target=\"_blank\" href=\"https:\/\/online.wsj.com\/article\/BT-CO-20100202-702998.html?mod=WSJ_World_MIDDLEHeadlinesEurope\" rel=\"noopener noreferrer\">\u627f\u8bfa<\/a>\uff0c\u4f46\u662f139\u4e2a\u56fd\u5bb6\u4ecd\u7136\u4e0d\u652f\u6301\u8fd9\u4e00\u653f\u6cbb\u58f0\u660e\uff0c\u56e0\u6b64\uff0c\u8054\u5408\u56fd\u4e0d\u5f97\u4e0d\u5c06\u8fd9\u4e00\u6240\u8c13&ldquo;\u627f\u8bfa\u6700\u540e\u671f\u9650&rdquo;\u65e0\u9650\u5ef6\u540e\u3002 <\/p>\n<p>\u81ea12\u6708\u7ed3\u675f\u7684\u54e5\u672c\u54c8\u6839\u6c14\u5019\u53d8\u5316\u9ad8\u5c42<a target=\"_blank\" href=\"https:\/\/www.denmark.dk\/en\/menu\/Climate-Energy\/COP15-Copenhagen-2009\/cop15.htm\" rel=\"noopener noreferrer\">\u5cf0\u4f1a<\/a>\u4ee5\u6765\uff0c\u5168\u7403\u6c14\u5019\u95ee\u9898\u7684\u4e89\u8bba\u6b64\u8d77\u5f7c\u4f0f\u3002\u76ee\u524d\u7684\u4e89\u8bba\u4e3b\u8981\u5b58\u5728\u4e24\u4e2a\u65b9\u5411\uff1a\u4e00\u4e2a\u5305\u62ec\u7f8e\u56fd\u5728\u5185\uff0c\u53e6\u4e00\u4e2a\u5219\u5ffd\u7565\u4e86\u8fd9\u4e2a\u4e3b\u8981\u6392\u653e\u8005\u3002\u6709\u4e9b\u4eba\u8ba4\u4e3a\uff0c\u54e5\u672c\u54c8\u6839\u534f\u8bae\u5c06\u4f1a\u5f15\u8fdb<a target=\"_blank\" href=\"https:\/\/www.mondaq.com\/australia\/article.asp?articleid=91732\" rel=\"noopener noreferrer\">\u7b2c\u4e09\u4e2a\u65b9\u5411<\/a>\uff0c\u4f7f\u5f97\u76ee\u524d\u5df2\u7ecf\u7d27\u5f20\u7684\u5ba1\u8bae\u8fc7\u7a0b\u66f4\u52a0\u590d\u6742\u3002 <\/p>\n<p>\u54e5\u672c\u54c8\u6839\u5cf0\u4f1a\u8fdb\u884c\u5230\u7b2c11\u4e2a\u5c0f\u65f6\uff0c\u8fd9\u9879\u4e0d\u5177\u6709\u6cd5\u5f8b\u7ea6\u675f\u529b\u7684\u653f\u6cbb\u534f\u5b9a\u7ec8\u4e8e\u8bde\u751f\u3002\u6709\u4eba<a target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/the-press-office\/americans-praise-copenhagen-accord\" rel=\"noopener noreferrer\">\u8d5e\u626c<\/a>\u8bf4\u8fd9\u4e2a\u534f\u5b9a\u5f97\u5230\u4e86\u6765\u81ea\u4e3b\u8981\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u66f4\u6709\u529b\u7684\u627f\u8bfa\uff0c\u8fd9\u4e9b\u627f\u8bfa\u5c06\u9010\u6e10\u53d8\u6210\u6709\u7ea6\u675f\u529b\u7684\u5168\u7403\u6c14\u5019\u6761\u7ea6\u3002\u4f46\u662f\u4e3b\u8981\u6c14\u5019\u53d8\u5316\u534f\u8bae&mdash;&mdash;<a target=\"_blank\" href=\"https:\/\/unfccc.int\/2860.php\" rel=\"noopener noreferrer\">\u300a\u8054\u5408\u56fd\u6c14\u5019\u6846\u67b6\u516c\u7ea6\u300b(UNFCCC)<\/a>\u6240\u89c4\u5b9a\u7684\u8bae\u4e8b\u7a0b\u5e8f\uff0c\u5c3d\u7ba1\u5df2\u7ecf\u5b9e\u884c\u4e8620\u591a\u5e74\uff0c\u4e5f\u4f1a\u56e0\u534f\u5b9a\u7684\u5f62\u5f0f\u800c\u906d\u5230\u52a8\u6447\u3002 <\/p>\n<p>\u7f8e\u56fd\u3001\u5df4\u897f\u3001\u5357\u975e\u3001\u5370\u5ea6\u548c\u4e2d\u56fd\u4e94\u56fd\u5236\u5b9a\u672c\u534f\u5b9a\u65f6\uff0c\u662f\u5e0c\u671b194\u4e2a\u56fd\u5bb6\u90fd\u80fd\u591f\u63a5\u53d7\u3002\u4f46\u662f\u5f88\u591a\u53c2\u4e0e\u7684\u56fd\u5bb6\u8ba4\u4e3a\u7ed3\u679c<a