href=\"http:\/\/www.moa.gov.cn\/govpublic\/YYJ\/201701\/t20170120_5460583.htm\">\u51cf\u8239\u51cf\u4ea7\u63aa\u65bd<\/a>\uff0c\u5e76\u5c06\u51cf\u8239\u6307\u6807\u5206\u914d\u81f3\u5404\u7701\u3002\u52302020\u5e74\uff0c\u4e2d\u56fd\u5b9e\u9645\u524a\u51cf\u6d77\u6d0b\u6355\u635e\u6e14\u82394\u4e07\u8258\uff0c\u51cf\u5c11\u6d77\u6d0b\u6355\u635e\u91cf300\u591a\u4e07\u5428\u2014\u2014\u8fd9\u4e5f\u662f<a href=\"https:\/\/dialogue.earth\/1826-restoring-chinas-coastal-fisheries\/?lang=zh-hans\">1995\u5e74\u4ee5\u6765<\/a>\u6d77\u6d0b\u6355\u635e\u4ea7\u91cf\u9996\u6b21\u56de\u52301000\u4e07\u5428\u4ee5\u4e0b\u3002\u5728\u6b64\u671f\u95f4\uff0c\u4e2d\u56fd\u9996\u6b21\u542f\u52a8\u4e86\u9650\u989d\u6355\u635e\u8bd5\u70b9\uff0c\u4e00\u79cd\u6839\u636e\u8d44\u6e90\u91cf\u9650\u5b9a\u5e76\u5206\u914d\u603b\u53ef\u6355\u635e\u91cf\u7684\u4ea7\u51fa\u63a7\u5236\u7b56\u7565\u3002<\/p>\n\n\n\n<p>\u603b\u4ea7\u91cf\u7684\u76ee\u6807\u4e0a\u5347\u7ed3\u5408\u6d77\u6d0b\u6355\u635e\u603b\u91cf\u7684\u63a7\u5236\uff0c\u4e5f\u610f\u5473\u7740\u5728\u201c\u5341\u56db\u4e94\u201d\u671f\u95f4\uff0c\u6c34\u4ea7\u517b\u6b96\u4e1a\u5c06\u6210\u4e3a\u4ea7\u91cf\u589e\u957f\u7684\u4e3b\u8981\u6765\u6e90\u3002<\/p>\n\n\n\n<p>\u4e2d\u56fd\u7684\u6c34\u4ea7\u54c1\u4ea7\u91cf\u6765\u81ea\u4e8e\u56fd\u5185\u517b\u6b96\u3001\u6de1\u6c34\u6355\u635e\u3001\u8fd1\u6d77\u6355\u635e\u548c\u8fdc\u6d0b\u6355\u635e\u3002\u5176\u4e2d\uff0c\u8fdc\u6d0b\u6355\u635e\u4ea7\u91cf\u201c\u5341\u4e09\u4e94\u201d\u4ee5\u6765\u4e00\u76f4\u5728200-230\u4e07\u5428\u5f98\u5f8a\uff0c\u5341\u56db\u4e94\u76ee\u6807\u5219\u662f\u4fdd\u6301\u5728<a href=\"http:\/\/www.moa.gov.cn\/govpublic\/YYJ\/202202\/t20220215_6388748.htm\">230\u4e07\u5428\u5de6\u53f3<\/a>\uff0c\u589e\u957f\u5e45\u5ea6\u4e0d\u5927\uff1b\u6de1\u6c34\u6355\u635e\u5219\u56e0\u4e3a\u56fd\u5185\u957f\u6c5f\u5341\u5e74\u7981\u6355\uff0c\u589e\u957f\u7a7a\u95f4\u4e5f\u6709\u9650\u3002<\/p>\n\n\n\n<p>\u75ab\u60c5\u4e0b\u6c34\u4ea7\u54c1\u4f9b\u7ed9\u7ed3\u6784\u7684\u53d8\u5316\uff0c\u5c24\u5176\u662f\u6c34\u4ea7\u54c1\u8fdb\u53e3\u53d7\u963b\uff0c\u4e5f\u8ba9\u517b\u6b96\u4e1a\u4e0d\u5f97\u4e0d\u625b\u8d77\u589e\u957f\u4efb\u52a1\u3002\u4e2d\u56fd\u6e14\u4e1a\u534f\u4f1a\u5728<a href=\"http:\/\/www.china-cfa.org\/xwzx\/xydt\/2021\/0528\/596.html\">2021\u5e745\u6708<\/a>\u7684\u4e00\u4efd\u5206\u6790\u4e2d\u63d0\u5230\uff0c\u201c\u6c34\u4ea7\u54c1\u7684\u4f9b\u7ed9\u5c06\u8fdb\u4e00\u6b65\u4f9d\u8d56\u6c34\u4ea7\u517b\u6b96\u4e1a\u548c\u8fdb\u53e3\u7684\u53d1\u5c55\u201d\u3002<\/p>\n\n\n\n<h2 