href=\"https:\/\/unfccc.int\/2860.php\">\u8054\u5408\u56fd\u6c14\u5019\u53d8\u5316\u6846\u67b6\u516c\u7ea6<\/a>\u300b\uff08UNFCCC\uff09\u4e25\u91cd\u4e0d\u6ee1\uff0c\u56e0\u4e3a\u5b83\u51b3\u5b9a\u7528\u78b3\u4fe1\u7528\u989d\u8d44\u52a9\u5370\u5ea6\u5728\u5370\u5ea6\u6cb3\u4e0a\u4fee\u5efa\u4e00\u4e2a\u6781\u5bcc\u4e89\u8bae\u76844.5\u4e07\u5343\u74e6\u6c34\u7535\u9879\u76ee\u3002<\/p>\n<p>\u8fd9\u4e0d\u8fc7\u662f\u5370\u5df4\u4e24\u56fd\u56f4\u7ed5\u5370\u5ea6\u6cb3\u6c34\u7535\u9879\u76ee\u4e00\u7cfb\u5217\u4e89\u8bae\u91cc\u6700\u65b0\u7684\u4e00\u4e2a\u3002\u4e4b\u524d\uff0c\u5df4\u57fa\u65af\u5766\u5df2\u7ecf\u5bf9\u53e6\u5916\u597d\u51e0\u4e2a\u5730\u65b9\u7684\u9879\u76ee\u8868\u793a\u6fc0\u70c8\u53cd\u5bf9\uff0c\u5305\u62ec<a href=\"https:\/\/en.wikipedia.org\/wiki\/Baglihar_Dam\">\u5df4\u683c\u91cc\u54c8\u5c14\u5927\u575d<\/a>\u3001<a href=\"https:\/\/timesofindia.indiatimes.com\/world\/Wullar-Barrage\/Tulbul-Navigation-Project\/articleshow\/794689.cms\">\u4e4c\u62c9\u5c14\u5927\u575d<\/a> \u548c<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4176\">\u5409\u5c1a\u7518\u52a0\u5927\u575d<\/a>\u7b49\u3002\u5df4\u53cd\u5bf9\u7684\u6839\u636e\u5c31\u662f1960\u5e74\u7684\u300a\u5370\u5ea6\u6cb3\u7528\u6c34\u6761\u7ea6\u300b\uff08IWT\uff09\u76f8\u5173\u6761\u6b3e\uff0c\u8be5\u6761\u7ea6\u4e3a\u4e24\u56fd\u89e3\u51b3\u8de8\u5883\u6c34\u6e90\u4e89\u7aef\u63d0\u4f9b\u4e86\u4e00\u4e2a\u6846\u67b6\u3002<\/p>\n<p>\u5370\u5ea6\u83b7\u5f97\u78b3\u4fe1\u7528\u989d\u5728\u672c\u56fd\u897f\u5317\u90e8\u7684\u62c9\u8fbe\u514b\u4fee\u5efa<a href=\"https:\/\/en.wikipedia.org\/wiki\/Nimoo_Bazgo_Project\">\u5c3c\u59c6-\u5df4\u5179\u679c<\/a>\u9879\u76ee\uff0c\u5728\u5df4\u57fa\u65af\u5766\u770b\u6765\uff0c\u8fd9\u518d\u6b21\u5bf9\u5176\u5229\u76ca\u9020\u6210\u5a01\u80c1\u3002\u5df4\u6307\u63a7\u5370\u5728\u6ca1\u6709\u7ecf\u5df4\u57fa\u65af\u5766\u8ba4\u53ef\u7684\u5f3a\u5236\u6027\u73af\u5883\u5f71\u54cd\u8bc4\u4f30\u7684\u60c5\u51b5\u4e0b\u5c31\u63d0\u524d\u5f00\u5de5\uff0c\u5e76\u8bf4\u8fd9\u4e2a\u9879\u76ee\u4f1a\u4e25\u91cd\u51cf\u5c11\u4e0b\u6e38\u6d41\u5165\u5df4\u7684\u6c34\u91cf\u3002<\/p>\n<p>\u5370\u5ea6\u6210\u529f\u5730\u5728\u4e03\u5e74\u65f6\u95f4\u91cc\u4eceUNFCCC\u83b7\u5f97\u4ef7\u503c48.2\u4e07\u7f8e\u5143\uff08300\u4e07\u7f8e\u5143\uff09\u7684\u78b3\u4fe1\u7528\u989d\u6765\u5efa\u8bbe<a