{"id":40759,"date":"2011-05-26T10:04:00","date_gmt":"2011-05-26T10:04:00","guid":{"rendered":""},"modified":"2020-06-22T22:59:57","modified_gmt":"2020-06-22T22:59:57","slug":"40759","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/zh\/4\/40759\/","title":{"rendered":"\u6012\u6c5f\uff1a\u907f\u514d\u5669\u68a6\u518d\u73b0"},"content":{"rendered":"<p>\u4e91\u5357\u7701\u6012\u6c5f\u5ce1\u8c37\u662f\u4e2d\u56fd\u95fb\u540d\u9050\u8fe9\u7684\u5927\u5ce1\u8c37\u3002\u7136\u800c\uff0c\u8fd9\u5ea7\u5ce1\u8c37\u5374\u6070\u597d\u4f4d\u4e8e\u4e2d\u56fd\u5730\u9707\u5e26\u7684\u4e2d\u5fc3\u4f4d\u7f6e\u3002\u8fd9\u91cc\u7684\u5730\u8c8c\u7279\u6b8a\uff0c\u518d\u52a0\u4e0a\u5e74\u5e74\u90fd\u8981\u906d\u53d7\u66b4\u96e8\u7684\u88ad\u51fb\uff0c\u56e0\u6b64\u6bcf\u5e74\u90fd\u4f1a\u6709\u6570\u5341\u4eba\u4e27\u547d\u4e8e\u6b64\u3002\u4f46\u662f\uff0c\u5c3d\u7ba1\u5c71\u4f53\u6ed1\u5761\u7684\u5371\u9669\u4e0d\u65ad\uff0c\u4eba\u4eec\u5374\u4f9d\u7136\u96c6\u5c45\u5728\u8fd9\u91cc\u3002\u4e0e\u7f8e\u56fd\u5927\u5ce1\u8c37\u4e0d\u540c\u7684\u662f\uff0c\u6709\u6570\u767e\u5ea7\u6751\u9547\u904d\u5e03\u5728\u6012\u6c5f\u5ce1\u8c37\uff0c\u5176\u4e2d\u8bb8\u591a\u6751\u9547\u5c31\u5750\u843d\u5728\u5c71\u5761\u4e0a\uff0c\u5c8c\u5c8c\u53ef\u5371\u3002<\/p>\n<p>\u7136\u800c\uff0c\u6012\u6c5f\u4e3b\u6cb3\u9053\u4e0a\u768413\u7ea7\u6c34\u575d\u5f00\u53d1\u8ba1\u5212<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4105\"><span>\u8fd1\u671f\u53c8\u88ab\u91cd\u65b0\u63d0\u4e0a\u8bae\u7a0b<\/span><\/a>\uff0c\u8fd9\u4f7f\u8be5\u5730\u533a\u8106\u5f31\u7684\u751f\u6001\u73af\u5883\u518d\u4e00\u6b21\u9762\u4e34\u751f\u6b7b\u672a\u535c\u7684\u5883\u5730\u3002\u6012\u6c5f\u662f\u5f62\u6210\u4e09\u6c5f\u5e76\u6d41\u81ea\u7136\u666f\u89c2\u7684\u6c34\u8def\u4e4b\u4e00\uff0c\u8fd9\u91cc\u4e0d\u4ec5\u662f\u4e16\u754c\u9057\u4ea7\uff0c\u540c\u65f6\u4e5f\u662f\u4e2d\u56fd\u6587\u5316\u53ca\u751f\u7269\u591a\u6837\u6027\u7684\u6c47\u96c6\u4e4b\u5730\u3002\u5982\u679c\u6c34\u575d\u9879\