href=\"https:\/\/www.gov.cn\/english\/special\/115y_index.htm\"><span><span>\u5341\u4e00\u4e94\u89c4\u5212<\/span><\/span><\/a><\/span>&rdquo;\u7684\u6700\u540e\u4e00\u5e74\u3002\u5728\u8fc7\u53bb\u56db\u5e74\u91cc\uff0c\u4e2d\u56fd\u5355\u4f4d<span>GDP\u80fd\u8017\u7d2f\u8ba1\u4e0b\u964d15.61\uff05\u3002\u8fd9\u610f\u5473\u7740\uff0c\u8981\u8fbe\u5230\u89c4\u5212\u4e2d20%\u7684\u65e2\u5b9a\u76ee\u6807\uff0c\u5fc5\u987b\u8981\u5728\u8fd9\u6700\u540e\u4e00\u5e74\u5c06\u5355\u4f4dGDP\u80fd\u8017\u518d\u964d5.29\uff05\u3002\u4e2d\u56fd\u7684\u8282\u80fd\u51cf\u6392\u5de5\u4f5c\u4e3a\u6b64\u57282010\u5e74\u731b\u529b\u63d0\u901f\uff0c\u5404\u5730\u65b9\u653f\u5e9c\u4e0d\u60dc\u901a\u8fc7<\/span><span><a href=\"https:\/\/www.guardian.co.uk\/world\/2010\/sep\/19\/china-blackouts-energy-efficiency\"><span><span>\u62c9\u95f8\u9650<span>\u7535<\/span><\/span><\/span><\/a><\/span>\u3001\u5173\u505c\u4f01\u4e1a\u3001\u76f4\u63a5\u9650\u4ea7\u7b49\u65b9\u5f0f\u6765\u8fbe\u6807\u3002<\/p>\n<p>\u6240\u8c13&ldquo;<span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Five-Year_Plans_of_China\"><span><span>\u4e94\u5e74\u8ba1\u5212<\/span><\/span><\/a><\/span>&rdquo;\uff0c\u662f\u4e2d\u56fd\u8ba1\u5212\u7ecf\u6d4e\u7684\u5178\u578b\u8c61\u5f81\u3002\u5728\u8fc7\u53bb\u7684\u51e0\u5341\u5e74\u91cc\uff0c\u4e2d\u56fd\u901a\u8fc7\u5b9a\u671f\u7684&ldquo;\u5b9a\u6307\u6807\u3001\u6253\u4f1a\u6218\u3001\u641e\u8fd0\u52a8&rdquo;\u7684\u8def\u6570\u6765\u53d1\u5c55\u7ecf\u6d4e\u3002\u4e5f\u6b63\u662f\u8fd9\u5957\u8ba1\u5212\u7ecf\u6d4e\u7684\u5931\u8d25\u624d\u5f15\u53d1\u4e86\u4e2d\u56fd\u7684\u5e02\u573a\u7ecf\u6d4e\u6539\u9769\u3002\u73b0\u5728&ldquo;\u4e94\u5e74\u8ba1\u5212&rdquo;\u65e9\u88ab\u6539\u4e3a&ldquo;\u4e94\u5e74\u89c4\u5212&rdquo;\uff0c\u4f46\u5176\u8bd5\u56fe\u7531\u653f\u5e9c\u4e3b\u5bfc\u7ecf\u6d4e\u53d1\u5c55\u7684\u6027\u8d28\u5374\u6ca1\u6709\u6839\u672c\u53d8\u5316\u3002\u73b0\u5728\u8981\u5728\u8fd9&ldquo;\u4e94\u5e74\u89c4\u5212&rdquo;\u91cc\u589e\u52a0\u73af\u4fdd\u51cf\u6392\u7684\u5185\u5bb9\uff0c\u81ea\u7136\u4e5f\u662f\u8981\u901a\u8fc7\u8ba1\u5212\u7ecf\u6d4e\u7684\u624b\u6bb5\u6765\u5b9e\u73b0\u3002\u4e8e\u662f\uff0c\u5305\u62ec\u51cf\u6392\u6307\u6807\u7531\u653f\u5e9c\u53d1\u5e03\u3001\u51cf\u6392\u65b9\u5f0f\u7531\u653f\u5e9c\u89c4\u5b9a\u3001\u4e3a\u51cf\u6392\u800c\u5173\u505c\u4f01\u4e1a\u5c31\u662f\u9898\u4e2d\u5e94\u6709\u4e4b\u610f\u4e86\u3002\u8fd9\u6837\u7684\u51cf\u6392\u65b9\u5f0f\u65e2\u4e0d\u901a\u8fc7\u6b63\u5f0f\u7684\u6cd5\u5f8b\u89c4\u5b9a\uff0c\u4e5f\u4e0d\u9f13\u52b1\u73af\u4fdd\u56e2\u4f53\u548c\u5a92\u4f53\u76d1\u7763\uff0c\u800c\u662f\u6309