{"id":41456,"date":"2012-07-30T08:45:00","date_gmt":"2012-07-30T08:45:00","guid":{"rendered":""},"modified":"2020-06-22T23:03:59","modified_gmt":"2020-06-22T23:03:59","slug":"41456","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/zh\/uncategorized-zh\/41456\/","title":{"rendered":"\u88ab\u9a6c\u6876\u7ed1\u67b6\u7684\u751f\u6d3b"},"content":{"rendered":"<p>\u4f4d\u4e8e\u4e2d\u56fd\u9102\u5c14\u591a\u65af\u5e02\u7684&ldquo;\u5927\u5174\u751f\u6001\u5c0f\u533a&rdquo;\u6b63\u95e8\u5916\u7684\u5de8\u5e45\u724c\u533e\u5df2\u64a4\u6362\u4e3a&ldquo;\u6587\u660e\u57ce\u5e02&rdquo;\u7684\u5e7f\u544a\u724c\uff0c\u5c0f\u533a\u8d85\u5e02\u65c1\u7684&ldquo;\u4e2d\u56fd&mdash;\u745e\u5178\u751f\u6001\u536b\u751f\u57ce\u9547\u9879\u76ee&rdquo;\u5c55\u793a\u5927\u5385\u73bb\u7483\u5927\u95e8\u7d27\u9501\uff0c\u91cc\u9762\u7a7a\u7a7a\u5982\u4e5f\u3002\u5c0f\u533a\u7684\u897f\u5934\u53d8\u6210\u4e86\u65e0\u4eba\u533a\uff0c\u90a3\u91cc\u662f\u4e00\u7247\u767d\u8272\u5e72\u5f0f\u9a6c\u6876\u7684\u6d77\u6d0b\uff0c\u5b83\u4eec\u4ee5\u5404\u79cd\u59ff\u6001\u503e\u8986\u7740\uff0c\u4e00\u5927\u7247\u666f\u89c2\u6c60\u7684\u4e00\u4fa7\uff0c\u5806\u6ee1\u4e86\u84dd\u8272\u7684\u7caa\u6876\u548c\u5783\u573e\u5206\u7c7b\u6876\u3002<\/p>\n<p>\u81ea2009\u5e74\u751f\u6001\u5c0f\u533a\u62c6\u9664\u4e86\u5c3f\u7caa\u5206\u79bb\u7684\u9a6c\u6876\uff0c\u6362\u56de\u6c34\u51b2\u5f0f\u9a6c\u6876\uff0c\u5e76\u6539\u88c5\u4e86\u6574\u4e2a\u7caa\u4fbf\u548c\u6c61\u6c34\u5904\u7406\u7684\u7cfb\u7edf\u540e\uff0c\u4f5c\u4e3a\u751f\u6001\u5c0f\u533a\u6700\u5927\u6807\u5fd7\u7684\u5e72\u5f0f\u9a6c\u6876\u88ab\u9010\u51fa\u4e86\u5c0f\u533a\u5c45\u6c11\u7684\u751f\u6d3b\uff0c\u5f7b\u5e95\u8d25\u5317\u3002<\/p>\n<p><strong>\u75af\u72c2\u7684\u9a6c\u6876<\/strong><\/p>\n<p>\u81ed\u5473\u5f25\u6f2b\uff0c\u5987\u79d1\u75c5\u62c5\u5fe7\uff0c\u722c\u51fa\u7684\u86c6\u866b&hellip;&hellip;\u5b83\u6240\u5236\u9020\u7684\u9ebb\u70e6\u4e00\u4e2a\u63a5\u4e00\u4e2a\u3002<\/p>\n<p>