\u5728\u8fd9\u573a\u5bf9\u6297\u5168\u7403\u6c14\u5019\u53d8\u6696\u7684\u6218\u5f79\u4e2d\uff0c\u4e16\u754c\u4e0a\u6700\u708e\u70ed\u7684\u5730\u65b9\u4e4b\u4e00\u6b63\u5728\u6210\u4e3a\u975e\u6d32\u6700\u6709\u5e0c\u671b\u7684\u9635\u5730\u3002 <\/p>\n

\u5728\u80af\u5c3c\u4e9a\u5317\u90e8\u56fe\u5c14\u5361\u7eb3\u6e56<\/a>\u9644\u8fd1\uff0c\u90a3\u7247\u66fe\u662f\u7535\u5f71\u300a\u4e0d\u673d\u7684\u56ed\u4e01<\/a>\u300b\u5916\u666f\u5730\u7684\u6c99\u6f20\u4e2d\uff0c\u5c06\u4f1a\u6811\u7acb\u8d77\u5c06\u8fd1365\u4e2a\u5de8\u578b\u98ce\u529b\u6da1\u8f6e\u673a\u3002\u8fd9\u91cc\u6b63\u5728\u5efa\u9020\u975e\u6d32\u6700\u5927\u7684\u98ce\u529b\u53d1\u7535\u5382\u3002\u52302012\u5e74\u5b8c\u5de5\u7684\u65f6\u5019\uff0c\u8fd9\u9879\u6295\u8d44\u8fd110\u4ebf\u7f8e\u5143\u7684\u9879\u76ee\u5c06\u62e5\u6709300\u5146\u74e6(MW<\/a>)\u7684\u53d1\u7535\u80fd\u529b\uff0c\u5360\u80af\u5c3c\u4e9a\u73b0\u6709\u88c5\u673a\u53d1\u7535\u80fd\u529b\u7684\u56db\u5206\u4e4b\u4e00\u3002\u800c\u4e14\u5728\u4e16\u754c\u4e0a\u6240\u6709\u98ce\u80fd\u9879\u76ee\u4e2d\uff0c\u5b83\u662f\u4f9b\u5e94\u56fd\u5bb6\u7535\u7f51\u6bd4\u4f8b\u6700\u9ad8\u7684\u98ce\u80fd\u7535\u5382\u4e4b\u4e00\u3002 <\/p>\n

\u76ee\u524d\u4e3a\u6b62\uff0c\u975e\u6d32\u53ea\u6709\u6469\u6d1b\u54e5\u548c\u57c3\u53ca\u8fd9\u6837\u7684\u5317\u975e\u56fd\u5bb6\u51fa\u4e8e\u5404\u79cd\u5546\u4e1a\u76ee\u7684\u800c\u5927\u89c4\u6a21\u5229\u7528\u98ce\u529b\u6765\u8fdb\u884c\u53d1\u7535\u3002\u4e0d\u8fc7\u73b0\u5728\uff0c\u5f53\u5404\u56fd\u653f\u5e9c\u8ba4\u8bc6\u5230\u98ce\u80fd\u7684\u5de8\u5927\u6f5c\u529b\u53ef\u4ee5\u6709\u6548\u6ee1\u8db3\u6fc0\u589e\u7684\u7535\u529b\u9700\u6c42\u5e76\u4e14\u53ef\u4ee5\u7ed3\u675f\u7535\u529b\u7ba1\u5236\u65f6\uff0c\u8fd9\u4e9b\u9879\u76ee\u5f00\u59cb\u5728\u6492\u54c8\u62c9\u5357\u90e8\u5982\u96e8\u540e\u6625\u7b0b\u822c\u5927\u91cf\u6d8c\u73b0\u3002 <\/p>\n