target=\"_blank\" href=\"https:\/\/www.venezuelanalysis.com\/news\/5019\" rel=\"noopener noreferrer\">\u5e76\u4e0d\u6c11\u4e3b<\/a>\uff0c\u867d\u7136\u8054\u5408\u56fd\u7684\u521d\u8877\u662f\u8ba9\u6bcf\u4e2a\u56fd\u5bb6\u90fd\u83b7\u5f97\u76f8\u540c\u7684\u8bdd\u8bed\u6743\u3002\u5f88\u591a\u4eba<a target=\"_blank\" href=\"https:\/\/www.un-ngls.org\/spip.php?page=article_s&amp;id_article=1689\" rel=\"noopener noreferrer\">\u5e0c\u671b<\/a>\u54e5\u672c\u54c8\u6839\u4f1a\u8bae\u80fd\u591f\u5728\u6c14\u5019\u95ee\u9898\u4e0a\u8fbe\u6210\u5177\u6709\u6cd5\u5f8b\u7ea6\u675f\u529b\u7684\u534f\u5b9a\uff0c\u81f3\u5c11\u5728\u8c08\u5224\u8fc7\u7a0b\u4e2d\u4e3a\u4f17\u591a\u56fd\u5bb6\u6307\u660e\u4e00\u4e2a\u65b9\u5411\u3002\u4f46\u662f\u534f\u5b9a\u672c\u8eab\u6ca1\u6709\u5305\u542b\u8fd9\u7c7b\u7ec6\u8282\u6761\u6b3e\uff0c\u800c\u662f\u8981\u6c42\u5404\u56fd\u5355\u65b9\u9762\u5236\u5b9a\u81ea\u5df1\u7684\u51cf\u6392\u76ee\u6807\u3002 <\/p>\n<p>\u534f \u5b9a\u7684\u5176\u4ed6\u6761\u6b3e\u8fd8\u5305\u62ec\uff1a\u5168\u7403\u6e29\u5ea6\u4e0a\u5347\u503c\u7edd\u5bf9\u4e0d\u80fd\u8d85\u8fc72\u2103\uff1b\u5efa\u8bae\u53d1\u5c55\u4e2d\u56fd\u5bb6\u57282012\u5e74\u524d\u542f\u52a8300\u4ebf\u7f8e\u5143\uff08\u4eba\u6c11\u5e012050\u4ebf\u5143\uff09\uff0c\u57282020\u524d\u542f\u52a81000 \u4ebf\u7f8e\u5143\uff08\u4eba\u6c11\u5e016830\u4ebf\u5143\uff09\uff0c\u6765\u5e94\u5bf9\u6c14\u5019\u53d8\u5316\uff1b\u8981\u6c42\u53d1\u8fbe\u56fd\u5bb6\u548c\u53d1\u5c55\u4e2d\u56fd\u5bb6\u57281\u670831\u65e5\u524d\u5c06\u5e94\u5bf9\u6c14\u5019\u53d8\u5316\u7684\u65b9\u6848\u4e0a\u4ea4\u81f3\u8054\u5408\u56fd\uff0c\u800c\u73b0\u5728\u8fd9\u4e00\u6700\u540e\u671f\u9650\u5df2\u88ab&ldquo;\u65e0\u9650&rdquo;<a target=\"_blank\" href=\"https:\/\/beta.thehindu.com\/news\/national\/article93870.ece?homepage=true\" rel=\"noopener noreferrer\">\u5ef6\u540e<\/a>\u3002 <\/p>\n<p>\u6c14\u5019\u884c\u52a8\u7f51\u5357\u4e9a\u5206\u90e8\u90e8\u957f<a target=\"_blank\" href=\"https:\/\/climatechangemedia.ning.com\/profile\/SanjayVashist\" rel=\"noopener noreferrer\">\u6851\u6770<\/a>\u8ba4\u4e3a\uff0c\u534f\u5b9a\u5e76\u672a\u8fbe\u6210\u4e00\u81f4\uff0c\u800c\u662f\u53cd\u6620\u4e86&ldquo;\u9519\u8bef\u8c08\u5224\u8fc7\u7a0b\u7684\u7ed3\u679c&hellip;&hellip;\u53ea\u6709\u4e00\u5c0f\u90e8\u5206\u56fd\u5bb6\u53c2\u4e0e\u4e86\u8ba8\u8bba&rdquo;\uff0c\u800c\u4e0d\u662f194\u4e2a\u56fd\u5bb6\u90fd\u53c2\u4e0e\u5176\u4e2d\u3002\u8fd8\u5b58\u5728\u5f88\u591a\u5c31\u534f\u5b9a\u5185\u5bb9\u672c\u8eab\u7684\u4fdd \u7559\u610f\u89c1\u3002\u5c3d\u7ba1\u5b83\u6d89\u53ca\u4e86\u4e00\u90e8\u5206\u4e3b\u8981\u95ee\u9898\uff0c\u4f46\u66f4\u52a0\u5173\u952e\u7684\u7ec6\u8282\u95ee\u9898\u8fd8\u662f\u88ab\u6401\u7f6e\u4e86\u3002\u56fd\u9645\u73af\u5883\u4e0e\u53d1\u5c55\u534f\u4f1a\u6c14\u5019\u53d8\u5316\u90e8\u95e8\u7684\u9ad8\u7ea7\u7814\u7a76\u5458<a target=\"_blank\" href=\"https:\/\/www.iied.org\/climate-change\/staff\/saleemul-huq\" rel=\"noopener noreferrer\">\u8428\u91cc\u6728\u5c14&middot;\u80e1\u514b<\/a>\u8bf4\uff1a&ldquo;\u51cf\u7f13\u548c\u6539\u53d8\u6c14\u5019\u53d8\u5316\u7684\u8d44\u91d1\u4ece\u54ea\u91cc\u6765\uff1f\u5982\u679c\u786e\u5b9e\u6709\u8fd9\u4e9b\u65b0\u7684\u3001\u9644\u52a0\u7684\u8d44\u91d1\uff0c\u6211\u4eec\u5c06\u5982\u4f55\u5206\u914d\u3001\u8c03\u8fd0\u5462\uff1f\u8fd9\u4e9b\u95ee\u9898\u7684\u7b54\u6848\u90fd\u5f88\u6a21\u7cca\u3002&rdquo; \u8428\u91cc\u6728\u5c14&middot;\u80e1\u514b\u4e5f\u662f\u6c14\u5019\u8d22\u653f\u95ee\u9898<a target=\"_blank\" href=\"https:\/\/www.iied.org\/pubs\/display.php?o=17071IIED\" rel=\"noopener noreferrer\">\u62a5\u544a<\/a>\u7684\u4f5c\u8005\u4e4b\u4e00\u3002 <\/p>\n<p>\u4e00\u4e9b\u89c2\u5bdf\u5bb6<a target=\"_blank\" href=\"https:\/\/www.mg.co.za\/article\/2009-12-19-new-copenhagen-accord-a-sham\" rel=\"noopener noreferrer\">\u8ba4\u4e3a<\/a>\uff0c\u534f\u5b9a\u6ca1\u6709\u5bf9\u6e29\u5ea6\u4e0a\u5347\u7684\u63a7\u5236\u505a\u660e\u786e\u7684\u8981\u6c42\uff0c\u4f46\u662f\u82e5\u8981\u4fdd\u8bc1\u8bf8\u591a\u56fd\u5bb6\u548c\u4eba\u6c11\u7684\u751f\u5b58\u548c\u751f\u6d3b\u7684\u6743\u5229\uff0c\u8fd9\u79cd\u63a7\u5236\u662f\u5fc5\u987b\u7684\u3002\u6839\u636e\u53ef\u6301\u7eed\u80fd\u6e90\u987e\u95eeEcofys\u6700\u8fd1\u7684<a target=\"_blank\" href=\"https:\/\/www.ecofys.com\/com\/news\/pressreleases2009\/pressrelease03122009.htm\" rel=\"noopener noreferrer\">\u5206\u6790<\/a>\uff0c\u76ee\u524d\u5404\u56fd\u5355\u65b9\u9762\u7684\u51cf\u6392\u76ee\u6807\u7ed3\u679c\u4f1a\u4f7f\u5168\u7403\u6e29\u5ea6\u4e0a\u53473.5\u2103\uff0c\u800c\u4e0d\u662f\u5546\u5b9a\u76842\u2103\u3002 <\/p>\n<p>\u800c\u62e5\u62a4\u6b64\u534f\u5b9a\u7684\u4eba\u4eec\u5219\u6301\u5b8c\u5168\u4e0d\u540c\u7684\u89c2\u70b9\uff0c\u4ed6\u4eec<a target=\"_blank\" noreferrer\">\u5f3a\u8c03<\/a>\uff0c\u534f\u5b9a\u7684\u4ef7\u503c\u5728\u4e8e\uff0c\u5b83\u4e3a\u6539\u53d8\u7f8e\u56fd\u56fd\u5185\u653f\u6cbb\u63d0\u4f9b\u4e86\u57fa\u7840\u3002\u50cf\u4e2d\u56fd\u3001\u5370\u5ea6\u8fd9\u4e9b\u7ecf\u6d4e\u8fc5\u901f\u5d1b\u8d77\u7684\u56fd\u5bb6\uff0c\u4ed6\u4eec\u7684\u627f\u8bfa\u5c06\u6709\u5229\u4e8e\u4fc3\u8fdb\u7f8e\u56fd\u53c2\u8bae\u9662\u7684\u5c31\u6c14\u5019\u53d8\u5316\u95ee\u9898\u7acb\u6cd5\uff0c\u8fd9\u6709\u5229\u4e8e\u6566\u4fc3\u6fb3\u5927\u5229\u4e9a\u3001\u52a0\u62ff\u5927\u548c\u65e5\u672c\u505a\u51fa\u627f\u8bfa\u3002 rel=\"noopener