\u95eb\u5efa\u5e73\u662f\u4e2a\u5f8b\u5e08\uff0c\u4e5f\u662f\u5927\u5174\u751f\u6001\u5c0f\u533a\u73b0\u4efb\u4e1a\u59d4\u4f1a\u4e3b\u4efb\u30022006\u5e74\u52302009\u5e74\u4e0e\u5e72\u5f0f\u9a6c\u6876\u76f8\u4f34\u7684\u65e5\u5b50\uff0c\u4e00\u5bb6\u4eba\u72b9\u5982\u88ab\u8fd9\u4e2a\u9a6c\u6876\u7ed1\u67b6\u4e86\uff0c\u5185\u5fc3\u662f\u65e0\u5c3d\u7684\u75db\u82e6\u3002<\/p>\n<p>2006\u5e74\uff0c\u5acc\u5e02\u533a\u623f\u5b50\u592a\u8d35\u7684\u62c6\u8fc1\u6237\u95eb\u5efa\u5e73\u542c\u8bf4\u4e86\u5927\u5174\u751f\u6001\u5c0f\u533a\uff0c\u7ecf\u8fc7\u5b9e\u5730\u8003\u5bdf\uff0c\u4ed6\u611f\u89c9\u5c0f\u533a\u7684\u7eff\u5316\u3001\u9053\u8def\u3001\u516c\u644a\u9762\u79ef\u90fd\u5341\u5206\u7406\u60f3\uff0c\u4ef7\u683c\u53c8\u4fbf\u5b9c\uff0c\u751f\u6001\u73af\u4fdd\u7684\u6982\u5ff5\u8fd8\u8ba9\u4ed6\u4ea7\u751f\u4e86\u4e00\u79cd\u8bf4\u4e0d\u6e05\u695a\u7684\u65f6\u5c1a\u611f\u3002<\/p>\n<p>2006\u5e743\u67088\u65e5\uff0c\u95eb\u5efa\u5e73\u4ed8\u51fa143800\u5143\u4e70\u4e0b\u4e00\u5957\u4e24\u5c45\u5ba4\uff0c\u5f53\u5e747\u67081\u65e5\u5165\u4f4f\u3002\u968f\u540e\u56f4\u7ed5\u7740\u9a6c\u6876\u7684\u75af\u72c2\u751f\u6d3b\u5c31\u5f00\u59cb\u4e86\u3002<\/p>\n<p>\u8fd9\u4e2a\u751f\u6001\u9a6c\u6876\u7531<a target=\"_blank\" href=\"https:\/\/www.sei-international.org\/\" rel=\"noopener noreferrer\">\u745e\u5178\u65af\u5fb7\u54e5\u5c14\u6469\u73af\u5883\u7814\u7a76\u6240<\/a>\u8bbe\u8ba1\uff0c\u5168\u4e16\u754c\u5927\u6982\u6709500\u4e07\u4eba\u5728\u4f7f\u7528\u3002\u4e2d\u56fd\u7684\u5e72\u5f0f\u9a6c\u6876\u662f\u7531\u6f6e\u5dde\u7684\u4e00\u4e2a\u5382\u5bb6\u751f\u4ea7\uff0c\u9020\u4ef7\u6bcf\u4e2a\u4e03\u516b\u767e\u5143\u3002\u5b83\u548c\u666e\u901a\u9a6c\u6876\u7684\u533a\u522b\u5728\u4e8e\u8bbe\u8ba1\u4e86\u5c0f\u4fbf\u6597\u548c\u5927\u4fbf\u6597\uff0c\u5c0f\u4fbf\u65f6\u8981\u5bf9\u51c6\u9a6c\u6876\u524d\u90e8\u7684\u5c0f\u4fbf\u6597\uff0c\u5c3f\u6db2\u901a\u8fc7\u5355\u72ec\u7684\u7ba1\u9053\u8fdb\u5165\u5730\u4e0b\u50