While President Xi Jinping\u2019s September 2020 <a href=\"https:\/\/dialogue.earth\/en\/climate\/chinas-2060-carbon-neutrality-target-opportunities-and-challenges\/\">pledge<\/a> to peak China\u2019s CO2 emissions before 2030 and achieve carbon neutrality before 2060 garnered the world\u2019s attention, it was the long awaited launch of the ETS that really demonstrated concrete action on the ground. The ETS is poised to become a central pillar of China\u2019s climate mitigation strategy. Moving beyond traditional environmental regulation, the ETS has been elevated as a key development priority by China\u2019s leading economic policymakers at the Central Economic Work Conference and at recent sessions of China\u2019s top legislature (National People\u2019s Congress) and political advisory body (Chinese People\u2019s Political Consultative Conference).<\/p>\n\n<p>However, for the ETS to achieve its potential to play a key role in helping China meet its climate goals quickly and cost-effectively, high-level political support and wide-ranging policy coordination must be deepened as the system begins to operate in earnest. \u00a0<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"71130\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>With initial coverage over the power sector and initial trades expected in June of this year, China\u2019s Ministry of Ecology and Environment (MEE) has recently strengthened the ETS foundation through three major policy pronouncements. These strengthen monitoring, reporting and verification (MRV), provide an implementation plan and compliance timeline for ETS operations in 2021, and offer draft national ETS regulations, co-drafted with the Ministry of Justice, to govern ETS operations in the longer term.<\/p>\n\n<p>This final action warrants particular attention. The regulations enable serious penalties for companies that do not comply with ETS requirements, addressing a major deficiency. They also require, for the first time, the development of an emissions cap, which is essential for the ETS to help China achieve its climate goals. This critical area of work will require effective cross-ministry coordination between the MEE and the National Development and Reform Commission (NDRC) which leads Chinese efforts to develop a national CO2 emissions peaking action plan, the Ministry of Industry and Information Technology (MIIT) which is developing the CO2 emissions peaking roadmap for industry, and the National Energy Administration (NEA) which is responsible for energy transition policies. The regulations also require the MEE to coordinate with multiple other organisations in the management, oversight and development of the ETS. \u00a0\u00a0\u00a0<\/p>\n\n<p>The speed of finalising these regulations is also important. Ideally they would be in place prior to the official launch of the ETS \u2013 a point which has now passed. High-level political influence is needed, particularly toward the Ministry of Justice, to accelerate this process and increase the impetus for coordination across appropriate bodies.<\/p>\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Strong political leadership and comprehensive policy coordination can yield an ETS that sits at the centre of China\u2019s climate mitigation efforts<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n<p>The MEE\u2019s coordination challenge extends beyond the development and implementation of the ETS to include addressing its interactions with other policies. After President Xi\u2019s recent climate pledge all government departments have begun adjusting their energy- and climate-related policies, especially NDRC and NEA. Some policies emerging from these institutions can significantly impact the effectiveness and efficiency of the ETS.<\/p>\n\n<p>A policy that directly competes with the ETS is NDRC\u2019s nascent \u201cTrading of rights to use energy\u201d as it is very similar in almost all major elements. Like the ETS, this policy was also listed as an economic development priority for 2021 by the Central Economic Work Conference. It has negative interactions with the ETS that are well understood but vested interests are a major barrier, and appropriate higher level officials have so far struggled to address this tension. With the NDRC set to release the energy rights trading policy design by the end of 2021, MEE\u2013NDRC coordination is urgently needed to avoid policy conflicts.<\/p>\n\n<p>Renewable energy policy likewise interacts with the ETS in significant ways. The NEA sets renewable energy targets for each province through the Renewable Portfolio Standard (RPS). These targets will substantially influence provincial electricity markets, creating the need for MEE\u2013NEA engagement to ensure that the ETS aligns well with the RPS and vice versa.<\/p>\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"69230\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n<p>More broadly, the whole interaction of the ETS and the power sector is a critical topic as changes to electricity pricing and power station operations will be needed to reflect ETS carbon costs. Only through such reforms will the ETS be able to fulfil its potential to drive fuel switching in the power sector away from coal, encourage energy efficiency and raise significant funds to advance decarbonisation efforts. Meeting these objectives requires cooperation among the MEE, NDRC and NEA to reform and partially liberalise China\u2019s power sector.<\/p>\n\n<p>China\u2019s national ETS is clearly a serious policy and much effort is going into its successful introduction. However, pronounced increases in coordination are needed to ensure that the ETS functions well and can help China achieve its climate goals quickly and cost-effectively. High-level political support, ownership and influence is needed to foster such coordination and solve cross-ministry challenges. From the top-down, clear signals from President Xi, his primary environmental adviser Senior Vice Premier Han Zheng, and China\u2019s special climate envoy Xie Zhenhua can all have virtuous ripple effects across the varied policies and policymaking bodies relating to the ETS. Gaining the support and cooperation across diverse government departments will require targeted pathways and unifying approaches. This will be supported by framing the ETS \u2013 correctly \u2013 as a long-term business and development opportunity, working closely with business communities, listening to industry concerns and reflecting these concerns in ETS policy design.
