href=\"http:\/\/www.xinhuanet.com\/local\/2021-07\/09\/c_1127637737.htm\">40\u4f4d<\/a>\uff1b\u5f81\u7528\u4e86\u4e00\u4e2a\u6d77\u6d0b\u9986\u3001\u4e00\u4e2a\u6ee8\u6d77\u516c\u56ed\u548c\u4e00\u4e2a\u6d77\u4ea7\u54c1\u516c\u53f8\u7684\u517b\u6b96\u6c60\uff0c\u6765\u6682\u517b\u6551\u52a9\u7684\u74dc\u5934\u9cb8\u3002\u5404\u5927\u5a92\u4f53\u4e5f\u5bc6\u5207\u8ddf\u8e2a\u4e86\u6551\u52a9\u5168\u8fc7\u7a0b\u3002\u5176\u4e2d\uff0c\u4e00\u5934\u72b6\u6001\u6b20\u4f73\u6682\u517b\u4e8e\u6c34\u4ea7\u517b\u6b96\u573a\u7684\u74dc\u5934\u9cb8\uff0c\u9700\u8981\u6d77\u6d0b\u9986\u6280\u672f\u4eba\u5458\u8f6e\u756a\u4e0b\u6c34\u6258\u4e3e\u4ee5\u514d\u7a92\u606f\uff0c\u4f46\u4e0d\u5e78\u4ecd\u5728\u8fd120\u5929\u7684<a href=\"https:\/\/cn.chinadaily.com.cn\/a\/202107\/28\/WS6101123aa3101e7ce975bf6f.html\">\u6551\u52a9\u540e\u6b7b\u4ea1<\/a>\u3002\u3002<\/p>\n<p>\u6240\u5e78\uff0c\u6700\u7ec8\u67096\u5934\u5f97\u4ee5\u6210\u529f\u653e\u751f\u3002\u7528\u4e2d\u79d1\u9662\u6df1\u6d77\u79d1\u5b66\u4e0e\u5de5\u7a0b\u9662\u526f\u7814\u7a76\u5458<a href=\"http:\/\/www.zj.xinhuanet.com\/2021-07\/12\/c_1127644628.htm\">\u5f20\u57f9\u541b\u7684\u8bdd\u8bf4<\/a>\uff0c\u8fd9 \u201c\u5b9e\u5c5e\u4e0d\u6613\u201d\uff0c\u56e0\u4e3a\u74dc\u5934\u9cb8\u8fd9\u6837\u7684\u6df1\u6f5c\u9cb8\u7c7b\u6401\u6d45\u540e\u83b7\u6551\u6210\u529f\u7387\u5f88\u4f4e\u3002\u65b0\u897f\u5170\u6c11\u95f4\u52a8\u7269\u4fdd\u62a4\u7ec4\u7ec7\u7ea6\u62ff\u9879\u76ee\uff08Project Jonah\uff09\u8d1f\u8d23\u4eba\u8fbe\u4f26\u00b7\u683c\u6d1b\u5f17\uff08Daren Grover\uff09\u5224\u65ad\uff0c\u5982\u679c\u6ca1\u6709\u6551\u63f4\uff0c\u5373\u4fbf\u662f\u5065\u5eb7\u7684\u74dc\u5934\u9cb8\u4e2a\u4f53\uff0c\u4e5f\u5f88\u53ef\u80fd\u5728\u79bb\u5f00\u6c34\u540e6-7\u5c0f\u65f6\u6b7b\u4ea1\u3002<\/p>\n<h2>\u6401\u6d45\u5e76\u4e0d\u7f55\u89c1<\/h2>\n<p>\u9cb8\u8c5a\u53ca\u6d77\u8c79\u7b49\u6401\u6d45\uff0c\u662f\u5168\u4e16\u754c\u5404\u5730\u6d77\u5cb8\u90fd\u5e38\u89c1\u7684\u73b0\u8c61\u3002\u636e\u82f1\u56fd\u4f26\u6566\u52a8\u7269\u5b66\u4f1a\u4e13\u5bb6\u7f57\u4f2f\u00b7\u8fea\u7ef4\u5c14\uff08Rob Deaville\uff09\u4ecb\u7ecd\uff0c\u82f1\u56fd\u6bcf\u5e74\u8bb0\u5f55\u7684\u9cb8\u8c5a\u6401\u6d45\u8fbe\u4e0a\u5343\u6b21\uff1b\u800c<a href=\"https:\/\/www.fisheries.noaa.gov\/resource\/document\/2017-national-report-marine-mammal-strandings-united-states\">\u7f8e\u56fd2017\u5e74<\/a>\u67095764\u4f8b\u6d77\u6d0b\u54fa\u4e73\u52a8\u7269\u6401\u6d45\uff0c\u5176\u4e2d\u6709\u8d85\u8fc7\u56db\u5343\u4f8b\u662f\u6d77\u8c79\u7b49\u9ccd\u8db3\u7c7b\u3002\u6d77\u91cc\u6709\u9cb8\u8c5a\u5c31\u4f1a\u6709\u6401\u6d45\uff0c\u8fea\u5a01\u5c14\u8bf4\uff0c\u5982\u679c\u5b8c\u5168\u6ca1\u6709\u6401\u6d45\uff0c\u624d\u66f4\u8ba9\u4eba\u62c5\u5fe7\uff0c\u201d\u90a3\u8bf4\u660e\u5b83\u4eec\u4ece\u6d77\u91cc\u6d88\u5931\u4e86\u201d\u3002<\/p>\n<p>\u300a\u4e2d\u56fd\u9cb8\u7c7b\u300b\u4e00