a8\u5c3f\u6c60\uff1b\u5927\u4fbf\u65f6\u4e00\u5750\u4e0b\uff0c\u5012\u6263\u7684\u4fbf\u6597\u7897\u5c31\u4f1a\u7ffb\u8f6c\u8fc7\u6765\uff0c\u518d\u62c9\u4e00\u4e0b\u9a6c\u6876\u53f3\u4fa7\u7684\u4f38\u7f29\u6746\uff0c\u7897\u91cc\u5c31\u4f1a\u94fa\u4e0a\u4e00\u5c42\u7ec6\u7ec6\u7684\u952f\u672b\uff0c\u5927\u4fbf\u5b8c\u4e4b\u540e\u4e00\u8d77\u8eab\uff0c\u4fbf\u6597\u7897\u5c31\u81ea\u52a8\u628a\u5927\u4fbf\u548c\u952f\u672b\u901a\u8fc7\u7caa\u7ba1\u7ffb\u8f6c\u76f4\u843d\u5165\u5730\u4e0b\u5ba4\u7684\u50a8\u7caa\u6876\uff0c\u4e00\u4e2a\u6708\u4f1a\u6709\u5de5\u4eba\u6765\u503e\u5012\u7caa\u6876\u4e24\u5230\u4e09\u6b21\u3002<\/p>\n<p>\u5c0f\u4fbf\u3001\u5927\u4fbf\u90fd\u4e0d\u7528\u6c34\u51b2\uff0c\u751f\u6001\u9a6c\u6876\u7684\u6c34\u7bb1\u91cc\u50a8\u7684\u662f\u6ee1\u6ee1\u7684\u952f\u672b\u3002\u952f\u672b\u6bcf\u6708\u6309\u914d\u989d\u4ece\u751f\u6001\u7ad9\u9886\u56de\u6765\uff0c\u5b83\u4eec\u7684\u4f5c\u7528\u662f\u8282\u6c34\u3001\u9664\u81ed\u548c\u8ba9\u5927\u4fbf\u5c3d\u5feb\u53d8\u6210\u6709\u673a\u80a5\u3002\u5730\u4e0b\u5ba4\u91cc\u7684\u62bd\u98ce\u673a\uff0c24\u5c0f\u65f6\u4e0d\u505c\u5730\u4ece\u7caa\u7ba1\u91cc\u62bd\u98ce\u6392\u5411\u5c4b\u9876\uff0c\u7528\u6765\u9664\u81ed\u3002\u8fd9\u4e00\u5207\u7684\u524d\u63d0\u662f\u4f4f\u6237\u4eec\u4e0d\u80fd\u5411\u4fbf\u6597\u7897\u91cc\u5012\u6c34\u3002<\/p>\n<p>\u4f46\u95eb\u5efa\u5e73\u4e00\u5bb6\u65e0\u6cd5\u5bf9\u8fd9\u4e2a\u9a6c\u6876\u4ea7\u751f\u597d\u611f\uff0c\u56e0\u4e3a\u81ea\u623f\u5b50\u88c5\u4fee\u5f00\u59cb\uff0c\u5b83\u5c31\u6210\u4e3a\u81ed\u5473\u4e4b\u6e90\u3002\u6c28\u6c14\u5473\u5f25\u6f2b\u5728\u5bb6\u91cc\uff0c\u6709\u65f6\u4e00\u63a8\u5f00\u536b\u751f\u95f4\u7684\u95e8\uff0c\u81ed\u5473\u718f\u773c\u3002&ldquo;\u5728\u5bb6\u91cc\u5403\u996d\u6ca1\u80c3\u53e3\uff0c\u4e0b\u73ed\u8d70\u5728\u56de\u5bb6\u7684\u8def\u4e0a\u90fd\u662f\u8d1f\u62c5\u3002&rdquo;\u4e8e\u662f\uff0c\u95eb\u5efa\u5e73\u4e00\u5bb6\u5927\u90e8\u5206\u65f6\u95f4\u90fd\u5