\u8c03\u67e5\u53ea\u6709\u4e24\u4e2a\u9009\u9879\uff0c\u9009\u62e9“\u53ef\u4ee5\u4e24\u5168\uff0c\u6211\u4eec\u4e0d\u80fd\u8d70\u5148\u6c61\u67d3\u540e\u6cbb\u7406\u7684\u8001\u8def”\u7684\u536078.31%\uff0812275\u7968\uff09\uff1b\u9009\u62e9“\u4e0d\u80fd\u4e24\u5168\uff0c\u5148\u6c61\u67d3\u540e\u6cbb\u7406\u662f\u88ab\u9a8c\u8bc1\u4e86\u7684\u53d1\u5c55\u8def\u5f84”\u7684\u5360 21.69%\uff083400\u7968\uff09\u3002<\/p>\n

\u4e00\u4e2a\u7f51\u6c11\u8bc4\u8bba\u9053\uff1a\u6211\u4eec\u77e5\u9053\u8be5\u600e\u4e48\u505a\uff0c\u95ee\u9898\u662f\u653f\u5e9c\u77e5\u9053\u5417\uff1f<\/p>\n

\u4f46“\u4fdd\u516b”\u80cc\u540e\uff0c\u662f\u4e2d\u56fd\u73af\u4fdd\u90e8\u95e8\u7684\u683c\u5916\u6c89\u9ed8\u3002“\u73af\u4fdd\u98ce\u66b4”\u505c\u606f\u4e86\uff0c\u73af\u4fdd\u90e8\u95e8\u7684\u8981\u52a1\u53d8\u6210\u4e86\u4e3a\u6295\u8d44\u9879\u76ee\u670d\u52a1\uff0c\u52a0\u5feb\u5ba1\u6279\uff0c\u786e\u4fdd\u5de5\u7a0b\u5c3d\u5feb\u4e0a\u9a6c\u3002\u8fd9\u4e00\u523b\uff0c\u6211\u4eec\u770b\u6e05\u4e86\u73af\u4fdd\u5728\u4e2d\u56fd\u7684\u771f\u6b63\u5730\u4f4d\u3002\u53d1\u5c55\u4f9d\u7136\u662f\u786c\u9053\u7406\uff0c\u8fdc\u6bd4\u4eba\uff08\u5f31\u52bf\u8005\uff09\u7684\u751f\u547d\u5065\u5eb7\u66f4\u575a\u786c\u3002<\/p>\n

\u73af\u5883\u7684\u6c61\u67d3\u548c\u6076\u5316\u662f\u4e2a\u6e10\u8fdb\u8fc7\u7a0b\uff0c\u800c\u62db\u5546\u5f15\u8d44\u7684\u6210\u7ee9\u5f53\u5e74\u53ef\u89c1\u3002\u4e2d\u56fd\u7279\u8272\u4f53\u5236\u4e0b\uff0c\u5b98\u5458\uff08\u7279\u522b\u662f\u5730\u65b9\u957f\u5b98\uff09“\u9020\u798f\u4e00\u65b9”\u7684\u8010\u5fc3\u975e\u5e38\u6709\u9650\uff0c\u56e0\u4e3a\u8d62\u5f97\u8d4f\u8bc6\u4e0e\u4e0a\u5347\u673a\u4f1a\u7684\u65f6\u95f4\u5e76\u4e0d\u591a\uff0c\u5fc5\u987b\u5206\u79d2\u5fc5\u4e89\uff0c\u62ff\u51fa\u8ba9\u4e0a\u53f8\u770b\u5f97\u5230\u7684\u6210\u7ee9\u3002<\/p>\n