\u653f\u5e9c\u884c\u653f\u7684\u65b9\u4fbf\u6765\u8fdb\u884c\uff0c\u53ef\u8c13&ldquo;\u8ba1\u5212\u51cf\u6392&rdquo;\u6216&ldquo;\u8ba1\u5212\u73af\u4fdd&rdquo;\u3002<\/p>\n<p>\u5728\u8fc7\u53bb\u7684\u51e0\u5e74\uff0c&ldquo;\u8ba1\u5212\u73af\u4fdd&rdquo;\u7684\u6548\u679c\u8fd8\u662f\u4e0d\u9519\u7684\u3002\u7279\u522b\u662f\u5f88\u591a\u5730\u65b9\u5c06\u6c61\u67d3\u51cf\u6392\u7eb3\u5165\u533a\u53bf\u7ee9\u6548\u8bc4\u4ef7\u6307\u6807\u4f53\u7cfb\u4e4b\u540e\uff0c\u5355\u4f4d<span>GDP\u80fd\u8017\u5f00\u59cb\u9010\u6e10\u964d\u4f4e\u3002\u4f46\u95ee\u9898\u4e5f\u5f88\u660e\u663e\uff1a&ldquo;\u8ba1\u5212\u73af\u4fdd&rdquo;\u7684\u8981\u5bb3\u5728\u4e8e\u5176\u5c06\u73af\u4fdd\u4e8b\u4e1a\u53d8\u6210\u4e00\u79cd\u6743\u529b\u9ad8\u5ea6\u96c6\u4e2d\u7684\u653f\u6cbb\u5b89\u6392\uff0c\u800c\u6743\u529b\u96c6\u4e2d\u5fc5\u7136\u5f71\u54cd\u73af\u4fdd\u6548\u7387\u3002\u5982\u679c\u6309\u7167\u5e02\u573a\u7ecf\u6d4e\u7684\u7406\u8bba\u6765\u7406\u89e3\u73af\u4fdd\u6548\u7387\u7684\u8bdd\uff0c\u80fd\u591f\u8fbe\u5230\u73af\u4fdd\u548c\u7ecf\u6d4e\u53d1\u5c55\u6700\u4f18\u7ec4\u5408\u7684\u7b56\u7565\u5e94\u8be5\u662f\u5f15\u5165\u5e02\u573a\u5b9a\u4ef7\u7684\u76d1\u7763\u673a\u5236\uff0c\u5373\u901a\u8fc7\u591a\u4e2a\u5e02\u573a\u4e3b\u4f53\u548c\u73af\u5883\u4e3b\u4f53\uff08\u6216\u5176\u4ee3\u8868\uff09\u4e4b\u95f4\u7684\u535a\u5f08\uff0c\u5f97\u51fa\u5177\u4f53\u7684\u73af\u5883\u6c61\u67d3\u548c\u78b3\u6392\u653e\u7684\u4ef7\u683c\uff0c\u4ee4\u9020\u6210\u73af\u5883\u6c61\u67d3\u6216\u6392\u653e\u7684\u4e3b\u4f53\u4ed8\u51fa\u9002\u5408\u7684\u4ee3\u4ef7\u3002\u7f3a\u4e4f\u5e02\u573a\u5b9a\u4ef7\u548c\u5206\u6563\u51b3\u7b56\uff0c\u53ea\u662f\u884c\u653f\u90e8\u95e8\u4e00\u5bb6\u51b3\u5b9a\u6392\u653e\u6807\u51c6\u548c\u9009\u62e9\u60e9\u7f5a\u4f01\u4e1a\uff0c\u5728\u7406\u8bba\u4e0a\u5c31\u663e\u7136\u96be\u4ee5\u8fbe\u5230\u6548\u7387\u4e0a\u7684<\/span><span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Pareto_efficiency\"><span><span>\u5e15\u7d2f\u6258\u6700\u4f18<\/span><\/span><\/a><\/span>\u3002<\/p>\n<p>\u4e0e\u6b64\u540c\u65f6\uff0c\u4f5c\u4e3a\u8ba1\u5212\u7ecf\u6d4e\u9762\u4e34\u7684\u4e00\u4e2a\u4e3b\u8981\u56f0\u96be\u5c31\u662f\uff0c\u8ba1\u5212\u7684\u5408\u7406\u6027\u5728\u4e8b\u524d\u662f\u65e0\u6cd5\u9a8c\u8bc1\u7684\u3002\u5728\u5b9e\u9645\u7684\u7ecf\u6d4e\u751f\u6d3b\u4e2d\uff0c\u5404\u79cd\u8d44\u6e90\u914d\u7f6e\u662f\u5426\u8fbe\u5230\u6700\u4f18\u3001\u751f\u4ea7\u80fd\u529b\u548c\u793e\u4f1a\u9700\u6c42\u80fd\u5426\u5339\u914d\uff0c\u90fd\u662f\u8ba1\u5212\u7ecf\u6d4e\u66fe\u7ecf\u9762\u4e34\u7684\u96be\u9898\uff0c\u4e5f\u662f\u8ba1\u5212