Set to be built and funded by Chinese state-owned entities, recent developments have also raised fresh questions about China\u2019s <a href=\"https:\/\/dialogue.earth\/en\/energy\/china-to-stop-building-new-coal-power-projects-overseas\/\">pledge<\/a> \u2013 made at the UN General Assembly in 2021 \u2013 not to build any new coal power plants overseas.<\/p>\n\n<p>The Gwadar coal power plant was first conceived in 2016, with an estimated cost of <a href=\"https:\/\/cpec.gov.pk\/project-details\/5\">USD 542.32 million<\/a>. It is to be constructed by the Chinese company CIHC Pak Power, a subsidiary of the state-owned China Communications and Construction Group. The plant was recently <a href=\"https:\/\/www.brecorder.com\/news\/40221115\">reported<\/a> to have secured financing from the Industrial and Commercial Bank of China (ICBC), China\u2019s largest commercial bank. Once completed, it is intended to supply power, on a priority basis, to the industries being set up at the Gwadar Free Zone (GFZ), a special economic zone at Gwadar port that forms part of the <a href=\"https:\/\/dialogue.earth\/en\/tag\/cpec\/\">China-Pakistan Economic Corridor<\/a> (CPEC), the USD 62 billion bilateral infrastructure and connectivity project between China and Pakistan.<\/p>\n\n<p>The environmental impacts of coal power \u2013 from local air and water pollution to carbon emissions \u2013 have made the project controversial.<\/p>\n\n<p>\u201cWe are pushing the Chinese company to complete its financial closure by\u00a031 December 2023, and start construction at the earliest so that it can be completed by 2025,\u201d Shah Jahan Mirza, managing director of the Pakistan government-owned <a href=\"https:\/\/www.ppib.gov.pk\/\">Private Power and Infrastructure Board<\/a> told The Third Pole. \u201cElectricity shortage is the biggest impediment to developing Gwadar,\u201d he said.<\/p>\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Pakistan\u2019s energy crisis<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Political instability, weak energy policies and a reliance on imported fossil fuels have meant that Pakistan has faced an energy crisis for decades. The majority of Balochistan province, where the Gwadar coal plant is set to be constructed, is currently without electricity. <\/p>\n\n\n\n<p>In recent months, many other parts of the country have also faced prolonged power cuts, threatening industries and livelihoods. The energy shortfall has been exacerbated by the escalating prices of imported natural gas following Russia&#8217;s invasion of Ukraine, pushing the Pakistan government to search for new solutions to meet demand.<\/p>\n<\/div><\/div><\/div>\n\n<p>Pakistan\u2019s energy sector is dominated by fossil fuels. According to the country\u2019s <a href=\"https:\/\/www.finance.gov.pk\/survey\/chapter_22\/PES14-ENERGY.pdf\">Finance Division<\/a>, as of April 2022, just under 60% of total installed generation capacity used fossil fuels, including gas, oil and coal. Just 3% of generated electricity in the 2022 fiscal year came from non-hydropower renewables. Pakistan\u2019s <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-06\/Pakistan%20Updated%20NDC%202021.pdf\">Nationally Determined Contribution<\/a> (NDC) \u00ad\u2013 its climate pledge under the Paris Agreement \u2013 targets 60% renewable energy generation by 2030, including hydropower. The NDC also states: \u201cFrom 2020, new coal power plants are subject to a moratorium.\u201d<\/p>\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/13061279\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n<h2 class=\"wp-block-heading\" id=\"h-no-new-chinese-backed-coal-power-overseas\">No new Chinese-backed coal power overseas?<\/h2>\n\n<p>In 2021, China\u2019s president Xi Jinping <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/topics_665678\/kjgzbdfyyq\/202109\/t20210923_9591806.html\">announced<\/a> that China would not build any new coal-fired power projects abroad. He also stated that the country would increase support for low-carbon energy in developing countries.<\/p>\n\n<p>Bao Zhong, political counsellor at the Embassy of the People\u2019s Republic of China in Islamabad, told The Third Pole that the Chinese government stands by the pledge. \u201cThe Gwadar coal-fired plant is not a new project and has been in the CPEC framework since 2016,\u201d she said. \u201cWe hope the Gwadar power plant\u2019s construction begins as early as possible to ease the power shortage there.