noreferrer\">\u6709\u6bd2\u5e9f\u6c34<\/a>\u6c61\u67d3\u4e86\u5f53\u5730\u7684\u6cb3\u6d41\uff0c\u6bd2\u6b7b\u7684\u9c7c\u591a\u8fbe2000\u5428\u3002\u6d88\u606f\u6700\u521d\u88ab\u66dd\u5149\u540e\uff0c\u8be5\u516c\u53f8\u88ab\u8feb\u5173\u95ed\u4e86\u5728\u4e0a\u676d\u7684\u94dc\u51b6\u70bc\u5382\u3002\u800c\u6295\u8d44\u8005\u4eec\u5bf9\u6b64\u63d0\u51fa\u7684\u7b2c\u4e00\u4e2a\u95ee\u9898\u662f\uff1a\u8981\u7d27\u5417\uff1f\u4f46\u8fd9\u4e2a\u95ee\u9898\u5e76\u975e\u662f\u5728\u95ee\u6c61\u67d3\u662f\u5426\u4e25\u91cd\uff0c\u800c\u662f\u95ee\u662f\u5426\u4f1a\u635f\u5bb3\u5230\u7d2b\u91d1\u77ff\u4e1a\uff0c\u635f\u5bb3\u5230\u8fd9\u4e2a\u4e2d\u56fd\u6700\u5927\u9ec4\u91d1\u751f\u4ea7\u8005\u79ef\u7d2f\u58f0\u671b\u3001\u6269\u5f20\u7ecf\u8425\u7684\u80fd\u529b\uff0c\u6216\u8005\u635f\u5bb3\u5b83\u7684\u7ade\u4e89\u5730\u4f4d\u3002\u5c31\u5728\u6d88\u606f\u66dd\u5149\u540e\u7b2c\u4e8c\u5929\u76847\u670813\u65e5\uff0c\u4e1a\u5df2\u53d7\u521b\u7684\u7d2b\u91d1\u77ff\u4e1a\u80a1\u4ef7\u53c8\u9661\u964d12%\u3002\u4f46\u662f\u6700\u5f00\u59cb\u7684\u80a1\u4ef7\u4e0b\u964d\u4e0d\u8fc7\u662f\u4e00\u4e2a\u52bf\u5934\u4e0a\u7684\u5feb\u901f\u53d8\u5316\u800c\u5df2\uff0c\u548c\u5927\u591a\u6570\u7684\u91d1\u5c5e\u4f01\u4e1a\u4e00\u6837\uff0c\u7d2b\u91d1\u77ff\u4e1a\u7684\u80a1\u7968\u548c\u80a1\u6743\u4ef7\u683c\u7684\u5468\u671f\u6da8\u843d\uff0c\u603b\u662f\u53cd\u6620\u591a\u79cd\u591a\u6837\u7684\u56e0\u7d20\uff0c\u4e0d\u4ec5\u4ec5\u662f\u73af\u5883\u3002<\/p>\n<p>\u4f46\u662f\u5728\u63a5\u4e0b\u6765\u7684\u4e00\u5468\u91cc\uff0c\u60c5\u51b5\u5c31\u53d8\u5f97\u660e\u6717\u4e86\u3002\u4e2d\u56fd\u653f\u5e9c\u6253\u7b97\u628a\u7d2b\u91d1\u77ff\u4e1a\u5f53\u4f5c\u4e00\u4e2a\u5178\u578b\u6765\u6293\uff0c\u663e\u793a\u653f\u5e9c\u5bf9\u4e8e\u5546\u54c1\u751f\u4ea7\u4f01\u4e1a\u65b0<a href=\"https:\/\/www.mep.gov.cn\/gkml\/hbb\/bgg\/200911\/t20091120_182059.htm\" target=\"_blank\" rel=\"noopener noreferrer\">\u73af\u5883\u6807\u51c6<\/a>\u7684\u4e25\u8083\u6001\u5ea6\u3002\u8fd9\u4e00\u6807\u51c6\u662f\u53bb\u5e74\u9881\u5e03\u7684\uff0c\u4f5c\u4e3a\u5bf9\u94c5\u3001\u950c\u3001\u9530\u7b49\u91d1\u5c5e\u52a0\u5de5\u5382\u5728\u4e91\u5357\u3001\u6cb3\u5357\u3001\u9655\u897f\u548c\u6e56\u5357\u7b49\u7701\u9020\u6210\u5343\u4e07\u513f\u7ae5\u4e2d\u6bd2\u7684<a href=\"https:\/\/www.chinamining.org\/Policies\/2009-11-26\/1259215333d31630.html\" target=\"_blank\" rel=\"noopener noreferrer\">\u56de\u5e94<\/a>\u3002<\/p>\n<p style=\"margin-left: 