noreferrer\">\u5df4\u5398\u5c9bCOP\uff1a\u65b0\u7684\u53d8\u5316<\/a>\u300b\u7684\u793e\u8bba\uff0c\u5185\u5bb9\u662f2007\u5e74\u7684\u5df4\u5398\u5c9b\u8054\u5408\u56fd\u6c14\u5019\u53d8\u5316<a href=\"https:\/\/unfccc.int\/meetings\/cop_13\/items\/4049.php\" target=\"_blank\" rel=\"noopener noreferrer\">\u5cf0\u4f1a<\/a>\u3002\u6211\u5728\u6587\u4e2d\u6307\u51fa\u6211\u4eec\u5df2\u7ecf\u53d1\u8d77\u4e86&ldquo;\u5916\u4ea4\u53f2\u4e0a\u6700\u9519\u7efc\u590d\u6742\u7684\u5168\u7403\u8c08\u5224&rdquo;\uff0c\u8fd9\u79cd\u590d\u6742\u6027\u4e3b\u8981\u96c6\u4e2d\u5728\u6280\u672f\u548c\u653f\u6cbb\u7684\u754c\u9762\u3002<\/p>\n<p>\u5230\u54e5\u672c\u54c8\u6839\u5f00\u4f1a\u7684\u6bcf\u4e2a\u5730\u533a\u90fd\u5e26\u7740&ldquo;\u5b83&rdquo;\u60f3\u8981\u7684\u89c2\u70b9\uff0c\u4e5f\u6709\u5c11\u6570\u51e0\u4e2a\u8c8c\u4f3c\u62e5\u6709&ldquo;\u5168\u7403\u6027&rdquo;\u89e3\u51b3\u7684\u89c6\u89d2\uff0c\u4f46\u5b9e\u9645\u4e0a\u53ea\u662f\u5176\u81ea\u8eab\u89c2\u70b9\u5728\u5168\u7403\u7684\u6295\u5c04\u800c\u5df2\u3002\u5404\u56fd\u7684\u89c2\u70b9\u5dee\u5f02\u7a76\u7adf\u8fbe\u5230\u4ec0\u4e48\u7a0b\u5ea6\u5462\uff1f\u8fc4\u4eca\u8fd8\u6ca1\u6709\u4efb\u4f55\u7814\u7a76\u5bf9\u6b64\u505a\u8fc7\u5ba2\u89c2\u7684\u5206\u6790\uff0c\u4e3a\u5bfb\u6c42\u89e3\u51b3\u65b9\u6cd5\u8fdb\u884c\u7684\u53ef\u9760\u9009\u62e9\u5851\u9020\u8fd9\u4e9b\u5dee\u522b\u3002<\/p>\n<p>\u54e5\u672c\u54c8\u6839\u4f1a\u8bae\u653f\u6cbb\u7ed3\u679c\u7684\u610f\u4e49\u4f55\u5728\uff1f\u6211\u5728\u8fd9\u91cc\u63d0\u4f9b\u4e24\u79cd\u610f\u89c1\uff0c\u4ee5\u53ca\u4e00\u4e2a\u53ef\u80fd\u6709\u70b9\u60ca\u4e16\u9a87\u4fd7\u7684\u4e2a\u4eba\u89c2\u70b9\u3002\u9996\u5148\uff0c\u54e5\u672c\u54c8\u6839\u4f1a\u8bae\u5de8\u5927\u5f71\u54cd\u79ef\u6781\u7684\u4e00\u9762\u662f\uff1a\u6211\u4eec\u4e86\u89e3\u4e86\u65b0\u7684\u56fd\u9645\u529b\u91cf\u67b6\u6784\uff0c\u6478\u6e05\u4e86\u4e2d\u56fd\u548c\u5370\u5ea6\u7684\u5e95\u7ebf\uff0c\u5b9e\u9645\u4e0a\u4e5f\u5305\u62ec\u7f8e\u56fd\u7684\u5e95\u7ebf\uff0c\u5c3d\u7ba1\u6c14\u5019\u53d8\u5316\u7acb\u6cd5\u5728<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/3458\" target=\"_blank\" rel=\"noopener