href=\"https:\/\/en.wikipedia.org\/wiki\/Nimoo_Bazgo_Project\">\u5c3c\u59c6-\u5df4\u5179\u679c<\/a>\u548c<a href=\"https:\/\/en.wikipedia.org\/wiki\/Chutak_Hydroelectric_Project\">\u695a\u5854\u514b<\/a>\u4e24\u4e2a\u6c34\u7535\u9879\u76ee\uff0c\u8fd9\u4e24\u4e2a\u9879\u76ee\u90fd\u4f4d\u4e8e\u67e5\u8c1f-\u514b\u4ec0\u7c73\u5c14\u90a6\u7684\u62c9\u8fbe\u514b\u7701\u3002\u5df4\u57fa\u65af\u5766\u8868\u793a\u695a\u5854\u514b\u9879\u76ee\u7684\u5efa\u8bbe\u6beb\u65e0\u95ee\u9898\uff0c\u4f46\u5374\u5f3a\u70c8\u53cd\u5bf9\u5c3c\u59c6-\u5df4\u5179\u679c\u9879\u76ee\u3002<\/p>\n<p>\u4e0a\u8ff0\u78b3\u4fe1\u7528\u989d\u662f\u5728\u4eac\u90fd\u8bae\u5b9a\u4e66\u7684<a href=\"file:\/\/\/C:\/Documents%20and%20Settings\/user1\/My%20Documents\/Downloads\/Downloads\/Kyoto%20Protocol%E8%AA%B7%20Clean%20Development%20Mechanism\">\u6e05\u6d01\u53d1\u5c55\u673a\u5236<\/a>(CDM)\u4e0b\u5f97\u5230\u7684\uff0c\u8fd9\u662f\u4e00\u4e2a\u4f5c\u4e3a\u62b5\u5fa1\u5168\u7403\u53d8\u6696\u56fd\u9645\u5de5\u5177\u7684\u78b3\u4ea4\u6613\u673a\u5236\uff0c\u5b83\u53ef\u4ee5\u63a8\u52a8\u53d1\u8fbe\u56fd\u5bb6\u7684\u4f01\u4e1a\u5bf9\u51cf\u5c11\u6e29\u5ba4\u6c14\u4f53\u9879\u76ee\u8fdb\u884c\u6295\u8d44\u3002\u4f46\u662f\uff0c\u5df4\u57fa\u65af\u5766\u611f\u5230\u5f88\u60ca\u8be7\uff0c\u56e0\u4e3a\u5370\u5ea6\u7adf\u7136\u80fd\u5728\u672a\u7ecf\u5df4\u540c\u610f\u7684\u60c5\u51b5\u4e0b\uff0c\u7528\u8fd9\u6837\u4e00\u4e2a\u5bcc\u6709\u4e89\u8bae\u7684\u9879\u76ee\u83b7\u5f97\u78b3\u4fe1\u7528\u989d\u3002<\/p>\n<p>\u5c3c\u59c6-\u5df4\u5179\u679c\u9879\u76ee2001\u5e74\u7acb\u9879\uff0c2005\u5e74\u5f00\u5de5\u3002\u5370\u5ea6\u4e8e2006\u5e74\u5411UNFCCC\u63d0\u51fa\u78b3\u4fe1\u7528\u989d\u7533\u8bf7\uff0c2008\u5e74\u83b7\u5f97\u6279\u51c6\u3002\u4f46\u5df4\u57fa\u65af\u5766\u76f4\u52302011\u5e7410\u6708\u624d\u5bf9UNFCCC\u7684\u8fd9\u4e2a\u51b3\u5b9a\u63d0\u51fa\u8d28\u7591\uff0c\u56e0\u4e3a\u8be5\u56fd\u82b1\u4e86\u6574\u6574\u4e09\u5e74\u65f6\u95f4\u624d\u786e\u8ba4\u5370\u5ea6\u5728\u8fd9\u4e2a\u9879\u76ee\u4e0a\u65e2\u8fdd\u53cd\u4e86\u300a\u5370\u5ea6\u6cb3\u7528\u6c34\u6761\u7ea6\u300b\uff0c\u4e5f\u4e0d\u7b26\u5408UNFCCC\u7ed9\u4e88\u78b3\u4fe1\u7528\u989d\u7684\u6761\u4ef6\u3002<\/p>\n<p>&nbsp;&ldquo;\u5c3c\u59c6-\u5df4\u5179\u679c\u9879\u76ee\u7684