\u4e00\u4e2a\u4f4d\u4e8e\u57c3\u585e\u4fc4\u6bd4\u4e9a\u63d0\u683c\u96f7\u5730\u533a<\/a>\uff0c\u9020\u4ef7\u8fbe3\u4ebf\u7f8e\u5143\u3001\u4ea7\u80fd\u4e3a120\u5146\u74e6\u7684\u7535\u5382\u5df2\u6295\u5165\u4f7f\u7528\u3002\u5176\u53d1\u7535\u80fd\u529b\u76f8\u5f53\u4e8e\u8be5\u56fd\u73b0\u6709\u7535\u80fd\u768415%\u3002\u5e76\u4e14\uff0c\u57c3\u585e\u4fc4\u6bd4\u4e9a\u8fd8\u6253\u7b97\u518d\u591a\u5efa\u51e0\u5ea7\u8fd9\u6837\u7684\u7535\u5382\u3002\u800c\u5766\u6851\u5c3c\u4e9a\u4e5f\u5ba3\u5e03\uff0c\u5176\u8ba1\u5212\u5728\u8f9b\u5409\u8fbe\u4e2d\u90e8\u5730\u533a<\/a>\u5efa\u9020\u7684\u4e24\u4e2a\u9879\u76ee\u81f3\u5c11\u80fd\u53d1\u7535100\u5146\u74e6\uff0c\u8fd9\u4e2a\u6570\u5b57\u8d85\u8fc7\u8be5\u56fd\u73b0\u6709\u7535\u529b\u4f9b\u5e94\u768410%\u3002\u7531\u4e8e\u5357\u975e\u4e25\u91cd\u4f9d\u8d56\u7164\u70ad\u53d1\u7535\uff0c\u56e0\u6b64\uff0c\u5176\u7535\u529b\u884c\u4e1a\u7684\u6e29\u5ba4\u6c14\u4f53\u5bc6\u96c6\u5ea6\u5c45\u4e16\u754c\u7b2c\u4e8c\u3002\u4eca\u5e74\u4e09\u6708\uff0c\u5357\u975e\u6210\u4e3a\u7b2c\u4e00\u4e2a\u53d1\u5e03\u98ce\u529b\u53d1\u7535\u4e0a\u7f51\u7535\u4ef7<\/a>\u7684\u975e\u6d32\u56fd\u5bb6\u3002\u98ce\u529b\u53d1\u7535\u5382\u53ef\u4f9d\u636e\u6b64\u4ef7\u683c\u5c06\u7535\u529b\u5356\u7ed9\u56fd\u5bb6\u7535\u7f51\u3002 <\/p>\n

\u800c\u80af\u5c3c\u4e9a\u6b63\u8bd5\u56fe\u505a\u8fd9\u65b9\u9762\u8d70\u5728\u5404\u56fd\u7684\u524d\u5217\u3002\u9664\u4e86\u7531\u975e\u6d32\u5f00\u53d1\u94f6\u884c(AfDB<\/a>)\u652f\u6301\u7684\u56fe\u5c14\u5361\u7eb3\u9879\u76ee\u4e4b\u5916\uff0c\u4e00\u4e9b\u79c1\u4eba\u6295\u8d44\u8005\u5df2\u7ecf\u8ba1\u5212\u5728\u8457\u540d\u7684\u65c5\u6e38\u80dc\u5730\u7eb3\u74e6\u6c99<\/a>\u9644\u8fd1\u5efa\u9020\u7b2c\u4e8c\u4e2a\u98ce\u529b\u53d1\u7535\u5382\u3002\u5728\u5185\u7f57\u6bd5\u9644\u8fd1\u7684\u6069\u8d21\u5c71<\/a>\u4e2d\uff0c\u90a3\u4e9b\u5df2\u7ecf\u4e60\u60ef\u4e8e\u6311\u6218\u51db\u51bd\u7684\u5bd2\u98ce\u7684\u9a6c\u8428\u4f0a\u65cf<\/a>\u7267\u4eba\u548c\u957f\u8dd1\u8fd0\u52a8\u5065\u5c06\u4eec\u73b0\u5728\u5df2\u7ecf\u8fce\u6765\u4e86\u4e00\u7fa4\u7ad9\u5728\u60ac\u5d16\u8fb9\u4e0a\u7684\u5de8\u578b\u4f19\u4f34\uff1a 6\u6708\u4efd\uff0c\u8fd9\u91cc\u6811\u7acb\u8d77\u4e866\u5ea7\u7531\u4e39\u9ea6\u7ef4\u65af\u5854\u65af\u516c\u53f8<\/a>\u5236\u9020\u7684\u9ad8\u8fbe50\u7c73\u7684\u6da1\u8f6e\u673a\u3002\u4ece8\u6708\u4efd\u8d77\uff0c\u5b83\u4eec\u5c06\u4e3a\u80af\u5c3c\u4e9a\u56fd\u5bb6\u7535\u7f51\u589e\u52a05.1\u5146\u74e6\u7684\u7535\u529b\u3002\u5728\u4eca\u540e\u51e0\u5e74\u4e2d\uff0c\u8fd9\u91cc\u8fd8\u5c06\u589e\u52a0\u53e6\u591612\u4e2a\u6da1\u8f6e\u673a\u3002 <\/p>\n