noreferrer\">\u56fd\u4f1a\u5ba1\u8bae<\/a>\u7684\u7ed3\u679c\u8fd8\u6ca1\u6709\u51fa\u6765\u3002<\/p>\n<p>\u5982\u679c\u6b27\u6d32\u6216\u8005\u5176\u5b83\u56fd\u5bb6\u6ca1\u80fd\u628a\u63e1\u8fd9\u4e00\u73b0\u5b9e\uff0c\u90a3\u5b83\u4eec\u771f\u7684\u53ea\u80fd\u6028\u81ea\u5df1\u4e86\u3002\u7f8e\u56fd\u4e0d\u613f\u610f\u63a5\u53d7\u4e00\u4e2a\u4ece\u4e0a\u5230\u4e0b\u90fd\u662f\u591a\u8fb9\u8c08\u5224\u4ea7\u751f\u3001\u5177\u6709\u6cd5\u5f8b\u7ea6\u675f\u6027\u3001\u6291\u5236\u603b\u4f53\u7ecf\u6d4e\u7684\u8fdb\u7a0b\u3002\uff08\u4e3a\u4ec0\u4e48\u4f1a\u6709\u4eba\u8ba4\u4e3a\u7f8e\u56fd\u6709\u4e09\u5206\u4e4b\u4e8c\u4ee5\u4e0a\u7684\u53c2\u8bae\u5458\u6295\u7968\u6279\u51c6\u8fd9\u6837\u4e00\u4e2a\u56fd\u9645\u6761\u7ea6\u5462\uff1f\uff09\u5bf9\u4e8e\u4efb\u4f55\u4e0d\u89c4\u5b9a\u4e2d\u56fd\u6cd5\u5f8b\u4e49\u52a1\u7684\u534f\u8bae\uff0c\u7f8e\u56fd\u90fd\u62b1\u7740<a href=\"https:\/\/www.telegraph.co.uk\/earth\/copenhagen-climate-change-confe\/6772358\/Copenhagen-climate-conference-US-says-China-must-make-cuts.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u6000\u7591<\/a>\u6001\u5ea6\uff0c\u8fd9\u8fdb\u4e00\u6b65\u964d\u4f4e\u4e86\u56fd\u9645\u6cd5\u5f8b\u7406\u60f3\u56fe\u666f\u7684\u5c42\u7ea7\u3002\u4e2d\u7f8e\u4e24\u4e2a\u5927\u56fd\u57fa\u672c\u4e0a\u90fd\u662f\u5185\u5411\u578b\u7684\uff0c\u4ed6\u4eec\u4f1a\u5728\u56fd\u5185\u91c7\u53d6\u66f4\u5f3a\u5927\u7684\u884c\u52a8\uff0c\u800c\u591a\u8fb9\u9700\u6c42\u6c38\u8fdc\u6392\u5728\u56fd\u5185\u8fdb\u7a0b\u4e4b\u540e\u3002<\/p>\n<p>\u6211\u4e2a\u4eba\u7684\u89c2\u70b9\u662f\uff1a\u54e5\u672c\u54c8\u6839\u4f1a\u8bae\u6070\u6070\u5b9e\u73b0\u4e86\u6211\u4eec\u6240\u9700\u8981\u7684\u4e1c\u897f&mdash;&mdash;\u4e2d\u7f8e\u4e4b\u95f4\u7684\u73b0\u5b9e\u7275\u5236\uff0c\u8fd9\u6837\u5176\u5b83\u56fd\u5bb6\u5c31\u65e0\u6cd5\u5ffd\u89c6\u6c14\u5019\u95ee\u9898\u3002\u73b0\u5728\u8fd9\u4e2a\u903b\u8f91\u6e05\u695a\u5f97\u4ee4\u4eba\u5403\u60ca\u3002\u4e16\u754c\u5176\u5b83 \u56fd\u5bb6\uff08\u7279\u522b\u662f\u5176\u5b83\u53d1\u8fbe\u56fd\u5bb6\uff09\u628a\u7f8e\u56fd\u7684\u884c\u52a8\u4f5c\u4e3a\u613f\u610f\u4f5c\u51fa\u7ea6\u675f\u6027\u627f\u8bfa\u7684\u5148\u51b3\u6761\u4ef6\uff0c\u7f8e\u56fd\u53c8\u628a\u4e2d\u56fd\u4f5c\u4e3a\u5148\u51b3\u6761\u4ef6\u3002\u800c\u4e2d\u56fd\u51fa\u4e8e\u591a\u79cd\u539f\u56e0\uff0c<a