id=\"h-\">\u6c34\u4ea7\u517b\u6b96\u4e1a\u5982\u4f55\u201c\u586b\u7a7a\u201d\uff1f<\/h2>\n\n\n\n<p>\u8fc7\u53bb\u4e8c\u5341\u5e74\uff0c\u4f34\u968f\u517b\u6b96\u4ea7\u91cf\u7684\u5feb\u901f\u589e\u957f\uff0c\u4e2d\u56fd\u517b\u6b96\u548c\u6355\u635e\u4ea7\u91cf\u6bd4\u4f8b\u4e0d\u65ad\u52a0\u5927\uff0c\u5230\u201c\u5341\u4e09\u4e94\u201d\u672b\uff0c\u517b\u6b96\u4ea7\u91cf\u5df2\u7ecf\u662f\u6355\u635e\u4ea7\u91cf\u7684\u56db\u500d\u3002\u201c\u5341\u56db\u4e94\u201d\u6e14\u4e1a\u89c4\u5212\u7279\u522b\u5f3a\u8c03\u4e86\u6c34\u4ea7\u54c1\u5bf9\u7cae\u98df\u5b89\u5168\u7684\u91cd\u8981\u6027\uff0c\u4ece\u4ea7\u91cf\u589e\u957f\u548c\u6355\u635e\u63a7\u5236\u8d8b\u52bf\u6765\u770b\uff0c\u517b\u6b96\u603b\u91cf\u548c\u5360\u6bd4\u4ecd\u5c06\u7ee7\u7eed\u4e0a\u5347\u3002<\/p>\n\n\n\n<iframe allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>\u5f53\u7136\uff0c\u517b\u6b96\u4e1a\u7684\u589e\u957f\uff0c\u4e0d\u4ec5\u5173\u7cfb\u83dc\u7bee\u5b50\u5b89\u5168\uff0c\u4e5f\u5173\u7cfb\u7740\u4e2d\u56fd\u7684\u73af\u5883\u5b89\u5168\u3002<\/p>\n\n\n\n<p>\u6839\u636e<a href=\"http:\/\/www.bulletin.cas.cn\/publish_article\/2017\/4\/20170413.htm\">\u5317\u4eac\u5e08\u8303\u5927\u5b66\u7684\u4e00\u4efd\u7814\u7a76<\/a>\uff0c\u81ea\u4e0a\u4e16\u7eaa\u516b\u5341\u5e74\u4ee3\u52302014\u5e74\uff0c\u517b\u6b96\u56f4\u57a6\u5360\u7528\u4e86\u4e09\u6210\u5927\u9646\u5cb8\u7ebf\u3002\u517b\u6b96\u56f4\u57a6\u5bfc\u81f4\u6ee8\u6d77\u6e7f\u5730\u751f\u5883\u7834\u788e\uff0c\u5355\u9ec4\u6cb3\u53e3\u4e09\u89d2\u6d32\u7684\u76d0\u5730\u78b1\u84ec\u76d0\u6cbc\u9762\u79ef\u5c31\u56e0\u6b64\u840e\u7f29\u4e86\u8fd1\u516b\u6210\u3002\u800c\u517b\u6b96\u4e1a\u805a\u96c6\u53d1\u5c55\u5bfc\u81f4\u7684\u5c3e\u6c34\u96c6\u4e2d\u6392\u653e\u7b49\u4e5f\u662f\u8fd1\u6d77\u4e3b\u8981\u6c61\u67d3\u6765\u6e90\u4e4b\u4e00\u3002\u57282017\u5e74\u4ee5\u6765\u7684\u4e2d\u592e\u73af\u4fdd\u7763\u67e5\u4e2d\uff0c\u591a\u5730\u6ee8\u6d77\u517b\u6b96\u573a\u6240\u88ab\u8981\u6c42\u62c6\u9664\u6216\u6574\u6539\u3002<\/p>\n\n\n\n<p>\u7ecf\u8fc7\u591a\u5e74\u52aa\u529b\uff0c\u4e2d\u56fd\u5404\u7ea7\u5730\u65b9\u653f\u5e9c\u57282021\u5e74\u4e2d<a href=\"http:\/\/www.moa.gov.cn\/xw\/zwdt\/202108\/t20210827_6375059.htm\">\u5b8c\u6210\u4e86\u81f32030\u5e74\u7684\u300a\u517b\u6b96\u6c34\u57df\u6ee9\u6d82\u89c4\u5212\u300b<\/a>\uff0c\u5212\u5b9a\u4e86\u7981\u517b\u533a\uff0c\u9650\u5236\u517b\u6b96\u533a\u548c\u517b\u6b96\u533a\uff0c\u4e3a\u6b64\u524d\u6c34\u57df\u6ee9\u6d82\u517b\u6b96\u7684\u65e0\u5e8f\u53d1\u5c55\u6253\u4e0a\u53e5\u53f7\u3002<\/p>\n\n\n\n<p>\u4fdd\u969c\u517b\u6b96\u7a7a\u95f4\u548c\u786e\u4fdd\u7eff\u8272\u53d1\u5c55\uff0c\u662f\u201c\u5341\u56db\u4e94\u201d\u517b\u6b96\u6c34\u4ea7\u4fdd\u4f9b\u7684\u4e24\u5927\u524d\u63d0\u3002\u9664\u4e86\u843d\u5b9e\u6c34\u57df\u6ee9\u6d82\u89c4\u5212\uff0c\u63a8\u8fdb\u6df1\u8fdc\u6d77\u88c5\u5907\u517b\u6b96\u548c\u53d1\u5c55\u7a3b\u6e14\u7efc\u5408\u79cd\u517b\u7b49\u4e5f\u662f\u517b\u6b96\u7a7a\u95f4\u6765\u6e90\u3002<\/p>\n\n\n\n<div