\u80af\u5c3c\u4e9a\u7684\u80af\u5c3c\u4e9a\u53d1\u7535\u516c\u53f8<\/a>\u5728\u7ba1\u7406\u6069\u8d21\u5c71\u98ce\u529b\u7535\u5382\u7684\u540c\u65f6\uff0c\u6b63\u5728\u5168\u56fd\u5404\u5730\u5bf9\u53e6\u591614\u4e2a\u98ce\u7ad9\u70b9\u8fdb\u884c\u6d4b\u8bd5\u3002\u8be5\u516c\u53f8\u7684\u5de5\u7a0b\u5e08\u514b\u91cc\u65af\u6258\u5f17·\u8fc8\u827e\u5fb7\u8bf4\uff0c\u8d77\u521d\u5f53\u5730\u7684\u5c45\u6c11\u548c\u7267\u4eba\u62c5\u5fc3\u6da1\u8f6e\u53d1\u7535\u673a\u7684\u566a\u97f3\u4f1a\u60ca\u6270\u5bb6\u755c\u3002\u4ed6\u8bf4\uff1a“\u73b0\u5728\uff0c\u4ed6\u4eec\u6b63\u8d76\u6765\u6b23\u8d4f\u8fd9\u4e9b\u7f8e\u4e3d\u7684\u673a\u68b0\u8bbe\u5907\u3002” <\/p>\n

\u6309\u7167\u5168\u7403\u6807\u51c6\uff0c\u80af\u5c3c\u4e9a\u7684\u7535\u529b\u884c\u4e1a\u5df2\u7ecf\u975e\u5e38\u73af\u4fdd\u4e86\u3002\u80af\u5c3c\u4e9a\u6709\u8fd1\u56db\u5206\u4e4b\u4e09\u7684\u53d1\u7535\u80fd\u529b\u6765\u81ea\u6c34\u529b\u53d1\u7535\uff0c\u53e6\u5916\u8fd8\u670911%\u6765\u81ea\u5730\u70ed\u53d1\u7535\u3002\u8fd9\u4e9b\u5730\u70ed\u7535\u5382\u5229\u7528\u4e1c\u975e\u5927\u88c2\u8c37<\/a>\u5730\u4e0b\u4e00\u82f1\u91cc\u7684\u70ed\u5ca9\u6240\u91ca\u653e\u51fa\u7684\u84b8\u6c7d\u5e26\u52a8\u6da1\u8f6e\u673a\u53d1\u7535\u3002 <\/p>\n

\u76ee\u524d\u4ec5\u6709\u4e0d\u5230\u4e94\u5206\u4e4b\u4e00\u7684\u80af\u5c3c\u4e9a\u4eba\u5df2\u7ecf\u7528\u4e0a\u4e86\u7535\uff0c\u7136\u800c\u9700\u6c42\u8fd8\u5728\u5feb\u901f\u589e\u957f\u3002\u7279\u522b\u662f\u519c\u6751\u5730\u533a\u548c\u4f01\u4e1a\uff0c\u4ed6\u4eec\u7684\u7535\u529b\u9700\u6c42\u589e\u957f\u7684\u5c24\u4e3a\u8fc5\u901f\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u7531\u4e8e\u964d\u96e8\u8d8a\u6765\u8d8a\u7f3a\u4e4f\u89c4\u5f8b\u6027\uff0c\u4ee5\u53ca\u51e0\u4e2a\u4e3b\u8981\u6c34\u6e90\u50a8\u5907\u5730\u533a\u50a8\u6c34\u91cf\u7684\u67af\u7aed\u4f7f\u6c34\u529b\u53d1\u7535\u7684\u4ea7\u80fd\u53d7\u5230\u4e86\u4e25\u91cd\u5f71\u54cd\u30026\u6708\u4efd\uff0c\u7531\u4e8e\u6c34\u4f4d\u8fc7\u4f4e\uff0c\u80af\u5c3c\u4e9a\u4e0d\u5f97\u4e0d\u5173\u95ed<\/a>\u5176\u6700\u5927\u7684\u6c34\u529b\u5927\u575d\u3002 <\/p>\n