\u95ee\u9898\u5728\u4e8e\u4e24\u4e2a\u65b9\u9762\uff1a\u4e00\u4e2a\u662f\u5370\u5ea6\u8fdd\u53cd\u4e86\u7528\u6c34\u6761\u7ea6\uff0c\u7b2c\u4e8c\u662f\u5b83\u4e5f\u8fdd\u80cc\u4e86\u6e05\u6d01\u53d1\u5c55\u673a\u5236\u7684\u89c4\u5219\uff0c\u6839\u636e\u300a\u9a6c\u62c9\u5580\u4ec0\u534f\u5b9a\u300b\u7b2c37\u6761B\u6b3e\u548cC\u6b3e\u7684\u89c4\u5b9a\uff0c\u5fc5\u987b\u5c31\u9879\u76ee\u7684\u5f71\u54cd\u4e0e\u5229\u76ca\u76f8\u5173\u5404\u65b9\u8fdb\u884c\u534f\u5546&rdquo;\uff0c <a href=\"https:\/\/www.unep.org\/\">\u8054\u5408\u56fd\u73af\u5883\u89c4\u5212\u7f72<\/a>\u524d\u5b98\u5458\u3001\u56fd\u9645\u6e05\u6d01\u53d1\u5c55\u673a\u5236\u6267\u884c\u7406\u4e8b\u4f1a\u6210\u5458\uff0c\u6c99\u592b\u5361\u7279&middot;\u5361\u5361\u8d6b\u5c14\u5982\u662f\u8bf4\u3002<\/p>\n<p>\u4ed6\u89e3\u91ca\u8bf4\uff1a&ldquo;\u6839\u636e\u7b2c37\u6761\u7684\u89c4\u5b9a\uff0c\u5fc5\u987b\u5c31\u9879\u76ee\u7684\u73af\u5883\u5f71\u54cd&mdash;&mdash;\u5305\u62ec\u8de8\u56fd\u5883\u5f71\u54cd\u4e0e\u5404\u5229\u76ca\u76f8\u5173\u65b9\u8fdb\u884c\u534f\u5546\u3002\u95ee\u9898\u5728\u4e8e\u5370\u5ea6\u662f\u5426\u901a\u77e5\u4e86\u5404\u5229\u76ca\u76f8\u5173\u65b9\uff0c\u800c\u5b83\u4eec\u90fd\u662f\u8c01\uff1f\u7531\u4e8e\u5370\u5df4\u7684\u514b\u4ec0\u7c73\u5c14\u63a7\u5236\u533a\u4e4b\u95f4\u53ea\u9694\u4e86\u4e00\u6761\u5b9e\u9645\u63a7\u5236\u7ebf\uff0c\uff08\u4e0e\u8be5\u9879\u76ee\uff09\u8fd1\u5728\u54ab\u5c3a\u7684\u5df4\u57fa\u65af\u5766\u5f53\u7136\u662f\u5229\u76ca\u76f8\u5173\u65b9\u3002&rdquo;<\/p>\n<p>1\u670814\u65e5\uff0c\u5df4\u57fa\u65af\u5766\u62a5\u7eb8\u300a<a href=\"https:\/\/www.thenews.com.pk\/TodaysPrintDetail.aspx?ID=87453&amp;Cat=6\">\u56fd\u9645\u65b0\u95fb\u62a5<\/a>\u300b\u62a5\u9053\u8bf4\uff0c\u5df4\u7684\u76f8\u5173\u90e8\u95e8&ldquo;\u5f7b\u5e95\u67e5\u9605\u4e86\u6240\u6709\u5b98\u65b9\u7eaa\u5f55\uff0c\u53d1\u73b0\u8be5\uff08\u5c3c\u59c6-\u5df4\u5179\u679c\uff09\u9879\u76ee\u672a\u7ecf\u5df4\u4efb\u4f55\u73af\u5883\u8bc4\u4f30\u8ba4\u53ef\uff0c\u4e8e\u662f\u5c31\u4ea7\u751f\u4e86\u4e00\u4e2a\u7591\u95ee\uff0c\u5373\uff1a\u5370\u5ea6\u53ef\u80fd\u4e3a\u4e86\u7ecf\u6d4e\u5229\u76ca\uff0c\u7528\u865a\u5047\u4fe1\u606f\u5957\u53d6\u78b3\u4fe1\u7528\u989d\u3002&rdquo;<\/p>\n<p>\u5728\u610f\u8bc6\u5230\u5370\u5ea6\u5207\u5207\u5b9e\u5b9e\u5728\u8fd9\