\u201d<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20100496\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>Ahsan Iqbal, Pakistan\u2019s federal minister for planning, development and special initiatives, seconded Bao\u2019s comments. \u201cThis project was approved in 2017, long before the Chinese president\u2019s proclamation.\u201d<\/p>\n\n<p>In April 2022, China\u2019s National Development and Reform Commission (NDRC), the country\u2019s top economic planning and management body, released an <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202203\/t20220328_1320629.html?code=&amp;state=123\">interpretation<\/a> of the 2021 pledge, clarifying a moratorium on all \u201cnew build\u201d projects. It also stated that projects already under construction should proceed \u201csteadily and cautiously\u201d. Some commentators <a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-no-overseas-coal-pledge-15-projects-cancelled-grey-areas-remain\/\">suggested<\/a> that the wording also left the door open to renegotiating contracts and pursuing alternatives to coal, such as gas, solar and wind power projects.<\/p>\n\n<p>Azhar Lashari from the Policy Research Institute for Equitable Development (PRIED) believes that China\u2019s continued support for the Gwadar coal power plant violates the April 2022 NDRC interpretation as \u201cno civil works on the plant had started.\u201d<\/p>\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The preparation for construction of the power plant is almost ready and it would be unfortunate if hurdles come in its way<\/blockquote><cite class=\"block--pull-quote__cite\">Bao Zhong, political counsellor at the Embassy of the People\u2019s Republic of China in Islamabad<\/cite><\/div><\/div>\n\n<p>Speaking with The Third Pole, Lashari said the support is \u201cnot only a violation of [China\u2019s] pledge to not build any overseas coal power plants, but it has undermined the battle against global warming and climate change\u201d.<\/p>\n\n<p>While construction of the Gwadar plant has not yet commenced, Bao of the Chinese Embassy in Islamabad said: \u201cThe preparation for construction of the power plant is almost ready and it would be unfortunate if hurdles come in its way.\u201d<\/p>\n\n<p>According to Mirza, the delay in starting construction was due to \u201cproblems in <a href=\"https:\/\/profit.pakistantoday.com.pk\/2019\/11\/04\/300mw-power-project-finally-inaugurated-in-gwadar\/\">land acquisition<\/a> and <a href=\"https:\/\/archive.pakistantoday.com.pk\/2018\/02\/28\/balochistan-concerned-over-harmful-aspects-of-coal-power-plants\/\">environmental approvals<\/a> by the Balochistan government as well as lenders and Chinese state-funded\u00a0insurance company <a href=\"https:\/\/www.sinosure.com.cn\/en\/Sinosure\/Profile\/index.shtml\">Sinosure<\/a> approvals\u201d. Although the tariff\u00a0(the rate at which the Chinese company will sell electricity)\u00a0had been determined in 2019, the land acquisition for the plant did not happen until 2020 and the power purchase agreement\u00a0between the Chinese company and GFZ\u00a0was signed in early 2021.\u00a0<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20095060\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>The Pakistan government had <a href=\"https:\/\/www.brecorder.com\/news\/40227743\">attempted<\/a> to persuade Chinese partners to shift the project to Thar, a district of Pakistan\u2019s Sindh Province which is rich in lignite coal reserves, in order to use domestic coal and so save on precious foreign exchange. <a href=\"https:\/\/cpec.gov.pk\/project-details\/4\">Block II<\/a> of the Thar coal mine is a CPEC project.<\/p>\n\n<p>\u201cShifting the plant to Thar would mean including this as a new coal project and China has taken a principled stand not to support new coal projects,\u201d Bao told The Third Pole. She added that China was well aware of environmental issues around coal. \u201cWe have scrutinised the plant from every angle, including the environmental one, and tried to look at alternatives. Coal is the only feasible fuel. We want to help Pakistan develop Gwadar, and bring in investment; the only way to be able to attract investors is to give it sustainable power,\u201d she said.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-solar-versus-coal-in-gwadar\">Solar versus coal in Gwadar<\/h2>\n\n<p>Questions have also been raised around how the Gwadar coal power plant fits into the Pakistan government\u2019s long term energy policies. In 2020, Pakistan\u2019s former prime minister Imran Khan <a href=\"https:\/\/www.climateambitionsummit2020.org\/ondemand.php\">announced<\/a> to the world at the <a href=\"https:\/\/www.climateambitionsummit2020.org\/\">Climate Ambition Summit<\/a> that Pakistan had \u201cdecided that we will not have any more power based on coal\u201d, and that two power projects approved under CPEC that were to use imported coal \u2013 at Muzaffargarh and Rahim Yar Khan \u2013 had been scrapped. He also said that with regards to indigenous coal, Pakistan would focus on producing energy through coal liquefaction or gasification, \u201cso that we do not have to burn coal to produce energy.