7\u670814\u65e5\uff0c\u4e09\u540d\u7d2b\u91d1\u77ff\u4e1a\u7684\u9ad8\u7ba1\uff08\u7d2b\u91d1\u5c71\u94dc\u77ff\u6e7f\u6cd5\u5382\u5382\u957f\u6797\u6587\u8d24\u3001\u526f\u5382\u957f\u5218\u738b\u52c7\u3001\u5382\u73af\u4fdd\u8f66\u95f4\u4e3b\u4efb\u5218\u751f\u6e90\uff09\u88ab<a href=\"https:\/\/www.bloomberg.com\/news\/2010-07-16\/zijin-mining-says-three-managers-arrested-after-acid-leak-at-copper-plant.html\" target=\"_blank\" rel=\"noopener style=\"margin-left: 40px;\"><strong>*<\/strong> 7\u670820\u65e5\uff0c\u5e7f\u4e1c\u73af\u4fdd\u5385\u5411\u798f\u5efa\u73af\u4fdd\u5385<a href=\"https:\/\/www.china.org.cn\/environment\/2010-07\/20\/content_20531871.htm\" target=\"_blank\" rel=\"noopener noreferrer\">\u53d1\u53bb<\/a>\u7d27\u6025\u901a\u77e5\uff0c\u4e0a\u676d\u94dc\u5382\u7684\u6709\u6bd2\u6cc4\u6f0f\u5df2\u7ecf\u5230\u8fbe\u5e7f\u4e1c\u5883\u5185\u7684\u6c40\u6c5f\u4e0b\u6e38\u3002<\/p>\n<p>\u5bf9\u4e8e\u6295\u8d44\u8005\u6765\u8bf4\u7684\u6559\u8bad\u4e4b\u4e00\u5c31\u662f\u4fe1\u606f\u516c\u5f00\u7684\u91cd\u8981\u6027\u3002\u7d2b\u91d1\u77ff\u4e1a\u7531\u4e8e\u62d6\u5ef6\u6cc4\u6f0f\u4e8b\u6545\u6d88\u606f\u7684\u516c\u5f00\u800c\u53d7\u5230\u8bc1\u76d1\u4f1a\u7684\u8c03\u67e5\uff0c\u4e3a\u6b64\u4e00\u4e9b\u6295\u8d44\u8005\u62b1\u6028\u8bf4\u7d2b\u91d1\u77ff\u4e1a\u7684\u80a1\u7968\u201c\u8df3\u6c34\u201d\u8ba9\u4ed6\u4eec\u906d\u53d7\u4e86\u7ecf\u6d4e\u635f\u5931\u3002\u4e5d\u5929\u7684\u62d6\u5ef6\u7ed9\u7d2b\u91d1\u77ff\u4e1a\u5e26\u6765\u4e86\u4e25\u91cd\u7684\u5236\u88c1\uff0c\u4f46\u66f4\u5927\u7684\u95ee\u9898\u5728\u4e8e\u73af\u5883\u98ce\u9669\u5e94\u8be5\u88ab\u7f6e\u4e8e\u4e3b\u6d41\u6295\u8d44\u51b3\u7b56\u4e4b\u4e2d\u3002<\/p>\n<p>\u5728\u7d2b\u91d1\u77ff\u4e1a\u4e2a\u6848\u4e2d\uff0c\u5982\u679c\u6295\u8d44\u8005\u77e5\u9053\u773c\u775b\u5f80\u54ea\u91cc\u770b\uff0c\u6307\u6807\u5176\u5b9e\u591a\u5f97\u662f\u30022005\u5e74\u4ee5\u6765\uff0c\u6bcf\u5e74\u5b83\u90fd\u56e0\u4e3a\u73af\u5883\u8fdd\u89c4\u800c\u88ab\u70b9\u540d\u3002\u4eca\u5e743\u6708\uff0c\u4e9a\u6d32\u6c34\u8d44\u6e90\u9879\u76ee\u53d1\u8868\u4e86\u4e00\u4efd\u7ecf\u8fc7\u4e2d\u56fd\u516c\u4f17\u4e0e\u73af\u5883\u7814\u7a76\u4e2d\u5fc3(IPE)\u548c\u601d\u6c47\u653f\u7b56\u7814\u7a76\u6240\u6388\u6743\u7684<a href=\"https:\/\/www.asiawaterproject.org\/asia-water-project-news\/2978\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u62a5\u544a<\/a>\uff0c\u5c06\u7d2b\u91d1\u77ff\u4e1a\u5217\u4e3a175\u5bb6\u5728\u5927\u9646\u6709\u73af\u5883\u8fdd\u89c4\u8bb0\u5f55\u7684\u9999\u6e2f\u4e0a\u5e02\u516c\u53f8\u4e4b\u4e00\u3002\u62a5\u544a\u4e2d\u63ed\u9732\uff0c2005\u5e74\u4ee5\u6765\uff0c\u7d2b\u91d1\u77ff\u4e1a\u96c6\u56e2\u5728\u6cb3\u5317\u3001\u65b0\u7586\u548c\u8d35\u5dde\u7b49\u5730\u53d1\u751f\u4e86\u4e00\u7cfb\u5217\u73af\u5883\u8fdd\u89c4\u548c\u6c61\u67d3\u4e8b\u6545\u3002<\/p>\n<p>\u4e2d\u56fd\u7684\u300a<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/1962\" target=\"_blank\" rel=\"noopener