href=\"https:\/\/www.grist.org\/article\/2010-02-25-china-says-no-emissions-cap-for-now\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u4e0d\u613f\u610f\u4f5c\u51fa\u7ea6\u675f\u6027\u7684\u627f\u8bfa<\/a>\u3002\u4e8e\u662f\uff0c\u6574\u4e2a\u673a\u5236\u5c06\u53d8\u6210&ldquo;<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/3496-Strength-in-numbers\">\u81ea\u4e0b\u800c\u4e0a<\/a>&rdquo;\u7684\uff0c\u53ea\u5305\u62ec\u90a3\u4e9b\u56fd\u5bb6\u613f\u610f\u5728\u56fd\u5185\u5b9e\u65bd\u7684\u627f\u8bfa\uff0c\u56fd\u9645\u6cd5\u5e76\u6ca1\u6709\u53d1\u6325\u4efb\u4f55\u5207\u5b9e\u4f5c\u7528\u3002<\/p>\n<p>\u4e0d\u5e78\u7684\u662f\uff0c\u5982\u679c\u6211\u4eec\u60f3\u89e3\u51b3\u95ee\u9898\uff0c\u5168\u4e16\u754c\u5927\u591a\u6570\u56fd\u5bb6\uff08\u63a5\u8fd1<a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_sovereign_states\" target=\"_blank\" rel=\"noopener noreferrer\">200\u4e2a<\/a>\uff09 \u7684\u786e\u9700\u8981\u4e00\u4e2a\u5177\u6709\u5171\u540c\u539f\u5219\u548c\u627f\u8bfa\u7684\u591a\u8fb9\u67b6\u6784\u3002\u4e8e\u662f\u6211\u4eec\u9677\u5165\u4e86\u56f0\u5883\uff1a\u5982\u679c\u6211\u4eec\u8fd8\u60f3\u770b\u5230\u89e3\u51b3\u95ee\u9898\u7684\u4e00\u4e1d\u5e0c\u671b\uff0c\u56db\u4e2a\u6761\u4ef6\u4e2d\u5fc5\u987b\u6709\u4e00\u4e2a\u53d1\u751f\u6539\u53d8\u3002\u6211\u7684\u4e2a\u4eba\u89c2\u70b9\u662f\uff0c \u6211\u4eec\u73b0\u5728\u5e94\u8be5\u6539\u53d8\u7684\u662f\u7b2c\u4e00\u4e2a\u6761\u4ef6\u3002\u5176\u5b83\u56fd\u5bb6\u9700\u8981\u770b\u5230\u4e2d\u7f8e\u4e24\u4e2a\u5927\u56fd\u90fd\u5728\u91c7\u53d6\u884c\u52a8\uff0c\u4e3a\u89e3\u51b3\u5168\u7403\u95ee\u9898\u4f5c\u51fa\u4e86\u529b\u6240\u80fd\u53ca\u7684\u8d21\u732e\u3002\u4f46\u8fd9\u5e76\u4e0d\u610f\u5473\u7740\u6211\u4eec\u5fc5\u987b\u5904\u4e8e\u540c\u4e00\u4e2a\u6cd5 \u5f8b\uff08\u6216\u5176\u5b83\uff09\u67b6\u6784\u4e4b\u5185\u3002\u7136\u800c\uff0c\u6b63\u5982\u54e5\u672c\u54c8\u6839\u4f1a\u8bae\u6240\u66b4\u9732\u51fa\u6765\u7684\uff0c\u4f01\u56fe\u8ba9\u4e2d\u7f8e\u548c\u632a\u5a01\u3001\u65b0\u52a0\u5761\u751a\u81f3\u5e03\u57fa\u7eb3\u6cd5\u7d22\u5728\u540c\u6837\u7684\u6cd5\u5f8b\u57fa\u7840\u4e0a\u4f5c\u51fa\u627f\u8bfa\u662f\u975e\u5e38\u8352\u8c2c\u7684\u3002<\/p>\n<p>\u7b2c\u4e8c\u79cd\u610f\u89c1\u662f\uff1a<a href=\"https:\/\/unfccc.int\/resource\/docs\/2009\/cop15\/eng\/l07.