{"id":43818,"date":"2017-11-24T11:45:00","date_gmt":"2017-11-24T11:45:00","guid":{"rendered":""},"modified":"2020-06-26T09:25:44","modified_gmt":"2020-06-26T09:25:44","slug":"43818","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/zh\/3\/43818\/","title":{"rendered":"\u7ec6\u8bfb\uff1a\u5341\u4e5d\u5927\u62a5\u544a\u4e2d\u4e60\u8fd1\u5e73\u7684\u73af\u5883\u8bdd\u8bed"},"content":{"rendered":"<p>2017\u5e7410\u670818\u65e5\uff0c\u4e2d\u56fd\u4e3b\u5e2d\u4e60\u8fd1\u5e73\u5728\u5171\u4ea7\u515a\u7b2c\u5341\u4e5d\u6b21\u5168\u56fd\u4ee3\u8868\u5927\u4f1a\u4e0a\u4f5c\u4e86\u62a5\u544a\u3002\u62a5\u544a\u5185\u5bb9\u8be6\u5b9e\uff0c\u9762\u9762\u4ff1\u5230\uff0c\u56ca\u62ec\u591a\u4e2a\u56fd\u5bb6\u91cd\u70b9\u9886\u57df\uff0c\u5e76\u4e13\u95e8\u4e3a\u73af\u5883\u95ee\u9898\u8f9f\u51fa\u4e00\u4e2a\u7ae0\u8282\u3002\u5bf9\u4e8e\u4e2d\u56fd\u7684\u653f\u7b56\u89c2\u5bdf\u8005\u6765\u8bf4\uff0c\u8fd9\u662f\u4e00\u4efd&ldquo;\u9876\u7ea7\u62a5\u544a&rdquo;\u3002\u672a\u6765\u4e94\u5e74\uff0c\u4e60\u8fd1\u5e73\u4ecd\u662f\u4e2d\u56fd\u7684\u6700\u9ad8\u9886\u5bfc\u4eba\uff0c\u56e0\u6b64\u8fd9\u4efd\u62a5\u544a\u4e5f\u53ef\u89c6\u4e3a\u4e60\u8fd1\u5e73\u7684\u6267\u653f\u601d\u60f3\u62a5\u544a\u3002<\/p>\n<p>\u7b80\u8a00\u4e4b\uff0c\u4e60\u8fd1\u5e73\u7684\u6267\u653f\u601d\u8def\u5bf9\u73af\u4fdd\u4e8b\u4e1a\u662f\u4e00\u5927\u5229\u597d\u3002\u653e\u773c\u4e16\u754c\uff0c\u73af\u5883\u95ee\u9898\u8feb\u5728\u7709\u776b\u3002\u5c24\u5176\u662f\u5728\u7f8e\u56fd\u5f53\u524d\u4e0d\u5229\u4e8e\u73af\u5883\u4e0e\u6c14\u5019\u7684\u653f\u6cbb\u5c40\u52bf\u4e4b\u4e0b\uff0c\u4f5c\u4e3a\u4e16\u754c\u4e0a\u6700\u5927\u7684\u53d1\u5c55\u4e2d\u56fd\u5bb6\uff0c\u4e2d\u56fd\u80fd\u62ff\u51fa\u6e05\u6670\u660e\u4e86\u7684\u73af\u5883\u653f\u7b56\uff0c\u5b9e\u5728\u4ee4\u4eba\u632f\u594b\u3002\u5982\u679c\u8fd9\u4e9b\u653f\u7b56\u80fd\u591f\u843d\u5230\u5b9e\u5904\uff0c\u672a\u6765\u5341\u5e74\uff0c\u6211\u4eec\u5c06\u770b\u5230\u957f\u8db3\u7684\u8fdb\u6b65\uff0c\u5168\u7403\u73af\u4fdd\u4e8b\u4e1a\u5c06\u88ab\u6ce8\u5165\u4e00\u9488\u5f3a\u5fc3\u5242\u3002<\/p>\n<p><strong>\u73af\u5883\uff1a\u8d8a\u53d1\u7a81\u51fa\u7684\u91cd\u70b9<\/strong><\/p>\n<p>\u8fd9\u4efd&ldquo;\u4e60\u8fd1\u5e73\u601d\u60f3\u62a5\u544a&rdquo;\u56ca\u62ec\u5341\u56db\u5927\u539f\u5219\uff0c &ldquo;\u575a\u6301\u4eba\u4e0e\u81ea\u7136\u548c\u8c10\u5171\u751f&rdquo;\u5c31\u662f\u5176\u4e2d\u4e4b\u4e00\u3002\u8fd9\u4e9b\u539f\u5219\u662f\u5bf9\u5171\u4ea7\u515a\u5de5\u4f5c\u91cd\u70b9\u63d0\u7eb2\u6308\u9886\u5f0f\u7684\u8868\u8fbe\u3002<\/p>\n<p>\u62a5\u544a\u4e2d\u7684\u73af\u5883\u7ae0\u8282\u53eb\u505a&ldquo;\u52a0\u5feb\u751f\u6001\u6587\u660e\u4f53\u5236\u6539\u9769\uff0c\u5efa\u8bbe\u7f8e\u4e3d\u4e2d\u56fd&rdquo;\uff0c\u4ece\u9898\u76ee\u5c31\u53ef\u7aa5\u89c1\u4e00\u6591\u3002\u7eb5\u89c2\u62a5\u544a\uff0c\u9664\u4e86\u73af\u5883\u7ae0\u8282\uff0c\u6ca1\u6709\u54ea\u4e2a\u7ae0\u8282\u5305\u542b\u4e86&ldquo;\u52a0\u5feb\u6539\u9769&rdquo;\u7684\u5b57\u773c\uff0c\u8fd9\u8bf4\u660e\u73af\u4fdd\u5df2\u7ecf\u6210\u4e3a\u91cd\u4e2d\u4e4b\u91cd\u3002&ldquo;\u751f\u6001\u6587\u660e&rdquo;\u63cf\u7ed8\u4e86\u4e00\u5e45\u5149\u660e\u56fe\u666f\uff0c\u8981\u6c42\u5c06\u73af\u4fdd\u5f7b\u5e95\u878d\u5165\u7ecf\u6d4e\u3001\u653f\u6cbb\u3001\u6587\u5316\u548c\u793e\u4f1a\u7b49\u65b9\u65b9\u9762\u9762\u3002&ldquo;\u7f8e\u4e3d\u4e2d\u56fd&rdquo;\u628a\u521b\u5efa\u826f\u597d\u73af\u5883\u4e0a\u5347\u5230\u56fd\u5bb6\u81ea\u8c6a\u611f\u7684\u9ad8\u5ea6\u3002\u7136\u800c\u653f\u5e9c\u7684\u91cd\u89c6\u4e5f\u53cd\u6620\u51fa\u4e2d\u56fd\u76ee\u524d\u6700\u5927\u7684\u95ee\u9898\uff0c\u5373\u73b0\u5728\u7684\u6587\u660e\u662f\u4e0d\u91cd\u89c6\u751f\u6001\u4fdd\u62a4\u7684\uff0c\u7ecf\u6d4e\u84ec\u52c3\u53d1\u5c55\u7684\u6cbf\u6d77\u5730\u533a\u4e5f\u6ca1\u6709\u591a\u5c11&ldquo;\u7f8e\u4e3d&rdquo;\u7684\u666f\u8c61\u3002<\/p>\n<div mc_embed_signup--><\/div>\n<\/div>\n<div>\u8fd9\u91cc\u7528\u4e86\u52a8\u8bcd&ldquo;\u5efa\u8bbe&rdquo;\uff0c\u5728\u4e2d\u6587\u7684\u8bed\u5883\u4e0b\uff0c\u8fd9\u6697\u793a\u7740\u6539\u9769\u9879\u76ee\u7684\u89c4\u6a21\u4e4b\u5927\u3001\u8017\u65f6\u4e4b\u4e45\u3002\u53ef\u662f\u4e00\u60f3\u5230&ldquo;\u5efa\u8bbe&rdquo;\u8fd9\u4e2a\u8bcd\uff0c\u6211\u8111\u6d77\u91cc\u9996\u5148\u51fa\u73b0\u7684\u662f\u5927\u578b\u5de5\u7a0b\u9879\u76ee\u4ee5\u53ca\u5b83\u4eec\u6240\u5e26\u6765\u7684\u65e8\u5728\u4fc3\u8fdb\u6d88\u8d39\u7684\u4eba\u9020\u666f\u89c2\uff0c\u800c\u4