Green Shipping Alliance\uff09\u9996\u5e2d\u6267\u884c\u5b98\u6234\u5b89\u00b7\u5409\u5c14\u5e73\uff08Diane Gilpin\uff09\u8868\u793a\u3002<\/p>\n<p>\u201c\u8fd9\u6837\u4e00\u8d77\u4e8b\u4ef6\u7684\u5f71\u54cd\u7ef5\u5ef6\u6570\u6708\uff0c\u7531\u6b64\u53ef\u89c1\u4f9b\u5e94\u94fe\u662f\u591a\u4e48\u8106\u5f31\uff0c\u201d\u5409\u5c14\u5e73\u8bf4\u3002\u4ed6\u8fd8\u8865\u5145\u9053\uff0c\u4e3a\u4e86\u6ee1\u8db3\u5168\u7403\u5546\u54c1\u9700\u6c42\u589e\u957f\uff0c\u8239\u53ea\u7684\u822a\u884c\u901f\u5ea6\u53d8\u5f97\u66f4\u9ad8\uff0c\u56e0\u6b64\u6d88\u8017\u7684\u71c3\u6599\u4e5f\u66f4\u591a\u3002\u201c\u96c6\u88c5\u7bb1\u884c\u4e1a\u4eca\u5e74\u80fd\u8d5a\u4e00\u5343\u4ebf\u7f8e\u5143\uff0c\u8fd9\u91cc\u9762\u4f1a\u6709\u94b1\u6295\u5230\u73af\u5883\u4e0a\u5417\uff1f\u201d<\/p>\n<h2>\u51c0\u5316\u822a\u8fd0<\/h2>\n<p>\u6211\u4eec\u8feb\u5207\u9700\u8981\u8ba9\u822a\u8fd0\u4e1a\u53d8\u5f97\u6e05\u6d01\u8d77\u6765\u3002\u5168\u7403\u822a\u8fd0\u4e1a<a href=\"https:\/\/theicct.org\/sites\/default\/files\/publications\/Global-shipping-GHG-emissions-2013-2015_ICCT-Report_17102017_vF.pdf\">\u6bcf\u5e74\u6392\u653e\u7ea610\u4ebf\u5428\u6e29\u5ba4\u6c14\u4f53<\/a>\uff0c\u5360\u5168\u7403\u6392\u653e\u91cf\u76843%\u3002\u4e16\u754c\u7ecf\u6d4e\u8bba\u575b\u7684\u6570\u636e\u663e\u793a\uff0c\u5982\u679c\u5c06\u822a\u8fd0\u4e1a\u770b\u6210\u4e00\u4e2a\u56fd\u5bb6\uff0c\u90a3\u5b83\u5c31\u662f\u5168\u7403<a href=\"https:\/\/www.weforum.org\/agenda\/2018\/04\/if-shipping-were-a-country-it-would-be-the-world-s-sixth-biggest-greenhouse-gas-emitter\">\u7b2c\u516d\u5927\u6392\u653e<\/a>\u56fd\u3002\u518d\u4e0d\u91c7\u53d6\u8fdb\u4e00\u6b65\u884c\u52a8\uff0c\u9884\u8ba1\u52302050\u5e74\u822a\u8fd0\u4e1a\u7684\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u5c06\u8fbe\u5230\u51762008\u5e74\u6c34\u5e73\u7684<a href=\"https:\/\/www.climatechangenews.com\/2020\/08\/04\/major-ship-emissions-study-flags-bigger-role-governments\/\">90%-130%<\/a>\u3002<\/p>\n<p>[chinadialogue_factbox title=&#8217;6&#8242; number=&#8217;true&#8217;]<br \/>\n\u5982\u679c\u5c06\u822a\u8fd0\u4e1a\u770b\u6210\u4e00\u4e2a\u56fd\u5bb6\uff0c\u90a3\u5b83\u5c31\u662f\u5168\u7403\u7b2c\u516d\u5927\u6392\u653e\u56fd\u3002<br \/>\n[\/chinadialogue_factbox]<\/p>\n<p>\u5c3d\u7ba1\u5404\u56fd\u653f\u5e9c\u5df2\u627f\u8bfa\u5728\u75ab\u60c5\u7ed3\u675f\u540e\u63a8\u884c\u7eff\u8272\u590d\u82cf\uff0c\u4f46\u822a\u8fd0\u4e13\u5bb6\u4eec\u5374\u5e76\u4e0d\u4e70\u8d26\u3002\u4f26\u6566\u5927\u5b66\u5b66\u9662\uff08University Smith\uff09\u8868\u793a\uff0c\u81ea\u4ece1997\u5e74\u4e3a\u5404\u56fd\u8bbe\u5b9a\u4e86\u51cf\u6392\u76ee\u6807\u7684\u300a\u4eac\u90fd\u8bae\u5b9a\u4e66\u300b\u901a\u8fc7\u4ee5\u6765\uff0c\u5173\u4e8e\u822a\u8fd0\u7684\u8fa9\u8bba\u5c31\u4e00\u76f4\u201c\u505c\u6ede\u4e0d\u524d\u201d\u3002<\/p>\n<p>\u201c\u653f\u5e9c\u628a\u8fd9\u4e2a\u8bdd\u9898\u667e\u4e86\u90a3\u4e48\u4e45\uff0c\u7b80\u76f4\u8352\u8c2c\u3002\u76ee\u524d\u7684\u653f\u7b56\u5b8c\u5168\u4e0d\u8db3\u4ee5\u89e3\u51b3\u8fd9\u4e48\u5927\u89c4\u6a21\u7684\u6c14\u5019\u5371\u673a\uff0c\u201d\u53f2\u5bc6\u65af\u8bf4\u3002<\/p>\n<p>2015\u5e74\u7684\u300a\u5df4\u9ece\u534f\u5b9a\u300b\u4e2d\u4e0d\u5305\u62ec\u822a\u8fd0\u6392\u653e\uff0c\u56e0\u4e3a\u6b64\u7c7b\u6392\u653e\u5f88\u96be\u88ab\u5206\u644a\u5230\u5404\u4e2a\u56fd\u5bb6\u3002\u5176\u6392\u653e\u76d1\u7ba1\u5de5\u4f5c\u56e0\u6b64\u843d\u5230\u4e86\u8d1f\u8d23\u6d77\u8fd0\u4e8b\u52a1\u7684\u8054\u5408\u56fd\u673a\u6784\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\uff08IMO\uff09\u8eab\u4e0a\u3002<\/p>\n<h2>\u505c\u6ede\u7684\u56fd\u9645\u8c08\u5224<\/h2>\n<p>\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u957f\u671f\u88ab\u6279\u8bc4\u672a\u80fd\u8ba4\u771f\u9762\u5bf9\u6c14\u5019\u5371\u673a\u7684\u7d27\u8feb\u6027\uff0c\u91c7\u53d6\u7684\u63aa\u65bd\u8f6f\u5f31\u65e0\u529b\uff0c\u8d77\u4e0d\u5230\u904f\u5236\u6392\u653e\u7684\u4f5c\u7528\u3002<\/p>\n<p>\u5728\u53d7\u6d77\u5e73\u9762\u4e0a\u5347\u5a01\u80c1\u7684\u5c0f\u5c9b\u5c7f\u56fd\u5bb6\u7684\u538b\u529b\u4e0b\uff0c2018\u5e74\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u7acb\u4e0b\u76ee\u6807\uff0c\u52302050\u5e74\u5c06\u6d77\u8fd0\u4e1a\u6e29\u5ba4\u6c14\u4f53\u6392\u653e<a