u4e2a\u9879\u76ee\u4e0a\u83b7\u5f97\u78b3\u4fe1\u7528\u989d\u4e4b\u540e\uff0c\u5df4\u653f\u5e9c\u5f00\u59cb\u57282011\u5e74\u63d0\u51fa\u8d28\u8be2\uff0c\u5e76\u57cb\u6028\u5df4\u57fa\u65af\u5766\u5370\u5ea6\u6cb3\u59d4\u5458\u4f1a\uff08PCIW\uff09\u524d\u8d1f\u8d23\u4eba\u8d5b\u4e49\u5fb7&middot;\u963f\u91cc&middot;\u6c99\u5728\u4efb\u671f\u95f4\u5bf9\u5370\u5ea6\u7684\u5efa\u8bbe\u8ba1\u5212\u59d1\u606f\u8fc1\u5c31\u3002\u66f4\u6709\u4eba\u8c34\u8d23\u6c99\u727a\u7272\u672c\u56fd\u5229\u76ca\uff0c\u5411\u5370\u5ea6\u59a5\u534f\u3002<\/p>\n<p>&nbsp;&ldquo;2007\u30012008\u30012009\u7684\u4e09\u5e74\u91cc\uff0c\u8d5b\u4e49\u5fb7&middot;\u963f\u91cc&middot;\u6c99\u9886\u5bfc\u4e0b\u7684PCIW\u5bf9\u8fd9\u4e2a\u9879\u76ee\u4e00\u76f4\u7f04\u53e3\u4e0d\u8a00\u3002\u4f46\u4ee4\u4eba\u5403\u60ca\u7684\u662f\uff0c\u7b49\u5230\u9879\u76ee\u5df2\u7ecf\u5b8c\u5de5\uff0c\u8c01\u90fd\u77e5\u9053\u8bbe\u8ba1\u4e0d\u53ef\u6539\u53d8\u7684\u65f6\u5019\uff0c\u8be5\u59d4\u5458\u4f1a\u5374\u5728\u5404\u4e2a\u5c42\u9762&lsquo;\u79ef\u6781&rsquo;\u5730\u8fdb\u884c&lsquo;\u53cd\u5bf9&rsquo;\u3002\u5230\u8fd9\u4e2a\u65f6\u5019\uff0c\u65e0\u8bba\u4efb\u4f55\u6cd5\u5ead\u6216\u8005\u4e2d\u7acb\u4e13\u5bb6\u518d\u5bf9\u8fd9\u4e2a\u9879\u76ee\u4f5c\u51fa\u53cd\u5bf9\u7684\u51b3\u5b9a\uff0c\u4e5f\u90fd\u592a\u665a\u4e86\u3002&rdquo;<a href=\"https:\/\/www.iccwbo.org\/court\/\">\u56fd\u9645\u4ef2\u88c1\u9662<\/a>\uff08ICA\uff09\u3002\u6839\u636e\u6761\u7ea6\u89c4\u5b9a\uff0c\u5df4\u57fa\u65af\u5766\u5bf9\u897f\u90e8\u6cb3\u6d41\uff08\u5370\u5ea6\u6cb3\u3001\u6770\u8d6b\u52d2\u59c6\u6cb3\u548c\u5947\u7eb3\u5e03\u6cb3\u7b49\uff09\u4eab\u6709\u6392\u4ed6\u6027\u6743\u5229\uff0c\u800c\u5370\u5ea6\u5219\u5bf9\u4e1c\u90e8\u6cb3\u6d41\u6709\u540c\u7b49\u6743\u5229\u3002\u4f46\u662f\uff0c\u5c31\u5728\u4e00\u4e2a\u6708\u524d\u5df4\u57fa\u65af\u5766\u5a01\u80c1\u8bf4\u8981\u5411ICA\u7533\u8bc9\u65f6\uff0c\u5374\u8fde\u7533\u8bf7\u4e66\u90fd\u6ca1\u6709\u5199\u3002\u5c3d\u7ba1\u6211\u4eec\u8054\u7cfb\u4e0d\u5230\u4efb\u4f55\u5df4\u5b98\u5458\u5bf9\u6b64\u53d1\u8868\u8bc4\u8bba\uff0c\u4f461\u670826\u65e5\u5df4\u7684\u300a<a