\u80af\u5c3c\u4e9a\u53d1\u7535\u516c\u53f8\u53ea\u80fd\u4f9d\u8d56\u4e8e\u8fdb\u53e3\u7684\u7164\u548c\u67f4\u6cb9\u4e4b\u7c7b\u7684\u77ff\u7269\u71c3\u6599\u4f5c\u4e3a\u4e34\u65f6\u6027\u63aa\u65bd\u3002\u4f46\u80af\u5c3c\u4e9a\u653f\u5e9c\u5e0c\u671b\u57285\u5e74\u5185\u901a\u8fc7\u5411\u56fd\u5bb6\u7535\u7f51\u8f93\u9001500\u5146\u74e6\u7684\u5730\u70ed\u7535\u529b\u548c800\u5146\u74e6\u7684\u98ce\u80fd\u7535\u529b\u6765\u5f7b\u5e95\u6446\u8131\u5bf9\u6c34\u529b\u53d1\u7535\u7684\u4f9d\u8d56\u3002 <\/p>\n

\u9009\u62e9\u98ce\u529b\u548c\u5730\u70ed\u4e0d\u4f46\u6bd4\u7164\u70ad\u53ca\u67f4\u6cb9\u66f4\u52a0\u73af\u4fdd\uff0c\u800c\u4e14\u968f\u7740\u65f6\u95f4\u7684\u63a8\u79fb\uff0c\u8fd9\u4e2a\u56fd\u5bb6\u5f97\u5929\u72ec\u539a\u7684\u5730\u8d28\u548c\u6c14\u5019\u6761\u4ef6\u4f7f\u5b83\u4eec\u66f4\u52a0\u5177\u6709\u6210\u672c\u4f18\u52bf\u3002\u5982\u679c\u53ef\u4ee5\u5411\u5de5\u4e1a\u5316\u56fd\u5bb6\u7684\u516c\u53f8\u51fa\u552e\u78b3\u6392\u653e\u989d\u5ea6\uff0c\u90a3\u4e48\u5b83\u4eec\u5c06\u66f4\u52a0\u5177\u6709\u91d1\u878d\u4f18\u52bf\u3002 <\/p>\n

\u8054\u5408\u56fd\u73af\u5883\u89c4\u5212\u7f72(UNEP<\/a>)\u53d1\u8a00\u4eba\u5c3c\u514b·\u7eb3\u6258\u5c14\u8bf4\uff1a“\u80af\u5c3c\u4e9a\u7684\u5929\u7136\u71c3\u6599\u5e94\u5f53\u53d6\u81ea\u98ce\u529b\u3001\u5730\u4e0b\u70ed\u5ca9\u80fd\u548c\u592a\u9633\u80fd\uff0c\u5b83\u4eec\u7684\u6f5c\u80fd\u8fd8\u672a\u80fd\u5f97\u5230\u5145\u5206\u7684\u8ba4\u8bc6\u3002\u9664\u4e86\u6700\u521d\u6295\u5165\u7684\u8d44\u672c\u6210\u672c\uff0c\u8fd9\u79cd\u80fd\u6e90\u5c31\u662f\u514d\u8d39\u7684\u3002” <\/p>\n

LTWP\u4e0e\u80af\u5c3c\u4e9a\u7535\u529b\u7167\u660e\u516c\u53f8(KPLC<\/a>)\u5df2\u7ecf\u8fbe\u6210\u4e00\u4efd\u7535\u529b\u51fa\u552e\u534f\u8bae\u3002\u636e\u8be5\u516c\u53f8\u4e3b\u5e2d\u5361\u6d1b·\u51e1·\u74e6\u5409\u5b81\u6839\u79f0\uff0c\u8fd9\u91cc\u7684\u5e73\u5747\u98ce\u901f\u8fbe11\u7c73\/\u6bcf\u79d2\uff0c\u8fd9\u4e00\u6307\u6807\u76f8\u5f53\u4e8e\u77f3\u6cb9\u884c\u4e1a\u4e2d\u7684“\u5df2\u63a2\u660e\u77f3\u6cb9\u50a8\u5907\u91cf”\u3002 <\/p>\n
