\u00e3o completa\u201d, diz Octavio Aburto, professor do Scripps Institution of Oceanography em San Diego, na Calif\u00f3rnia. \u201cMas, pelo menos, agora h\u00e1 uma marco e j\u00e1 se pode come\u00e7ar a trabalhar para acabar com a explora\u00e7\u00e3o irrespons\u00e1vel do alto-mar\u201d.<\/p>\n\n\n\n<p>Essas \u00e1guas internacionais abrigam uma riqueza de biodiversidade e ecossistemas, incluindo corais de \u00e1guas profundas e animais migrat\u00f3rios. Elas tamb\u00e9m desempenham um <a href=\"https:\/\/www.un.org\/en\/climatechange\/science\/climate-issues\/ocean\">papel fundamental<\/a> na regula\u00e7\u00e3o do clima do planeta, j\u00e1 que o oceano e os organismos marinhos absorvem grandes quantidades de carbono da atmosfera. Preserv\u00e1-los \u00e9 essencial para estabilizar os ciclos clim\u00e1ticos.<\/p>\n\n\n\n<p>No entanto, o monitoramento \u2014 e sobretudo a prote\u00e7\u00e3o \u2014 das enormes e afastadas regi\u00f5es de alto-mar representa um grande desafio. A falta de informa\u00e7\u00f5es ecol\u00f3gicas tamb\u00e9m dificulta a identifica\u00e7\u00e3o de \u00e1reas particularmente vulner\u00e1veis e o desenvolvimento de estrat\u00e9gias de conserva\u00e7\u00e3o.<\/p>\n\n\n\n<p>\u00c9 nesse ponto que a intelig\u00eancia artificial, as imagens de sat\u00e9lite e outras tecnologias inovadoras podem fazer a diferen\u00e7a.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-monitoramento-da-pesca-ilegal\">Monitoramento da pesca ilegal<\/h2>\n\n\n\n<p>V\u00e1rias organiza\u00e7\u00f5es j\u00e1 usam novas tecnologias para detectar a pesca ilegal, n\u00e3o declarada e n\u00e3o regulamentada (IUU, na sigla em ingl\u00eas) em tempo real. As an\u00e1lises est\u00e3o dispon\u00edveis online e gratuitamente.<\/p>\n\n\n\n<p>O Global Fishing Watch, por exemplo, tem um <a href=\"http:\/\/globalfishingwatch.org\/map\">mapa<\/a> interativo que usa dados dos transceptores das embarca\u00e7\u00f5es para seguir seus movimentos e estimar o <a href=\"https:\/\/dialogue.earth\/pt-br\/comercio-e-investimento-pt-br\/66040-pesca-lula-explode-america-do-sul\/\">esfor\u00e7o de pesca<\/a>. Dessa forma, ele pode rastrear navios nas zonas econ\u00f4micas exclusivas dos pa\u00edses, nas \u00e1reas marinhas protegidas e em alto-mar. Por\u00e9m, isso depende dos dados enviados pelas embarca\u00e7\u00f5es, que \u00e0s vezes &#8220;<a href=\"https:\/\/www.theguardian.com\/environment\/2022\/nov\/02\/at-least-6-percent-global-fishing-likely-as-ships-turn-off-tracking-devices-study\">ficam no escuro<\/a>\u201d, desativando seus dispositivos de rastreamento. A organiza\u00e7\u00e3o pondera que isso nem sempre \u00e9 intencional, mas deveria ser considerado um \u201c<a href=\"https:\/\/globalfishingwatch.org\/data\/going-dark-when-vessels-turn-off-ais-broadcasts\/\">alerta vermelho<\/a>\u201d.<\/p>\n\n\n\n<p>Outras iniciativas apostam na combina\u00e7\u00e3o de imagens de sat\u00e9lite e intelig\u00eancia artificial. Desenvolvida pelo Allen Institute for AI (AI2), a Skylight \u00e9 uma plataforma de monitoramento que fornece informa\u00e7\u00f5es em tempo real \u00e0s autoridades de pesca.