{"id":60018360,"date":"2024-05-13T12:21:12","date_gmt":"2024-05-13T11:21:12","guid":{"rendered":"https:\/\/dialogue.earth\/nao-categorizado\/documentary-shines-light-on-the-impact-of-river-trade-in-argentina\/"},"modified":"2024-07-10T18:26:09","modified_gmt":"2024-07-10T17:26:09","slug":"documentario-impactos-socioambientais-hidrovia-rio-parana","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/pt-br\/agua\/documentario-impactos-socioambientais-hidrovia-rio-parana\/","title":{"rendered":"Document\u00e1rio exp\u00f5e impactos socioambientais de com\u00e9rcio no rio Paran\u00e1"},"content":{"rendered":"\n<p>No document\u00e1rio <em>Pelo Paran\u00e1: a disputa por um rio<\/em>, o cineasta argentino Alejo Di Risio, especializado em temas ambientais, e seu colega Franco Gonz\u00e1lez retrataram o lado mais humano de uma das maiores rotas comerciais da Am\u00e9rica do Sul: o impacto da hidrovia Paran\u00e1-Paraguai em ribeirinhos locais.&nbsp;<\/p>\n\n\n\n<p>\u201cHidrovia n\u00e3o \u00e9 o termo usado por quem mora perto do rio\u201d, explica Di Risio. \u201cS\u00e3o as pessoas em cima dos navios, sem notar o que h\u00e1 embaixo delas, que o chamam assim\u201d.<\/p>\n\n\n\n<p>Com mais de 3,4 mil quil\u00f4metros de extens\u00e3o nos rios Paraguai, Paran\u00e1 e La Plata, <a href=\"https:\/\/dialogue.earth\/pt-br\/alimentos\/57210-incertezas-pairam-sobre-a-principal-hidrovia-para-o-comercio-global-de-alimentos-na-argentina\/\">a hidrovia<\/a> atravessa regi\u00f5es importantes para a agricultura de Bol\u00edvia, Brasil, Paraguai e Argentina, facilitando o com\u00e9rcio entre esses pa\u00edses e abrindo uma rota de exporta\u00e7\u00e3o para o resto do mundo.<\/p>\n\n\n\n<p>Quando se fala nessa gigantesca hidrovia, \u00e9 comum ouvir que, a cada ano, passam por ela cerca de <a href=\"https:\/\/www.magyp.gob.ar\/sitio\/areas\/ss_mercados_agropecuarios\/exportaciones\/_archivos\/000030_Embarques%20-%20Exportaciones%20de%20Granos,%20Aceites%20y%20Subproductos\/000030_Por%20Puerto.php\">cem milh\u00f5es de toneladas<\/a> de mercadorias para exporta\u00e7\u00e3o. Mas os impactos socioambientais desse fluxo comercial t\u00eam sido negligenciados, dizem Di Risio e Gonz\u00e1lez.<\/p>\n\n\n\n<p>Em 2021, os dois diretores percorreram o rio Paran\u00e1 para entender como a popula\u00e7\u00e3o ribeirinha da regi\u00e3o teve sua vida modificada pela hidrovia. O resultado desse trabalho \u00e9 o document\u00e1rio que estreou na semana passada na Argentina.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/www.youtube.com\/embed\/yxJB8Q7Vhew?si=ycHG00K4CgCQws05\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><\/div><\/div><\/div><\/div>\n\n\n\n<p>A industrializa\u00e7\u00e3o da hidrovia Paran\u00e1-Paraguai come\u00e7ou em meados dos anos 1990, com a chegada de concession\u00e1rias privadas e das altera\u00e7\u00f5es nos leitos do rio para aumentar sua largura e profundidade. O objetivo era maximizar o fluxo de cargas e permitir a passagem de navios de grande porte.