e0d\u662f\u4e0d\u53d7\u4fb5\u6270\u7684\u81ea\u7136\u73af\u5883\u3002\u5728\u4e2d\u56fd\u5341\u5e74\u7684\u5de5\u4f5c\u7ecf\u5386\u8ba9\u6211\u4eb2\u773c\u76ee\u7779\u4e86\u8bb8\u591a\u4ee4\u4eba\u5fc3\u75db\u7684\u4f8b\u5b50\uff0c\u5982\u4e3a\u4e86\u5efa\u9020\u6240\u8c13\u7684&ldquo;\u751f\u6001\u57ce&rdquo;\uff0c\u81ea\u7136\u666f\u89c2\u88ab\u5937\u4e3a\u5e73\u5730\u3002\u4e0d\u8fc7\u5728\u4e0b\u4e00\u6bb5\uff0c\u4e60\u4e3b\u5e2d\u5c31\u4e3a\u8fd9\u4e9b\u9519\u8bef\u505a\u6cd5\u6572\u54cd\u4e86\u8b66\u949f\u3002<\/p>\n<p><strong>\u5b8f\u4f1f\u76ee\u6807\u548c\u5de5\u4f5c\u91cd\u70b9<\/strong><\/p>\n<p>\u6bb5\u843d\u5f00\u5934\u4fbf\u51c6\u786e\u63ed\u793a\u4e86\u6211\u4eec\u9762\u4e34\u7684\u98ce\u9669\u6311\u6218\uff0c\u63a5\u7740\u9610\u8ff0\u4e86\u594b\u6597\u76ee\u6807\u548c\u6307\u5bfc\u539f\u5219\u3002<\/p>\n<p>&ldquo;\u4eba\u4e0e\u81ea\u7136\u662f\u751f\u547d\u5171\u540c\u4f53\uff0c\u4eba\u7c7b\u5fc5\u987b\u5c0a\u91cd\u81ea\u7136\u3001\u987a\u5e94\u81ea\u7136\u3001\u4fdd\u62a4\u81ea\u7136\u3002\u4eba\u7c7b\u53ea\u6709\u9075\u5faa\u81ea\u7136\u89c4\u5f8b\u624d\u80fd\u6709\u6548\u9632\u6b62\u5728\u5f00\u53d1\u5229\u7528\u81ea\u7136\u4e0a\u8d70\u5f2f\u8def\uff0c\u4eba\u7c7b\u5bf9\u5927\u81ea\u7136\u7684\u4f24\u5bb3\u6700\u7ec8\u4f1a\u4f24\u53ca\u4eba\u7c7b\u81ea\u8eab\uff0c\u8fd9\u662f\u65e0\u6cd5\u6297\u62d2\u7684\u89c4\u5f8b\u3002&rdquo;<\/p>\n<p>&ldquo;\u6211\u4eec\u8981\u5efa\u8bbe\u7684\u73b0\u4ee3\u5316\u662f\u4eba\u4e0e\u81ea\u7136\u548c\u8c10\u5171\u751f\u7684\u73b0\u4ee3\u5316\uff0c\u65e2\u8981\u521b\u9020\u66f4\u591a\u7269\u8d28\u8d22\u5bcc\u548c\u7cbe\u795e\u8d22\u5bcc\u4ee5\u6ee1\u8db3\u4eba\u6c11\u65e5\u76ca\u589e\u957f\u7684\u7f8e\u597d\u751f\u6d3b\u9700\u8981\uff0c\u4e5f\u8981\u63d0\u4f9b\u66f4\u591a\u4f18\u8d28\u751f\u6001\u4ea7\u54c1\u4ee5\u6ee1\u8db3\u4eba\u6c11\u65e5\u76ca\u589e\u957f\u7684\u4f18\u7f8e\u751f\u6001\u73af\u5883\u9700\u8981\u3002\u5fc5\u987b\u575a\u6301\u8282\u7ea6\u4f18\u5148\u3001\u4fdd\u62a4\u4f18\u5148\u3001\u81ea\u7136\u6062\u590d\u4e3a\u4e3b\u7684\u65b9\u9488\uff0c\u5f62\u6210\u8282\u7ea6\u8d44\u6e90\u548c\u4fdd\u62a4\u73af\u5883\u7684\u7a7a\u95f4\u683c\u5c40\u3001\u4ea7\u4e1a\u7ed3\u6784\u3001\u751f\u4ea7\u65b9\u5f0f\u3001\u751