<\/p>\n\n\n\n<p>Ted Schmitt, diretor de conserva\u00e7\u00e3o da AI2 e coordenador do programa Skylight, defende que o <a href=\"https:\/\/dialogue.earth\/pt-br\/artigo\/62678-navios-pesca-ilegal-uruguai-montevideu\/\">Acordo sobre Medidas do Estado do Porto<\/a> \u00e9 um instrumento importante na luta contra a pesca ilegal. Schmitt explica que o tratado ajuda na coordena\u00e7\u00e3o entre pa\u00edses para impedir o desembarque de navios de pesca ilegal. Uma delas \u00e9 a <a href=\"https:\/\/globalfishingwatch.org\/joint-analytical-cell\/\">Joint Analytical Cell<\/a> (JAC), que inclui plataformas como a Global Fishing Watch e a Trygg Mat Tracking.<\/p>\n\n\n\n<p>Atualmente, a Skylight concentra esfor\u00e7os no monitoramento de zonas econ\u00f4micas exclusivas, mas a plataforma tem planos de incluir as \u00e1guas internacionais conforme avan\u00e7ar a implementa\u00e7\u00e3o do tratado de alto-mar da ONU. O desafio, diz Schmitt, \u00e9 conseguir acesso a imagens de sat\u00e9lite dessas regi\u00f5es do oceano, j\u00e1 que muitas vezes est\u00e3o indispon\u00edveis ou s\u00e3o muito caras.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Animais marinhos com GPS<\/h2>\n\n\n\n<p>Uma das principais conquistas do acordo de alto-mar \u00e9 a cria\u00e7\u00e3o de \u00e1reas marinhas protegidas em \u00e1guas internacionais. O desafio agora \u00e9 definir os crit\u00e9rios para preservar \u00e1reas priorit\u00e1rias.<\/p>\n\n\n\n<p>No nordeste do Oceano Atl\u00e2ntico, por exemplo, seis \u00e1reas de prote\u00e7\u00e3o foram criadas em 2010, sob a Conven\u00e7\u00e3o para a Prote\u00e7\u00e3o do Ambiente Marinho do Atl\u00e2ntico Nordeste, mais conhecida como <a href=\"https:\/\/www.ospar.org\/work-areas\/bdc\/marine-protected-areas\/mpas-in-areas-beyond-national-jurisdiction\">Conven\u00e7\u00e3o Ospar<\/a>. Desde ent\u00e3o, outras quatro \u00e1reas marinhas protegidas foram inclu\u00eddas.<\/p>\n\n\n\n<p>Um <a href=\"https:\/\/besjournals.onlinelibrary.wiley.com\/doi\/full\/10.1111\/1365-2664.14032\">estudo<\/a> publicado em 2021 no Journal of Applied Ecology explica como a cria\u00e7\u00e3o das seis primeiras \u00e1reas protegidas da Ospar se deve, em grande medida, \u00e0s caracter\u00edsticas dos ecossistemas do fundo do mar, como vales e cordilheiras submarinas. Os autores da pesquisa observam que outras formas de vida, como as aves marinhas, n\u00e3o foram consideradas. Sua organiza\u00e7\u00e3o, a Guy Harvey Foundation, usa o rastreamento de animais marinhos por GPS para identificar \u00e1reas priorit\u00e1rias \u00e0 prote\u00e7\u00e3o ambiental.<\/p>\n\n\n\n<p>Em 2018, por exemplo, Harvey marcou um tubar\u00e3o-baleia perto da costa leste do M\u00e9xico. At\u00e9 2022, o animal havia percorrido 31 mil quil\u00f4metros, passando pelo Golfo do M\u00e9xico, descendo at\u00e9 o Caribe colombiano, subindo novamente \u00e0 costa da Fl\u00f3rida, indo at\u00e9 a zona de alto-mar no Atl\u00e2ntico e entrando mais uma vez pelo Caribe at\u00e9 chegar a Cuba.<\/p>\n\n\n\n<p>Na Confer\u00eancia Our Ocean, realizada no Panam\u00e1 em mar\u00e7o, Harvey explicou que esse mapeamento pode nos ajudar a entender os padr\u00f5es de migra\u00e7\u00e3o e os diferentes habitats, al\u00e9m de indicar as \u00e1reas que devem ser protegidas.