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u54e5\u672c\u54c8\u6839\u534f\u8bae<\/a>\u4f53\u73b0\u4e86\u6700\u6838\u5fc3\u7684\u9700\u8981\uff0c\u7d27\u6263\u73b0\u5b9e\u7684\u89e3\u51b3\u529e\u6cd5\u6b63\u662f\u5efa\u7acb\u5728\u8fd9\u4e9b\u9700\u8981\u4e4b\u4e0a\u3002\u5728\u4e00\u5f00\u5934\uff0c\u534f\u8bae\u5c31\u660e\u786e\u8868\u793a\u8981\u5728<a href=\"https:\/\/unfccc.int\/2860.php\" target=\"_blank\" rel=\"noopener noreferrer\">\u8054\u5408\u56fd\u6c14\u5019\u53d8\u5316\u6846\u67b6\u516c\u7ea6<\/a>\u4e4b\u4e0b\u7ee7\u7eed\u53cc\u8f68\u8c08\u5224\u3002\u56e0\u6b64\uff0c\u4e0a\u4e00\u5e74\u5de8\u5927\u7684\u8c08\u5224\u52aa\u529b\u5e76\u4e0d\u50cf\u8bb8\u591a\u5a92\u4f53\u8bc4\u8bba\u5458\u8ba4\u4e3a\u7684\u90a3\u6837\u88ab\u6254\u5230\u4e86\u4e00\u8fb9\uff0c\u6070\u6070\u76f8\u53cd\uff0c\u5b83\u4eec\u5f97\u5230\u4e2d\u7f8e\u660e\u786e\u7684\u8d5e\u540c\uff0c\u800c\u4e14\u62e5\u6709\u4e86\u66f4\u5145\u88d5\u7684\u5b8c\u6210\u65f6\u95f4\u3002<\/p>\n<p>\u5728\u6211\u770b\u6765\uff0c\u8fd9\u6b63\u662f\u6211\u4eec\u6240\u9700\u8981\u7684\u4e1c\u897f\u3002\u6211\u4eec\u9700\u8981\u66f4\u591a\u4e00\u5e74\u65f6\u95f4\u8ba9\u4e2d\u7f8e\u4e24\u56fd\u6765\u63a8\u8fdb\u5404\u81ea\u7684\u56fd\u5185\u8fdb\u7a0b\u3002\u5b83\u4eec\u4e00\u76f4\u5728\u6697\u793a\u8fd9\u4e00\u5e74\u771f\u7684\u5fc5\u4e0d\u53ef\u5c11\u3002\u5728\u8fd9\u4e00\u5e74\u91cc\uff0c\u5b83\u4eec\u5bf9\u8c08\u5224\u7684\u6001\u5ea6\u5c06\u66f4\u52a0\u4e25\u8083\uff0c\u8c08\u5224\u5185\u5bb9\u5305\u62ec<a href=\"https:\/\/unfccc.int\/kyoto_protocol\/items\/2830.php\" target=\"_blank\" rel=\"noopener noreferrer\">\u4eac\u90fd\u8bae\u5b9a\u4e66<\/a>\u7684\u672a\u6765\u3001\u8bae\u5b9a\u4e66\u673a\u5236\u7684\u6539\u9769\u4ee5\u53ca2012\u5e74\u52302016\u5e74\u8bae\u5b9a\u4e66\u7b2c\u4e8c\u5b9e\u65bd\u9636\u6bb5\u5145\u8db3\u7684\u6392\u653e\u4e0a\u9650\u3002\u54e5\u672c\u54c8\u6839\u534f\u8bae\u6240\u5f15\u5bfc\u7684\u8fdb\u7a0b\u53ef\u4ee5\u5f25\u8865\u4eac\u90fd\u8bae\u5b9a\u4e66\u4e2d\u4e25\u91cd\u7684\u5dee\u8ddd\uff0c\u800c\u4e0d\u4e00\u5b9a\u8981\u4ee3\u66ff\u5b83\u3002<\/p>\n<p>\u5bf9\u4e8e\u8fd9\u79cd\u60f3\u6cd5\u6211\u96be\u4ee5\u82df\u540c\u3002\u539f\u56e0\u5c31\u662f\u54e5\u672c\u54c8\u6839\u4f1a\u8bae<a href=\"https:\/\/www.guardian.co.uk\/environment\/2009\/dec\/17\/developing-nations-kyoto\" target=\"_blank\" rel=\"noopener