\u201d<\/p>\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Going back on that announcement [to replace coal with solar] was a negation of the pledge made by the previous government to not produce any more power from imported coal<\/blockquote><cite class=\"block--pull-quote__cite\">Haneea Isaad, IEEFA<\/cite><\/div><\/div>\n\n<p>Last year, it was <a href=\"https:\/\/www.thenews.com.pk\/print\/976586-solar-plant-to-replace-300mw-gwadar-coal-power-project\">reported<\/a> that the Pakistan government was trying to <a href=\"https:\/\/www.thenews.com.pk\/print\/976586-solar-plant-to-replace-300mw-gwadar-coal-power-project\">persuade<\/a> China to replace funding for the coal plant at Gwadar with investment in solar plants of equivalent capacity.<\/p>\n\n<p>\u201cIt was a positive step,\u201d said Haneea Isaad, energy finance analyst at think tank the <a href=\"https:\/\/ieefa.org\/\">Institute for Energy Economics and Financial Analysis<\/a> (IEEFA). \u201cGoing back on that announcement was a negation of the pledge made by the previous government in 2020 to not produce any more power from imported coal,\u201d she said.<\/p>\n\n<p>Given the <a href=\"https:\/\/dialogue.earth\/en\/series\/the-aftermath-of-pakistans-unprecedented-floods\/\">devastating impacts<\/a> of climate change-related extreme weather events that Pakistan has experienced in recent years, Lashari of PRIED argued that both the Chinese and Pakistani governments should \u201creconsider\u201d their decision to pursue construction of the coal power plant in Gwadar, and instead \u201creplace it with an environmentally clean and green renewable energy project\u201d.<\/p>\n\n<p>Khalid Mansoor, former special assistant to the prime minister on CPEC affairs, disagrees. He said it may be \u201cfashionable to discuss use of cleaner fuel sources\u201d, but with the GFZ entering its second phase of expansion, this will require huge amounts of uninterrupted power. Mansoor argued that this can only be provided using gas, oil, or coal. \u201cThe 300 MW coal power plant will be a lifeline for Gwadar,\u201d he asserted.<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20077772\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>This was supported by minister Iqbal who said: \u201cIn our case, a stable baseload is only possible with coal, which is also the cheapest option.\u201d<\/p>\n\n<p>\u201cSolar power can be used for homes and other smaller ventures and as a complement to the coal plant; it cannot provide undisturbed electricity to big industries,\u201d agreed Mirza.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-the-cost-of-importing-coal\">The cost of importing coal<\/h2>\n\n<p>Shah Jahan Mirza of Pakistan\u2019s Private Power and Infrastructure Board confirmed to The Third Pole that the Gwadar power plant is to use high-quality imported coal, not the lignite coal produced in the Tharparkar coal mines of Pakistan\u2019s Sindh province.<\/p>\n\n<p>\u201cHad we used Thar coal at the Gwadar power plant, not only would it have reduced the power tariff for customers, it would have reduced our import bill,\u201d said Mansoor. \u201cBut without a railway line, it was logistically not possible to transport lignite Thar coal, right now.\u201d<\/p>\n\n<p>\u201cThe coal project at Gwadar was conceived several years back when coal was cheap and there were other projects on imported coal being set up in the country,\u201d said Vagar Zakaria, an energy expert with environmental consulting firm Hagler Bailley Pakistan. \u201cThe economics don\u2019t work out now with coal prices so much higher,\u201d he added.<\/p>\n\n<p>Zakaria was perplexed as to why China would want to build a coal-fired power plant to sell power to Pakistan when the latter \u201ccannot pay back with current shortage of forex and debts\u00a0accumulated in the power sector.\u201d He said:\u00a0\u201cIf I were China, I would be cautious about blocking capital in Gwadar.\u201d<\/p>\n\n<p>IEEFA\u2019s Isaad worries that expanding coal imports will \u201cexacerbate the economic hardships we\u2019re facing today\u201d, coming at a time when Pakistan is dealing with a severe foreign exchange crisis. Ultimately, she said, \u201cpower planning needs to be dissociated from the political whims of the ruling
