In 2017 it <a href=\"https:\/\/whc.unesco.org\/en\/list\/1448\/\">was listed<\/a> as a UNESCO World Heritage Site, as \u201can outstanding example of the Daurian steppe ecosystem\u201d. Every 25-40 years the Ulz river floods and fills the Torey Lakes. Then, over years, the lakes dry until they are again replenished. This force shapes the ecosystems and people of the region.<\/p>\n\n<p>At the peak of the wet phase, thousands of ephemeral lakes appear across the steppe. The flood waters trigger a <a href=\"https:\/\/www.facebook.com\/vadim.kiriliuk\/videos\/3357059994413836\">new cycle of life<\/a> and provide habitat for a huge diversity of life.<\/p>\n\n<p>Smaller, more frequent floods sustain core areas. The most stable floodplain wetlands of Dauria are life-support systems for wildlife and humans through all phases of the climate cycle. The Torey Lakes take about two decades to dry up completely, and are filled again by Ulz river floods after several consecutive high-water years. These \u2018pulsating\u2019 water bodies create a dynamic mosaic of habitats rich in biodiversity. Local people are encouraged to fish in the buffer zone of the Landscapes of Dauria to make the most of this rare bounty. The <a href=\"https:\/\/www.researchgate.net\/publication\/312951632\">Ulz River Basin Management Plan<\/a> proposes the construction of reservoirs for agriculture and \u201cenvironmental needs\u201d. It was supported by the United Nations Development Programme and a USD 5.5 million <a href=\"https:\/\/www.adaptation-fund.org\/project\/ecosystem-based-adaptation-approach-to-maintaining-water-security-in-critical-water-catchments-in-mongolia\/\">grant from the Adaptation Fund<\/a>, which finances projects that help developing countries adapt to climate change. <\/p>\n\n<p>In response, the Russian-Mongolian Environmental Cooperation Commission, which oversees cooperation on agreements regarding environmental protection, stated that maintaining the natural fluctuation of the water cycle <a href=\"https:\/\/www.researchgate.net\/publication\/346965137_Lake_Baikal_and_Landscapes_of_Dauria_in_the_World_Natural_Heritage_in_Russia_25_Years_in_Review\">is key to preserving the World Heritage Site<\/a>. This is 20% of the river\u2019s average annual flow, and more than five times the annual flow during the dry phase of its cycle. Evaporation from the reservoir could mean 7-9 million cubic metres of water is lost annually, which will deplete the flow significantly in dry years.<\/p>\n\n<p>The Mongolian government started the construction without notifying neighbouring Russia or submitting a transboundary heritage impact assessment to the UNESCO World Heritage Centre. This violates bilateral treaties and <a href=\"http:\/\/www.transrivers.org\/2020\/3164\/\">key requirements<\/a> of the Ramsar and World Heritage conventions. The Third Pole invited the Permanent Delegation of Mongolia to UNESCO to comment on these concerns; a response had not been received till the time of publication.<\/p>\n\n<p>The project\u2019s stated objective is to support the ecological flow of the Ulz river. But the forces of nature, during the current water-abundant phase of the climate cycle, will restore the flow naturally. This fact was fully recognised in <a href=\"https:\/\/whc.unesco.org\/document\/186303\">Mongolia\u2019s submission<\/a> to UNESCO in April 2021.<\/p>\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/6357491\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><div style=\"width:100%!;margin-top:4px!important;text-align:right!important;\"><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/6357491\/?utm_source=embed&#038;utm_campaign=visualisation\/6357491\" target=\"_top\" style=\"text-decoration:none!important\" rel=\"noopener\"><\/a><\/div>\n\n<p>When the dry phase comes, the dam project may <a href=\"http:\/\/daurzapoved.com\/index.php\/ru\/novosti\/nauka\/1259-mongolskaya-plotina-na-reke-uldza-neset-opasnost-ne-tolko-torejskim-ozeram\">degrade key habitats<\/a> and <a href=\"https:\/\/www.researchgate.net\/publication\/350386882_Transboundary_risks_of_adaptation_strategies_and_country_climate_obligations_Russia-Mongolia_case-study_Transgranicnye_riski_strategij_klimaticeskoj_adaptacii_i_vzatyh_stranami_klimaticeskih_obazatels\">prevent the successful reproduction<\/a> of endangered wetland species, such as the white-naped crane, swan goose and relic gull.<\/p>\n\n<p>In 2020, the International Union for Conservation of Nature assessed the conservation outlook for the Landscapes of Dauria. It <a href=\"https:\/\/worldheritageoutlook.iucn.org\/explore-sites\/wdpaid\/555624857\">concluded<\/a> that dam construction on the Ulz river upstream of the site \u201cis potentially a very serious threat to the natural water regime and habitat integrity of key wetlands\u201d.