728\u59d0\u59d0\u5bb6\u5403\u996d\uff0c\u4e08\u6bcd\u5a18\u3001\u5c0f\u8205\u5b50\u7b49\u4eb2\u621a\u4e5f\u4e0d\u613f\u6765\u505a\u5ba2\u3002<\/p>\n<p>\u56e0\u4e3a\u9700\u8981\u4e0d\u505c\u7ffb\u8f6c\uff0c\u9a6c\u6876\u4fbf\u6597\u7897\u5f00\u59cb\u5927\u91cf\u635f\u574f\uff0c\u5c0f\u533a\u5c45\u6c11\u5bb6\u7684\u9a6c\u6876\u7ffb\u8f6c\u7897\u767e\u5206\u767e\u90fd\u4fee\u8fc7\uff0c60%\u7ecf\u5e38\u4fee\u30022007\u5e74\u95eb\u5efa\u5e73\u5bb6\u6539\u6362\u4e86\u63d2\u677f\u5f0f\u7684\u9a6c\u6876\uff0c\u4f46\u81ed\u5473\u7684\u95ee\u9898\u4ecd\u6ca1\u6709\u6539\u5584\u3002<\/p>\n<p>2007\u5e74\u51ac\u5929\uff0c\u56e0\u4e3a\u5c0f\u533a\u5c45\u6c11\u53cd\u6620\u7684\u81ed\u5473\u95ee\u9898\uff0c\u5730\u4e0b\u5ba4\u7684\u62bd\u98ce\u673a\u52a0\u5927\u4e86\u529f\u7387\uff0c\u52a0\u4e0a\u51ac\u5929\u95e8\u7a97\u7d27\u95ed\uff0c\u95eb\u5efa\u5e73\u6bcf\u6b21\u5750\u5728\u51b7\u98d5\u98d5\u7684\u9a6c\u6876\u4e0a\uff0c\u5c31\u6e05\u6670\u5730\u611f\u89c9\u5230\u5c4b\u91cc\u7684\u70ed\u6c14\u5728\u88ab\u62bd\u7a7a\u3002\u6709\u4e24\u6b21\u665a\u4e0a\u7761\u89c9\uff0c\u4ed6\u7a81\u7136\u611f\u89c9\u547c\u5438\u56f0\u96be\uff0c\u6253\u5f00\u7a97\u628a\u5934\u63a2\u51fa\u53bb\uff0c\u534a\u4e2a\u5c0f\u65f6\u540e\u624d\u6062\u590d\u6b63\u5e38\u3002<\/p>\n<p>\u57282004\u5e74\u52302009\u5e74\u4e0e\u751f\u6001\u9a6c\u6876\u76f8\u4f34\u7684\u65e5\u5b50\u91cc\uff0c\u9ad8\u7ee7\u7965\u4e00\u5bb6\u662f\u7b11\u4e0d\u51fa\u6765\u7684\u3002\u6bcf\u5929\u4e0b\u73ed\u4e00\u8e0f\u8fdb\u5c0f\u533a\uff0c&ldquo;\u719f\u6089\u7684\u81ed\u5473\u5c31\u50cf\u8e0f\u8fdb\u4e86\u4e00\u5ea7\u516c\u5171\u5395\u6240&rdquo;\uff0c\u665a\u996d\u65f6\u4e0d\u65f6\u4f1a\u632a\u5230\u9633\u53f0\u4e0a\u5403\u3002<\/p>\n<p>\u65f1\u9a6c\u6876\u4f7f\u7528\u7684\u952f\u672b\uff0c\u8ba9\u738b\u7fe0\u5170\u548c\u5c0f\u533a\u91cc\u7684\u5973\u4eba\u4eec\u53c8\u591a\u4e86\u4e00\u6837\u5fc3\u4e8b\uff1a\u5750\u4fbf\u65f6\u817e\u8d77\u7684\u952f\u672b\u7c89\u5c18\u8ba9\u4e00\u4e9b\u5973\u4