\u7ecf\u6d4e\u6700\u7ec8\u88ab\u5e02\u573a\u7ecf\u6d4e\u53d6\u4ee3\u7684\u7406\u7531\u3002\u540c\u6837\u7684\u9053\u7406\u4e5f\u9002\u7528\u4e8e&ldquo;\u8ba1\u5212\u73af\u4fdd&rdquo;&mdash;&mdash;\u5728\u653f\u5e9c\u5b8c\u5168\u63a7\u5236\u73af\u4fdd\u4e8b\u4e1a\u7684\u60c5\u51b5\u4e0b\uff0c\u4fe1\u606f\u4e0d\u5bf9\u79f0\u66f4\u4e3a\u4e25\u91cd\u3002\u5982\u5728&ldquo;\u5341\u4e00\u4e94\u89c4\u5212&rdquo;\u4e2d\uff0c\u539f\u6709\u7684\u9ad8\u80fd\u8017\u9ad8\u6392\u653e\u4ea7\u4e1a\u88ab\u5927\u90e8\u4fdd\u7559\uff0c\u5e76\u4e3a\u6b64\u89c4\u5b9a\u4e86\u7ecf\u6d4e\u53d1\u5c55\u548c<span>GDP\u589e\u957f\u76ee\u6807\uff1b\u800c\u5728\u8fd9\u79cd\u60c5\u51b5\u4e0b\u53c8\u5b89\u6392\u4e86\u51cf\u6392\u76ee\u6807\u3002\u8fd9\u79cd\u89c4\u5212\u672c\u8eab\u5c31\u662f\u81ea\u76f8\u77db\u76fe\u7684\u3002\u6240\u8c13\u7a81\u7136\u4e4b\u95f4&ldquo;\u505c\u4ea7\u9650\u7535&rdquo;\u7684\u51cf\u6392\u4e3e\u63aa\uff0c\u65e0\u975e\u662f&ldquo;\u653f\u5e9c\u73af\u4fdd\uff0c\u4f01\u4e1a\u57cb\u5355&rdquo;&mdash;&mdash;\u4f01\u4e1a\u5728\u4e3a\u653f\u5e9c\u524d\u540e\u4e0d\u4e00\u3001\u671d\u4ee4\u5915\u6539\u7684\u8ba1\u5212\u4ed8\u51fa\u4ee3\u4ef7\u3002<\/span><\/p>\n<p>\u5728\u653f\u5e9c\u672c\u8eab\u7684\u516c\u6b63\u6027\u96be\u4ee5\u4fdd\u969c\u7684\u60c5\u51b5\u4e0b\uff0c&ldquo;\u8ba1\u5212\u73af\u4fdd&rdquo;\u7684\u8d1f\u9762\u540e\u679c\u5f00\u59cb\u663e\u73b0\u3002\u4f8b\u5982\uff0c\u73af\u4fdd\u90e8\u95e8\u548c\u8ba1\u5212\u90e8\u95e8\u5728\u51cf\u6392\u6307\u6807\u7b49\u65b9\u9762\u5bf9\u4f01\u4e1a\u5f85\u9047\u4e0d\u4e00\u3002\u56fd\u5b57\u53f7\u4f01\u4e1a\u3001\u5927\u4f01\u4e1a\u7531\u4e8e\u5176\u4e0e\u653f\u5e9c\u7684\u5173\u7cfb\u53d7\u5230\u66f4\u591a\u7167\u987e\u3002\u800c\u76f8\u5bf9\u6765\u8bf4\u66f4\u52a0\u8106\u5f31\u7684\u79c1\u8425\u4f01\u4e1a\u3001\u5c0f\u4f01\u4e1a\u5219\u53d7\u5230\u66f4\u5927\u6253\u51fb\u3002\u66f4\u6709\u751a\u8005\uff0c\u5728\u4e00\u4e9b\u63ba\u6742\u4e86\u5b98\u5458\u4e2a\u4eba\u79c1\u5229\u7684\u51b3\u7b56\u4e2d\uff0c\u8bb8\u591a\u8be5\u6dd8\u6c70\u5173\u505c\u7684\u4ea7\u4e1a\u5e76\u6ca1\u6709\u6dd8\u6c70\uff0c\u7ecf\u6d4e\u7ed3\u6784\u5e76\u6ca1\u6709\u5f97\u5230\u6539\u5584\u3002\u5728\u8fd9\u4e9b\u4e8b\u4f8b\u4e2d\uff0c&ldquo;\u8ba1\u5212\u51cf\u6392&rdquo;\u81f4\u547d\u7684\u5f31\u70b9\u662f\u5355\u7eaf\u4f9d\u9760\u653f\u5e9c\uff0c\u800c\u653f\u5e9c\u672c\u8eab\u53c8\u672a\u5fc5\u53ef\u9760\u3002<\/p>\n<p>\u5728\u6ca1\u6709\u627e\u5230\u53ef\u6301\u7eed\u51cf\u6392\u7684\u8def\u5f84\u4e0b\uff0c\u4e3a\u5b8c\u6210\u65e2\u5b9a\u76ee\u6807\uff0c\u5730\u65b9\u653f\u5e9c\u4e0d\u5f97\u4e0d\u4e00\u518d\u62c9\u95f8\u9650\u4ea7\uff0c<span><a