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Rio Lady the Whale Shark!\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/3pB__1Tsej4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Tamb\u00e9m h\u00e1 iniciativas que utilizam dados de aves migrat\u00f3rias para identificar \u00e1reas oce\u00e2nicas importantes. A BirdLife International, rede global de organiza\u00e7\u00f5es ambientais, analisou as trajet\u00f3rias de duas mil aves marinhas com base no <a href=\"http:\/\/www.seabirdtracking.org\/\">Seabird Tracking Database<\/a>. A entidade identificou um local relevante para as aves e a biodiversidade que se transformou na \u00e1rea marinha protegida da <a href=\"https:\/\/www.ospar.org\/ministerial\/deliverables\/naces-mpa\">Corrente do Atl\u00e2ntico Norte e do Mar de Evlanov<\/a>.<\/p>\n\n\n\n<p>At\u00e9 cinco milh\u00f5es de aves usam essa \u00e1rea ao longo do ano, tornando-a um ponto de encontro crucial para aves marinhas migrat\u00f3rias no mundo todo. A zona protegida foi criada pela Comiss\u00e3o Ospar em 2021, cobrindo uma \u00e1rea maior do que as do Reino Unido e da Alemanha juntas. O escopo de atua\u00e7\u00e3o e a gest\u00e3o do local ainda <a href=\"https:\/\/www.ospar.org\/work-areas\/bdc\/marine-protected-areas\/ospar-seeks-views-on-the-nomination-proforma-for-the-north-atlantic-current-and-evlanov-seabasin-mpa\">est\u00e3o em discuss\u00e3o<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tecnologia para a prote\u00e7\u00e3o marinha<\/h2>\n\n\n\n<p>H\u00e1 v\u00e1rias outras ferramentas tecnol\u00f3gicas que podem ajudar na prote\u00e7\u00e3o do alto-mar, incluindo <a href=\"https:\/\/www.thyssenkrupp-marinesystems.com\/en\/teaser\/fascination-deep-sea--autonomous-submarines-tap-previously-unexplored-seabed\">submarinos aut\u00f4nomos<\/a> que exploram o leito oce\u00e2nico e o monitoramento por sat\u00e9lite da <a href=\"http:\/\/skytruth.org\/\">SkyTruth<\/a>, que identifica derramamentos de petr\u00f3leo \u2014 ela, inclusive, coletou evid\u00eancias importantes sobre a real dimens\u00e3o do vazamento da petrol\u00edfera brit\u00e2nica BP em 2010, no Golfo do M\u00e9xico.<\/p>\n\n\n\n<p>&#8220;Todas essas ferramentas evoluem rapidamente, mas o grande desafio \u00e9 incorpor\u00e1-las \u00e0 tomada de decis\u00f5es\u201d, disse Octavio Aburto, do Scripps. Ele acrescenta que essas ferramentas \u201cainda est\u00e3o em um est\u00e1gio muito t\u00e9cnico e cient\u00edfico\u201d e que os governos geralmente n\u00e3o t\u00eam recursos ou a capacidade de treinar suas for\u00e7as armadas para participarem do monitoramento e da fiscaliza\u00e7\u00e3o em alto-mar.<\/p>\n\n\n\n<p>A prote\u00e7\u00e3o efetiva do alto-mar pode esbarrar na necessidade de equilibrar as iniciativas de conserva\u00e7\u00e3o com interesses comerciais, mesmo que muitas atividades atuais sejam insustent\u00e1veis e estejam acabando com as popula\u00e7\u00f5es de peixes e outros animais. \u00c0 medida que o tratado for implementado, tamb\u00e9m dever\u00e1 ficar mais evidente como ele deve funcionar na pr\u00e1tica com outros acordos existentes, como os que regem o