u76ee\u5f97\u4ee5\u5b9e\u65bd\uff0c\u4e0d\u4ec5\u4f1a\u4f7f5\u4e07\u591a\u7fa4\u4f17\u4e0d\u5f97\u4e0d\u79fb\u5c45\u4ed6\u5904\uff0c\u8fd8\u4f1a\u4f7f\u4e00\u4e2a\u4e2d\u56fd\u6700\u91cd\u8981\u7684\u751f\u7269\u591a\u6837\u6027\u70ed\u70b9\u5730\u533a\u6bc1\u4e8e\u4e00\u65e6\u3002<\/p>\n<p>\u5bf9\u4e8e\u5728\u6784\u9020\u65ad\u88c2\u5e26\u4e0a\u5174\u5efa\u5982\u6b64\u5de8\u5927\u7684\u6c34\u5229\u5de5\u7a0b\u6240\u9762\u4e34\u7684\u98ce\u9669\uff0c\u5b59\u6587\u9e4f\u548c\u5f90\u9053\u4e00\u4e24\u4f4d\u4e2d\u56fd\u8d44\u6df1\u5730\u8d28\u5b66\u5bb6\u4e5f\u63d0\u51fa\u4e86\u4ed6\u4eec\u7684\u5fe7\u8651\u3002\uff08\u8be6\u60c5\u8bf7\u53c2\u89c1\u4e2d\u5916\u5bf9\u8bdd\u5bf9\u8fd9\u4e24\u4f4d\u4e13\u5bb6\u7684\u4e13\u8bbf\u300a<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/4174-At-fault-on-the-Nu-River\"><span>\u5730\u8d28\u5b66\u5bb6\u6307\u5efa\u6012\u6c5f\u5927\u575d &ldquo;\u8fdd\u80cc\u5e38\u8bc6&rdquo;<\/span><\/a>\u300b\u4e00\u6587\uff09<\/p>\n<p>\u4eca\u5e74\u56db\u6708\uff0c\u6211\u6cbf\u7740\u8fd9\u4e24\u4f4d\u4e13\u5bb6\u4e4b\u524d\u8d70\u8fc7\u7684\u8db3\u8ff9\u5bf9\u6012\u6c5f\u8fdb\u884c\u4e86\u5b9e\u5730\u8003\u5bdf\u3002\u4e00\u8def\u4e0a\uff0c\u6211\u7ecf\u8fc7\u4e86\u65e0\u6570\u53d1\u751f\u8fc7\u5c71\u4f53\u6ed1\u5761\u7684\u5730\u65b9\uff0c\u8fd9\u8ba9\u6211\u610f\u8bc6\u5230\uff0c\u5728\u6012\u6c5f\u5e72\u6d41\u4e0a\u4fee\u5efa\u68af\u7ea7\u6c34\u575d\u662f\u4e00\u4ef6\u591a\u4e48\u5371\u9669\u3001\u591a\u4e48\u975e\u7406\u6027\u7684\u51b3\u7b56\u3002<\/p>\n<p><b>\u4e2d\u592e\u653f\u5e9c\u5bf9\u6b64\u4e8b\u7684\u53cd\u5e94<br \/>\n<\/b><\/p>\n<p>\u4eca\u5e74\u5e74\u521d\uff0c\u5b59\u3001\u5f90\u4e24\u4f4d\u4e13\u5bb6\u66fe\u81f4\u51fd\u4e2d\u56fd\u603b\u7406\u6e29\u5bb6\u5b9d\uff0c\u4ed6\u4eec\u5728\u4fe1\u4e2d\u5766\u8a00\u4e86\u5bf9\u4e8e\u6b64\u4e8b\u7684\u62c5\u5fe7\uff1a&ldquo;\u4efb\u4f55\u575a\u56fa\u7684\u94a2\u7b4b\u6c34\u6ce5\u5927\u575d\u90fd\u963b\u6b62\u4e0d\u4e86\u6cbf\u6012\u6c5f\u6df1\u8c37\u5927\u65ad\u88c2\u7684\