href=\"ttp:\\--www.dailytimes.com.pk-default.asp?page=2012%5C01%5C26%5Cstory_26-1-2012_pg7_10\">\u6bcf\u65e5\u65f6\u62a5<\/a>\u300b\u5f15\u7528\u4e00\u4f4d\u5b98\u5458\u7684\u8bdd\u8bf4\uff0c\u7531\u4e8e\u8d44\u6599\u51c6\u5907\u4e0a\u7684\u5ef6\u8bef\uff0c\u8fd9\u4e00\u6848\u4ef6\u5c06\u57282\u6708\u4efd\u9012\u4ea4ICA\uff0c\u4f46\u5982\u4eca\u90fd\u4e09\u6708\u4e86\uff0c\u5ef6\u8bef\u4ecd\u5728\u7ee7\u7eed\u3002<\/p>\n<p>\u5373\u4f7f\u5df4\u57fa\u65af\u5766\u6cbf\u7740\u8fd9\u6761\u8def\u8d70\u4e0b\u53bb\uff0c\u4f46\u4e5f\u4e0d\u662f\u5b83\u7b2c\u4e00\u6b21\u5411ICA\u7533\u8bc9\u4e86\u3002\u53bb\u5e74\uff0c\u5728\u53cc\u8fb9\u8c08\u5224\u7834\u88c2\u540e\uff0c\u5df4\u5c31\u66fe<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/4176\">\u63d0\u8bf7ICA<\/a>\u505c\u6b62\u5370\u5ea6\u5409\u8428\u7518\u6208\u5927\u575d\u7684\u5efa\u8bbe\u3002\u5bf9\u5df4\u57fa\u65af\u5766\u6765\u8bf4\uff0c\u5409\u8428\u7518\u6208\u9879\u76ee\u7684\u5f71\u54cd\u5c24\u4e3a\u91cd\u5927\uff0c\u56e0\u4e3a\u5b83\u4e5f\u5728\u5409\u8428\u7518\u6208\u6cb3\u7684\u5df4\u57fa\u65af\u5766\u4e00\u4fa7\u5efa\u8bbe\u81ea\u5df1\u7684\u5927\u575d\uff0c\u537396.9\u4e07\u5343\u74e6\u7684\u5c3c\u5362\u59c6-\u6770\u8d6b\u52d2\u59c6\u9879\u76ee\uff08\u5df4\u56fd\u5185\u79f0\u4e3a\u6770\u8d6b\u52d2\u59c6\u9879\u76ee\uff09\u3002\u300a\u5370\u5ea6\u6cb3\u7528\u6c34\u6761\u7ea6\u300b\u89c4\u5b9a\uff0c\u54ea\u4e2a\u56fd\u5bb6\u5148\u5b8c\u6210\u5176\u9879\u76ee\uff0c\u5c31\u62e5\u6709\u6cb3\u6d41\u7684\u4f18\u5148\u6743\u5229\u3002\u5982\u4eca\uff0c\u5370\u5ea6\u7684\u9879\u76ee\u5efa\u8bbe\u5df2\u7ecf\u5b8c\u6210\u4e8640%\uff0c\u5df4\u57fa\u65af\u5766\u8fd8\u8fdc\u8fdc\u843d\u5728\u540e\u9762\u3002<\/p>\n<p>2011\u5e749\u6708\uff0cICA\u7684\u4e00\u9879\u88c1\u51b3\u8981\u6c42\u5370\u5ea6\u6682\u505c33\u4e07\u5343\u74e6\u7684\u5409\u8428\u7518\u6208\u9879\u76ee\uff0c\u4f46\u5141\u8bb8\u5176\u5b83\u6240\u6709\u4e0d\u963b\u6321\u8be5\u6cb3\u6d41\u52a8\u7684\u9879\u76ee<a href=\"https:\/\/www.atimes.com\/atimes\/South_Asia\/MI29Df04.html\">\u7ee7\u7eed\u8fdb\u884c<\/a>\u3002<\/p>\n<p>\u5df4\u57fa\u65af\u5766\u4e13\u5bb6\u8868\u793a\uff0c57\u7c73\u9ad8\u7684\u5c3c\u59c6-\u5df4\u5179\u679c\u9879\u76ee\u5c06\u5bfc\u81f4\u4e0b\u6e38\u6d41\u5165\u5370\u5ea6\u6cb3\u7684\u6c34\u91cf\u6301\u7eed\u51cf\u5c11\uff0c\u56e0\u4e3a\u8be5\u9879\u76ee\u7684\u6cc4\u6d2a\u9053\u5f88\u6df1\uff0c\u8bbe\u8ba1\u84c4\u6c34\u91cf\u591a\u8fbe1.2\u4ebf\u7acb\u65b9\u7c73\u3002<\/p>\n<p>\u5df4\u65b9\u4e13\u5bb6<a