noreferrer\">\u73af\u5883\u4fe1\u606f\u516c\u5f00\u529e\u6cd5<\/a>\u300b(EIDM)\u4e8e2008\u5e745\u6708\u9881\u5e03\uff0c\u8981\u6c42\u8d85\u8fc7\u56fd\u5bb6\u6216\u5730\u65b9\u6392\u653e\u6807\u51c6\uff0c\u4ee5\u53ca\u8d85\u8fc7\u5730\u65b9\u653f\u5e9c\u89c4\u5b9a\u6392\u653e\u603b\u91cf\u7684\u4f01\u4e1a\uff0c\u90fd\u5fc5\u987b\u572830\u5929\u5185\u901a\u8fc7\u5a92\u4f53\u516c\u5e03\u4fe1\u606f\u3002\u4f46\u6b63\u5982\u62a5\u544a\u4e2d\u6307\u51fa\u7684\uff0c\u81ea\u4ece\u300a\u529e\u6cd5\u300b\u9881\u5e03\u4ee5\u6765\uff0c\u7d2b\u91d1\u77ff\u4e1a\u5e76\u6ca1\u6709\u516c\u5f00\u73af\u5883\u8fdd\u89c4\u7684\u76f8\u5173\u4fe1\u606f\u3002\u5982\u679c\u5f53\u521d\u8be5\u516c\u53f8\u80fd\u591f\u66f4\u52a0\u8ba4\u771f\u5730\u5c65\u884c\u4e49\u52a1\uff0c\u9075\u5b88\u4fe1\u606f\u516c\u5e03\u7684\u6807\u51c6\uff0c\u53ef\u4ee5\u786e\u5b9a\u5730\u8bf4\u8fd9\u6b21\u7684\u73af\u5883\u4e8b\u6545\u53ef\u4ee5\u66f4\u5feb\u6446\u5e73\uff0c\u6295\u8d44\u8005\u4eec\u4e5f\u5c31\u4e0d\u5fc5\u6709\u5982\u4eca\u7684\u60a3\u5f97\u60a3\u5931\uff0c\u8003\u8651\u8fd9\u6b21\u4fe1\u8a89\u7684\u7834\u4ea7\u53ca\u5176\u662f\u5426\u4f1a\u5f71\u54cd\u7d2b\u91d1\u516c\u53f8\u4e3a\u7ee7\u7eed\u53d1\u5c55\u4e89\u53d6\u5fc5\u8981\u653f\u5e9c\u652f\u6301\u7684\u80fd\u529b\u3002<\/p>\n<p>\u5728\u5173\u4e8e\u6c61\u67d3\u4e8b\u6545\u7684\u7b2c\u4e00\u7bc7\u65b0\u95fb\u53d1\u5e03\u7684\u4e24\u5468\u540e\uff0c\u7d2b\u91d1\u77ff\u4e1a\u7684\u80a1\u4ef7\u5f00\u59cb\u6062\u590d\u3002\uff08\u53c2\u89c1\u4e0b\u56fe\uff09\u5e03\u9c81\u59c6\u535a\u683c\u66f2\u7ebf\u663e\u793a\u4e86\u7d2b\u91d1\u80a1\u4ef7\u7684\u6700\u4f4e\u70b9\u57287\u670816\u65e5\u523020\u65e5\u4e4b\u95f4\uff0c\u4e5f\u5c31\u662f\u5a92\u4f53\u62a5\u9053\u6700\u70ed\u95f9\u7684\u65f6\u5019\u3002\u968f\u7740\u6295\u8d44\u8005\u73b0\u5728\u5f00\u59cb\u76f8\u4fe1\u6240\u6709\u7684\u574f\u6d88\u606f\u5df2\u7ecf\u88ab\u53bb\u9664\uff0c\u6700\u574f\u7684\u65f6\u5019\u5df2\u7ecf\u8fc7\u53bb\uff0c\u516c\u53f8\u5c06\u5c55\u793a\u5176\u514b\u670d\u95ee\u9898\u7684\u80fd\u529b\uff0c\u80a1\u4ef7\u4e5f\u5c31\u81ea\u7136\u53cd\u5f39\u3002\u6709\u8da3\u7684\u662f\uff0c\u516c\u53f8\u6240\u8c13\u6539\u5584\u7ba1\u7406\u7684\u627f\u8bfa\u4f3c\u4e4e\u8ba9\u6295\u8d44\u8005\u4eec\u5927\u53d7\u9f13\u821e\u3002<\/p>\n<p>\u6a2a\u5411\uff1a\u65f6\u95f4\uff1b\u00a0\u7eb5\u5411\uff1a\u80a1\u4ef7<br
