noreferrer\">\u8ba4\u4e3a<\/a>\u7f8e\u56fd\u7684\u6c14\u5019\u53d8\u5316\u7acb\u6cd5\u662f\u8fbe\u6210\u5168\u7403\u534f\u8bae\u7684\u5148\u51b3\u6761\u4ef6\u3002\u7136\u800c\uff0c<a target=\"_blank\" href=\"https:\/\/www.worldwatch.org\/node\/6444\" rel=\"noopener noreferrer\">\u6df7\u4e71\u4e0d\u582a<\/a>\u7684\u53c2\u8bae\u9662\u5374\u4ecd\u7136\u56f4\u7ed5\u7740\u8fd9\u4e00\u6cd5\u6848\u4e89\u8bba\u4e0d\u4f11\u3002\u540c\u65f6\uff0c\u4e2d\u56fd\u5171\u4ea7\u515a<a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/idUSTRE55716Q20090608\" rel=\"noopener noreferrer\">\u62c5\u5fc3<\/a>\uff0c\u51cf\u6392\u4f1a\u5f71\u54cd\u5176\u7ecf\u6d4e\u589e\u957f\u548c\u793e\u4f1a\u7a33\u5b9a\u3002\u867d\u7136\u4e2d\u56fd\u653f\u5e9c\u66fe<a target=\"_blank\" href=\"https:\/\/www.chinastakes.com\/2009\/11\/pre-copenhagen-china-promises-40-emission-intensity-cut-a-mission-impossible.html\" rel=\"noopener noreferrer\">\u8bb8\u8bfa<\/a>\u964d\u4f4e\u4e2d\u56fd\u78b3\u6392\u653e\u7684\u5f3a\u5ea6\uff0c\u4f46\u662f\u5374\u8fd8\u672a\u80fd\u5c31\u5728\u56fd\u9645\u8303\u56f4\u5185\u5b9e\u73b0\u53ef\u76d1\u63a7\u5730\u51cf\u5c11\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u505a\u51fa\u627f\u8bfa\u3002\u5404\u56fd\u90fd\u5e0c\u671b\u5176\u4ed6\u56fd\u5bb6\u5148\u4e8e\u81ea\u5df1\u91c7\u53d6\u884c\u52a8\u3002\u4f46\u662f\uff0c\u9274\u4e8e\u534e\u76db\u987f\u548c\u5317\u4eac\u65b9\u9762\u7684\u50f5\u6301\u72b6\u6001\uff0c\u5728\u8fd1\u671f\u8fbe\u6210\u5168\u7403\u6c14\u5019\u534f\u8bae\u4f3c\u4e4e\u662f\u4e00\u4ef6\u9065\u4e0d\u53ef\u53ca\u7684\u4e8b\u3002<br