\u4e66\u8bb0\u5f55\u4e2d\u56fd\u6c34\u57df\u9cb8\u7c7b\u5171\u8ba137\u79cd\uff0c\u4ee5\u4e1c\u6d77\u548c\u5357\u6d77\u5c45\u591a\uff0c\u56e0\u6b64\u867d\u7136\u4e0d\u53ca\u82f1\u7f8e\u7b49\u56fd\u9891\u7e41\uff0c\u4f46\u6401\u6d45\u5728\u4e2d\u56fd\u4e5f\u5e76\u4e0d\u5c11\u89c1\u3002\u57282009\u5e74\u52302012\u5e74\u4e09\u5e74\u671f\u95f4\uff0c\u4ec5\u9cb8\u8c5a\u4e13\u5bb6\u90d1\u9510\u5f3a\u5728\u73e0\u6c5f\u53e3\u89e3\u5256\u7684\u56e0\u6401\u6d45\u3001\u53d7\u4f24\u7b49\u6b7b\u4ea1\u7684\u9cb8\u8c5a\u7c7b\uff0c\u5c31\u670960\u5934\u3002<\/p>\n<h2>\u52a8\u7269\u6401\u6d45\u8bf4\u660e\u4ec0\u4e48\uff1f<\/h2>\n<p>\u5e74\u8001\u3001\u53d7\u4f24\u3001\u8ffd\u9010\u98df\u7269\u3001\u88ab\u5730\u5f62\u8ff7\u60d1\u3001\u53d7\u8239\u8236\u4fe1\u53f7\u5e72\u6270\u7b49\u90fd\u53ef\u80fd\u5bfc\u81f4\u9cb8\u8c5a\u6401\u6d45\u3002\u4e86\u89e3\u52a8\u7269\u7684\u6401\u6d45\u539f\u56e0\uff0c\u53ef\u4ee5\u5e2e\u52a9\u4eba\u7c7b\u611f\u77e5\u6d77\u6d0b\u73af\u5883\u7684\u72b6\u51b5\u3002\u8fea\u7ef4\u5c14\u4e13\u95e8\u4ece\u4e8b\u6401\u6d45\u539f\u56e0\u7684\u8c03\u67e5\u3002\u4ed6\u6307\u51fa\uff0c\u4ece\u5bf9\u6b7b\u4ea1\u7684\u6401\u6d45\u52a8\u7269\u7684\u89e3\u5256\u7ed3\u679c\u6765\u770b\uff0c\u53ea\u6709\u5927\u7ea6\u56db\u6210\u53ef\u4ee5\u5224\u65ad\u51fa\u660e\u786e\u7684\u6401\u6d45\u539f\u56e0\uff0c\u5176\u4e2d\u81ea\u7136\u539f\u56e0\u548c\u4eba\u4e3a\u5f71\u54cd\u2014\u2014\u517c\u8865\u3001\u649e\u51fb\u548c\u87ba\u65cb\u6868\u4f24\u5bb3\u7b49\u2014\u2014\u5404\u5360\u4e00\u534a\uff0c\u800c\u8d85\u8fc7\u4e00\u534a\u7684\u6401\u6d45\u52a8\u7269\uff0c\u5176\u76f4\u63a5\u6401\u6d45\u539f\u56e0\u96be\u4ee5\u67e5\u660e\u3002<\/p>\n<p>\u622a\u81f3\u76ee\u524d\u4e2d\u56fd\u5c1a\u6ca1\u6709\u5168\u56fd\u7cfb\u7edf\u7684\u9cb8\u8c5a\u6216\u5176\u4ed6\u6d77\u6d0b\u91ce\u751f\u52a8\u7269\u6401\u6d45\u7edf\u8ba1\u62a5\u544a\uff0c\u56e0\u6b64\u6574\u4f53\u6401\u6d45\u72b6\u51b5\u5e76\u4e0d\u660e\u786e\u30022015\u5e74\u53d1\u8868\u5728\u300a\u6d77\u6d0b\u653f\u7b56\u300b\uff08Marine Policy\uff09\u7684<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0308597X14001900\">\u4e00\u7bc7\u8bba\u6587<\/a>\uff0c\u8bb0\u5f55\u4e862000\u5e74\u52302006\u5e74\u95f4\u53d1\u751f\u5728\u4e2d\u56fd\u6d77\u57df\u6d89\u53ca\u6d77\u6d0b\u54fa\u4e73\u52a8\u7269\u768497\u8d77\u6401\u6d45\u300166\u8d77\u517c\u6355\u548c30\u8d77\u53d7\u4f24\u4e8b\u4ef6\u3002\u5176\u4e2d\u798f\u5efa\u548c\u6d59\u6c5f\u6cbf\u6d77\u662f\u6401\u6d45\u4e8b\u4ef6\u7684\u9ad8\u53d1\u533a\u3002\u4f5c\u8005\u540c\u65f6\u6307\u51fa\uff0c\u7f3a\u4e4f\u7cfb\u7edf\u7684\u8bb0\u5f55\u548c\u6570\u636e\u6536\u96c6\u4f53\u7cfb\u4e25\u91cd\u5f71\u54cd\u4e86\u6570\u636e\u7684\u53ef\u5206\u6790\u6027\u548c\u53ef\u6bd4\u8f83\u6027\uff0c\u547c\u5401\u5efa\u7acb\u5168\u56fd\u6027\u7684\u9cb8\u8c5a\u6401\u6d45\u62a5\u544a\u7f51\u7edc\u3002<\/p>\n<p>[chinadialogue_image]<\/p>\n<figure