noreferrer\">\u4f53\u73b0<\/a>\u4e86\u53d1\u5c55\u4e2d\u56fd\u5bb6\u5bf9\u4eac\u90fd\u8bae\u5b9a\u4e66\u7684\u5173\u5207\u4e4b\u6df1\uff0c\u4e5f\u4f53\u73b0\u4e86\u5982\u679c\u653e\u5f03\u5bf9\u53d1\u8fbe\u56fd\u5bb6\u6392\u653e\u7684\u7ea6\u675f\u529b\u4e0a\u9650\uff0c\u90a3\u4e48\u8ba9\u53d1\u5c55\u4e2d\u56fd\u5bb6\u540c\u610f\u52a0\u5f3a\u51cf\u6392\u884c\u52a8\u7684\u52aa\u529b\u4e5f\u5c06\u4ed8\u4e4b\u4e1c\u6d41\u3002\u540c\u65f6\u8fd9\u4e5f\u662f\u6b27\u6d32\u7684\u7ecf\u9a8c\uff0c\u4eac\u90fd\u8bae\u5b9a\u4e66\u4e0a\u9650\u7684\u6cd5\u5f8b\u7ea6\u675f\u6027\u8d28\u5bf9<a href=\"https:\/\/en.wikipedia.org\/wiki\/European_Union_Emission_Trading_Scheme\" target=\"_blank\" rel=\"noopener noreferrer\">\u6b27\u76df\u6392\u653e\u4ea4\u6613\u673a\u5236<\/a>\u7684\u5f3a\u5316\u4e5f\u662f\u81f3\u5173\u91cd\u8981\u7684\u3002\u51b5\u4e14\uff0c\u5728\u5404\u56fd\u4e3a\u9075\u5b88\u4eac\u90fd\u8bae\u5b9a\u4e66\u5df2\u7ecf<a href=\"https:\/\/ec.europa.eu\/environment\/climat\/pdf\/eu_mechanisms_kyoto.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u6295\u5165<\/a>\u8fd9\u4e48\u591a\u529b\u91cf\u7684\u60c5\u51b5\u4e0b\uff0c\u653e\u5f03\u8fd9\u4e00\u673a\u5236\u662f\u5f88\u5947\u602a\u7684\uff0c\u6211\u4eec\u5e94\u8be5\u505a\u7684\u662f\u5438\u5f15\u66f4\u591a\u56fd\u5bb6\u52a0\u5165\u6765\u8ba9\u5b83\u66f4\u52a0\u53d1\u5c55\u58ee\u5927\u3002\u4e00\u5957\u5e7f\u6cdb\u800c\u548c\u8c10\u7684\u89c4\u5219\u80fd\u591f\u5e26\u6765\u5207\u5b9e\u7684\u88e8\u76ca\uff0c\u8fd9\u5957\u89c4\u5219\u5efa\u7acb\u5728\u73b0\u5b58\u60c5\u51b5\u7684\u57fa\u7840\u4e0a\uff0c\u53ef\u4ee5\u652f\u6301\u8d77\u4e00\u4e2a\u6709\u6548\u7684\u591a\u8fb9\u4f53\u5236\u3002<\/p>\n<p>\u76ee\u524d\uff0c\u6b27\u76df\u3001\u65e5\u672c\u548c\u6fb3\u5927\u5229\u4e9a\u88ab<a href=\"https:\/\/www.reuters.com\/article\/idUSTRE60E5VG20100116\" target=\"_blank\" rel=\"noopener noreferrer\">\u56f0\u5728<\/a>&ldquo;\u5171\u540c\u884c\u52a8\u56f0\u5883&rdquo;\u7684\u4e00\u4e2a\u5b50\u535a\u5f08\u91cc\uff0c\u5982\u679c\u5176\u5b83\u65b9\u4e0d\u884c\u52a8\uff0c\u5c31\u6ca1\u6709\u4efb\u4f55\u4e00\u65b9\u613f\u610f\u7a81\u7834\u7f8e\u56fd\u5bf9\u7ea6\u675f\u6027\u56fd\u9645\u4e49\u52a1\u7684\u538c\u6076\u800c\u91c7\u53d6\u884c\u52a8\u3002\u5982\u679c\u5b83\u4eec\u80fd\u8d70\u51fa\u8fd9\u4e2a\u56f0\u5883\uff0c\u80af\u5b9a\u4f1a\u6709\u66f4\u591a\u56fd\u5bb6\u52a0\u5165\u8fdb\u6765\uff0c\u5305\u62ec\u97e9\u56fd\u8fd9\u6837\u7684\u5236\u9020\u4e1a\u5de8\u5934\u3002\u7531\u4e8e\u6b27\u76df\u548c\u8bb8\u591a\u5176\u5b83\u56fd\u5bb6\u5df2\u7ecf<a href=\"https:\/\/news.bbc.co.uk\/2\/hi\/6377983.stm\" target=\"_blank\" rel=\"noopener