u76f8\u5bf9\u9519\u52a8\uff0c\u8c01\u4e5f\u5236\u6b62\u4e0d\u4e86\u6cbf\u6012\u6c5f\u4e24\u5cb8\u81f3\u4eca\u4ecd\u5728\u53d1\u751f\u7684\u5de8\u5927\u7684\u5c71\u5d29\u3001\u6ed1\u5761\u4e0e\u6ce5\u77f3\u6d41\u3002&rdquo;\u5b59\u6559\u6388\u540c\u65f6\u8fd8\u8ba4\u4e3a\uff0c\u5728\u6781\u7aef\u6c14\u5019\u3001\u5f53\u4ee3\u6784\u9020\u6d3b\u52a8\u3001\u5730\u9707\u7684\u76f8\u4e92\u4f5c\u7528\u4e0b\uff0c\u53d1\u751f\u91cd\u5927\u5730\u8d28\u707e\u5bb3\u7684\u53ef\u80fd\u6027\u4e5f\u5728\u589e\u5927\u3002<\/p>\n<p>\u81ea2004\u5e74\u9996\u6b21\u63d0\u8bae\u5efa\u6012\u6c5f\u68af\u7ea7\u5927\u575d\u4ee5\u6765\uff0c\u6012\u6c5f\u7684\u6c34\u5229\u53d1\u5c55\u4fbf\u4e00\u76f4\u90fd\u662f\u56fd\u5185\u5916\u4e89\u8bba\u7684\u7126\u70b9\u95ee\u9898\u3002\u5927\u575d\u7684\u53d1\u5c55\u89c4\u5212\u4fc3\u4f7f\u4e2d\u56fd\u975e\u653f\u5e9c\u73af\u4fdd\u7ec4\u7ec7\u4e0d\u5f97\u4e0d\u884c\u52a8\u8d77\u6765\uff0c\u5e76\u4e14\u4e0e\u6765\u81ea\u56fd\u9645\u53ca\u7f05\u7538\u548c\u6cf0\u56fd\uff08\u6012\u6c5f\u8fdb\u5165\u7f05\u7538\u540e\u88ab\u79f0\u4e3a\u8428\u5c14\u6e29\u6c5f\uff09\u7b49\u5468\u8fb9\u56fd\u5bb6\u7684\u56e2\u4f53\u4e4b\u95f4\u5c55\u5f00\u4e86\u7a7a\u524d\u7684\u5408\u4f5c\u3002\u4ed6\u4eec\u7684\u6cb3\u6d41\u4fdd\u62a4\u5de5\u4f5c\u53d6\u5f97\u4e86\u53f2\u65e0\u524d\u4f8b\u7684\u80dc\u5229\uff0c\u800c\u4e2d\u56fd\u603b\u7406\u6e29\u5bb6\u5b9d\u4e5f\u4e24\u6b21\u53eb\u505c\u8be5\u9879\u76ee\u3002<\/p>\n<p>\u7136\u800c\u6700\u8fd1\uff0c\u8fd9\u4e00\u8ba1\u5212\u5374\u518d\u5ea6\u88ab\u63d0\u8d77\u3002\u4e09\u6708\u4efd\u53d1\u5e03\u7684\u4e2d\u56fd&ldquo;<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/4147-What-s-in-China-s-12th-Five-Year-Plan-\"><span>\u5341\u4e8c\u4e94\u89c4\u5212<\/span><\/a>&rdquo;\u4e2d\u63d0\u51fa\uff0c\u672a\u6765\u4e94\u5e74\uff0c\u6012\u6c5f\u3001\u91d1\u6c99\u6c5f\u53ca\u957f\u6c5f\u4e0a\u6e38\u7684\u7b51\u575d\u5de5\u7a0b\u5c06\u4f7f\u4e2d\u56fd\u7684\u6c34\u529b\u53d1\u7535\u80fd\u529b\u589e\u52a0140GW\uff0c\u8fdc\u8fdc\u8d85\u8fc7\u76ee\u524d\u5176\u4ed6\u56fd\u5bb6\u7684\u6c34\u529b\u53d1\u7535\u80fd\u529b\u3002\u5176\u76ee\u7684\u539f\u672c\u662f\u4e3a\u4e86\u5e2e\u52a9\u4e2d\u56fd\u5b9e\u73b0\u5176\u6c14\u5019\u53d8\u5316\u76ee\u6807\u3002\u4f46\u662f\uff0c\u5bf9\u4e8e\u8fd9\u4e9b\u5927\u575d\u9879\u76ee\u662f\u5426\u4f1a\u63a8\u52a8\u5de5\u4e1a\u751f\u4ea7\u5e76\u4e14\u8fdb\u4e00\u6b65\u52a0\u91cd\u6c61\u67d3\u95ee\u9898\u5374\u9c9c\u6709\u8ba8\u8bba\u3002<\/p>\n<p>\u5b59\u3001\u5f90\u4e24\u4f4d\u4e13\u5bb6\u81f4\u51fd\u6e29\u603b\u7406\u540e\uff0c\u4e2d\u592e\u653f\u5e9c\u7684\u53cd\u5e94\u559c\u5fe7\u53c2\u534a\u30023\u6708\u4efd\uff0c\u4e2d\u56fd\u653f\u5e9c\u8868\u793a\u4e86\u5bf9\u5927\u575d\u9879\u76ee\u7684\u5173\u6ce8\u3002\u4e91\u5357\u7701\u59d4\u4e66\u8bb0\u767d\u6069\u57f9\u5c31\u8868\u793a\uff0c&ldquo;\u6211\u4eec\u5fc5\u987b\u5c31\u751f\u6001\u548c\u73af\u5883\u7b49\u65b9\u9762\u7684\u56e0\u7d20\uff0c\u4ee5\u53ca\u5bf9\u4e0b\u6e38\u56fd\u5bb6\u9020\u6210\u7684\u5f71\u54cd\u7b49\u95ee\u9898\u8fdb\u884c\u6df1\u5165[\u7814\u7a76]\u3002\u53ea\u6709\u5bf9\u6240\u6709\u8fd9\u4e9b\u56e0\u7d20\u52a0\u4ee5\u5145\u5206\u8003\u8651\uff0c\u5e76\u4e14\u80fd\u591f\u786e\u4fdd\u6709\u5408\u7406\u7684\u5e94\u5bf9\u624b\u6bb5\u540e\u624d\u80fd\u51b3\u5b9a\u662f\u5426\u542f\u52a8\u5927\u575d\u9879\u76ee\u3002&rdquo;<\/p>\n<p>\u7136\u800c\uff0c\u65b0\u534e\u793e\u5728\u53d1\u8868\u4e86\u8fd9\u4e9b\u89c2\u70b9\u540e\uff0c\u5374\u4e8e5\u6708\u4efd\u53d1\u5e03\u6d88\u606f\u79f0\uff0c\u4e2d\u56fd\u4e94\u5927\u56fd\u6709\u7535\u529b\u516c\u53f8\u4e4b\u4e00\u7684<a href=\"https:\/\/www.chd.com.cn\/\"><span>\u534e\u7535\u96c6\u56e2<\/span><\/a>\u5c06\u7ee7\u7eed\u63a8\u52a8\u6012\u6c5f\u5927\u575d\u9879\u76ee\u3002\u76ee\u524d\uff0c\u897f\u85cf\u81ea\u6cbb\u533a\u5883\u5185\u6012\u6c5f\u4e0a\u6e38\u81f3\u5c11\u6709\u4e24\u5ea7\u5927\u575d\u5df2\u7ecf\u8fdb\u5165\u524d\u671f\u53ef\u884c\u6027\u8c03\u7814\u9636\u6bb5\u3002<\/p>\n<p><b>\u57fa\u5c42\u4eba\u6c11\u7684\u547c\u58f0<br