eba\u611f\u5230\u4e0b\u8eab\u4e0d\u9002\uff0c\u5979\u4eec\u5728\u5c0f\u533a\u91cc\u7a83\u7a83\u79c1\u8bed\u5546\u91cf\u7740\u662f\u5426\u9700\u8981\u53bb\u91c7\u6458\u4e00\u4e9b\u67f3\u6811\u7684\u53f6\u5b50\u716e\u6c34\u6765\u6cbb\u7597\u5987\u79d1\u75c5\u3002<\/p>\n<p>\u8ba9\u5bb6\u5ead\u4e3b\u5987\u4eec\u66f4\u52a0\u96be\u4ee5\u5fcd\u53d7\u7684\u662f\u536b\u751f\u95f4\u91cc\u5f00\u59cb\u722c\u51fa\u86c6\u866b\uff0c\u5bb6\u91cc\u7684\u87d1\u8782\u4e5f\u5f00\u59cb\u591a\u4e86\uff0c\u738b\u7fe0\u5170\u66fe\u7ecf\u4e00\u6b21\u4e70\u4e86300\u5143\u94b1\u7684\u836f\u6492\u5728\u5bb6\u91cc\u6740\u706d\u5b83\u4eec\u3002<\/p>\n<p><strong>\u5bd2\u51ac\u7684\u5931\u63a7<br \/>\n<\/strong><br \/>\n2007\u5e74\uff0c\u9102\u5c14\u591a\u65af\u8fce\u6765\u4e8610\u5e74\u6765\u6700\u51b7\u7684\u4e00\u4e2a\u5bd2\u51ac\u3002\u5c31\u5728\u90a3\u51e0\u5929\uff0c\u751f\u6001\u7ad9\u7ad9\u957f\u5362\u5360\u8363\u624b\u8fb9\u7684\u62a5\u4fee\u7535\u8bdd\u5feb\u88ab\u6253\u7206\u4e86\u3002\u63a5\u8fd1\u96f6\u4e0b30\u2103\u7684\u6c14\u6e29\u4e2d\uff0c\u7ef4\u4fee\u5de5\u4eba\u9700\u8981\u4ece\u7ed3\u6ee1\u539a\u539a\u51b0\u5c42\u7684\u659c\u5c4b\u9876\u722c\u5230\u901a\u98ce\u7ba1\u8fdb\u884c\u7ef4\u4fee\u901a\u98ce\uff0c\u8fd9\u6837\u7684\u5de5\u4f5c\uff0c\u4e00\u4e2a\u51ac\u5929\u4e0b\u6765\u6709\u65f6\u9700\u8981\u505a3\u6b21\u3002<\/p>\n<p>2008\u5e74\u5e95\uff0c\u53c8\u662f\u4e00\u4e2a\u51b7\u51ac\uff0c\u623f\u5b50\u91cc\u53c8\u81ed\u5f97\u5446\u4e0d\u4f4f\u4eba\u4e86\uff0c\u5c0f\u533a\u91cc\u7684\u4f4f\u6237\u4eec\u7ec8\u4e8e\u611f\u89c9\u5fcd\u8010\u5230\u4e86\u6781\u9650\u3002\u4ed6\u4eec\u628a\u4e0a\u95e8\u7ef4\u4fee\u9a6c\u6876\u7684\u5362\u5360\u8363\u548c\u5de5\u4eba\u4eec\u5835\u5728\u5c4b\u91cc\u4e0d\u8ba9\u4ed6\u4eec\u79bb\u5f00\uff0c&ldquo;\u4f60\u4eec\u4f4f\u5728\u5395\u6240\u91cc\u8bd5\u8bd5&rdquo;\u3002<\/p>\n<p>\u9102\u5c14\u591a\u65af\u751f\u6001\u57ce\u9547\u7684\u9879\u76ee\u603b\u76d1\u3001\u745e\u5178SEI\u7684\u7814\u7a76\u5458<a