f\u6d3b\u65b9\u5f0f\uff0c\u8fd8\u81ea\u7136\u4ee5\u5b81\u9759\u3001\u548c\u8c10\u3001\u7f8e\u4e3d\u3002&rdquo;<\/p>\n<p>\u8fd9\u4e9b\u539f\u5219\u8ba9\u4eba\u5907\u53d7\u9f13\u821e\u3002\u5f53\u7136\uff0c\u77e5\u6613\u884c\u96be\u3002\u63a5\u7740\uff0c\u62a5\u544a\u5217\u51fa\u4e86\u56db\u5927\u5de5\u4f5c\u91cd\u70b9\uff1a<\/p>\n<p>\u63a8\u8fdb\u7eff\u8272\u53d1\u5c55\u3002\u8fd9\u90e8\u5206\u548c\u7ecf\u6d4e\u606f\u606f\u76f8\u5173\uff0c\u5305\u542b\u4e86\u6d88\u8d39\u3001\u6e05\u6d01\u6280\u672f\u3001\u5faa\u73af\u5229\u7528\u3001\u8282\u80fd\u3001\u8282\u6c34\u3001\u8282\u7ea6\u8d44\u6e90\u7b49\u65b9\u9762\u7684\u5185\u5bb9\uff0c\u4e5f\u63d0\u51fa\u5f00\u5c55\u521b\u5efa\u8282\u7ea6\u578b\u673a\u5173\u7b49\u7406\u5ff5\u3002<\/p>\n<p>\u7740\u529b\u89e3\u51b3\u7a81\u51fa\u73af\u5883\u95ee\u9898\u3002\u9664\u4e86\u7a7a\u6c14\u6c61\u67d3\u3001\u6c34\u6c61\u67d3\u548c\u571f\u58e4\u6c61\u67d3\u6cbb\u7406\u7b49\u5185\u5bb9\uff0c\u8fd9\u90e8\u5206\u8fd8\u6d89\u53ca\u4e86\u4e00\u4e9b\u65b0\u9886\u57df\uff0c\u5982\u5f3a\u5316\u6d41\u57df\u73af\u5883\u548c\u8fd1\u5cb8\u6d77\u57df\u6cbb\u7406\uff0c\u5f3a\u5316\u519c\u4e1a\u9762\u6e90\u6c61\u67d3\u9632\u6cbb\u7b49\u3002\u540c\u65f6\u8fd8\u5f3a\u8c03\u4e86\u73af\u5883\u4fe1\u606f\u62ab\u9732\u3001\u516c\u4f17\u53c2\u4e0e\u3001\u793e\u4f1a\u7ec4\u7ec7\u7684\u4f5c\u7528\u4ee5\u53ca\u4e25\u60e9\u91cd\u7f5a\u7684\u5236\u5ea6\u3002<\/p>\n<p>\u52a0\u5927\u751f\u6001\u7cfb\u7edf\u4fdd\u62a4\u529b\u5ea6\u3002\u751f\u6001\u7cfb\u7edf\u4fdd\u62a4\u5de5\u4f5c\u5305\u62ec\u5b8c\u6210\u6c38\u4e45\u57fa\u672c\u519c\u7530\u3001\u57ce\u9547\u5f00\u53d1\u8fb9\u754c\u63a7\u5236\u7ebf\u7684\u5212\u5b9a\uff0c\u4ee5\u53ca\u63a8\u8fdb\u8352\u6f20\u5316\u3001\u6c34\u571f\u6d41\u5931\u6cbb\u7406\u3001\u5f3a\u5316\u6e7f\u5730\u4fdd\u62a4\u548c\u6062\u590d\u3001\u5b8c\u5584\u5929\u7136\u6797\u5236\u5ea6\u7b49\u3002\u4fdd\u62a4\u751f\u6001\u7cfb\u7edf\u88ab\u5217\u4e3a\u5de5\u4f5c\u91cd\u70b9\u4e4b\u4e00\uff0c\u4ee4\u4eba\u6b23\u6170\uff0c\u56e0\u4e3a\u8fd9\u4e2a\u95ee\u9898\u5728\u8fc7\u53bb\u4e00\u76f4\u672a\u80fd\u5f97\u5230\u8db3\u591f\u7684\u91cd\u89c6\u3002<\/p>\n<p><strong>\u91cd\u5927\u4f53\u5236\u6539\u9769<\/strong><\/p>\n<p>\u4e0a\u8ff0\u7b2c\u56db\