\u5982\u679c\u4e0a\u9762\u63d0\u51fa\u7684\u76ee\u6807\u662f“\u4fdd\u516b”\uff0c\u4e0b\u9762\u5fc5\u7136\u4f1a\u4e89\u53d6“\u8d85\u516b”\uff0c\u4e0d\u5982\u6b64\u4e0d\u8db3\u4ee5\u51fa\u8272\u3002\u56e0\u6b64\uff0c\u5b98\u5458\u4eec\u5229\u7528\u7ba1\u8f96\u5185\u7684\u4e00\u5207\u5c71\u5ddd\u7269\u4ea7\u5236\u9020\u653f\u7ee9\uff0c\u800c\u4e14\u89c1\u6548\u8981\u8d8a\u5feb\u8d8a\u597d\u3002\u4e2d\u56fd\u73af\u5883\u7eff\u76ae\u4e66\u300a\u4e2d\u56fd\u73af\u5883\u53d1\u5c55\u62a5\u544a\uff082010\uff09\u300b\uff08\u4e0b\u79f0“\u7eff\u76ae\u4e66”\uff09\u4e3a\u6b64\u63d0\u4f9b\u4e86\u5f88\u591a\u4f8b\u8bc1\u3002<\/p>\n

2006\u5e74\u5f00\u59cb\uff0c\u4e2d\u56fd\u6c11\u95f4\u73af\u4fdd\u7ec4\u7ec7“\u81ea\u7136\u4e4b\u53cb”\u6bcf\u5e74\u96c6\u6c11\u95f4\u667a\u6167\u51fa\u7248\u4e00\u672c\u7eff\u76ae\u4e66\uff0c\u4ece\u6c11\u95f4\u89c6\u89d2\u8bb0\u5f55\u3001\u5ba1\u89c6\u548c\u601d\u8003\u4e2d\u56fd\u73af\u5883\u72b6\u51b5\u3002<\/p>\n

2010\u5e74\u7684\u7eff\u76ae\u4e66\u5448\u73b0\u4e86\u4e2d\u56fd2009\u5e74\u7684\u73af\u5883\u70ed\u70b9\u4e8b\u4ef6\uff0c\u6bd4\u5982\u5783\u573e\u5904\u7406\u95ee\u9898\u5927\u8ba8\u8bba\u3001\u73af\u5883\u6c61\u67d3\u5bfc\u81f4\u5c45\u6c11\u5065\u5eb7\u53d7\u635f\u5f15\u53d1\u591a\u8d77\u7fa4\u4f53\u4e8b\u4ef6\u3001\u4e00\u7cfb\u5217\u523a\u6fc0\u7ecf\u6d4e\u53d1\u5c55\u7684\u653f\u7b56\u67d0\u79cd\u7a0b\u5ea6\u4e0a\u5bfc\u81f4“\u9ad8\u80fd\u8017\u3001\u9ad8\u6c61\u67d3”\u9879\u76ee\u4e0a\u9a6c\u7b49\u3002<\/p>\n

2008\u5e745\u6708\u4e2d\u56fd\u7684\u300a\u653f\u5e9c\u4fe1\u606f\u516c\u5f00\u6761\u4f8b\u300b\u548c\u300a\u73af\u5883\u4fe1\u606f\u516c\u5f00\u529e\u6cd5\uff08\u8bd5\u884c\uff09\u300b\u5f00\u59cb\u5b9e\u65bd\u30022010\u7eff\u76ae\u4e66\u4e2d\u6536\u5165\u4e86\u73af\u4fdd\u7ec4\u7ec7“\u516c\u4f17\u73af\u5883\u7814\u7a76\u4e2d\u5fc3\uff08IPE\uff09”\u548c“\u81ea\u7136\u8d44\u6e90\u4fdd\u62a4\u59d4\u5458\u4f1a\uff08NRDC\uff09”\u8c03\u7814113\u4e2a\u57ce\u5e02\u73af\u5883\u4fe1\u606f\u516c\u5f00\u72b6\u51b5\u7684\u62a5\u544a\u3002<\/p>\n

\u62a5\u544a\u663e\u793a\uff0c113\u4e2a\u57ce\u5e02\u7684\u6c61\u67d3\u6e90\u76d1\u7ba1\u4fe1\u606f\u516c\u5f00\u6307\u6570\uff08PITI\uff09\u5e73\u5747\u5206\u521a\u8d85\u8fc731\u5206\uff08\u6ee1\u5206\u4e3a100\u5206\uff09\uff0c60\u5206\u4e3a\u8fbe\u6807\u7ebf\uff0c\u4f46\u5f97\u520660\u5206\u4ee5\u4e0a\u7684\u57ce\u5e02\u4ec54\u4e2a\u3002<\/p>\n