<\/p>\n\n\n\n<p>Por quase 20 anos, o controle da hidrovia no lado argentino esteve nas m\u00e3os de duas empresas: a argentina Emepa e a belga Jan de Nul. Em nome dos lucros e do progresso econ\u00f4mico, atividades tradicionais como a pesca artesanal foram ignoradas. Impactos ambientais tamb\u00e9m foram vistos <a href=\"https:\/\/rsis.ramsar.org\/RISapp\/files\/48745696\/documents\/AR2255_descr1510.pdf\">nas \u00e1reas pantanosas do rio<\/a> \u2014 situa\u00e7\u00e3o h\u00e1 muito tempo negligenciada por empresas e governos, diz Di Risio.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-o-custo-do-progresso\">O custo do progresso<\/h2>\n\n\n\n<p>Um dos protagonistas do document\u00e1rio \u00e9 Julio Cardozo, de 48 anos, pescador desde os 11 em Ramallo, munic\u00edpio \u00e0s margens do rio Paran\u00e1, na divisa entre as prov\u00edncias argentinas de Buenos Aires e Santa F\u00e9. Em conversa com o <em>Dialogue Earth<\/em>, ele conta como o rio e as ilhas pr\u00f3ximas t\u00eam sido transformados desde sua inf\u00e2ncia.<\/p>\n\n\n\n<p>Cardozo diz que, na d\u00e9cada de 1990, centenas de portos privados come\u00e7aram a surgir nas margens do rio, impedindo que pescadores como ele pudesse atracar: \u201cDesde aquela \u00e9poca, est\u00e3o nos expulsando. Nunca conversaram com o setor de pesca artesanal. E agora n\u00e3o podemos chegar nem a 200 metros dos portos\u201d.<\/p>\n\n\n\n<p>Conforme o pescador, a dragagem do rio destruiu v\u00e1rios locais de desova de peixes. Al\u00e9m disso, o cont\u00ednuo fluxo de grandes navios gera ondas que aceleram a eros\u00e3o das encostas: \u201cPassa um desses por aqui a cada hora ou a cada meia hora \u2014 \u00e0s vezes tr\u00eas ou quatro juntos\u201d.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50057372\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">LEIA MAIS<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>O economista Sergio Arelovich, outro protagonista do document\u00e1rio, tamb\u00e9m fala sobre as mudan\u00e7as provocadas pela hidrovia no formato do rio e de suas ilhas. Durante o processo de privatiza\u00e7\u00e3o, diz ele, a frota estatal de dragagem foi abandonada. Mas isso n\u00e3o aconteceu, e a administra\u00e7\u00e3o ficou provisoriamente nas m\u00e3os do Estado argentino.&nbsp;<\/p>\n\n\n\n<p>O novo presidente, Javier Milei, prometeu avan\u00e7ar com a nova concess\u00e3o. Em 30 de abril, Mariano Mirotti, secret\u00e1rio de Concess\u00f5es no Departamento Nacional de Infraestrutura, <a href=\"https:\/\/www.cronista.com\/transport-cargo\/ratifica-el-gobierno-nacional-su-decision-de-licitar-la-hidrovia\/\">confirmou<\/a> que uma licita\u00e7\u00e3o internacional ser\u00e1 lan\u00e7ada em breve.&nbsp;<\/p>\n\n\n\n<p>O objetivo da nova concess\u00e3o \u00e9, em parte, aumentar a profundidade dos canais do rio Paran\u00e1 para permitir que embarca\u00e7\u00f5es ainda maiores cheguem aos portos de Santa F\u00e9.<\/p>\n\n\n\n<p>Nos \u00faltimos anos, <a href=\"https:\/\/dialogue.earth\/en\/business\/37072-chinese-company-could-run-crucial-argentine-shipping-route\/\">cinco empresas<\/a> manifestaram interesse na concess\u00e3o: as belgas Dredging International e, mais uma vez, a Jan de Nul; as holandesas Boskalis e Van Oord; e a chinesa Shanghai Dredging \u2014 subsidi\u00e1ria da China Communications Construction Company (CCCC), \u00e0 frente de mais de 50 megaprojetos de infraestrutura na Am\u00e9rica Latina.&nbsp;<\/p>\n\n\n\n<p>Nos \u00faltimos anos, a China virou o principal comprador de soja e carne argentinas.
